Discussion: Joe Topinka has talked the talk and walked the walk. In short, among his
many accomplishments, he has mentored numerous current IT leaders, written a book
on how to execute true IT business partnerships, eaten his own cooking, delivered
measureable results that exceed his competitor’s metrics and received numerous
compliments from his peers locally and nationally for his vision, passion, and execution.
Shouldn’t Joe be satisfied with these achievements and comforted by a legacy of IT
leadership?
Many would answer Yes. But for Joe the answer is unfortunately no, not yet anyway.
The reason: In Joe’s post-publishing discussions with many IT leaders he has found
that the delta between what many leaders ‘think’ they are executing and what they really
‘are’ doing when it comes to executing the best practices of the IT Business Partnership
model is staggering and discouraging. And third party statistics back up these anecdotal
observations. Frankly, the true courage to change is still very much the exception vs. the
rule. It’s simply not good enough to be intellectually aware of the academically correct
way to do things yet find yourself too overwhelmed to actually perform the assessing,
planning, and executing to achieve the benefits and to raise the relevance and results of
our beloved profession.
In this session Joe challenges leaders on both sides of the chasm.

Dicussion: Larry Snodgrass is a survivor and spokesperson for US Airways flight
number 1549 that crashed in the Hudson River in New York City on January 15, 2009
– the “Miracle on the Hudson.” Life now takes on a special meaning for Larry and his
newly enlarged family of 154 new members since that flight. He has a compelling story
to tell about his experience that day and the impact it had on his life. He will talk about
the importance of cherishing things like family and beliefs that are truly important,
leadership and humility, asking for help, the importance of planning and having a backup
plan, overcoming crises and challenges, and saying “Thank You.” Larry has received
rave reviews from numerous speaking engagements, most recently at the District 7820
Rotary Conference in Nova Scotia in May 2014 and the Rotary International District 1090
Conference in the UK in March 2014.

PERFORMANCE MEASUREMENT: ACCELERATE INTO THE FAST LANE

Discussion: If you can’t measure something, you can’t understand it. If you can’t
understand it, you can’t control it. If you can’t control it, you can’t improve it. In addition,
how do you judge if you are using the proper measures, and how do you really know what
success looks like?
The solution is threefold:
• Interrogate your stakeholders to determine what matters to them
• Develop metrics to measure what matters
• Use this data to manage the business and improve processes
IT must take a leadership role in enabling the business to be able to perform these
measurements, both by putting systems in place to capture, analyze and report data and
by executing this process with its own customers to provide a model for the rest of the
business. In addition, benchmarking must be performed to determine how competitive IT
and the overall business truly are.
How do we know if our organizations are operating as efficiently and effectively as
possible? How do we identify and prioritize process improvement opportunities? How do
we compare operationally to our peers and competitors? Performance measurement can
provide the answers. Data is coming at organizations in larger volumes, at higher velocities,
and from more sources than ever before. This data can be an enabler or a disrupter of
operations so it must be managed properly. The City of Fayetteville has embarked upon
a journey to implement a robust performance measurement system that will enable it to
transform from a middle-of-the-pack operation to a high performing organization. This
presentation outlines the steps taken so far on that journey with tips for success and
stumbling blocks to avoid.
