Penyumbang utama kepada masalah ini adalah pelepasan gas rumah hijau (GHG) yang terdiri dari gas karbon dioksida (CO2) dari pembangunan yang tidak terkawal, antaranya dari aktiviti perbandaran, peningkatan penduduk dan pertumbuhan ekonomi Low Carbon Cities Framework (LCCF) adalah satu initiatif yang dibangunkan oleh Kementerian Tenaga, Teknologi Hijau dan Air (KeTTHA) yang boleh digunakan bagi mencapai pembangunan mampan secara holistik serta menyumbang kepada pengeluaran karbon yang rendah 20/05/2016 Confidential LATARBELAKANG Copyright Reserved Malaysian Green Technology Corporation Kerajaan Malaysia telah membuat komitmen berikut bagi menagani fenomena sejagat ini dengan mengurangkan pelepasan karbon dioksida berdasar KDNK • 2009 (COP15) : Pengurangan intensiti pelepasan karbon dioksida per KDNK sebanyak 40 % menjelang 2020 berbanding tahun 2005 6 • 2015 (COP 21) : Pengurangan intensiti pelepasan karbon dioksida per KDNK sebanyak 45 % menjelang 2030 berbanding tahun 2005, as compared to 2005 level 45% CO2 2030 ASAS-ASAS PERTIMBANGAN Copyright Reserved Malaysian Green Technology Corporation Laporan „Global Report on Human Settlements 2011‟ oleh UN-Habitat, pembangunan bandar adalah penyumbang utama pemanasan global iaitu sebanyak 50% dengan diikuti oleh sektor perindustrian sebanyak19%, menyebabkan pentingnya rekabentuk bandar-bandar di kaji semula dan prestasi pencapaiannya diukur. 7 Konsep „bandar rendah karbon‟ (Low Carbon City atau LCC) adalah penting dalam senario pembangunan bandar dan tadbir urus bandar kerana peningkatan paling ketara dari segi penggunaan tenaga dan pengeluaran karbon dioksida (CO2) berlaku di kawasan bandar 20/05/2016 Confidential Copyright Reserved Malaysian Green Technology Corporation PERKARA UNTUK MAKLUMAN 8 Definisi yang digunapakai seluruh dunia bagi bandar mampan menggambarkan perhubungan yang nyata dengan pengeluaran CO2 dan elemen-elemen lain yang menyumbang kepada perubahan iklim dengan mentakrifkan bandar mapan sebagai “bandar yang direka bentuk dengan mengambil kira impak / kesan alam sekitar, didiami oleh masyarakat yang beriltizam untuk mengurangkan input seperti penggunaan tenaga, air dan makanan, dan output seperti sisa yang melibatkan haba, pencemaran udara - CO2 , metana dan pencemaran air” (Sumber: en.wikipedia.org/wiki/sustainablecity). 20/05/2016 Confidential Copyright Reserved Malaysian Green Technology Corporation PERKARA UNTUK MAKLUMAN 9 Bandar Rendah Karbon boleh juga ditakrifkan sebagai sebuah bandar raya yang terdiri daripada masyarakat yang menggunakan teknologi hijau/lestari, amalan hijau dan mengeluarkan karbon atau GHG yang agak rendah berbanding dengan amalan hari ini untuk mengelakkan kesan buruk ke atas perubahan iklim. Part 2: Assessment System An in built carbon calculator will help a user determine their current baseline.
