E-PASS GENERAL INFO What is E-PASS? E-PASS provides motorists a better, safer, and faster experience when traveling on the toll roads throughout Florida. No more waiting in lines to pay with cash or coins. E-PASS allows you to pay tolls electronically as you pass through specially equipped toll lanes without having to stop. E-PASS saves time and money. You can establish a prepaid E-PASS account using your credit card or personal check. If you use a credit card and select auto-replenishment your account is automatically replenished when your account reaches a low balance. All other customer can replenish their E-PASS accounts via the E-PASS website or by mailing or delivering a payment to the E-PASS Customer Service Center. When you establish an E-PASS prepaid account, you receive a small electronic transponder that attaches to the windshield inside your car. Within the transponder is an electronic chip that identifies your account. Each time you use a toll facility where E-PASS is accepted, an antenna at the toll plaza reads the transponder and identifies your account. The appropriate toll is then electronically deducted from your prepaid account. A record of your transactions will be included in your monthly statement. What are the benefits of becoming an E-PASS customer? E-PASS customers pay less on most tolls than those paying with cash. Monthly discounts per transponder: 40 -79 transactions receive a 5% discount and 80 or more receive 10%. The discount is computed and credited to your account at the end of each month.* Account holders also save when they drive on other toll roads in Florida, saving approximately 25% or more at most toll plazas.** E-PASS saves time enabling motorists to drive at posted highway speeds rather than stopping at the toll plazas. Account holders can use their transponders to pay parking fees at the Orlando International Airport. What does it cost to open an E-PASS account? E-PASS accounts are pre-paid toll accounts. A minimum of $25.00 in pre-paid tolls is required to open a new account. This is your toll money to use as you travel the toll roads throughout Florida. If you ever need to close the account, any money left in the account is fully refundable with a written request. The E-PASS system requires a small electronic device, called a transponder, that transmits information to deduct the toll amount from your account. Residents of Orange, Seminole, Osceola, Lake, Volusia and Brevard Counties can get a free E-PASS Mini transponder when opening an E-PASS account or can be purchased for $4.99 plus tax if you live outside the listed counties. How and where can I obtain an E-PASS transponder? Getting an E-PASS transponder is easy. Yes, E-PASS can be used on almost all toll roads and bridges throughout the State of Florida. Just look for the E-PASS, SunPass or LeeWay logo as you enter the highway or tolling zone. E-PASS, SunPass and LeeWay are compatible and may be used interchangeably. Do I have to install my transponder on my windshield or can I keep it in the car with me? Your transponder must be properly installed on your front windshield behind the rearview mirror. Using your E-PASS in any other manner is a direct violation of the user agreement. A transponder that is not mounted properly will not work consistently. If your transponder is not properly installed, you risk the potential of repeatedly failing to pay a toll that could lead to your vehicle having a registration hold placed on it or having Uniform Traffic Citation issued to you. If I change vehicles and need to move my E-PASS from one vehicle to another what do I need to do? The E-PASS Mini transponder is not portable and cannot be transferred to another vehicle. Once it is affixed to the windshield it is activated. If the E-PASS Mini transponder is removed it will no longer work. If you change vehicles, notify the service center and request a new sticker. If you sell or trade your vehicle, make sure you remove the Mini transponder to ensure the next owner cannot utilize your E-PASS account. If you have an E-PASS portable transponder, contact the E-PASS Service Center as soon as possible. We must be notified of your new vehicle information if you move the transponder to another vehicle so that the information on your account is up to date. Transponders are required to be mounted properly. The E-PASS Service Center installs and removes transponders at no cost. If you decide to move the portable transponder yourself you may contact the E-PASS Service Center for additional adhesive strips. Can I use E-PASS while driving a motorcycle? The E-PASS Mini transponder requires specific windshield types and will not work on a motorcycle. Installation of the E-PASS Mini on a motorcycle is prohibited. ONLY the EPASS portable transponder may be used on a motorcycle. The Expressway Authority will not be held liable for any damages associated with an installation on a motorcycle. If you have a motorcycle, please contact the E-PASS service center for instructions at 407-823-7277. Are there any lane or speed restrictions when using E-PASS? Motorists with E-PASS transponders can use any lane on the expressway system. However, there are some restrictions on the maximum speed depending on the type of lane as listed below: E-PASS Express Lanes – These lanes do not have any barriers or toll booths across the road. Motorists with E-PASS transponders can travel through these lanes at the posted highway speed. E-PASS Dedicated Lanes – These lanes resemble a traditional barrier toll lane, however they are equipped with electronic devices exclusively for motorists with E-PASS transponders. The speed limit through these lanes is 35 miles per hour. Coin Machine & Cash Lanes – These are traditional barrier toll lanes for motorists that pay tolls with cash or coins. Motorists with E-PASS transponders may use these lanes; however, use extreme care and expect to experience stop and go traffic. The speed limit in these lanes is 25 miles per hour. What should I do if the red light does not change to green when I enter the toll lane? If you are in an E-PASS Only lane, do not stop. Notify the E-PASS Service Center as soon as possible. In the meantime, utilize 'Change/Receipt' lanes or 'Coin Lanes' and pay your toll in cash until the problem can be resolved. Does my account get charged if another driver tails my car? No, the E-PASS system uses precise electronic equipment to separate each vehicle and charge the appropriate toll. However you should always review your statement each month. Can my spouse add their vehicle to my account? Yes. However, written authorization is required to add additional names to an account. If my account balance drops to zero ($0.00), will my toll transactions be deducted once I put more money in my account? Yes. However, if your account balance drops to zero and you continue driving on the toll roads you are considered a violator. E-PASS will notify you regarding the status of your account balance. When payment is received for your account, the Expressway Authority will deduct any unpaid tolls and potentially additional fees from your replenishment payment and reinstate your account. If you fail to add more money to your account in a timely manner and you continue to violate, your account will be inactive and an Unpaid Toll Notice may be issued. Failure to correct the situation could lead to a registration hold on your vehicle or the issuance of a Uniform Traffic Citation. The best way to ensure this does not happen is to elect automatic replenishment on your account through a credit card. I have a transponder from another state (i.e., FasTrak, E-ZPass, Toll Tag); Can I use it to pay my tolls here? No, the electronic toll collection system in the State of Florida (E-PASS, SunPass and LeeWay) is currently not compatible with transponders from any other state. However, E-PASS, SunPass and LeeWay (Lee County) are compatible with each other and may be used on toll roads and bridges throughout Florida. UNPAID TOLL NOTICE (UTN) QUESTIONS What is an Unpaid Toll Notice? An Unpaid Toll Notice (UTN) is a notice issued by the Expressway Authority for the failure to pay multiple tolls. The E-PASS tolling system is equipped to take a picture of the license plate of the vehicle failing to pay a toll. Multiple failures to pay a toll are “bundled” into a monthly notice that is mailed to the address on the vehicle’s registration requesting payment. What do I do if I receive an Unpaid Toll Notice? If you are an existing E-PASS, SunPass or LeeWay customer, contact your respective service center first to ensure your vehicle information is up to date and that your account has money. If you do not have E-PASS, click the Pay Your UTN/UTC web link to pay the unpaid toll(s) on line with a credit card or call the Toll Enforcement Office at 407-6905200. What if I drive through a tolling point and do not pay? If you do not have a prepaid toll account such as E-PASS or SunPass and you drive through a tolling point and do not pay, a photo will be taken of your license plate at each tolling point and an Unpaid Toll Notice for the unpaid tolls will be sent to the address on the vehicle’s registration. If paid by the due date, no further action will be taken. How will you find out who I am in order to bill me? The E-PASS tolling system is equipped to take pictures of the vehicle’s license plate as it travels through the tolling point. The license plate data provides the needed information to obtain the registered owner’s address so a notice can be generated and mailed. What if I want to pay a missed toll now and not receive an invoice? If leasing a rental car please refer to the rental car agreement. Otherwise, if you know the exact location, date, estimated time and amount of your tolls, you can send a check or money order to: Orlando-Orange County Expressway Authority Violation Enforcement Section PO Box 585070 Orlando, FL 32858-5070 Make your check or money order payable to the Orlando-Orange County Expressway Authority and include the vehicle’s license plate and State where the vehicle is registered. If you do not know the amount of your tolls or wish to pay by credit or debit, please wait ten business days and then call 407-690-5200. What if I am driving someone else’s vehicle or they are driving mine? An Unpaid Toll Notice for the missed tolls would be mailed to the registered owner of the vehicle. By law, the owner of the vehicle is responsible for the toll payment even if someone else uses that vehicle. What if I get on the toll road by accident? Do I still have to pay? Yes. Tolls may only be waived in a few instances. Examples would be in the event of a state of emergency (hurricane) or due to the specific instructions of law enforcement to prevent an unsafe condition. I have an account from another Florida toll agency (SunPass, LeeWay), why did I receive an Unpaid Toll Notice? There are two reasons why this could occur. The most common is because your transponder was not read and your vehicle license plate was not registered on your account. Also, if your account was out of money you could receive an Unpaid Toll Notice. In either case you should contact the agency that issued your transponder and correct the issue. Once this is done, follow the directions listed on the Unpaid Toll Notice to ensure the unpaid tolls are satisfied. Contact us at https://www.epasstoday.com/ or call us at 407-823-7277. Once you have traveled on the expressway and failed to pay a toll two times within 30 days, you will receive an Unpaid Toll Notice within one to two months of the violation, depending on when the image was processed. For any subsequent travel, you will receive a monthly invoice. What if I receive an Unpaid Toll Notice for a license plate I no longer have? If you no longer own the vehicle, you will need to contact the appropriate department of motor vehicles to correct their registration information. You will also need to provide an affidavit verifying that you are no longer the vehicle owner. What is a Final Warning Letter? A Final Warning Letter is issued to the registered owner of a vehicle that has failed to pay an Unpaid Toll Notice before its due date. The Final Warning Letter notifies the registered owner that a Registration Hold will be placed on the vehicle’s license plate if the Unpaid Toll Notice remains unpaid. What do I do if there is a Registration Hold on my license plate? A Registration Hold is placed on a vehicle’s license plate after the Final Warning Letter has been issued and the Unpaid Toll Notice (UTN) has remained unpaid. Keep in mind, a hold can be placed on each unpaid UTN. To have the hold(s) removed, all outstanding UTNs including active violations must be paid in full. Partial payments are not accepted. Click the Pay Your UTN/UTC web link to pay the unpaid toll(s) on line with a credit card or call the Toll Enforcement Office at 407-690-5200. What do I do if I receive a Uniform Traffic Citation? A Uniform Traffic Citation (UTC) is issued to a motorist that is considered a habitual violator and/or has shown a repetitive pattern trying to avoid the Expressway Authority’s Violation Enforcement System. The UTC must be resolved before the due date or it will be filed with the Clerk of the Court. Additional fines and fees may be assessed. Refer to the UTC notification for special instructions and options. How do I pay my Unpaid Toll Notice or Uniform Traffic Citation? The easiest way is to pay is online with a credit or debit card by clicking Pay Your UTN/UTC. You may also mail in a check or money order payable to: Central Florida Expressway Authority Violation Enforcement Section PO Box 585070 Orlando, FL 32858-5070 You may also call the Violation Enforcement Department at 407-690-5200. What if I want to dispute my Unpaid Toll Notice or Uniform Traffic Citation? Within five days of receiving the citation, download the UTN/UTC Dispute Request form, fill out the top portion and bring the form, the UTN or UTC, & your transponder to one of the E-PASS Service Centers located at: 762 S. Goldenrod Road Orlando, FL 32822 -OR8919 West Colonial Drive Ocoee, FL 34761 If faxing the UTN/UTC Dispute Request form, please send fax to 407-690-5021. If you have any questions, please contact the Violation Enforcement Department at 407690-5200. What if I get a UTN/UTC for a license plate I no longer have? You are still responsible for payment if the license plate registered to you expired and you were issued a new one. If you no longer own the vehicle, you will need to contact the appropriate vehicle registry to correct their registration information. You will also need to provide an affidavit verifying that you are no longer the vehicle owner. Mail the Affidavit Form to: Orange County Traffic Court 475 N. Orange Ave., Suite 410 Orlando, FL 32801 Why do I receive an Unpaid Toll Notice for each of my vehicles? Can’t you save money by sending me only one consolidated bill? By law, the invoices must be sent to the registered owner of the vehicle and in an effort to reduce errors in matching the exact registered name and address, it is best to send invoices for each vehicle separately. Will I receive one consolidated Unpaid Toll Notice for all my toll trips in the State of Florida? No. You will receive a separate invoice from each of the toll authorities for each vehicle that travels on their toll facilities. QUESTIONS RELATED TO RENTAL CARS What do I do if I am in a rental car? Most rental car companies have programs that offer rental car customers an easier way to travel Florida’s toll roads. The companies provide E-PASS with constantly updated lists of rental car fleet license plate numbers so that rental companies can be billed for tolls incurred by their customers. Each company has a different payment arrangement so be sure to review your rental agreement carefully. What if my vehicle rental company does not offer a toll program? An image of the license plate will be captured on camera and a bill for the toll will be sent to the vehicle rental company, who will match the toll charges with the person renting the vehicle. The vehicle rental agency may pay the toll bill on your behalf and charge you extra fees for their time and service, based on your rental agreement. We strongly recommend that customers check their rental agreement for all fees. What happens if I don’t sign up for the rental car company’s toll program and I drive on the Expressway? A bill for the toll will be sent to the rental car company, who will match the toll charges with the person renting the car. The rental car agency may pay the toll bill on your behalf and charge you extra fees for their time and service, based on your car rental agreement. Others may reassign the toll charges via completion of an affidavit, as outlined in the Florida Statute. We strongly recommend that customers check with their rental car company for all fees and that they review the rental agreement carefully. OTHER QUESTIONS I am handicapped and currently do not pay tolls. How do I get an E-PASS? According to state statute, any handicapped person who has a valid driver's license, who operates a vehicle specially equipped for use by the handicapped, and who is certified by a physician as being severely physically disabled and having permanent upper limb mobility or dexterity impairments shall, upon application, be issued an EPASS mini sticker transponder. E-PASS has a program where they provide, at no cost, a non-revenue sticker transponder for the customer’s vehicle. Where can I view the toll rates? Click here to view the toll rates and a toll calculator. I don’t have an E-PASS. When I put coins in the basket the light did not turn green. What should I do? You likely encountered a jammed coin machine. Our coin machines do jam up from time to time and when they do, a signal is sent to our maintenance contractor to come out and service the machine as soon as possible. When this does happen, we encourage people to place the correct amount in the machine and just move on. Though the light does not turn green, we will not fine you. We prefer people to move along to avoid a traffic jam or an accident.
