To find the info go to http://international.ristek.go.id/home and then click on Online Registration at the bottom of the page. http://frp.ristek.go.id/ On the left hand menu click on Foreign Research Permit then click Online Registration There are still bugs with this system – you do not get a confirmation email saying things have been received. You cannot enter a passport expiry date later than 2020! This system is not secure – we are not sure what to do about this but are making a request to RISTEK that they change the system as much personal info goes through this. However you must use this system in the meantime You can upload and send the documents even if you do not submit all the letters they ask for e.g. if you have no accompanying family – it still seems to work. Note, everything must be submitted as .jpg image files that do not exceed 150Kb (quite small!), except the detailed research proposal that should be submitted as a .zip file, no bigger than 3Mb. The image file means all documents must be exported to .pdf (Word 2007 doesn't support this by default, so you can use the free Kingsoft office suite - the free LibreOffice can do the same) and then converted to .jpg (Free GIMP (GNU Image Manipulation Program) software). That's fine if you are doing single page documents, but if the documents are longer it gets very messy - particularly as the files need to be less than 150Kb. PREFACE Why you need a research visa According to Government Decree No. : 41/2006, every foreign university, research institute, enterprise, and individual are welcome to conduct research in Indonesia. They are encouraged to participate in R & D activities in order to develop S & T cooperation and finally to increase Science and Technology transfers in Indonesia. Foreign researchers who will conduct research in Indonesia have to involve local scientists as counterparts from local universities, research institutes or Non Government Organization (NGO) who has competency in the research topic. B. RESEARCH PERMIT PROCEDURE 1. From your country of residence For every non-Indonesian citizen researcher that plans to conduct research within Indonesian territory, prior to arrival, he or she should apply individually for receiving a research permit from the State Minister for Research and Technology. Without such consent, any research activities by a foreigner are illegal. Compile the documents listed in Table A (below) and submit online. We have had many issues in the past of visa approval letters from immigration and RISTEK being sent to the wrong embassy (and often wrong country!) and this taking up to 2 weeks to rectify. What to do next Your permit application will go into the RISTEK meeting. You can check the status of your application online at: http://www.ristek.go.id/index.php?module=File&frame=lain_lain/frp/index2.html When your research permit is approved, you can then apply to the embassy for your visa. C. ORDER OF PROCEDURE IN INDONESIA WHEN YOU RECEIVE YOUR VISA IN YOUR PASSPORT FROM YOUR EMBASSY PLEASE CHECK YOU HAVE BEEN ISSUED WITH A VISA “C” AND FOR A MINIMUM OF 6 MONTHS. IF YOU HAVE A “B” VISA THIS IS A SOCIAL CULTURAL AND IS WRONG. Page 7 of 18 D. ON ARRIVAL IN JAKARTA (FULL INFORMATION): Important note: Foreign researchers using the services of LAHUKA to help with the administration in Jakarta do not need to perform all of these steps themselves, as LAHUKA take care of many of them for you (see Section E). It is important that you understand the process, however, as these are your legal documents to be in Indonesia and you may end up in trouble with the authorities if mistakes are made, so we very strongly recommend that you read this section in full, regardless of whether you are using the services of LAHUKA or a similar agent. Get everything you need ready for your visits to the offices. Get a few photocopies of your passport done, the photo page and your visa page. Also get copies of your departure card (the side with the date stamp). You will need to give these out at the offices. Also get photos done. It is much easier to do this in Jakarta than back home. There are a number of places near Jalan Jaksa that will take your photo in front of a red background and print off your pictures while you wait. I’d suggest getting 10 of each size, 4x6cm, 3x4cm, and 2x3cm. There are plenty of photocopy places around as well. Neither of these are expensive.It is recommened that you arrive in Jakarta at the weekend or beginning of a week, to hopefully get your permits processed so that you can leave Jakarta before the following weekend, when all offices will be shut (remember to also consider public holidays when thinking about this). YOU MUST VISIT THESE OFFICES IN THE ORDER WRITTEN HERE Please note that most offices will be closed around 4 pm so avoid getting to them too late. DAY 1 1. RISTEK office Office Location What you need The Secretariat of Foreign Research Permit BPPT 2nd building, 8th floor, Jl. M.H. Thamrin No.8 Jakarta 10340. • Two 3x4 red-background recent photograph within the forms. • Copy of passport, visa and departure card Directions: In JL Tharmin, just outside the Pan Pacific Hotel there should be a metal walkway crossing over the street. Take this across. At the bottom there should be a large grey building (BPPT building), go around the back of this where there is a large roofed courtyard with another similar looking building further back. Go to this other building, if you can't seem to find it you can point to the name of the building and office on your RISTEK guide and they should aid in directing you. The office is on the 8th floor. At the RISTEK office there should be small maps posted on the front of the desk that show the main locations you will have to visit during your stay. One of the people working at RISTEK will give you all the letters you will need for these visits in the Page 8 of 18 order they should be visited with an explanation of what to do at each and what will be needed from each. You will be asked to complete forms from the secretariat and must attach two 3x4 red-background recent photographs to the forms. By the following day, 1x24 hours of working day, the applicant(s) will receive letters from Secretariat as mentioned below: a. Letter of Research Permit and Research Permit Card – Surat Izin Penelitian b. Letter of Travel Permit application, Surat Keterangan Jalan – Jakarta c. Letter of Research Notification application addressed to Dept of the Interior - Jakarta d. Copy of Certificate of Police Registration (Surat Lapor Diri) – for local research town e. Letter of request for KITAS (Kartu Izin Tinggal Terbatas, Time-Limited of Staying Permit Card) addressed to the local Immigration Office where research will be done. Foreign researcher has to report to the Immigration Office not later than 7 days from arrival date. Belated report will be fined each day - for local research town. (see below for how to extend). f. Letter of recommendation requesting extra time in Jakarta to complete all offices if needed – check when you get to RISTEK office. The complete data required for issuing KITAS which forwarding to Doklan director, Visa and Vaskim, Ditjen Immigration, Jakarta g. Letter of request for SLKD addressed to specific research area particularly for foreign researcher who has KITAS and research permit for at least six months should be forwarded to Kepala Direktorat IPP, MAPOLDA – for local research town. COSTS: if you have a PhD you will be considered as a senior researcher and will be asked to pay $500 for your 1-year research permit. Anyone not with a PhD is still on about $150. There are apparently plans to allow senior researchers to bring a small team with them under the $500 payment but this has not happened yet. TO QUALIFY FOR THE $150 RESEARCH PERMIT RATE! RISTEK recommend that when the BPPT application form is submitted, in the section where it asks for the institution you should write 'Independent researcher', in order to qualify for the cheap rate of $150, otherwise the $500 rate is charged (they assume you are employed by the institution). For students it’s OK to put the institution but they must be able to show their student card, or similar student ID, in RISTEK. They also check that your Curriculum Vitae matches your application form, e.g. in terms of qualifications and what you claim you are studying for. 2. MABES POLRI Office Location MABES POLRI Jl. Trunojoyo No.3 Kebayoran Baru Jakarta Page 9 of 18 What you need • Two 4x6 red-background recent photograph within the forms. • Copy of passport, visa and departure card This is to obtain your travelling permit. Directions: To go to Mabes Polri you should take the Trans Jakarta bus south to Block M. The bus stop is located in a metal station in the middle of JL Tharmin (street) to get to this go back across the metal walkway in front of the RISTEK building and head south until you see another metal walkway heading to the middle of the street (this is beside a tall building with a blue roof top). The bus ticket costs 3,500 Rp. You want to disembark at the stop called Masjid Agung. Show your map to the attendant at the door of the bus for him to let you know when you arrive at the stop, it should also say on the sign below block M before getting on the bus (this way you can count the number of stops you have to take before you get off). Once you reach Masjid Agung walk up the metal rampway and either: 1) take a taxi, or 2) walk - turn right (East). From here you will need to walk south about two blocks, at the second set of street lights take a left and continue east, head another block and take another left (North) down a small side street packed with vehicles. On the East side of the street there should be a building who's compound is surrounded by a barred fence, this should be the police station. The entrance to this building is at the back so continue North and take a right (East) at the next street. You will see a small gas station that is part of the compound that will act as a landmark to let you know you are going the right way. When you arrive you'll need to ask for a travel permit form. There are normally at least 2 people serving, give your form in to the person on the right, it’s easier if you hand her the letter from RISTEK on top of your form, so she can see what you are applying for and check what you have put on the form. You will also need to submit 2 of the 6cm by 4cm photos. When you hand in the form you'll be given a receipt, keep this safe you will need it to collect the travel permit letter the next day when they are finished processing it. This is all you can do in one day, so go relax!! DAY 2 First, go back to the police station to collect your travel permit letter before going to the Home Office. Hand the receipt to the first serving window and just hang around near there, shortly after someone should call your name, make sure the details are correct. 4. HOME OFFICE Office Location What you need HOME OFFICE Department of Home Affairs (Departamen Dalam Negeri), Jl. Page 10 of 18 • Copy of passport, visa and departure card • Copy of Research Permit Letter from THE STATE MINISTRY OF RESEARCH AND TECHNOLOGY • Copy of Travel Permit Letter from MABES POLRI Once you have it, head out and into the next building along (back the way you came) – you should see a little FotoCopy shop where you can get some copies of your letter. Head back to the bus stop and get the bus to Monas (2 stops further on from Sarinah). This station doesn't have an over-head crossing, so you have to cross on the road. Cross over the right hand side. Head up the road (north) and follow it round, you'll see the huge monument to your right. Keep going and take the turn round to your right, you'll see a big white building on the other side of the road. Follow this road for a bit, you need to cross over but it is best to do so a little way down as it is busy. Keep walking east a little longer, the building you want is set back from the road a little with a car park in the front, and turquoise lamp-posts. When you are in the parking lot take a right and head east, then follow it round a corner to the left (North) and head straight down through the parking lot to the building at the far end. You need the 4th floor, once you get out of the elevator show the man at the desk your letter and he should take you/direct you to the right man. Once you have given in your letter and other documents that they need they will probably ask you to come back tomorrow. DAY 3 When you return to the home office they will present you with 5 brown envelopes, each addressed to a different person (one to yourself). Open the one to you and ask them to make a photocopy, this way you can then head straight to the last place on the list. You will have to take a taxi to the last destination, the Ministry of Forestry. 5. SIMAKSI Office Location MINISTRY OF FORESTRY Gedung Manggala Wanabakti Blok I Lt. 3, Jalan Gatot Subroto Senayan - Jakarta - Indonesia – 10270, Telp. +62-21-5704501-04. What you need • • • • Two 4x6 red-background recent photograph within the forms. Copy of passport, visa and departure card Copy of research proposal Copy of Research Permit Letter from THE STATE MINISTRY OF RESEARCH AND TECHNOLOGY • Copy of Travel Permit Letter from MABES POLRI • Copy of Research Permit Authorization Letter from Department of Home Affairs • Revenue stamp values 6000 – can be bought in Post Office on 1st Floor of the same building Page 11 of 18 A. For foreign researchers carrying out research in one location only, the SIMAKSI can be processed in the local UPT (BKSDA or BTN) office without having to go to PHKA Jakarta. 2. It is also true for the SIMAKSI extension. 3. However, if the research is being done in 2 or more locations, then the SIMAKSI must be issued by PHKA Jakarta. You'll need to get some revenue stamps – follow the signs to the post office (Kantor pos) by heading right from the foyer. It’s on the 2nd floor. If you’re lost, just ask anyone! When you get there ask for a revenue stamp for 6000Rp and they should understand. Get two, as you'll need one later. Once you have these head back down to the ground floor (they call it the first floor) and back into the main foyer from here follow a hallway connection to another portion of the building and other foyer (There are two linked buildings, hopefully this explanation isn't too confusing as a result). Here catch a lift to the 8th floor, and show the man on the desk the letter. He should direct you to the right person. Give them the paperwork and make sure they take you through and start the process straight away – not the next day. Be aware that no one really speaks English in this office, a phrase book is a must here to at least try to understand. Once you have filled in the forms (they are in Indonesian, ask and they will help you translate the portions you need to fill in) they will give you their number and ask you to ring tomorrow to find out if it is ready for you to collect or not. NEW 2011 Forestry have draw up a new more specific agreement regarding rules for researchers specifically relating to collection of permits. Regardless of whether you are collecting samples you need to complete this. Just another form to fill in (though it is all in Indonesian). Like the SIMAKSI, this also needs an official stamp (meterai) that you must sign across. On the way back you can drop into the RISTEK office to deliver their letter from the home office, and to ask them if they were able to ring and check the SIMAKSI the next day, to avoid any more confusion with the language barrier. Now it’s just a waiting game until you can go pick it up! E. ON ARRIVAL IN JAKARTA (WITH LAHUKA) Important note: the permit process in Jakarta is exactly the same regardless of whether you use the services of LAHUKA or not; just they can take care of many of these stages, so that you don’t have to and are able to complete the final stages and send documents on, meaning that you have to spend less time in Jakarta. Because the documents acquired through this process are your legal rights to be in Indonesia, and you may get into trouble with the authorities if mistakes are made, it is important that you read and understand the full processes described in the previous section. It is recommened that you arrive in Jakarta at the weekend or beginning of a week, to hopefully get your permits processed so that you can leave Jakarta before the Page 12 of 18 following weekend, when all offices will be shut (remember to also consider public holidays when thinking about this). First, you will need the same documents prepared in advance of your arrival in Jakarta as detailed at the beginning of Section D (photocopies of passport and visa photo pages, plus the side of your departure card with the date stamp on it, and ten red background photos of each of dimensions 4x6cm, 3x4cm, and 2x3cm). You will also need the research permit fee. It is important to inform RISTEK in advance of the date you plan to report to the office, so that they can prepare the letters beforehand and you are not delayed waiting for them to do this. LAHUKA will normally meet you on the day or morning before you report to RISTEK to make sure that everything is ready in advance. You/LAHUKA will then go through the following steps, and LAHUKA should update you on the progress of these as they go along: 1. Go together with LAHUKA to the RISTEK office. They will do most of the talking, so you generally just need to sit there (looking smart and friendly), then hand over the payment and sign the relevant letters. This may require a second visit if the letters are not ready upon your arrival. 2. LAHUKA then take the copies of your letters to the police in Jakarta and obtain the permits from there, which they will normally have to collect the next day. 3. LAHUKA will then take the police permits to the Department of Internal Affairs office to apply for your permit from there. Normally the next (i.e. third) day in Jakarta, you will then have to go to the Department of Internal Affairs office to sign their book. 4. You are then free to fly on to your local research town (e.g. Palangka Raya) and LAHUKA will send the Department of Internal Affairs letter on to you, which you will need before you can apply for your KITAS in your local town. 5. If needed, LAHUKA can then also organise your SIMAKSI at the Forestry Department in Jakarta and send that on as well. F. IN PALANGKA RAYA/LOCAL TOWN CLOSEST TO RESEARCH SITE Welcome to Palangka Raya! If you are making your own way to the project house grab a taxi from the airport (60,000Rp) to No 91. Jalan Semeru, Bukit Hindu. Lots of the taxi drivers already know where we live. Any SIMAKSI letters will need to be presented to your local national park or forestry department. 1. Take with you all the paperwork you got in Jakarta. You will also need photos. Siska will take what is needed for Immigration and set you up an appointment there (which can change so you will probably have to wait at the OuTrop house until you are called in to Immigration. REGISTRATION IN PALANGKARAYA Registration in Palangkaraya has to be done in the following order: first immigration registration and when you already have your Kitas you can do the police registration. IMMIGRATION REGISTRATION Immigration office in Palangkaraya Jalan G. Obos No. 10 (close to the small roundabout) Documents you will need on your first visit to the immigration office: - Surat Permohonan Kitas from Ristek - Photocopy of the Surat Izin Penelitian from Ristek - Photocopy of the Travelling Permit from police in Jakarta - Immigration Extension letter from immigration in Jakarta (if needed) - Letter from Home Affairs from Jakarta (scan in first instance and then hard copy) - Surat Permohonan Kitas from Cimtrop - Surat Pernyataan dan Jaminan from Cimtrop - Photocopy Suwido’s KTP (ID card) - Filled Formulir Izin Tinggal Terbatas dan Tetap from the immigration office in Palangkaraya (2nd floor) - CV Page 14 of 18 - Passport + photocopy of the picture page, the visa and the departure card (both sides) Photocopy of Kartu Izin Penelitian Asing (from Ristek) 2 red background photos 2x3 and 2 red background photos 3x4 When you arrive at the immigration building you have to go up the stairs that are in front of the main door and ask for the “Formulir Izin Tinggal Terbatas dan Tetap (ITAS)”. Nowadays, the person in charge of the KITAS (and EPO) issuing is a woman called Sari. Then, you fill it up and give it to the person who gave you the form with all the other documents mentioned above. If everything is correct, you will be asked to go back in 3 or 4 days to take your fingerprints. On your second visit to the immigration office, the first thing you have to do is go upstairs and ask for your “kwitansi” (receipt) letter, go downstairs and go to the window where says Cashier. You give them that letter and you pay 755.000Rp and they will give you a receipt. Now you need a photocopy of both letters (kwitansi and receipt); go outside the building and on the street head right, at less than 100m there is a photocopy shop. Go back to the office, go upstairs again and give the two original letters to the person who will take your fingerprints (digital). Once finished, they will ask you to go back once again in 3 or 4 days to finally pick up your passport, your Kitas (yellow certificate). Your registration in Palangkaraya is finished!! STOP TEMPORARILY AND THEN RE-CONTINUING RESEARCH (ERP or MERP) Foreign Researchers with a KITAS and VITAS number 315 and valid for 6 -12 months may apply for an Exit Re-entry Permit (ERP) or Multiple Exit Re-entry Permit (MERP). Foreign researcher must follow these requirements below: 1. To obtain an ERP or MERP you need to ask RISTEK, provide a letter from your sponsor and evidence of why you need to leave Indonesia in the middle of your research e.g. letter from your university, letter of invitation to a conference etc. You need to submit a written request for this. This request must also include six copies of quarterly progress report. 2. Based on the foreign researcher's request letter, The State Ministry for Research and Technology will issue Exit Re-entry Permit (ERP) or Multiple Exit Re-entry Permit (MERP) as requested which should be addressed to the Head of Immigration Office where KITAS has been issued. Watch what time limit they put on your ERP, some are 3 months and some 6 or 12. 3. Immigration will then issue your ERP or MERP (and will charge for this!) IMPORTANT NOTE – If you have an MERP you cannot remain outside Indonesia until the end of your KITAS. The maximum time that can be spent outside of Indonesia under a MERP is 6 months and not simply any amount of time provided that you return within about a month of your KITAS expiring. I. LEAVING INDONESIA AT THE END OF YOUR RESEARCH (EPO) Exit Permit Only (EPO) will be needed once you complete your research. Research visas should not be used for travelling, you need to leave Indonesia and come back on a tourist visa to travel. Letter of request for exit permit only needs to be sent to RISTEK as well as a recommendation letter by the local counterpart, and 6 (six) copies of the tentative final report. The State Ministry for Research and Technology will issue Exit Permit Only (EPO) as requested which will be addressed to the Head of Immigration Office where KITAS has been issued. ONCE THE EPO ISSUED YOU HAVE 7 DAYS TO LEAVE INDONESIA OTHERWISE YOU WILL OVERSTAY! J. RESEARCH PERMIT EXTENSION • You must apply for an extension no more than 30 days before your permit expires. • Given the volume of permits RISTEK are processing it is advisable to apply for an extension 2 months in advance. • You can now apply for 2 extensions of 12 months each thus you can carry out 3 years of research on the same proposal. To extend your research permit requires the following: 1) Letter of request research permit extension and development explaining the reason of extending research. 2) Recommendation letter from counterpart to extend research permit. 3) Six copies of tentative final report You may be required to give a presentation of your work at RISTEK before your extension is approved. Page 17 of 18 You can extend your KITAS at your local immigration and then send all paperwork back to a “fixer” in Jakarta to complete the Police (SKLD), Department of the Interior (Dalam Negeri) and Forestry (SIMAKSI) paperwork on your behalf.
