Kam Ng, Ph.D.

Dr. Ng began his position as CEO in July of 2012 after retiring from 30-years of
civil service for the Department of Defense (DoD). Prior to joining the LITE team,
Dr. Ng was the deputy director of research at the Office of Naval Research (ONR).
As the Deputy, he assisted the director of research in overseeing the basic and
applied research portfolio, fostered outreach and education programs to develop
the next generation of scientists and engineers, and ensured the coordination of
laboratory-sponsored basic and early-applied research. The annual budget of the
basic and applied research portfolio that Dr. Ng managed was $900 million.
In his position at ONR Dr. Ng was instrumental in the approval of SBIR and STTR
Proposals, and he will be able to give us all a behind the scenes look at the process
and what you need to know to secure the funding.

Roy Keller serves as the associate director of the Louisiana Business and
Technology Center, a high-tech small business incubator on the campus of
Louisiana State University. He also serves as director of the Louisiana Technology
Transfer Office (LTTO). The LTTO operates throughout Louisiana and also has
offices at NASA’s John C. Stennis Space Center and the NASA Michoud
Assembly Facility in New Orleans.
Mr. Keller has been on the Board of Director’s of the International Technology
Transfer Society for six years and currently serves as vice president of finance. He
is a board member of Partners for Stennis, a multi-state economic development
organization. He also serves on the Inventions and Innovations and the State and
Local Government committees of the National Federal Laboratory Consortium and
was given the 2007 Outstanding Service Award by the Consortium.
Mr. Keller also currently serves as the director of the Louisiana SBIR outreach
program and as the Technology Transfer director for the Louisiana NASA Epscor
program. He received the 2012 Champion of Small Business Innovation Award
from the National Small Business Association and was honored recently at the
White House with the Tibbetts Award for outstanding contributions to the SBIR
program.

Mark was hired by UL Lafayette in 2001 to serve as Assistant Director of the
Louisiana Small Business Development Center (LSBDC) at UL Lafayette, one of
ten such Centers at Louisiana universities. In 2004, Mark was selected to manage
the Center as Director and facilitated the expansion program implemented two
years later.
Prior to joining the LSBDC, Mark was acting Director of the Office of Policy,
Planning and Technology for Louisiana Economic Development (LED), involved
in strategic and operational planning for the Department and its technology
initiatives.
Mark also has three decades of experience and success in the private sector, having
progressed to Partner, Vice President of Operations and National Sales Manager
for a Louisiana-based, Super Graphics outdoor advertising and display printing
company; and is also an accomplished public speaker and business trainer.
Gary Breit

Gary Breit is a leader with extensive experience in technology-based organizations.
Gary’s career began at Revlon, in a senior Brand Manager position, and member of
the Corporate Acquisitions Team. He has served as the president of established
and emerging companies and has launched successful intellectual asset programs at
dramatically-different academic institutions. Gary revitalized programs at the
University of Texas and the University of Manitoba, and he has consulted with
Boys Town National Research Hospital (Omaha) on complex intellectual property
matters since 1993.
He is a founding judge in the Rice University Business Plan Competition and a
member of the OWL Angels, and today, he is the director of the new Office of
Innovation Management at the University of Louisiana at Lafayette.
Bob Miller

Born in Plaquemines Parish, Bob has led five technology start-ups through both the
crucial early phases of development and their expansion as successful enterprises
in both Louisiana and Silicon Valley. From software engineering with Orpheus, to
managing the development of a nationally awarded consumer electronic product as
senior vice president of engineering and ground operations at Globalstar, his level
of experience and dedication to getting things done right speaks for itself. As the
OM's Head Machinist, Bob applies that same skill and dedication towards making
Lafayette the heart of a thriving technology ecosystem.
He will be talking about the Opportunity Machine as a resource, as well as
effective methods of business development, such as the Lean Start-Up Method and
Innovation Engineering Management System.
David Colligan

As a graduate from the University of Louisiana at Lafayette in Marketing and
Legal Studies, David Colligan began his career as a Research Associate for
the Lafayette Economic Development Authority (LEDA). While in this position,
David was responsible for conducting research needed to assist business
recruitment and retention efforts of the organization; providing market research
and customized data to professionals ranging from entrepreneurs to CEO’s, both
domestically and internationally. With a strong understanding of location variables
and the needs for market interaction of a given business, he then stepped into the
Business Development department of the organization.
As the Director of Business Development, David has served as the
LEDA representative for more than 80 major expansion or development projectsmanaging communications and public assistance for clients such as National
Oilwell Varco, Chevron, FlightSafety International, Houston Plating and Coatings,
and the relocation of ATC Associates corporate headquarters to Lafayette, LA. He
continues to monitor state and federal legislation in order to market and
communicate incentive packages that are available to starting, expanding, or
relocating companies.
David is a member of multiple economic development organizations , and he also
assists in coordinating international exchanges and delegations for market and
business development.
Kevin Kelly

Kevin graduated from Duke University in 1980. He worked in industry until 1985.
He attended MIT from 1985-1991 and LSU from 1993-2008 on ME faculty.
Co-founded Mezzo Technologies in 2000. Became President of Mezzo in 2006
and began full-time employment in 2008.
Mezzo fabricated micro channel heat exchangers, specifically micro tube heat
exchangers. Mr. Kelly has spent the last 4-5 years finding R& D funds to develop
the product and finding applications for the product.
Current applications: high performance automotive racing, aerospace, oil and gas,
etc.
With respect to this conference, Kevin has authored over 20 proposals that have
been awarded SBIR funding.
