OBTAINING APPLICATION FORMS A. East-West Center Website Application materials may be obtained from the East-West Center website at www.eastwestcenter.org/aplp. If you have already obtained materials from this website, please proceed to section C below to obtain the University of Hawai`i at Manoa (UHM) application form. B. By Mail Application material may also be requested from the East-West Center Award Services office at the address below. Please specify your country of citizenship and permanent residence when requesting an application. Should you request an application packet by mail, it will contain these instructions, information about the Center’s programs, and application forms for the East-West Center (EWC) and the University of Hawai`i at Manoa. All this information is available online via the APLP (www.eastwestcenter.org/aplp), East-West Center (www.eastwestcenter.org) and UHM websites (www.uhm.hawaii.edu). The application form and instructions for the University of Hawai`i may be obtained from the UH Office of Admission and Records’ website at: http://www.hawaii.edu/academics/admissions/sysapp07.pdf Important: The form itself can be found on page 10 of this .pdf file. 2 Please use the “System Application Form for Fall 2007” to apply for “PostBaccalaureate Unclassified Student” status. Do not submit the $50 application fee. The EWC will pay for this. 2. SUBMITTING THE APPLICATION FORMS Application Deadline: February 15, 2007. Because of high demand, applicants are encouraged to submit materials as early as possible. Both EWC and UHM application forms and required documents must be postmarked by the application deadline. Applicants residing outside of the United States are cautioned that distance and unreliable mail systems can create problems in meeting deadlines. Note that transcripts, letters of reference and test scores must be sent to the EWC Award Services office well in advance. All required documentation (transcripts, TOEFL score and letters of reference) should reach the Award Services Office no later than the deadline in order to ensure that the application review is based on a complete file. Incomplete applications will not be reviewed. Refer to the checklist at the end of these instructions for additional information regarding required documents. 3. COMPLETING THE EWC APPLICATION FORMS Name: Be sure to use your full name as it appears in your passport, and indicate any alternate names that might appear on official documents. Please refrain from using nicknames unless they appear on official documents and letters of reference. Have you previously participated in an EWC program? Indicate whether or not you have previously applied for an East-West Center fellowship (excluding the APLP). If you have applied previously, indicate the category and year of your last EWC application. Also indicate if you are currently employed by the EastWest Center, or are on some other type of EWC award, or if you have participated in an EWC program. 3 Date Test Taken: If you are required to take the TOEFL, indicate the date you are scheduled to take the test(s) and where you have requested your official score results to be sent. All applicants are urged to take the test(s) as soon as possible to provide sufficient time to meet this important requirement. Biographical Data: All biographical and personal data are collected as part of record-keeping requirements and have no bearing on the selection process. All information is kept confidential. This data is also used to facilitate the preparation of security clearance documents on Field Studies and visa application forms. Required Application Statements: 1. Cover Letter. In the cover letter, state why you are applying to the Asia Pacific Leadership Program and how you hope to benefit from the experience. Explain how the APLP fits within the context of your past experiences and your future plans. Discuss how you will contribute to the international community of the APLP and the EastWest Center. 2. Résumé or Curriculum Vitae. In addition to your work experience and higher education, summarize a. Scholarships, fellowships, grants or awards you have received, including academic, professional or community service recognition; b. Positions of leadership that you currently hold or have held; c. Publications you have authored; d. Countries in which you have traveled extensively or resided, especially in the Asia Pacific region; e. Particular interests, experiences, skills and talents that may be relevant to the APLP; f. Community service or civic engagement activities; g. Personal accomplishments which you feel are significant. See instructions for further information on desirable qualifications (P.1 of Application Information). 3. Write an Essay on the Following Topic: (maximum 500 words typed) Why should anyone be led by you? Explain what leadership means to you personally in your answer. 4. OPTIONAL Application for Supplemental Financial Assistance (only for those who need additional financial assistance in order to participate in the APLP. Decisions on additional scholarship awards will be made after formal acceptance into the APLP. All 4 APLP fellows receive an EWC Entry Fellowship valued at approximately $10,000. a. Scholarship Application/Financial Disclosure. You must submit a scholarship application/financial disclosure form if you want to be considered for a supplemental scholarship. This form is available on the APLP website (www.eastwestcenter.org/aplp). b. Biographical Essay (maximum 500 words typed). In this biographical essay, please highlight why you need to receive financial support. Attach this essay to your Scholarship Application/Financial Disclosure. 5. Supporting Documents – Submit all supporting documents (Letters of reference, official transcripts/degree certificates,TOEFL or IETLS score, UH application) to complete your application. 4. OFFICIAL TRANSCRIPTS Two (2) official transcripts are required from each college or university where credits and grades (including summer courses) have been earned. The recording of grades of one university on the transcript of another university does not meet this requirement. Note: All transcripts must bear the actual (not copied) signature of the registrar and the embossed seal or official stamp of the issuing institution and must be received by the EWC in a sealed envelope directly from the issuing institution. Please refer to the APLP website for detailed requirements for receipt of these documents. Transcripts that are transmitted by facsimile equipment (FAX) are considered unofficial copies and do not meet certification requirements. The EWC and the University of Hawai`i consider transcripts received by the applicant or a third party and forwarded to the EWC unofficial and unacceptable. Note: Students who are currently enrolled at the University of Hawai`i may submit certified photocopies of transcripts and test scores on file with their department. 5. LETTERS OF REFERENCE The East-West Center requires three letters of reference completed by persons who have played a significant role in the education or work experience of the applicant. Letters from employers, deans and program directors, senior professors etc. are very helpful. Applicants who waive their right to see the letter 5 of reference may not ask to see it at a later date unless the person writing the letter has given his or her written permission. EWC letter of reference forms are included with the application documents and are available on the APLP website (www.eastwestcenter.org/aplp). 6. REQUIRED TESTS Test Of English As A Foreign Language (TOEFL) a) All applicants from countries in which English is not the only official language (including U.S. Nationals and Permanent Resident Aliens for whom English is not their native language) are required to demonstrate advanced proficiency in the use of the English language. Proficiency is demonstrated by taking the Test of English as a Foreign Language (TOEFL). The EWC minimum TOEFL score is 550 (213 for computer based and 79-80 for internet based TOEFL examinations). b) Only applicants in the following categories are automatically exempt from taking the TOEFL. 1) Native speakers of English from Australia, Canada, Great Britain, New Zealand or Singapore. 2) Students who have received a bachelor’s degree or an advanced degree within the last five years from an accredited college/university in the United States, Australia, Great Britain, New Zealand, Singapore, and universities in Canada and Africa where English is the language of instruction. The TOEFL must be retaken if the degree was completed more than five years ago. c) The Educational Testing Service at P.O. Box 6151, Princeton, New Jersey 08541-6151, USA, can provide information on registering for the TOEFL examination. Website: www.toefl.org d) Official test score reports that are sent directly from the Educational Testing Service (ETS) are the only acceptable reports. The “Applicant’s Score Confirmation Report” will not be accepted by the UH Office of Admissions and Records. Please be sure to mark the EWC (Code No. 4868) on the answer sheet on the day of the test to enable ETS to send the score reports as quickly as possible. As part of the test fee, you are allowed to have your score sent to four institutions. TOEFL fees are the responsibility of the applicant. e) A photocopy or a student’s copy, even if certified, is not acceptable as a substitute score report. 6 International English Language Testing System (IELTS) a) The International English Language Testing System (IELTS) “academic” (not “general”) test may be substituted for TOEFL. Results must be from test taken within the last two years. An overall band test result of 5.00 is required for admission to the University of Hawai`i. The East-West Center’s minimum is 6.00. Official score report must be issued to the East-West Center in a sealed official test center envelope. b) Applicants should contact the nearest British Council/Embassy/Consulate or IDP Education Australia Office in their country for the nearest testing center. It is advised that you also check the IELTS web page for information on testing centers. Website: www.ielts.org c) The English Language Institute (ELI) at UH may require students presenting a passing IELTS score to take a placement test in any case for correlation with TOEFL. If required, please take the TOEFL or IELTS test as soon as possible. 7 APPLICATION CHECKLIST The following documents must be postmarked no later than February 15, 2007, in order to be considered for the Fall 2007/Spring 2008 Asia Pacific Leadership Program. (Send all documents to the EWC, including the UHM application. Do not send any documents to the University of Hawai`i): • APLP Application Form • Cover Letter • Résumé or Curriculum Vitae • Essay • Application for Supplemental Financial Assistance (Optional) • University of Hawai`i at Manoa System Application Form (unless currently enrolled at UHM). Use the System Application form to apply for PostBaccalaureate Unclassified Student status. Do not pay the $50 application fee. Additional documents required to complete your application: • Two (2) Official Transcripts/Degree Certifications from each institution attended. Each transcript must bear the actual signature of the Registrar and the embossed seal or inked stamp of the institution. All transcripts should be sent to the East-West Center directly from the institution or university. • Three (3) Letters of Reference • TOEFL or IELTS Test Scores (see instructions) must be sent directly to the East-West Center from the Testing Service • Students who are currently enrolled at the University of Hawai`i may submit certified photocopies of transcripts and test scores on file with their department. BE SURE THAT YOUR NAME APPEARS ON ALL DOCUMENTS, INCLUDING LETTERS OF REFERENCE AND TRANSCRIPTS. PLEASE REMEMBER TO SIGN THE APPLICATION FORMS. MAKE PHOTOCOPIES OF YOUR APPLICATION DOCUMENTS FOR YOUR PERSONAL RECORDS.
