VSC DECAL DISTRIBUTION
During 2012 and 2013 ANSC ran out of decals in August

WE NEEDED A BETTER DISTRIBUTION PROCESS
DEVELOPING THE PROGRAM
Based on individual flotilla activity
Overall increase in decal distribution to SO VE staff
Take the DSO VE out of the decal shipping business
and let them “manage” decal distribution
Increase our ability to support special projects / events
Example: In late July received a request for 700
decals for a special event where 1,000 paddle craft
were expected to attend- Last year, in late July we did
not have 700 decals in ANSC
DEVELOPED A FORMULA
FLOTILLAS
Took individual flotilla “total” VSCs – (Not only “passed VSCs”)
July 1, 2012 thru June 30, 2013
Added 10%
Rounded up to the next 10
DIVISIONS
Added responsibility to the Division Staff Officers
Allocated 5 decals for every certified VE in their Division
Resulted in increased decals sent to most SO VEs

Follow the Parallel Staffing Process
When a flotilla achieves a 50% (or more)
passed rate of their allocated VSC decals…
Contact their SO VE
SO VE verifies & contacts DSO VE
DSO VE contacts BC VEV
Committed to 24 hour turn around time
to notify ANSC and next day shipment
Total turn around time 5-7 working days.
Most of this involves postal service delivery time

Why was there a need for the workshop ?
Inconsistencies nationally in Examiners adhering to standards
Failure of vessels for not having “recommended” items
Passing vessels not meeting existing standards
Misconceptions in exactly what is required
Many VSC requirements passed down by trainers
were not accurate
A need to build consistency in our Vessel Examiner cadre.

What is Small Craft Facility
Updating?
• Auxiliarists assisting NOAA & NOS in the updating
the SCC and Coast Pilot.
• Conducting visits to marine facilities that service
small craft for the purpose of updating their
services.
• The program visit is an ideal time to do this.
