UNSC pushes
for peace deal
United Nations
The UN Security Council yesterday urged Mali’s warring
factions to make progress
toward a peace deal at upcoming talks in Algeria, following
a wave of deadly attacks on
peacekeepers. In a unanimously-adopted statement, the
15-nation council urged the
Bamako government and the
six armed groups in northern
Mali to “engage in good faith
and in the spirit of compromise”
during the talks, which open
tomorrow in Algiers. The UN’s
chief of peacekeeping operations, Herve Ladsous, arrived in
Algiers on Friday to help shepherd the negotiations.
Obama’s credit card
declined
Washington
Apparently, even the president of the United States can
have trouble with his credit
card. Barack Obama yesterday
said his card was declined at a
New York restaurant he went
to while visiting the United
Nations. “I was there during the
General Assembly, and my credit card was rejected,” Obama
said at the Consumer Financial
Protection Bureau, where he
unveiled new measures to
stem credit card fraud and identity theft. “It turned out, I guess
I don’t use it enough. So they
thought there was some fraud
going on,” he said to laughter,
adding “fortunately, Michelle
had hers,” he said.
Nigeria claims deal with
Boko Haram
Kano
Nigeria yesterday claimed to
have reached a deal with Boko
Haram militants on a ceasefire
and the release of more than
200 kidnapped schoolgirls
but doubts immediately surrounded the purported breakthrough. Chief of Defence Staff
Air Marshal Alex Badeh told
senior military officials from
Nigeria and Cameroon meeting
in Abuja that a “ceasefire agreement” had been concluded
between the government and
the insurgents. “I have accordingly directed the service chiefs
to ensure immediate compliance with this development,”
he added. Badeh’s announcement came after a senior aide to
President Goodluck Jonathan,
Hassan Tukur, told AFP an
agreement to end hostilities
had been reached following
talks, as well as for the release
of 219 girls held captive since
April.

Mr. Fulad blamed the
Opposition bloc led by Al Wefaq

such as February 14 Youth

campaigns in villages and
forcing people to stay away from
the elections.
“They want to show the world

for themselves whether they will

DAREDEVILS ON THE
ROAD WARNED
Deadly stunts
Mohammed Zafran/DTNN
A
senior official at the
General
Directorate
of Traffic has warned thrillseekers who dangerously
involve themselves in deadly
stunts on the highway and film
their reckless behaviour, in
order to gain the admiration
of others.
“Motorists who drive
recklessly and perform stunts
on the road, are promoting a
dangerous trend by showing
it off on social media to attract
praise from friends and family,”
Traffic Culture Acting Director
in the General Directorate of
Traffic, Major Osama Bahar,
told DT News.
Major Bahar said that those
who support and encourage
these reckless drivers are
equally to blame for this
dangerous pastime and some
of them even include family
members of the drivers.
“Although this behaviour is
not widespread and has not
reached an alarming level
in Bahrain yet, the Traffic
Directorate, is taking this
matter very seriously and we
are devising new measures
to completely eliminate this
menace,” he stated.
“They are involved in
this nonsense and to make
matters worse, they video tape
themselves while performing
the dangerous stunt. And
most likely, they share the
footage with their family and
friends on social media,” he
commented.
“I think it’s a grievous trend
and to think that parents are
mute with regard to these
misguided thrill rides is
atrocious. Some parents even
encourage it and are proud of
it!” said Major Bahar.
A group of young men can
be seen filming each other in
a video titled ‘Drift Bahrain’ as
they perform stunts with their
cars. The clip was uploaded
to YouTube by user Hashoom
Ahmed.
On another video titled ‘The
Bahrain Bike Stunt’ uploaded
by the user ‘Fatsy Wajdi’, it
shows a driver performing
stunts on a buggy bike on a
highway.
“These families must
warn their children against
these acts. There are certain
disciplines that should be
taught at home. They are
quick to blame the Traffic
police for every accident that
happens in Bahrain, even
while they openly encourage
their children for these
stunts,” Major Bahar stated.
“I know of several incidents
where fatal accidents happen
because of these stunts, and
in the end they blame Traffic
police. But, they do not look at
their role in encouraging these
youngsters. Our objective is to
keep the roads in Bahrain safe,”
he added.

easures are being taken to

undertaken include regulating
immigration of the fishermen
from India to Bahrain, establishing
stronger relationships with the
fishermen community in Bahrain
and with Bahraini coastguards. “As far as the
fishermen in Bahrain
are concerned, we have
had a longstanding

a commission basis,” Dr. Kumar
said Dr. Kumar.
“We have had
difficulties trying to keep track of
them as they did not register at the
embassy. Apart from
the stricter regulation
on the immigration of
fishermen from India
to Bahrain coming
into effect soon, we
will also, from our
side, establish strong
links with fishermen
community
in
Bahrain,” he added. The new measures
come after two separate
incidents where two fishermen had
died, one due to a pirate attack and
the other due to a boat collision.
Fisherman T. Karthikeyan
died in sea last month following
a collision with the Qatari coast

Slapped with travel bans
Dear sir,
Your report yesterday in DT
News titled ‘They suffer for
no mistake of theirs’ shows
the grim reality that there
are many crooks out there,
who pretend to offer help to
other people, only to take
advantage of them in the long
run.
The poor Pakistani drivers
trusted the Arab man who
promised to find jobs for
them in leading companies in
the Kingdom.
They quickly handed over their

finding a good job without
realising that the Arab man had
something else in mind.
When the time arrived for
them to go back to Pakistan,

they were shocked to learn that
they were slapped with travel
bans for reasons unknown to
them.
The crooked Arab man used
their CPRs for his own benefits
and left the five poor Pakistani
hanging in the balance.
Now, they are working doubly
hard to pay their ‘loans’,
courtesy of the Arab man, so
that they could resolve their
‘travel ban’ predicament.
Most of the victims of
‘travel bans’ are Asians,
who are normally poor and
uneducated people, whose

those who seemed to be their

Dear editor,
I find it a bit crazy that some
people would spend BD300
or even BD100 just to buy an
exotic pet, like the ‘silver owl’
you reported yesterday.
Just thinking of the amount,
makes me shiver, because
many people could use that
amount to buy food and other
basic needs.
Those who sell these exotic
birds should be brought to
justice for illegal trading and
should be given a full day’s
lecture on the importance
of preserving endangered
species.
People would do a lot of
things just to earn money,
even resorting to doing illegal
things, like selling animals
which are protected by laws
and described as ‘endangered
species.’
Sooraj, the man who caught

earned from selling the ‘silver

but he has committed a grave
sin against nature.
We must protect all our

those who use them illegally
for personal use.
Because if we don’t, the future
generations would suffer.

Who are they kidding?
Dear sir,
‘The welfare of the people is
my top priority’, the candidates
always say whenever election
time is here.
But who are they kidding?
Based on experience, many
candidates who get elected
usually forget what they
promised to their constituents
before election time.
After getting the votes they
needed to secure the position
they wanted, they seem to
suffer from amnesia all of a
sudden and forget the people,
whom they have promised to
serve when they get elected.
Forgive me for being a bit
negative. But I have lost faith
in those people who run for
elections because out of a
hundred, you could only count
in your fingers those who are
sincere and intent on keeping
their promises to the people.
Of course, I still believe that
there are good candidates out
there who are genuine and
sincere but I have had a lot of
bad experience with people
I elected before and later on,
their promises turned to be
empty!
This time around, hopefully,
the public would elect the right
people for the coveted positions
so that they could truly serve
the interest of the public.

In his first press

in Iraq on August 8, Austin
said it would take time before
Iraqi government forces were

say when the army would be
ready to stage major offensives
to recapture lost territory in
Mosul or elsewhere.
“It’s difficult to ...designate
a specific point in time when
they’ll be able to do this.”
Iraqi army troops have

in western Anbar province,
raising fears that Baghdad

and the airport endangered.
But Austin said the airport
was not at risk of falling to

It was possible the IS

he said.

Pakistani clerics yesterday
condemned the Islamic State
organisation, amid concerns
the hardline jihadists could
gain a foothold in the militantplagued nuclear state.
The Pakistan Ulema Council
(PUC) said the IS group, which
has declared a “caliphate” in
areas it controls in Iraq and
Syria, was violating Islamic
teaching.
The jihadist movement,
also known as ISIS, has has
committed
widespread
atrocities in territory under its
rule, including mass executions,
A
beheadings and forcing women
and girls into slavery.
“Islam and Muslims cannot
support the killing of innocent
people and destruction of
their properties at the hands
of the ISIS,” the PUC said in a
statement.
“The PUC... appeals to
people and youth in Islamic
countries to not cooperate
with any violent group whose
teachings or actions are against
the teachings of Islam and
Prophet Muhammad.”
The PUC call comes as
fears grow in Pakistan that
the violent call of the IS group
could find recruits among the
country’s myriad of Islamist
militant groups.
Pakistan has suffered years
of bloody attacks at the
hands of homegrown Islamist
militants, many linked to
Al-Qaeda.
Leaflets supporting the IS
organisation have been seen in
some parts of the northwest,
the heartland of groups like
the Pakistani Taliban.
The
Tehreek-e-Taliban
Pakistan (TTP) vowed earlier
this month to send fighters to
support IS jihadists but stopped
short of pledging allegiance to
the organisation’s leader.

onstruction waste is one of the heaviest and most
voluminous waste streams generated. It consists of
unwanted material produced directly or incidentally by the
construction activities such as insulation, electrical wiring,
piping, cables, concrete, bricks, rubble, wood, tree stumps,
steel, wood, rubber, plastics etc. and other related waste
originating from site preparation such as clearance, cutting,
filling, dredging, excavations etc. Construction waste may also
contain lead, asbestos and other hazardous substances.
Building materials account for about half of all materials
used and about half the solid waste generated worldwide.
Construction waste consist of spent material or surplus
materials which were procured and unutilized. Experience
has shown that the construction waste can be as high as 10 to
15% of the materials that is procured and is being used and
consumed in a building. Since considerable variability exists
between construction sites, there is different quantities of waste
generated and leaves much opportunity for its reduction and
further utilization.
The present trend is not to dispose and discard the
construction waste but to properly segregate, reuse and
recycle it for economical and environmental benefits. In
construction, better planning and procuring materials are
being done with proper storage and use, to avoid any
wastages. There is a potential to recycle many elements of
construction waste. Rubble can be crushed and reused in
construction projects. Waste wood can also be recovered
and recycled.
In developed and also in developing countries, Government
and local authorities often make rules about how much waste
should be sorted before it is hauled away to landfills or taken to
other waste treatment facilities. Many countries are developing
strict rules to recycle construction waste. The EU directive
requires that by 2020, 70% of the construction waste streams
should be recovered.
Due to fast industrialization and urbanization, many GCC
countries have also built a specific construction waste recycling
plant, whereby all construction related waste is collected,
transported, segregated, contained, compacted, exported and
recycled for its reuse. The construction waste is recycled to
several sizes of gravels that can be reused in construction
beside the screened sand can be used in ancillary construction
uses and on roads.
Reducing and recycling construction waste is a must now
to retrieve useful materials and conserving useful and
expansive landfill space. Now there is a re-use market
for aggregates derived from construction waste in roads,
drainage and other construction projects. It also reduces the
environmental impact of producing new materials, creates
employment opportunities and can reduce overall building
project expenses through avoided purchase/disposal costs.
Changing how we think about these materials will create a
more sustainable future.
We need to change our perception now by identifying
construction waste as resources that can be utilized in new
building projects, thus avoiding the need to mine virgin
materials, the effort to reduce and recycle the construction
waste materials effectively employs the Government’s
Sustainable Materials Management approach.
We need to plan effectively before undertaking any
construction activity, to procure materials that are required
and avoid any wastages. The spent material is to be disposed
as per municipal regulations and un-used material is to be
re-utilized or returned back to vendors.

YEMEN CLASHES
LEAVE 20 DEAD
Yemen crisis
Hammoud Mounassar
Sanaa
S
hia rebels sweeping across
Yemen clashed with Sunni
tribesmen and Al-Qaeda
militants yesterday in violence
that left 20 people dead,
officials said.
Twelve Shia rebels and eight
tribesmen died in a battle for
control of the predominantlySunni provincial capital Ibb
which the rebels overran earlier
this week, local government
officials told AFP.
Explosions were heard across
the city as the rebels, known
as Huthis, came under rocketpropelled grenade fire from
tribesmen in the surrounding
countryside, witnesses said.
The fighting came after
hundreds of armed tribesmen
demonstrated outside the
governor’s office in the city on
Thursday evening demanding
the withdrawal of the rebels.
Deputy Governor Ali
Al-Zanam said the rebels had
told him they advanced into
Ibb to “confront what they
described as security gaps and
hunt down wanted” Al-Qaeda
militants, local media reported.
The rebels clashed with
Al-Qaeda militants overnight
in Baida province further east,
leaving “dozens” of casualties,
tribal and security sources said.
The rebels have clashed
repeatedly with Al-Qaeda in
the province since Tuesday.
The Sunni extremists have
vowed to resist the Shia rebel
advance in the impoverished
country, which is located next
to oil-rich Saudi Arabia and
key shipping routes in the Gulf
of Aden.
Rival groups are seeking
to exploit a power vacuum in
impoverished Yemen, which
has been in political deadlock
since the rebels took control of
the capital Sanaa on September
21.
The rebels, who were
previously based in the
northern highlands where
Yemen’s Zaidi Shia minority
is concentrated, have since
made significant advances in
provinces south of Sanaa.
They took the Sunni
majority Red Sea port city of
Hudeida on Monday, and on
Wednesday appeared to have
taken control, unopposed, of
Dhamar and Ibb provinces,
security officials said.
The fighting
came after
hundreds of
armed tribesmen demonstrated outside
the governor’s office
in the city on
Thursday evening demanding
the withdrawal
of the rebels.
The steady expansion of the
rebels has increased the threat
of an open confrontation with
Al-Qaeda.
Al-Qaeda
claimed
responsibility for a powerful
suicide bombing that killed 47
people at a gathering of Huthi
supporters in Sanaa earlier this
month.

the country can progress in a stable
manner ... in a post-memorandum
era,” said Samaras, according to his
office. Greece has signalled it may
terminate its IMF programme early
when its EU-ECB aid ends in De-
cember, despite $16 billion (12.5
billion euros) being left under the
deal, which lasts until 2016. After
four years under a rescue plan by
the International Monetary Fund,
European Union and European
Central Bank -- the so-called troika
-- worth about $300 billion overall,
Athens has taken major steps toward repairing its finances.
However markets have showed
their concerns that Greece won’t
be able to stand on its own feet,
sending government bond yields
soaring and stocks tumbling after
news of the early exit. The run on
Greece, whose financial meltdown
and debt writedown nearly destroyed the euro, came at a moment
of wider concern that the eurozone
could fall into recession and deflation amid a general slowdown in
the world economy. The ECB and
EU both weighed in Thursday to
halt the panic, and stocks and bond
prices recovered somewhat yester-
day. Analysts see an early bailout
exit for Greece as a move to bolster
the political fortunes of Samaras’s
centre-right, socialist coalition government. The strict bailout conditions have led to the left-wing antiausterity Syriza party taking the
lead in opinion polls, outpacing the
coalition parties together.
Political observers believe exiting the bailout would help Samaras
gain the extra votes the coalition
needs to ensure the election of a
president next year, without which
an early vote would be triggered.
Samaris said his government still
plans “to implement the reforms
and economic restructuring programme” that the EU and IMF
have advised for the country. He
said there was agreement about the
country’s exit from a bailout programme and at the moment there
is a “serious discussion underway
with our partners and creditors
about a transitionary phase”.(AFP)

The European Central Bank, which
manages how funds are fed into the
eurozone economy, is promising an
extra cash lifeline for Greek banks if
the government sticks to its bailout
programme, Athens’s central bank said
Thursday. A raft of grim eurozone data
this week alarmed financial markets
and placed both Germany’s doctrine of
budgetary rigour and the ECB’s monetary policy in the hot seat. A seemingly never-ending stream of gloomy
numbers sent the stock markets into a
tailspin and exposed the fault lines in
economic thinking across the 18-country euro area. The ECB’s asset purchase
programme, which will cover bank
bonds and asset-backed securities, is
“very much in this implementation
phase but meanwhile we are monitoring, following, trying to understand the
numbers and there will be a forecast in
December,” Coeure added.(AFP)

FRENCH ECONOMY
POISE FOR GROWTH

yesterday. Such changes could
add 0.4 percent to economic
output every year over the next
10 years, it said, with the total
benefit amounting to 3.7 pc of
gross domestic product (GDP).
In the next five years, as the
measures take effect, the benefit
could equate to 0.3 pc of output
each year, the Organisation for
Economic Co-operation and
Development said.
The calculations by the Paris-based body, a policy forum
for 34 advanced democracies
including France, point to a
significant extra benefit since
France’s economy is set to grow
by only 0.4 pc this year. “To
put the French on the path to
stronger growth, but also more
inclusive, requires the reinforcement of structural reforms
started in 2012,” OECD Secretary General Angel Gurria said
in a statement with the report,
which was to be given to President Francois Hollande later
yesterday. France’s economic
growth has sunk into the doldrums this year, held back by
near record unemployment and
the government’s huge pile of
debt, which has put it on a collision course with the European
Union.
The reforms are strongly opposed on the left of the governing Socialist party. Hollande is
counting on the measures to
turn the economy around. Finance Minister Michel Sapin
forecast at the beginning of
the month that France’s output
would grow by only 0.4 pc this
year, recovering to 1.0 pc in
2015, 1.7 pc in 2016 and 1.9 pc
in 2017. Paris also predicts its
budget deficit -- the shortfall
between revenue and spending
-- will hit 4.3 pc of GDP next
year and only fall to the EU’s
debt ceiling of 3.0 pc in 2017,
instead of next year as previously promised.
That has put it at loggerheads
with the European Commission, the EU’s executive arm,
which many expect could
demand that Paris modify
its 2015 budget to bring it in
line with rules governing the
18-country eurozone. Analysts
say that a compromise is likely
to require France to introduce
big reforms of its labour laws.
To turn around its economic
fortunes, France must swiftly
implement Hollande’s “Responsibility Pact” which would
strip 50 billion euros ($64 billion) from public spending,
and hand out 40 billion euros
of corporate tax breaks with the
aim of creating 500,000 jobs,
the OECD said. “In the future,
these structural reforms will
not only be implemented fully
but also expanded, particularly
to further reduce the dual labour market, rebalance funding of the pension system and
rationalise public spending,” it
added.(AFP)

German stimulus measures could

Riga
T
he German economy, currently slowing sharply, does
not need additional stimulus
and any such measures could
backfire, the head of the central
bank or Bundesbank, warned
yesterday. “With the economy
operating at normal capacity
utilisation, Germany is not in
need of stimulus,” Bundesbank
president Jens Weidmann told
a conference in Riga. “On the
contrary, in the face of coming
demographic challenges, costly
stimulus measures could even
backfire via negative confidence effects,” the Geman central bank chief, also a policymaker at the European Central
Bank, argued.

weak eurozone growth and a

increasing gloom over Germany, traditionally Europe’s
growth engine, has cast a pall
over the outlook for the entire
single currency area and fears
that the long-running euro area
crisis could re-erupt.
In response, there are growing calls for Germany to loosen
its public purse strings to kickstart growth. But Weidmann
insisted that the revised economic forecasts “still foresee
growth in line with potential”.
Weidmann was adamant that
he was not dismissing increased
investment in principle.
“Where Germany’s growth
potential is concerned, there
is agreement that higher public investment does have a
role to play,” he said. But “it is
important that all investment
measures are judged on a caseby-case basis, as we have seen
in the past that not all public
investment measures have been
money well spent.” The focus
should be “on shifting priorities
in public expenditures. There is
no need for a debt-financed fiscal stimulus, but for a structural shift of govern-ment expenditures from consumption to
investment,” he argued. (AFP)

F
ederal Reserve chief Janet

that the gap between the rich
and poor in the United States is
widening and is near the highest levels seen in 100 years. In
a speech at a conference on inequality in Boston, Yellen did
not mention monetary policy
nor the current turmoil in financial markets. Instead, she focused on the
widening wealth disparity and
how that impacts economic opportunity. “By some estimates,
income and wealth inequality
are near their highest levels in
the past hundred years,” Yellen
said, noting the gap has grown
steadily over recent decades,
despite a brief pause during the
2008 crisis.

“It fits a pattern that we have

MIDDLE CLASSES
ARE RESTLESS
Latin America
Katell ABIVEN
Montevideo
“J
uan Middle Class” may be a
cartoon, but the problems he
faces -- expensive schools, crummy
healthcare, ballooning grocery bills
-- are all too real for millions of newly middle-class Latin Americans. The
Uruguayan cartoon character speaks
to the frustrations of more than 50
million Latin Americans who made
a mass exodus from poverty during
the region’s so-called “golden decade” but are now feeling the pain
of overstretched public services and
an economic slowdown. Created in
the run-up to Uruguay’s October 26
elections by a fringe political party,
the centrist Independent Party, Juan
Clasemedia lays out the woes of the
region’s newly burgeoning middle
class in online videos and on his own
Twitter account.
“He sends his kids to public school,
but it’s still expensive. He waits three
months to see a specialist at the
clinic and still pays a lot of money.
Every Sunday he pays more at the
supermarket and, to make matters
worse, he risks getting mugged at
any moment,” says one cartoon. The
World Bank, which defines “middle
class” as individual income of $10 to
$50 a day, estimates that just over 30
percent of Latin Americans now fall
in that bracket, after a world commodities boom brought the region
a windfall in the 2000s. The signs of
the transformation are omnipresent,
from the hike in motor scooter sales
in northeast Brazil to the rage for
online English classes in Venezuela
to the proliferation of refrigerators,
TVs, cars, Internet access and smartphones across the region.
But new money has also brought
new frustrations. “Purchasing power
has advanced faster than the quality of public services,” said Augusto
de la Torre, the World Bank’s chief
economist for the region. “Our lives
have gotten better, of course. But
public health care, for example, is
terrible,” said Cida Alves, a 46-yearold housewife, as she browsed at the
giant Itaquera Shopping Center in
Sao Paulo, Brazil’s economic capital.
In June last year, a million Brazilians
took to the streets demanding better
public services, a surge of discontent that threatens to unseat leftist
President Dilma Rousseff in a tight
runoff election on October 26. Protests have erupted elsewhere, too. In
Chile and Colombia, the anger was
focused on expensive university tuition. In Venezuela, on crime.
“The members of the middle class
are becoming demanding citizens,”
said Gabriel Kessler, a sociologist at
Argentina’s National University of
La Plata. “Collective goods like education, healthcare, public transport,
haven’t improved as much as access
to consumption.” Because of that,
he said, “there’s mounting criticism
in the region that there’s too much
emphasis on consumption and not
enough on improving infrastructure
and public goods.” The economic
slowdown is adding to the malaise.
Brazil, Latin America’s largest economy, is in recession, and the International Monetary Fund is predicting
regional growth of 1.3 percent this
year, the worst since 2009. That is
putting the fragile middle class at
risk, said Olivier Dabene, a Latin
America specialist at Sciences Po in
Paris.
“This group isn’t what we’d call
middle-class in Europe,” he said.
“They’re still in a vulnerable situation and could quickly fall back into
poverty if they lose their jobs.” And
they are feeling the pinch of their
recent consumption boom, he said.
“We’ve seen a lot of reports on people who can suddenly afford to buy
a fridge or a moped. But what gets
talked about less is that they sign up
to pay it off in 12 monthly installments, and sometimes by the time
the 10th rolls around they have to
take the merchandise back because
they can’t pay anymore,” he said.
De la Torre said the World Bank
does not foresee a “backward slide”
but is concerned about a stagnation
and the impact it could have in a
region that has grown accustomed
to fast gains. “We’re facing some difficult transition years. There’s going
to be tension between social expectations and the capacity to respond
to them,” he told AFP, saying investment in education and productivity
would be key to rebooting economic
growth.(AFP)

Sheen breaks
off engagement
Los Angeles
ctor Charlie Sheen and his fiancee Brett Rossi
have decided to go separate ways just weeks
before their November wedding.
The TV star said that the break-up was a mutual
decision and he is looking to focus more on his children
than on a relationship right now.
“Scotty and I had a great year together as we travelled
the world and crossed a lot of things off our bucket list.
She’s a terrific girl, but we’ve mutually decided to go
our separate ways and not spend the rest of our lives
together,” Sheen told eonline.com.
“I’ve decided that my children deserve my focus
more than a relationship does right now. I still have a
tremendous fondness for Scotty and I wish her all the
best,” he added.
The former couple had announced their engagement
earlier this year in
February after
Sheen proposed

inger Justin Bieber was visited by the police
after complaints were made about the noise
emanating out of his house party.
Bieber was on Wednesday night surprised by a
visit from members of the local police department
after they received noise complaints for his condo
in Beverly Hills, reports eonline.com.
The officers first visited around 11.15 p.m. and
did not hear anything out of the normal. They soon
left after finding no violation.
However, when the law enforcement officers
returned on the location after another complaint
an hour later, they found 40 people gathered on
the rooftop of the building. There was no loud
music or screaming, but people were talking and
hanging out.

ctor Leonardo DiCaprio has announced that his foundation
will donate $2 million to an international collaborative
funding organisation, Oceans 5, which works to establish marine
reserves and stop overfishing in the world’s oceans.
DiCaprio made the announcement on Thursday, saying “The
sad truth is that less than two percent of our oceans are fully
protected. We need to change that now.”
The $2 million funds will help improve fisheries enforcement in
Europe, US and Central America, reports hollywoodreporter.com.
The 39-year-old’s donation comes on top of a $3 million grant
he announced earlier this year to another group, Oceana’s effort to
protect marine habitats in the Eastern Pacific.
In June, at a State Department conference on marine

One of these notes begins with: “Dear Christopher, I got your
address from a special person, your mom! I didn’t know it, but your
mom was sitting right in front of me on the couch and I said I liked you

Another letter ends: “P.S. I like you a lot! Write back asap. Love Katy

Meanwhile, Russell Brand, Perry’s former husband, recently said he
relished being married to the singer, although the marriage only lasted
a mere 14 months.
Brand admitted that he has fond memories of their time together

The former duo got engaged in 2009 and tied the knot in
October 2010 in a traditional Hindu ceremony in Rajasthan,
India. However, Brand filed for divorce from Perry in

annoying sound made by
hens, geese, etc. When

to the loud, shrill laughter
or their loud chatter.
The expression ‘cackling

YOUR STARS TODAY
ARIES:
20th March 20th April
There’s a general
feeling of grandeur in
the air that reminds you to
take your time when getting
dressed. Feel free to go all
out today. Put on a lavish
display wherever you
go.
LEO:
20th July 20th Aug
You may be able to
zip through chores
like lightning today,
Leo. There’s an added
swiftness to your step
that helps in every one
of your endeavors. You
might want to engage
in just about every
activity except
work.
TAURUS :
20th April - 20th May
This is one of those days in which
other people will be so concerned
about themselves that they probably won’t
notice you at all. If you want to take your
turn, you should probably just stand
up and be proactive.
VIRGO : 20th Aug 20th Sept
You’re likely to go
to extremes today on
many levels, Virgo. The
problem is that you may
encounter opposition
everywhere you turn.
SAGITTARIUS :
20th Nov - 20th Dec
People may come into conflict
with you today, Sagittarius.
More than likely, the issue at hand
will have to do with others being a bit too
focused on themselves, while you’re
more concerned with the
collective.
GEMINI :
20th May - 20th June
This is a good time to take control
of the situation, Gemini. You’ve done
your preparation and now it’s time to put it
to good use. You’re about to face your enemy
eye to eye. Have confidence in your
training.
LIBRA:
20th Sep - 20th Oct
Grab hold of the day’s boisterous
energy and run with it, Libra. This
is a good time to kick up your heels
and have fun. You might find that
people are a bit more high-strung than
usual, so you may need to use your
ability to go with the flow.
CAPRICORN:
20th Dec - 20th
Jan
People will probably need
more attention than usual,
so take the time to attend to
the emotions of those you
love. The key is to not let
yourself get emotionally
drained in the
process.
CANCER:
20th June - 20th
July
Don’t be surprised
if the old-fashioned,
practical solution doesn’t
make the grade today, Cancer.
Probably the new devices
and special electronic
shortcuts will be the
most impressive
thing going.
SCORPIO :
20th Oct - 20th
Nov
You might be frustrated
by the fact that people are
doing things hastily today,
Scorpio. You might have to
accept the fast-paced energy
of the day just so you can
keep up.
AQUARIUS:
20th Jan - 20th
Feb
More than likely
your emotions will be running at
a high level. It could be that your
aggressiveness and assertiveness start
to annoy others. People might snap
suddenly. Don’t be surprised if
things come without much
warning.
PISCES:
20th Feb - 20th
Mar
Your slow and steady
approach might be met
with a bit of opposition
today, Pisces. People
could be demanding of
your time and energy.
It’s one of those days in
which the people behind
you in line at a coffee
shop might give you
dirty looks if you
take too long to
make up your
mind.

Peace hopes rise
Communist conclave
CHINA’S JINPING TO
TIGHTEN CONTROL
Beijing
Felicia SONMEZ
C
hina’s Communist rulers
gather next week for a key
meeting devoted to the “rule of
law”, but observers say the conclave will in fact mark another
tightening of control by party
leader Xi Jinping after crackdowns on internal dissent
and graft. The Fourth Plenum
brings together the party’s
205-strong Central Committee
and around 170 reserve members, along with officials from
bodies including its muchfeared internal watchdog, the
Central Commission for Discipline Inspection. The gathering, typically held at a Beijing
hotel, is expected to take action against Zhou Yongkang,
the powerful former domestic
security tsar who fell to the
anti-corruption campaign Xi
launched with much fanfare
after coming to power two
years ago.
At the same time, China
has seen a broad crackdown
on dissent, and the meeting
comes as authorities arrest an
increasing number of lawyers.
The Politburo announced in
July that the plenum will focus
on “governing the country according to the law” to ensure
“economic growth, clean government, social justice”, the
official Xinhua news agency
reported. But the concept is
seen very differently in Beijing
than in the West, analysts say.
In a commentary this week
the state-run Global Times
newspaper assured readers
that rule of law will not challenge the “people’s democratic
dictatorship”.
“For the party, ‘rule of law’
means what we would call ‘rule
by law’: using the legal institu-
with reforms intended to make
the state “even more functional
and efficient” at authoritarian
rule.
The campaign against dissent has seen dozens detained,
many for the nebulous crime
of “picking quarrels and provoking troubles”, and targeted
even moderate critics of the
Xi Jinping
tions -- procurators, courts,
lawyers -- to continue to enforce one-party rule,” said Andrew Nathan, a China scholar
at New York’s Columbia University. Xi is using the concept
as part of a “recentralisation of
power” under him, he added,
Communist Party, including
rights lawyers Xu Zhiyong
and Pu Zhiqiang, to activists’
alarm. New York University
professor Jerome Cohen said
the arrests showed Xi believes
control through the legal system “requires repression of any
voice that might oppose any
of his views”. “Han Feizi and
Shang Yang, the great ancient
Legalist advocates of dictatorship in China’s history, took a
similar view,” said Cohen, citing two Chinese statesmen Xi
has quoted in recent months
from the Warring States period of the fifth to third centuries BC.
More recently, Cohen added, “At the height of his infamous public purges in 1937,
Stalin said: ‘We need the stability of the laws more than
ever’.” Ironically, many of the
detained advocates had been
defending citizens exercising
rights enshrined in China’s
own constitution, said University of Hong Kong law professor Michael Davis. “Those
lawyers are upholding the rule
of law because they’re trying
to represent their clients who
are resisting property seizures,
exercising free speech on the
Internet or religion,” he said.

New protest in Mexico for 43 missing students

marched in Acapulco yesterday to demand the safe return of 43 students who went
missing in southern Mexico
after an attack by gang-linked
police last month. Chanting
“they took them alive, we want
them back alive,” the students,
teachers and machete-wielding farmers also called for the
resignation of Guerrero state
Governor Angel Aguirre over
his handling of the case. “We
are angry because this is not an
isolated event. Many of us are
parents and we see very ugly
things in this country that we
want to fight,” said Magdalena
Catalan, a 34-year-old teacher.
Many of the protesters wore
masks in the latest demonstration over a mass disappearance
that has caused national and
international outrage. Author-
ities expect as many as 35,000
protesters to converge in the
Pacific resort over the course
of the day. Around two-thirds
of hotel reservations were canceled this weekend, the local
chamber of commerce said.
“We are enraged against the
government. It’s going to be a
month (since the disappearance) and we have seen nothing,” said a farmer gripping
a machete. The US embassy
issued an “emergency message” urging its citizens to stay
away from the demonstration,
warning that such protests
“can turn confrontational and
escalate into violence.”
Radical students and teachers torched part of Guerrero’s
state government headquarters on Monday. They have
also threatened to seize all 81
municipal offices in Guerrero.
They have taken over four so

Ukrainian, Russian leaders sound optimistic note
PEACE HOPES RISE
Milan
ussian and Ukrainian leaders sounded optimistic after marathon, Europe-brokered
talks yesterday, signalling progress on both a definitive peace
settlement in Ukraine and a
gas dispute that threatens to
disrupt supplies to Europe this
winter.
While Russian President
Vladimir Putin and his Ukrainian counterpart Petro Poroshenko stopped short of declaring a breakthrough, they both

spoke with renewed confidence.
Putin offered praise for Poroshenko’s move to give more
powers to the east and supported the Organisation for
Security and Cooperation in
Europe monitoring of the truce
with drones. Putin also voiced
confidence that the issue of
Russians who have joined the
insurgency in eastern Ukraine
could be settled.
Both leaders said they
reached consent on the basic
guidelines of a gas deal to prevent possible supply disruptions in the winter.
The sticking point remains
financing, and Putin indicated
that the EU should pick up
the tab. “We expect our European partners to offer help to
Ukraine,” he said.
Alexei Miller, the CEO of
the Russian gas company Gazprom, told Russian news agencies from Milan that the leaders
agreed Kiev would pay back
$3.1 billion by the end of the
year. It is not clear how much
Ukraine would have on hand,
raised through loans or with
the EU’s help.
Russia cut off gas supplies to
Ukraine in the summer over
unpaid bills, raising the risks
that Ukraine would siphon off
gas from the pipeline passing
through its territory from Russia to Europe.
Europe is concerned that if
Ukraine did so, Russia would
cut off all flows through
Ukraine, leaving parts of Europe without supplies in the
dead of winter, as happened in
the past.
As part of an overall peace
deal, Europe is seeking full
compliance with a month-old
cease-fire, clear border controls
and local elections in eastern
Ukraine in compliance with
Ukrainian law, and not under
auspices of the rebels.
Putin told reporters both
sides shared blame for
violations.
German Chancellor Angela Merkel (bottom right), Russia’s President Vladimir Putin (left), French President Francois Hollande (third right) and
Ukraine’s President Petro Poroshenko (right) attend a meeting in Milan yesterday.
“The line of division must be
fully drawn. It would allow to finally end shootings and civilian
deaths,” Putin said. “The Ukrainian side knows about that. We
will try to find solutions.”
Hong Kong police, activists clash in protest zone
Hong Kong
ong Kong riot police struggled to hold back hundreds of defiant pro-democracy
activists who returned to a protest zone officers had partially
cleared earlier yesterday.
Police used pepper spray and
batons to fend off a huge crowd
that had gathered in Mong Kok,
and several protesters were
seen knocked to the ground or
carried away by police.
One protester was seen
bleeding from his forehead as
he was carried to a police van,
moments after he was forced
to the ground by officers. Neither side appeared willing to
back down as police and activists engaged in running clashes
stretching into Saturday in the
working class neighborhood’s
dense grid of streets. In scenes
repeated throughout the evening, officers used batons to
beat back umbrellas used by the
crowd of young protesters to
defend themselves from pepper
spray.

The Slovakian beats Lara Biter for title
VIKTORIA TRIUMPHS
Aidan Payne
aidan@dt.bh
U
nseeded Slovakian Viktoria Morvayova proved too
strong for her unseeded Turkish opponent Lara Biter as she
defeated her 6-2, 6-1 to clinch
the Girls singles title yesterday
evening on the penultimate day
of the Sixth Bahrain International ITF Junior Tennis Championships at the Bahrain Tennis
Club (BTC) premises in Juffair.
In the first set, the 13-year
old Turkish player won her
opening service game and then
made her 13-year old opponent
work hard to hold her service
game which went to deuce
three times.
Viktoria then effected the
first break of the match in the
third game and then consolidated her position for a 3-1 lead
with a series of powerful backhand serves which were proving difficult for her opponent.
The fifth game turned the
opening set as Viktoria continued the pressure on Lara and
managed to break a second
time for a 4-1 lead, before holding her next two service games
to take the first set.
In the second set despite a se-
ries of long rallies, Lara’s return
shots were the difference in the
players who despite their relative young ages gave everything
they had in energy and effort.
Viktoria raced into a 4-0
lead, but Lara never gave in
and after going to advantage
four times she managed to hold
serve and stay in the match.
Two games later and Viktoria
was the champion after her
third set break of service in a
match lasting 75 minutes.
In the boys doubles final,
top seeds Kareem Allaf of Syria
and Egyptian partner Sherif
Makhlouf defeated India’s
Kushaan Nath and Italy’s Edoardo Sardella 6-4, 3-6, 12-10
after the Arab pairing had won
a break in the opening game of
the first set.
The next four games went
with serve, until Kushaan and
Edoardo won a break of service
to level at 3-3, before a second
break by Kareem and Sherif
paved the way to the set victory
when 5-4 up. In second set action Kushaan and Edaordo held
a 3-1 lead at one stage before
being pegged back to 3-3, but
they then won three games on
the trot to level the match.
Mr. Al Mosawi, Mr. Al Muqla and Mr. Haider with
winners during the prize distribution ceremony
In the tie-break set Kareem
and Sherif trailed 4-6 at one
stage but rallied with six unanswered points to clinch the set
and take the title.
The girls doubles title went to
third seeds Luciana Rabines of
the US and Germany’s Emelie
Luisa Schwarte who defeated
top seeds Lamis Al Hussein
Abdel Aziz and India’s Rikeetha
Pereira in straight sets 6-4, 6-2.
Luciana and Emelie held a
5-2 lead in the opening set,
thanks to a break in the fourth
game, though they had a slight
hiccup being broken in the
ninth game, they then came to
break their opponent and seal
the first set.
The second set was more
straightforward as Luciana and
Emelie raced into a 5-1 lead
and though they were broken
on their service game, they did
likewise in the next to claim the
set and the title. After the finals,
Dr Faisal Al Mosawi, BTC President Khamis Al Muqla and
former BTC President Yousuf
Haider presented trophies to
the finalists.
Saudi Arabia’s Yousif Al
Tareef is the appointed ITF
overall tournament referee
and the championship is being
held under the patronage of the
Deputy Prime Minister Shaikh Mohammed bin Mubarak
Al Khalifa in collaboration with
the General Organisation for
Youth and Sports and supported by gold sponsors E.K.Kanoo,
Bapco and Solidarity/Takaful.
Entrance to the champion-
ship is free and all are welcome
for the final day of competition
today.

Murray’s only wobble against

the second set, but Murray

SCOREBOARD
Virat Kohli celebrates his 20th century
New Delhi
irat Kohli cracked his 20th
ODI hundred, Suresh
Raina and Ajinkya Rahane
made fifties as India comfortably downed a seemingly
eager-to-leave West Indies in
Dharamsala.
The news that West Indies’
tour had been cut short due to
the players’ payment dispute
with their board broke during India’s innings, and the
visitors backed that up with
shoddy fielding and bowling
performances. Marlon Samuels
overcame a struggle of a start to
make his seventh ODI century,
but barring Andre Russell’s
belated and brief blitz, the rest
of the line-up sank after India
had racked up 330. India took
the five-match series 2-1, with
the third ODI washed out by a
V
cyclone.
There was more bounce in
the Dharamsala track than on
most Indian ODI pitches, but
it was useful to the bowling
side only when backed by serious pace. West Indies weren’t
really willing to bend their
backs barring the odd occasion.
They were eager to bowl short,
though, and continued to do so
throughout the innings. And
India kept hooking and pulling
harmless stomach-high bouncers to the short boundaries.
As early as the first ball of
the second over, Shikhar Dhawan showed there was nothing
to worry about the bouncers
short on intent as he pulled
Jason Holder for four. West
Indies refused to learn and
Dhawan helped himself to easy
boundaries.
Ajinkya Rahane was timing
the ball superbly at the other
end, caressing full deliveries
both sides of the wicket. West
Indies tried bowling wide with
a packed off-side field, but he
disturbed those plans by stepping out and going leg side.
The stand had grown to 70
in the 12th over when Russell
combined pace with bounce
and Dhawan, not for the first
time, top-edged an awkward
hook to the deep. West Indies
had an opportunity to claw
back further in Russell’s next
over, but Jerome Taylor spilled
a simple chance at fine leg off
another top-edged hook, reprieving Rahane on 38.
Kohli, at No. 4, had made his
first fifty across Tests and ODIs
since February in the previous
game. Back at his usual No.

the Patriots placed linebacker

knee injuries.
Although the team has confirmed few details of the injuries, Mayo reportedly had
surgery on Thursday morning
to repair a torn patellar tendon, while the Boston Herald
reported that Ridley suffered
torn knee ligaments. Both were
hurt in last Sunday’s win over
Buffalo. But the Patriots have

their grip the division with a
