Critical infrastructure operators, administrations, financial institutions, innovative industries and
research institutes are all highly dependent on their IT systems and are therefore more vulnerable
to new types of cyberthreats.
As a key player in security and defence to protect national sovereignty, Thales is presenting
cybersecurity, resilience and security solutions that enhance operational efficiency and business
continuity for all types of organisations.
CYBELS is an excellent illustration of Thales’s extensive expertise in this domain. The CYBELS family

 Thales in the Security Market
Thales offers customers unparalleled experience in security markets, with recognised expertise
for large-scale and highly complex systems integration.
Modern societies are mobile and interconnected and the infrastructure that allows them to
function plays a critical role. As the nervous system of our societies, this infrastructure must not
only improve the quality of life but also guarantee security, which is possibly our most precious
asset in ensuring a sustainable future.
Whenever governments, local authorities, infrastructure operators and businesses are faced with
complex situations, they must combine the need for security with the quality of the services they
provide.
Security threats are inherently difficult to manage because there are so many different types —
terrorism, cybercrime, urban crime, trafficking, illegal immigration, natural disasters, industrial
accidents, etc. — and because they are constantly evolving. However, their economic impact can
be enormous. In addition, information systems themselves are more vulnerable to attacks, so it
has become crucially important to ensure the security of data and data networks.
PRESS KIT
Thales@ISNR 2014
Anticipation and speed of response are increasingly crucial to ensuring security: operators and
decision-makers need to be alerted as early as possible and they need faster access to reliable,
detailed information so they can decide and act effectively in a crisis situation. Post-event analysis
tools are also needed to help them capitalise on past experience.
Thales’s response
Positioned as a value-added systems integrator, equipment supplier and service provider, Thales is
one of Europe’s leading players in the security market.
Thales’s security teams work with government agencies, local authorities and civil operators to
develop and deploy integrated, resilient solutions to protect citizens, sensitive data and critical
infrastructure.
Thales solutions secure the four key domains considered vital to modern societies:
• Government: border surveillance, homeland security, identity management, etc..
Cities: urban security
Critical infrastructure: government sites, oil and gas infrastructure, nuclear power
stations, airports, sensitive sites including museums, mosques, prisons and metro stations
Cyberspace
Thales solutions are built around each customer's concepts of operations (CONOPS) and
incorporate advanced technologies — some of them developed for the military — that represent a
significant competitive advantage in the security market today. By implementing Thales solutions,
customers benefit from advanced protection against security risks and immediate access to the
most relevant information so they can make the right decisions at the right time and act
accordingly. With Thales security solutions, incidents and crisis situations are managed quickly and
effectively, and customers can focus on their core missions and thus improve overall operational
efficiency.

cities, covering tens of square kilometres and
handling up to 200,000 people daily.
Many such facilities, however, have no
comprehensive structure to ensure the highest

Today, when an accident or incident occurs,
much depends on the ability to exchange
information and coordinate the actions of the
various players involved – airport operators,
security forces, government agencies, first
responders and airline personnel.

Cybersecurity
A response to the evolving cyberthreat environment
Thales is a global leader in the provision of cryptographic security products and solutions
for all types of critical infrastructures, including governments, military, satellite
networks, business and the finance industry. Thales's unique positioning in the
marketplace derives from its ability to address every link in the security chain and
deliver end-to-end solutions.
Cyberspace, the new theatre of operations
Key figures
Today, with more than 600 million websites and
about 2.7 billion internet users around the
world in Q1 2013 (source: ITU – International
Telecommunication
Union),
information
systems and the internet are playing such a
prominent role in the life of governments,
businesses and the general public that they are
becoming vital to a country's economy and
security. Cybersecurity is now a crucial
challenge
for
governments,
financial
organisations, vital infrastructure operators,
innovative industries, research laboratories,
etc. As recent attacks have shown, it is clear
that cyberspace has become a new
battleground. Experts predict that cyberspace
will rapidly take on a new strategic dimension in
the next few years, just as space did half a
century ago, and that new types of conflicts —
symmetric as well as asymmetric — will emerge
with varying degrees of intensity.
• Critical information systems and
cybersecurity: revenues of approx. €500
million.
This new digital paradigm is characterised by
the ubiquitous interconnection of people,
information systems and objects as well as the
rapid evolution of computer technologies and
cyberthreats.
It is therefore vital to develop new capabilities
to protect ourselves from such threats.
• 1,500 experts specialising in cybersecurity

Resilient communication networks
Ensuring vital communications at all times, in all circumstances
Thales is a recognised global leader in C4I* with many major national and international
references for mission-critical networks and systems. Its specialised expertise allows network
users to enjoy the highest level of availability in country-specific contexts and ensure
sovereignty and continuity of vital missions when faced with natural and man-made threats.
* C4I: Command, Control, Computers, Communications and Intelligence
In today's global information society, the
availability of telecommunication networks is a
vital component of national security. The vast
array of threats — natural disasters, social
unrest, cyberattacks, etc. — are ever present
and constantly evolving. Because conventional
telecom operators are largely unable to counter
these threats, the sovereign missions of the
state can be compromised or even impossible if
networks prove insufficiently resilient.
from infrastructure networks through to the
networks deployed in the theatre of operations.
With the shift toward e-economies and
network-centric operations, networks have a
more prominent role than ever. In addition, the
multiple interconnections needed to support
information exchange generate new risks. In
this context, the widespread adoption of
broadband and the shift to cloud computing are
further increasing the dependency on network
availability.
Building on more than 40 years of know-how
and experience in critical network solutions in a
wide variety of geopolitical contexts, Thales has
developed solutions tailored to local
requirements. Local Thales operations adopt a
collaborative approach with each customer,
encompassing everything from analysis to
design, build and operation phases, ensuring
long-term customer satisfaction.

Complex large-scale event and crisis
management solutions
As a global leader in large-scale integrated systems and services, and a specialist in secure
information systems, Thales provides intelligent event management and crisis management
solutions to ensure service continuity and meet the evolving needs of governments, businesses
and other organisations.
The spate of natural disasters to hit the world in
recent years — from Hurricane Xynthia in
France to Katrina and Sandy in the United
States and the Fukushima nuclear disaster in
Japan — has prompted a shift in homeland
security requirements. From the counterterrorism focused national security agenda
which emerged following 9/11, authorities are
taking a much broader approach to today's
rapidly changing security risks and threats.
In response, governments have had to evolve
their strategy based around specific agencies
and roles, such as prevention, public security
and defence, and are instead developing an
omnidirectional view of requirements, with
unified command and control across
collaborative systems. As a direct response to
enduring crisis situations, the watchwords
today are coordination and collaboration
between the different first responders involved
in crisis management.
Furthermore, the rapid urbanisation of the
global population means that authorities must
contend
with
particularly
complex
environments. To overcome this complexity,
organisations are developing dynamic, scalable
risk prevention strategies, backed by systems
designed to deliver fast and efficient decision
support.
 Thales’s response
Leveraging its proven expertise in large-scale
systems integration and value-added services,
Thales provides command & control and
decision-support solutions that allow operators
to ensure supervision & control of day-to-day
operations as well as deal with full-blown crisis
situations.
Thales's objective is to simplify complexity,
empowering strategic decision-makers by
delivering clear, timely and operationally
relevant information about their environment.
Key figures
• Mexico City security: a reduction of nearly
32% in crime rates in the State of Mexico
since 2009, whereas crime analysis
laboratories report a 16% increase in
crime at national level for the same
period.
• Security for the Mecca pilgrimage: zero
incidents reported in recent years,
following the installation of a Thales
videosurveillance system for analysing and
optimising crowd movements, coupled
with a real-time pilgrim information
management system.
• Public Security Database (BDSP): more
than 8 million emergency calls, leading to
1.5 million responses, handled each year
by the French BDSP database,
implemented for the French Gendarmerie
and operational from 2011.
 Thales’s added value

Information stored in the database can be
accessed locally and nationally. Today, 60,000
gendarmes at 4,300 sites use, and constantly
feed fresh data into the system, which is
powered by a semantic search engine together
with an array of extremely high-performance
tools for delivering and analysing operational
data. The new system was put through its paces
at the G20 summit in Cannes in November
2011.

Each year, millions of Muslims make the Hajj
pilgrimage to Mecca, the world's largest
religious gathering. For many years,
uncontrolled crowd movements led to fatal
crushes on numerous occasions. The Saudi
government decided to call on innovative
technology to bring an end to these tragic
deaths.
The pilgrimage today is much safer thanks to
the integrated system designed and developed
by Thales, which closely monitors crowd
movements and issues early warnings if there is
a risk of overcrowding or a surge. The system
comprises an innovative videosurveillance
solution with CCTV cameras and real-time
crowd density management at key locations.
The data from these field sensors is supervised
by an advanced data analysis and decision
support system.
