Connal Townsend is the Chief Executive
of Property Council New Zealand. In this
role he is our industry’s principal advocate
on behalf of New Zealand’s commercial,
industrial, retail, property funds and multiunit residential property owners.
Dr Nick Smith was born and educated in
North Canterbury in a bridge construction
family. He subsequently completed a firstclass honours degree in civil engineering
and a PhD in landslides at Canterbury
University.
Penny Hulse was selected to be the first
Deputy Mayor for all of Auckland for her
“inclusive style and fairness” and skill in
uniting communities and groups across the
political spectrum.
Prior to his appointment in 2005, Connal
worked for a number of years in the
finance sector. Previously he was the lead
consultant to the Housing New Zealand
Establishment Board (1991); the Regional
Manager North West for Housing New
Zealand; a senior consultant with Deloittes
specialising in strategic organisational
development.
He has also worked for Solid Energy
(coalcorp), and as a political Researcher
in Parliament. He was a member of this
Government’s Technical Advisory Group on
Resource Management Reforms (rMii-u),
and he has been a member of the board
of Towns and Cities New Zealand inc. since
2007.
Connal is a Justice of the Peace, and has
an M.A. (Hons) in Politics from Canterbury
University.
Nick was politically active from a young age
and influenced by a year as an AFS scholar
to Delaware, USA. He became a district
councillor while studying and has held many
offices in Young Nationals and in the senior
National Party prior to being selected as the
National candidate for Tasman in 1989.
He won the Tasman seat in 1990 and 1993,
and following the introduction of MMP,
Nelson in 1996, 1999, 2002, 2005, 2008,
2011 and 2014 despite both having a long
previous history as Labour areas.
Nick has held 12 Ministerial portfolios in the
Bolger, Shipley and Key Cabinets, covering
Conservation, Building and Construction,
Housing, Education, Immigration,
Corrections, Social Welfare, Treaty
Negotiations, Environment, ACC, Climate
Change and Local Government.
She has led the public engagement on
Auckland Council’s draft Unitary Plan,
the document now being adapted by the
community to govern how the Auckland
region will grow over the next 30 years.
Steel and determination are traits which
Penny has regularly shown as Deputy Mayor
of Auckland, and also previously as Deputy
Mayor of Waitakere City. Colleagues say she
is highly principled, judges every case on its
merits and takes responsibility for council
decisions, even those she argued against.
Standing as an independent, she was the
highest-polling candidate in the Waitakere
ward, and served for 18 years on Waitakere
local bodies.
Penny has strong links with her community
and cares passionately about the Auckland
region. She is Chair of the Auckland Plan
Committee and Deputy Chair of the CCO
Strategy Review Sub-Committee.

Shamubeel heads up Membership Services,
where he looks after NZIER’s economic
forecasts and analysis of our Quarterly
Survey of Business Opinion.
Ian is the founder and manager of Harrison
Grierson’s urban design division. He leads
urban design inputs into a wide range of
projects involving structure planning and
master planning of residential and business
growth areas.
Joshua has experience in design, planning
and architectural contract administration as
well as urban design and master planning.
Shamubeel holds a Bachelor of Commerce
and Management with Honours in
Economics from Lincoln University.
He has worked as a macro economist in
the private sector since 2001, both in New
Zealand and Australia.
His focus and interest is in analytical
frameworks to aid economic forecasting,
commentary and incisive research into
topical areas of economics.
Ian is skilled in the drafting of strategic
planning documents, statutory planning
provisions and design guidelines.
He is a widely-recognised expert in
subdivision design and medium density
housing development, and has an
impressive track record of implemented
projects in this field.
Joshua’s recent architectural projects
include delivering 139 affordable dwelling
units at Drill Hall, Melbourne and 87 Chapel
Street, St Kilda, and the AIA Regional Prize
winning Bendigo Library redevelopment.
Urban design projects completed for local
government include the Newport Urban
Design Guidelines (2014), the Hampton/
Willis Street Precinct UDF (2013) and Glen
Waverley Activity Centre Masterplan for the
City of Monash.
Joshua is currently undertaking the strategic
master plan for La Trobe University Bendigo
and the design of over 70 Independent
Living Units for the Old Colonists Association
of Victoria.
Prior to joining MGS, Joshua was an
Associate Director of a leading Californian
architectural practice from 1999-2003
specialising in arts, cultural and large
residential projects, and successfully ran his
own architectural practice in Ireland prior to
rejoining MGS in 2009.

Peter Churchill is a Registered Valuer, a
member of the Real Estate Institute, a
senior member of the NZ Property Institute,
having previously been a National Councillor
for the Property Management Institute, has
been on the Auckland Branch Committee of
Property Council and was a member of the
Property Council’s Research Committee.
Housing New Zealand’s Chief Executive
Officer Glen Sowry is leading the
organisation though significant changes in
the social housing sector.
Peter has spoken at several property
conferences at both a regional and national
level on matters of interest. The experience
and contacts gained in participating in these
various committees and industry related
activities provides an almost unprecedented
platform for an agent to perform in the New
Zealand market.
Before joining Barfoot & Thompson, Peter
spent 20 years looking after the property
interests of the AMP group, spending
time in the Christchurch, Wellington and
Auckland offices. Major projects he had
significant involvement in included PwC
Tower and Botany Town Centre.
Glen joined Housing New Zealand in early
2013. Previously he spent ten years in
senior executive roles with Air New Zealand,
running substantial parts of the airline,
including as General Manager Operations.
Prior to this Glen worked in corporate affairs
at Telecom and TVNZ.
In these roles he has shown an ability to
build teams, contribute to the organisations
success, and a commitment to customer
innovation and service delivery.
Outside of work Glen is a highly
accomplished sailor who was part of the
team that won the Whitbread Round the
World Yacht Race on Steinlager 2 in 1989/90
with Sir Peter Blake. He has sailed in many
major events including four Round the
World races, the America’s Cup and the
2000 Sydney Olympics.
Mark Fraser

Marketing
Hobsonville Land Company
Hobsonville Land Company (HLC) is the
crown agency leading the development of
Hobsonville Point. An exemplar medium
density residential project that will deliver
approximately 3,500 homes over the next
10 to 15 years.
Mark has worked in the Auckland property
sector for over ten years and has been with
HLC now for 3 years. In his role immediately
prior to that he was the project leader
for the redevelopment of Queens Wharf,
including shed 10 and the Cloud, for the
2011 Rugby World Cup.
In Mark’s role at HLC his responsibilities
include the whole of project sales and
marketing including co-ordinated marketing
working with the project’s developer and
builder partners.
Hobsonville Point is delivering a range of
housing product from large stand-alone
homes, through to terrace homes and
apartments and even small affordable
stand-alone and attached homes. Prices
range from under $400,000 to over $1m
and with a commitment to deliver 20 per
cent at or below $485,000 the Hobsonville
Land Company has had to innovate with its
partners to address housing affordability in
the Auckland market.

Fletcher Building
Leonard is the Director of Tasman Cook and
an experienced property developer.
Steve hails from Melbourne and graduated
with a structural engineering degree from
Melbourne University.
eonard’s expertise lies in feasibility,
master planning and negotiation, and he
holds a number of trustee positions and
directorships of New Zealand companies.
He started his career at Lend Lease in
Australia before moving to Singapore with
the company in the early 1990s, where he
worked on a number of high profile projects
throughout South East Asia.
In 2003, he moved with Lend Lease to
Britain where he worked on some of
London’s best projects including 46 storey
Heron Tower in the City. He also founded
a development business focussed on the
provision of mixed tenure housing in inner
London.
Steve estimates that he has been
in charge of creating around 5000
residences throughout his life, mainly in
the greater London area. His development
experience also extends to apartment
living, the tallest being a 45 level building
containing 30 per cent affordable homes in
Southwark.
A man with a clear vision, and high energy
who has been charged with ramping up
Fletcher’s annual residential building
programme fivefold through building
communities including mixed tenure
housing.
