MAIN PURPOSE OF JOB
Consular assistance to British nationals is one of the FCO’s foreign policy priorities. Our consular teams’ purpose is
to provide support to British nationals abroad, in normal times and in crises. The role of Pro Consul is important
within the British Consulate-General Chongqing and the China Consular Network.
The successful candidate will lead on consular work in South West China, managing a small consular team based in
Chongqing, acting as the main liaison with our stakeholders in South West China on Consular issues. You must be
able to speak and write English to a very high standard, as you will deal with British nationals who may be
distressed or upset. Delivering consular services to British nationals can be challenging, including varied casework
such as death and bereavement, hospitalisations and victims of crime. You will also play a regional role, covering
for colleagues during periods of absence or deploying into the field. You will be ready to travel around China at
short notice.
You must demonstrate: the ability to work under pressure; excellent customer focus skills; a sound approach to
risk management and decision-making; excellent communication and influencing skills and flexibility. Apart from
routine notarial services and assistance casework, you will lead on engagement with stakeholders, including
planning and implementing outreach events and regular official visits to local authorities.
You can expect to work in a supportive and friendly team, with a range of opportunities to developing your
competencies. You will have real insight to how UK government supports British nationals overseas and have the
opportunity to contribute to policy and service development. An English/Mandarin test will be included in the
selection process.

Provide a professional, courteous and efficient consular service to British nationals in South West

China. Handling enquiries, both in person and by telephone/e-mail. Providing various notarial
services including certifying UK documents, signing declarations etc to British nationals living and
travelling in SW China and offer support and help for those in difficulties, including
hospitalisations, death and bereavement, falling victim to crime or being imprisoned. Issuing
Emergency Travel Documents for British Nationals who need to travel urgently while they have no
valid travel document.

Manage the day-to-day operation of the Consular Section by reviewing best practice and
procedures. Effectively profiling and managing the section’s budget. Play an active role in
implementing the FCO’s Consular Strategy, including participating in a regional working group. Act
as a regional resource for the Consul in Beijing; being prepared to deploy anywhere in China,
sometimes at short notice. Line management of one Consular Assistant.
In conjunction with colleages at the BCG Chongqing, play a role in updating and testing the Crisis
Management Plan. Act as main point of contact on crisis communication within crisis network.

Maintain and strengthen relationship with local key contacts within South West China, including
by arranging an annual programme of targeted visits. Manage and expand the consular warden
network. Arrange and implement outreach events for resident British nationals throughout the
consular district.
