OVERVIEW OF THE FUNCTIONS OF THE POST
Under the overall authority of the Director of the Kabul Office and the immediate supervision of of the ELA
National Coordinator and the technical guidance of the Chief of Education and Project Officer (Literacy) the
incumbent will take responsibility in assuring the overall quality of ELA program, by supervising national technical
staff and facilitating activities of international/national technical consultants/experts in the areas of curriculum
development and teacher training.
 Management:

Assist ELA national coordinator in the overall management of ELA programme
Assist ELA national coordinator in the overall execution of programme activities.
Supervise one or more national staff in charge of the quality of ELA programme and facilitate the
activities/recruitment of international/national technical consultants
With close consultation with ELA national coordinator and Project Officer (literacy), construct and
maintain a mechanism to monitor programme content quality and jointly implement it with relevant units
within the Literacy Department
Coordinate and assist in arranging regular programme review and coordination meetings to ensure the
quality of programme implementation
Manage literacy curriculum and material development process and the working group of curriculum
composed of international consultants, ELA staff, and government counterparts.
 Quality:

With international/national technical consultants and relevant units within the literacy Department,
assure overall quality, schedules and inclusive consultation with literacy stakeholders of a. review of
basic and post-literacy programme including curriculum framework, competencies, primers, facilitator
guideline, supplementary materials review and b. upgrade training manuals including Facilitators,
Supervisors, Master trainers and admin officers training manual

With close collaboration with an assistant project officer in charge of M&E, assure timely submission of
quality progress reports from ELA team
Assist in reporting in SISTER and DUO
Assist ELA national coordinator in capacity building of LD staff, particularly in areas of curriculum
development, teacher training, and reporting.
Carry out the review of the technical quality of programme during programme overall performance
review
 1) Any other tasks instructed by ELA national coordinator and Project Officer (Literacy).
REQUIRED QUALIFICATIONS
EDUCATION
Advanced university degree (Masters or equivalent) in education, development studies or other relevant areas.
WORK EXPERIENCE
At least two to four years of relevant work experience in the field of teacher training and/or curriculum
development, experience in adult literacy is strong assert, of which preferably one year acquired at international
level.
SKILLS/COMPETENCIES
Primary expertise in project planning and management and some knowledge and technical expertise in teacher
training and/or curriculum development;
Experience in team work building, results-oriented, and performance management
Ability to develop networks and constructive partnerships beyond own team and with government counterparts
Good computer and other IT skills;
Strong sensitivity and adaptability in postwar countries and diversity (cultural, gender, religion, race and nationality)
Excellent strategic and analytical skills;
Excellent communication skills, including writing and oral expression
Ability to interact with a wider range of high-level partners, experience working with government officials of
recipient countries is strong assert;
Ability to handle tight deadlines under pressured situation
LANGUAGES
Excellent knowledge of English. Knowledge of Pashto and/or Dari is an advantage.

UNESCO’s salaries are calculated in US dollars and exempt from income tax. They consist of a basic salary and a post
adjustment which reflects the cost of living in a particular duty station and exchange rates.
Other benefits include: 30 days annual leave, family allowance, home travel, education grant for dependent children,
pension plan and medical insurance.
