TERMS OF REFERENCE Title of Consultancy: Non State Actors and Local Authorities in DevelopmentBuilding Foundations for Political Reconciliation in Jubaland: Documenting the research process on political and social reconciliation in South-Central Somalia Type of Contract: Consultancy Duration of the 35 days assignment: Duty Station: Nairobi Expected places of travel: Mogadishu / Kismayo/Dolow Supervisors: NSA Project Manager Key Relationships Regional Policy and Advocacy Adviser Somalia Adviser Somalia Field Coordinator Closing date: 26th October 2014 Introduction Saferworld is an independent non-governmental organisation that works to prevent and reduce violent conflict and promote cooperative approaches to security. Saferworld works with civil society, governments and international organisations to encourage and support effective policies and practices through advocacy, research and policy development, and through supporting the development of local capacities and structures. Saferworld has been working in Africa since 1997, with a primary focus upon East Africa and the Horn region and has well-established programmes in Kenya, Uganda, Somalia and Sudan. Background of Saferworld’s engagement in Somalia/Somaliland Since 2004 Saferworld, with the support of the European Commission, has led a process designed to establish legitimate and representative NSA structures that are able to engage in policy dialogue which culminated in the formal establishment of NSA platforms in the three Somali regions in 2008: the Somali South Central Non-State Actors Association (SOSCENSA), the Puntland Non-State Actors Association (PUNSAA) and the Somaliland Non-State Actors Forum (SONSAF), representing in total approximately 150 Somali non-state actor groups. Saferworld’s programme of work in Somalia/Somaliland has two components. The first aims to strengthen the participation of Somali Non-State Actors (NSAs) in decision-making on peace, security and development. Key themes in this project are participatory decision-making, inclusiveness and capacity building of ‘platform’ structures so that they more effectively channel NSA voices in policy dialogues. The second component focusses on developing in-depth analysis of governance and conflict dynamics at sub-regional level in Somalia/Somaliland as a basis for influencing the work of international actors engaged in the region. Currently, Saferworld with the support of the European Union, are implementing a 24 month project that seeks to enable Somali Non-State Actors to research, analyse and address the causes of conflict and improve inclusive governance at all levels through national reconciliation in South-Central Somalia. Specifically, the project aims to support NSAs in South Central Somalia to engage in participatory research and advocacy with authorities in the newly recovered areas, specifically in Jubaland, and the Somali Federal Government on issues related to reconciliation and stabilisation. Through this project, three result areas are anticipated: that NSAs have increased capacity to actively engage in analysing political dynamics in newly recovered areas of Jubaland; that NSAs, the Federal Government and authorities in Jubaland contribute to comprehensive research and analysis on key issues relating to reconciliation and stabilisation; and that NSAs utilise a new body of research and data to advocate to the Federal Government and authorities in the newly recovered areas of Jubaland for the implementation of recommendations for reconciliation and stabilisation. One of the key areas of this project involves an inclusive and participatory research approach that will involve consultations with communities and relevant stakeholders at district level. The outcome of this research is a paper that looks into the design of the national reconciliation process as a foundation for state formation/statebuilding. Objectives of the consultancy Saferworld seeks to recruit a videographer on a short term basis to work with the Somalia programme team and SOSCENSA to document two project components: 1) The research process and capacity building of Somali civil society thus elevating their role and ability to advocate on issues related to reconciliation and statebuilding. 2) The research results, recommendations, community perspectives on reconciliation and state-building and key demands drawn from the analysis. 3) Capture and produce high quality photographs of the partners, process, activities and context for the use in publications, websites and any other purpose Saferworld deems appropriate for the promotion of this and other relevant activities. The videographer would film, edit and produce short films of 3-5 minutes duration and produce a set of photographs of the partners and the communities they worked with for use by Saferworld and its partners. Methodology In consultation with Saferworld Somalia/land programme team members and SOSCENSA, the consultant will be required to attend a selection of events inclusive of training of data collectors, conduct of data collection, analysis workshops and where appropriate individual participants relevant to the research or process. The period over which the filming is anticipated to take place is between 1st November 2014 – 28th February 2015. Dates for filming are to be agreed with the videographer. Deliverables: One 3-5 minute video documenting the research methodology and process. To be produced in English and in Somali (Preference for voice translation, but where appropriate using text) One 3-5 minute video documenting the research objectives, community perspectives, recommendations and conclusions. To be produced in English and in Somali (Preference for voice translation, but where appropriate using text) A minimum of 40 high quality photographs of the process, participation, methodology, key actors and context as is relevant to the research project. All rushes taken during the filming and production of the films are to be provided to Saferworld for the purposes of possible future usage. Additional information on the assignment will be provided upon commencement of consultancy. Key Competencies Demonstrable experience and production of short films and videos made for the purposes of communicating political analysis, community perspectives and policy recommendations. Experience in filming, editing, photography and production preferably in conflict affected countries or vulnerable communities. Experience working in Somalia preferred. A firm understanding of risks associated with working in conflict-affected countries as well as willingness to conduct work in a culturally sensitive and ethical manner Willingness to travel to remote areas in South-Central Somalia (security permitting) Knowledge of the Somali language is preferable Application process Interested candidates should submit a CV, cover letter, and samples of previous work demonstrating their suitability for this role by 26th October 2014 to Joyce Kamau, HR & Operations Manager jkamau@saferworld.org.uk .Please include information of your consultancy rate and availability.
