Ambassador James Swan Dear Excellencies, Since the Kampala Protocol, Galmudug was a prominent active partner in the process of ending the Transition and the implementation of the Roadmap. Galmudug State has also contributed to the completion of the adopted provisional constitution and cosigned with the Minister of Constitution of the TFG. However, I would bring to your attention, with all respect, a matter that is grave concern and potentially might hamper, if not damage, the relation between Galmudug State Government and the Federal Government of Somalia, particularly the office of the Prime Minister. We would urge all concerned bodies that this matter earns your attention and resolved. Despite all the efforts for supporting the Federal Government, the impression we received from the Prime Minister during his visit in Galmudug is intolerable and the people of Galmudug are very disappointed as the Federal Government is looking at blind eyes to the extent of progress that has taken place in Galmudug since it has been created. The security and the stability have improved; and in addition to that, substantial and tangible development has been achieved in the areas of public services and the provision of human basic needs as well as fighting the SHABAAB and PIRACY. The legitimate process of the Roadmap, which has brought Galmudug to be recognized as a Federal State within the Federation of Somalia, has heralded in a sensational of optimism among all sectors of Galmudug community. With immediate effect, we have embarked on a path to make Galmudug a viable, significant and visible within the Federal States of Somalia. We have dedicated our commitment to moving from the abstract condition to solid broadminded foundation with in mind to expand Galmudug authority to the Central Regions through dialogue and understanding the common goals and needs. ****************************************************************************************** Tel: +252 618474935 +252 90558542 +252 678100446, E-mail: mhagi@galmudug-gov.com Galkayo-Galmudug State - Somalia . In views to this and responding to the needs of our people, in five months, Galmudug has achieved and completed some of the most required infrastructures and services that have been lacked: Built Statehouse with self-‐help scheme that has been opened on 12/12/2012. Constructing a Parliament House, which the President laid down its stone. Central Prison financed by the private sector. More than 50% is completed. Setting the final plans to construct the headquarters of the Police Forces. Disbursed Ministers and Elders to local communities to establish local government and municipalities in the regions, districts, town and the villages. v The establishment of Mudug Region counsels and the election of the Mayor of Galkayo, which will also be extended to the rest Galmudug state regions. v v v v v On the other hand, with much more sense of prioritizing we have taken formidable steps to improve security and stability and the expansion of Galmudug. v We have collected most heavy armory and their militias. v With the help of clan elders we have assembled some of the armed troops into a camp outside Galkayo. v Police forces to all head regions, districts and villages. v Placed trained Police Forces in Hobyo with one 4x4 pickup army carrier in order tackle Piracy, criminals and other elements who oppose the security and the stability. v Plan to recruit 300 to 500 fresh security forces with a criteria set by the Government in order to deal effectively with the criminals as the Federal police that do operate in the State is not enough to cover our security needs. v Devised a plan to remove all illegal road checkpoints that exist in Galmudug. v Galmudug official have exchanged meetings with NATO Atlanta in Hobyo. v Galmudug has signed an agreement with ASWJ to form a united Federal State in Central Regions. See the Annex A. v An expansion committee comprising of 16 members from Galmudug and ASWJ has been appointed. Himan and Heeb (Ximan and Xeeb) administration has already been approached and expected to reach a positive agreement. Achieving all these goals mentioned above, without the support from the concerned authorities in the Federal Government and the international community, it is very unfortunate the Prime Minister to call Galmudug to join Puntland when he addressed Galmudug supporters who were welcoming him. The little we have achieved so far has come through the devotion and the concrete support from our community both locally and in the Diaspora and it is very sad that the speech of the Prime Minister is demoralizing the path that our community has chosen. Galmudug people and its administration would deserve to receive fair judgment. All previous governments of the TFG recognized Galmudug (see the annexes), it was also recognized as a Federal state at Garawe II National Consultative Constitutional Conference which clearly reads ****************************************************************************************** Tel: +252 618474935 +252 90558542 +252 678100446, E-mail: mhagi@galmudug-gov.com Galkayo-Galmudug State - Somalia . as follows: …………..We further Recognize that Galmudug State as a state within the Federation, and it shall, as soon as is practicable, fulfill all the requirements for becoming a full federal state as stipulated in the Transitional Federal Charter. The TFG and International Community are called upon to extend all the necessary assistance to the Galmudug authorities in this regard. Let alone the Federal Government support Galmudug in this respect, but it has rather complicated and disrupted all our efforts and commitments we invested in the last six months. In contrary, during the visit to both ASWJ and Himan and Heeb, the Prime Minister has never raised the prospect of establishing a federal state in central regions in which Galmudug initiated and already agreed with ASWJ. Furthermore, the remarks of the Prime Minister during his visit in Galmudug have a grave consequence to the relationship between Galmudug and the Federal Government. To the respect of our Federal Constitution, the Prime Minister was supposed to encourage the process of Federalization in the country but not to diverge, particularly where hope and possibility do exist such the case of Galgaduud and Mudug. Therefore, the lack of the Federal Government’s support would mean Glamudug has been denied its rights in the Federation of Somalia and the prospect of accomplishing the federal system in the country. Galmudug has suffered due to the absence of touchable assistance from the Central Government, particularly the Prime Minister has singled out the people of central Somalia despite all the efforts and contributions made by the State of Galmudug to find a lasting solution to the civil war and ending the lawlessness in Somalia. We hope the time has come to change that attitude towards Galmudug State, particularly, from the Federal Government of Somalia. Galmudug is a part and parcel of the Federal System in Somalia and the phenomenon of the new incitements from the Prime Minister will hinder the political outreach and reconciliation of the people of Somalia that is crucial to the achievement of functioning Federal system in the county.
