As the security situation in Somalia is dynamic and potentially volatile all over the country, Adeso’s security management systems need to be robust, up-to-date, and based on strong risk analysis. POSITION SUMMARY The purpose of this role is to support senior managers as well as field staff, in effectively mitigating potential security threats. This position will be based in side Somalia, but roving (75% of time) where this require regular and very extensive travel between the different locations in Somalia. Adeso Headquarters – Kenya P.O. Additionally, to manage capacity building of staff in safety and security that including Training Needs Assessment (TNA). This position is a member of Somalia Management Team. ESSENTIAL DUTIES AND RESPONSIBILITIES Analysis Ongoing systematic analysis of the context in Somalia that involve continues information collection, actors and developments in relation to the security situation, provide up to date and comprehensive context and risk analysis to senior managers. In coordination with Somalia Management Team, the Security Director based in Nairobi, revise security procedures and advise managers on appropriate actions based on ongoing analysis. Support Programme Managers, Head of Offices, and senior managers in reporting, documentation, and updates of Hibernation, Relocation, and Evacuation and generally the Security Management Plans and specific SOPs. Support and guide staff in reporting security incidents using Adeso incident reporting system. Follow up all incidents and create a database, with lessons learned and advice and if needs be, revised security procedures. Maintain close contacts with all relevant stakeholders, specially NSP, UNDSS, and State governments security agencies, to develop a network and build relationships with key actors to ensure gathering of reliable security information. Undertake regular and ad-hoc security assessment missions as necessary, in order to gather information and to analyse the overall security situation and risk involved in existing and potential areas of intervention; either providing management with recommendations for action and/or working directly with field teams and management. Ensure that gender and diversity are a key consideration of all security assessments and proceeding guidelines specifically address the needs identified Security system As a member of Somalia Management Team, support and advise country staff in maintaining security management system and SOPs which allows for the continuous updating of security measures. Develop a network specific to reporting security information, reporting and analysis, ensuring the information is recorded and analyzed regularly and disseminated among Adeso Somalia staff in each sub office as well the Adeso SMT in Nairobi. Ensure the security management system is in line with existing Adeso security policy, protocols and approach. Support the Somalia Management Team in crisis management to manage security incidents, reporting and analysis. Review and conduct post-incident reviews to immediately address any gaps or changes needed. Ensure that the support departments (Operations & Logistics, HR, and Administration) have in place an appropriate system to facilitate good security management. Develop and update actor mapping in the locations in which Adeso is working Security awareness and capacity building Work with security focal points in each Sub Office, to build capacity to support the country security management plan and systems. This will include designing development plans, capacity reviews, task accompaniment etc, in coordination with their direct line managers. Influence staff attitude and behaviours towards safety and security, and facilitate a process to improve the security culture in Adeso Somalia. Ensure that all staff have the necessary security skills and awareness that they need to be effective, by providing appropriate learning and development opportunities, including delivering training. Ensure that all staff and visitors receive appropriate security briefings before travel to Somalia. In doing so, to ensure that an appropriate system is in place to provide security information to travellers to Somalia in advance of their departure. Conduct incident management and Crisis management exercises and simulations to ensure greater preparedness and capability amongst all teams, in security management Participate in inter-agency security forums and meetings. Quality Assurance: To enable all teams to achieve ‘security and risk improvement plans’, and to enable all staff to comply with related policies and procedures, through capacity building, mentoring, advising and monitoring quality of application. SKILLS AND QUALIFICATIONS Considerable practical experience and understanding (at least 5 years in similar position) of security assessment, planning and implementation of procedures in the context of UN or NGO humanitarian operations in insecure areas. Experience in Somalia with iNGO is an asset. Excellent analytical skills and ability to identify trends including context and actor mapping and analysis. Proven influencing and negotiating skills with internal and external audiences including in complex and stressful circumstances. Proven experience of safety awareness training. Ability to advice and support field staff in a consultative manner. Excellent communication and interpersonal skills, in both English, Somali language is an added asset. Effective work load management and capacity to remain calm under pressure and not lose sight of strategic priorities. Must be organised and efficient. A sound understanding of the importance of gender in humanitarian work. Sensitivity to cultural differences and the ability to work in a wide variety of cultural contexts. Willingness to travel to all of Somalia at short notice, often in difficult circumstances and potentially conflict areas; Excellent communication and interpersonal skills, in both English, Somali language is a requirement.
