In our ongoing efforts to maintain a dialogue with our member
jurisdictions, I am very pleased to introduce ASPPB’s new
quarterly e-newsletter, ASPPB Central. It will provide you
with current information about developments and important
issues impacting psychology regulation. ASPPB Central will

ASPPB’s New Location
On May 21, 2014 the Central Office finished
packing up boxes and started the move to our
new home a few yards away. It took the entire
day getting everything moved and set up, and
on May 22, ASPPB officially opened for business at 215 Market Road*. Our beautiful, new
building is a spacious, two-story facility which
allows plenty of room for our staff to grow
plus large, state-of-the-art conference rooms
and a Webinar room! ASPPB still owns the
office building located off of Greencastle
Road, and plans are being discussed for the
best use of this “Annex” building.

ASPPB’s New COO: Dr. Carol Webb!
I am very excited to start my new job as the Chief Operating Officer for ASPPB. Having been
involved in the regulation of psychology now for the last 10+years, first as a member and then
President of the Georgia Board of Examiners of Psychologists and then on the Board of Directors of ASPPB from 2007-2013, I have learned a good deal about the issues that face psychology
in the area of licensing and regulation. One of my projects while on the ASPPB Board was to
update the ASPPB Guidelines for Continuing Education. The task force Maintenance of Competence and Licensure developed the 2012 ASPPB Guidelines for Continuing Professional Development that are available for anybody to access at http://www.asppb.net/?page=Guidelines.
Currently this task force is working on a white paper on processes and procedures that would
allow regulatory bodies to regularly assess if their licensees/registrants are maintaining their
competence in their area of practice over the life span of their careers. While we are a few (or
probably more than a few) years away from being able to implement valid, reliable, credible and
feasible maintenance of competence assessment procedures, the idea that all health care professionals are obligated to remain current in their areas of practice, and that regulatory bodies
should ensure that they do, is one that more and more health care professions are embracing. In
psychology this kind of thinking requires a “sea change” within the profession.
Some of the techniques that are being discussed related to the assessment of the maintenance of
competence involve practice audits or evaluations, portfolios, and including learning outcome
measures to traditional continuing education. The use of examinations, while initially discussed,
was not pursued, a fact that probably lets most psychologists breathe a sigh of relief. The main
difficulty with the use of examinations is that as the years of practice progress, there is more and
more specialization, making developing a general exam that would be appropriate for everyone
impossible. And as exam development is time consuming and costly, developing enough exams
that cover even the broadest spectrum of specialties is impractical.
In our commitment to providing excellent service to our member boards, ASPPB has started this
difficult task of developing practical and effective ways to assess the maintenance of competence for our registrants/licensees. We look forward to working with and being a full partner
with other national and international psychology organizations (e.g. ABPP, CPA) as we work
towards this goal.

In September 2013, ASPPB officially launched
its redesigned website at www.asppb.net. The
site features both a new layout and a new
software used for the administration and
management of ASPPB membership, meetings,
and communications. The new format of the
website allows for easier, more user-friendly
navigation and is organized by site user
including EPPP Applicants/Students, Training
Directors, Early Career Psychologists,
Psychologists, the Public, and Regulatory Board
Members. The Sign In feature of the site gives
ASPPB Member Boards, Staff, Board
Members, and Individual Members access to
information including meeting information,
guidelines and publications, listserv sign-up,
updates, and calls for comments. Attendees of
the ASPPB Midyear and Annual Meetings can
complete meeting registration online on the new
website as well.

ASPPB Program Highlights
LCIOP
The Licensure of Consulting and I/O Psychologists (LCIOP) Task Force convened in San Antonio, Texas this past February for its inaugural meeting. The group is comprised of representatives from several organizations including ASPPB, Division 13 (SCP), Division 14 (SIOP), and
CSIOP. The Task Force is addressing issues regarding the licensing of consulting and I/O psychologists and is investigating feasible paths for licensure or alternatives to licensure for consulting and I/O psychologists.
Minimum Data Set (MDS)
The Association of State and Provincial Psychology Boards (ASPPB) recently surveyed licensed
psychologists in the U.S. in order to gain a comprehensive view of the current psychology workforce. The accuracy of the data provided by licensed practitioners will enable us to provide timely and relevant information to licensees, educators and policy makers on the current status of the
profession and assist in forecasting future needs. ASPPB staff is currently processing surveys

Meet the ASPPB Staff
DeMers, Steve
I am Steve DeMers and I was selected as the ASPPB Chief Executive Officer on September 1, 2005. Prior to assuming this role, I had served on the Kentucky Board of Psychology, had chaired the ASPPB Code of Conduct and Certification committees, and was elected to
the ASPPB Board of Directors, serving as ASPPB's President in 1995-1996. I also directed
the development and implementation of the Certificate of Professional Qualification Program
and was appointed as ASPPB's second Director of Professional Affairs. Before assuming the
Executive Officer's position, I was a tenured professor and director of the School Psychology
Program at the University of Kentucky. I also was elected to two terms on the APA Council
of Representatives and served on several APA committees and task forces. In my free time, I
enjoy golf, MSU Spartan football and UK Wildcats Basketball.
Webb, Carol
I am Carol Webb and I am the Chief Operating Officer for ASPPB, as of April 2014.
Prior to that I was the Director of Internship Training at the APA accredited predoctoral internship at Emory University School of Medicine/Grady Health System in Atlanta, GA from
1984-2014. I was on the Board of Directors of ASPPB from 2007-2013, serving as President
of the Board in 2012. I have served as Chair of the Mobility Committee and the Task Force on
the Maintenance of Competence and Licensure among others. I am Board Certified in Clinical
Psychology by the American Board of Professional Psychology (ABPP). I served on the
Georgia State Board of Examiners of Psychologists from 2002-2012 and was President of that
Board from 2003-2006. I also maintain an active clinical and forensic private practice in Atlanta. I have lived in Atlanta for many years now and enjoy going to the lake, to the beach, and
playing with my new golden retriever puppy, Arly. She can be a handful, but is a very sweet
dog.
Hilson, Amy
My name is Amy Hilson, and when I started working for ASPPB 25 years ago I was
the second full-time employee. I did everything from answering the phone, to typing letters, to
filing, to planning meetings, to creating agenda books, to writing checks… you name it. Of
course at that time, ASPPB did not have the breadth of activities or services that we now have!
I am currently ASPPB’s Associate Executive Officer for Exams and Governance. I lead the
staff support for ASPPB’s Examination Program which includes development and management of the Examination for Professional Practice in Psychology (EPPP); I provide support to
ASPPB’s Board of Directors; and I participate in the overall administration of the association
as part of the management team. I earned the designation of Certified Association Executive
(CAE) in 2010. My favorite part of the job is the opportunity to meet and work with great
people from all over the world. Mark Hilson and I have been married for 12 years, and our
children are the furry kind… 2 cats (no dogs at the moment, but we love those too). Auburn
University is my alma mater and I am a big fan of Auburn Tiger football. I love to craft (I
really enjoy making things for other people), and Mark and I are avid gardeners.
Orwig, Janet
I’m Janet Orwig and I am the Associate Executive Officer for Member Services. I’m
responsible for managing member services for ASPPB including mobility initiatives, PLUS,
the Disciplinary Data System, ASPPB website & the ASPPB Listservs. I have been with
ASPPB for over 18 years and served for many years as the Mobility Coordinator and later as
the Director of Member Services. Many of you may know me by my former name, Janet Pippin. I got married to my wonderful husband, Rick Orwig, in May 2012. With this marriage, I
inherited 4 additional children to go with my daughter, Amy. In my free time, I enjoy gardening and chasing after my new puppy, Juliet, and my cat, Romeo.
Beckner, Adriana
Hi, my name is Adriana Beckner, and I am the ASPPB PLUS Coordinator. I maintain
and oversee the Psychology Licensure Universal System (PLUS), including file maintenance
and providing customer service to applicants and licensing boards. I also provide initial support to all PLUS jurisdictions during their pilot phase.
In previous lifetimes I have worked as a transportation specialist, Spanish translator for both
the medical and legal fields, a quality control manager in the concrete manufacturing business
and a drafter, estimator and project manager in the rebar fabrication field. In 2011, after 12
years in construction, I was happy to find a new home here with ASPPB.
I was born in sunny southern California. At age 9 our family made the move to my father’s
home state of Alabama. After high school, a year spent studying in my mother’s home country, Mexico and a couple years of college, my husband and I made our home in Georgia.
My husband, Elliot and I started our relationship 20 years ago as each other’s dates to the Junior/Senior prom. We were married 4 years later. We have a 9 year old son, Evan, that likes to
keep us on our toes… we wouldn’t have it any other way. Our little family also includes our
10 month old pup, Spike. In my “spare time” I volunteer for The Henry Players, a non-profit
community theatre, as the President of their Board of Directors. I also enjoy travel, scrapbooking, reading, cooking, college football, camping with my Cub Scout, and spending time with
friends and family.
Bonner, Mary
“ASPPB, this is Mary…” LOL!! Yes, that’s me – usually the first voice you hear
when calling the main line at ASPPB. My name is Mary Bonner, and I have been the receptionist here since March 2012. In addition to answering the phone and greeting visitors, I am
responsible for processing bills and expense vouchers and submitting them to Mark Russell,
our Financial Officer, for payment. I also provide administrative assistance for other staff
members, mainly the Exam and Governance group. Before coming to ASPPB I was the RCB
Systems Support Help Desk Specialist at Georgia State University. I am the proud mother of
three adult sons, and the Nana of five grandsons and two granddaughters ranging in age from
19 yrs. – 1 yr old. When I’m not spoiling grandkids, I enjoy dancing, singing, sewing, reading
and attending theater.
Carper, Julie
I’m Julie Carper, and I’m a PLUS Application Specialist currently working with Mississippi, Oklahoma, Nevada and Georgia. I serve as a liaison between applicants and Board
Administrators by gathering information and assisting applicants through the process and
providing Boards with applicant updates and completed applications. I have been working for
ASPPB since November, 2012. Prior to working at ASPPB, I worked in the social services
field for fourteen years for both private and national organizations, including CASA and Head
Start. I was also a treatment foster parent. I am currently married and am the mother of a very
precocious one-year-old, Alexander. When I’m not chasing Alexander, I enjoy making jewelry, quilting, and participating in or watching just about any type of sport.
East, Emelyn
Hi! I am Emelyn East, the Executive Assistant for Exam and Governance at
ASPPB. My primary responsibilities focus on supporting the Board of Directors and the Examination of Professional Practice in Psychology Exam (EPPP). Additionally, I work with
and support a group of volunteer Psychologists who develop the items for the EPPP. Before
coming to ASPPB, I retired from Delta Air Lines after of 21 years of service on the Global
Sales and Distribution team. Outside of ASPPB, I am a die-hard Auburn football fan. Go Tigers! I also enjoy my children, ages 9 and 8, who never cease to amaze me with their distinctive personalities. My son, nicknamed Chino, because his hair reminds me of the froth on the
top of a cup of cappuccino coffee, is all boy but very reserved. While on the other hand, my
daughter Madison is also all boy, because there is not a mud puddle on earth she would pass
up for a chance to waddle in! Oh, did I mention my children have 4 legs? They are Tibetan
Spaniels and I love them dearly. So next time we meet, don't hesitate to ask me to see pictures
of my children because I am a proud momma!
Lamb, Emily
My name is Emily Lamb. I am from Griffin, Georgia. I am a new hire at ASPPB and
I am a PLUS Application Specialist. I graduated from Gordon State College with my B.A. in
English and Communications in May 2014. I have an Old English Bulldog named Turbo who
will be three years old in October. I am getting married in September so, right now, most of
my free time is devoted to wedding planning. I love to read and I also enjoy spending time at
the lake with my family and friends when I can. I love my new position at ASPPB and I am
extremely excited to see what the future holds for me here!
McDowell, Lisa
My name is Lisa McDowell, and I am the Executive Assistant to the CEO and COO. I celebrated my one-year anniversary with ASPPB in July 2014. Prior to working with ASPPB, I
was a stay-at-home-mom to my son Fletcher, and have spent the majority of my career working in the travel industry, as a Travel Consultant and Operations Manager, and as a photographer in the US Air Force. One of my greatest personal accomplishments was receiving my
B.A from Eastern Illinois University, in my early 40’s. It was long overdue, yet right on time.
When not at work, you can find me spending time with my very active son, enjoying time with
family and friends, or playing tennis on either my USTA or ALTA tennis teams. Always the
optimist, I never see the glass half empty.
Mickley, John
Hello, my name is John Mickley and I have been working at ASPPB for almost a
year as the Mobility Program Assistant. I assist CPQ, IPC, and CB applicants with their applications and answer any questions that they may have. I also send out and process the CPQ
renewals. I graduated from the University of West Georgia in 2012 with my Bachelors in
Business Management. In my free time I enjoy being outdoors, hiking, fishing and I also enjoy
traveling.
Rallo, Joe
I am a member of the ASPPB staff as the Director of Psychology Licensure Universal
System (PLUS). I served for many years on ASPPB's Board of Directors and was the former
Registrar of the Regulatory Board of Psychology in Manitoba, Canada. I am also the past
Chair of the Council of Provincial Associations of Psychologists. Over the past ten years, I
have been actively involved with a number of national workgroups and committees examining
competencies in professional psychology, and I was a member of the Steering Committee for
the Competencies Conference 2002. As a member of a federally sponsored workgroup for
professional mobility, I played an important role in the development of a competency-based
Mutual Recognition Agreement, which has significantly facilitated the mobility of psychologists across Canada. I also operate a private practice, provide consultation to the Manitoba
Public Insurance program and various government departments on topics related to the standards for the delivery of health care service. I live in Winnipeg which means that snow follows
me wherever I go, especially Atlanta, but even Las Vegas and Arizona.
Russell, Mark
I am Mark Russell and I am the Financial Officer for ASPPB and have been with the
Association for roughly 25 years. I do all of the bookkeeping, payroll, accounting, and tax
work that the Association needs. I live in Montgomery, Alabama with my wife Freda, and our
son Caleb, who is 10. Freda also has 2 daughters ages 27 and 24. We spend most of our free
time camping, boating, and traveling when we can.
Schroeder, Lisa
I’m Lisa Schroeder, and I’m a Special Projects Coordinator for Member Services at
ASPPB. I graduated from the University of Georgia, and prior to ASPPB, I worked as an analyst at a survey research firm. I started working at ASPPB in July 2013, and my responsibilities include maintaining the ASPPB website and listservs, survey research and analysis, processing membership dues, and am the lead staff person for the Licensing of Consulting and I/O
Psychologists Task Force. I am currently engaged and in the midst of planning my wedding in
October. In my free time, I enjoy running, reading, cheering on the Georgia Bulldogs (Go
Dawgs!), and hanging out with my two insane labs, Sam and Jet.
Scott, Anita
Hi! I am Anita and I am the Director of Meeting Management at ASPPB. Our
ASPPB Meetings Team negotiates, contracts, sites, and manages all the meetings for
ASPPB. I hold 3 professional certifications earned over the past years that help me in the
meeting world; the Food Manager's Certification (FMC), the Certified Meeting Professional
(CMP), and my latest the Certification in Meeting Management (CMM). I am the very proud
mother of Sarah, Holly and Patrick, the most wonderful mother-in-law to Michael and Suzanna, and the creative and fun "Super Nana" to my 2 adorable granddaughters, Lizzie (age 9) and
Erin (age 6)! I live with 2 cute dachshunds, Max and Oscar that run my daily life. After almost 30+ unbelievable years of marriage to my high school sweetheart, I was widowed in
2003. At that time I moved back to my hometown of Montgomery, Alabama where I was so
very fortunate to be hired by ASPPB. This is when my life turned upside down and new times
and adventures started happening! I have now been with ASPPB for almost 12 years and I
can't believe all the wonderful people that I have met and worked with! I have a true love of
cooking, crafting, reading, quilting, and minor league baseball, and spending most weekends
with my family. I am a very amateur photographer that enjoys seeing life through different
colored lenses. I have a slight adventurous side that most people don't see, in that I have ziplined, rode Segways, traveled in several hot air balloons, and even tried my hand at go-cart
racing and dogsledding. I ballroom and line dance, am a volunteer for several organizations
that include the local Humane Society, serving on the Dog Park Board of Directors of the
Peachtree City Commissioners, and as a registered Hospice Respite Volunteer. I believe in
enjoying and living life as it comes. Please give me a call any time you need something. I love
meeting new people and enjoying connecting with older acquaintances!
Siegel, Alex
I am Alex Siegel and I am the current ASPPB Director of Professional Affairs. I am
also an attorney, a psychologist, and a Past-President of ASPPB. I was appointed to the Pennsylvania State Board of Psychology for three four-year terms. In that role, I served as Chair for
six years. I am a frequent presenter at local, national, and international meetings on addictions,
gambling, risk management, licensure and ethics. I received my Juris Doctor degree in 1985
and completed my Ph.D. in Clinical Psychology in 1988. I maintain a small private practice as
a clinical and forensic psychologist. In my free time I enjoy traveling, drinking wine, and eating out.
Slaughter, Taja
Hello! I’m Taja and I have been with ASPPB a little over two years now. I am currently the Member Services Senior Coordinator and am responsible for the supervision, planning, organization, and direction of the ASPPB Mobility Program and Minimum Data
Set. Prior to joining ASPPB, I worked as a corporate paralegal for 5 years. I recently completed my Masters in Public Administration degree from Troy University. I am married and
have two dogs- a Border Collie and Shetland Sheepdog that are just the best. I am originally
from Connecticut and enjoy reading, cooking and being out on the boat.
Turner, Matt
I am Matt Turner and a graduate of the University of Kentucky with 12 years’ experience as a school psychologist. Most recently, I served as a lead psychologist and then a parttime psychologist with the Gwinnett County (GA) Public Schools. I have also operated a private practice in child psychology since 2010. I work with the day to day operations of the
ASPPB examination program including vendor management, item development, examination
maintenance, exam related committee support, and jurisdiction support for exam related matters. In my free time, I enjoy spending time with family and friends, golfing, fantasy football,
and sampling new craft beers.
Zambuto, Veronica
I’m Veronica Zambuto, I am the Member Services Representative. I manage the
Disciplinary Data System, entries to the National Practitioner Data Bank for Jurisdictions,
Score Transfer Service including Customer Service. I started working at ASPPB in February,
2010. Prior to working with ASPPB I had the privilege to be home with my three sons Zachary
(19), Zaine(15) and Austin (10). In my free time I love to garden, go Antiquing and ride motorcycles.
