Finance Manager
FHI 360 is seeking a Finance Manager for the Civil Society and Media Project, a USAID-supported
initiative. The Project aims to respond to civil society needs by: 1) improving civil society capacity to
engage in democratic processes and policy dialogue; 2) increasing the availability of and access to
information on democratic governance and reform issues; and 3) expanding inclusive public dialogue and
political space.
The Finance Manager will report to the Finance, Operations and Grant Director, and will be responsible
for managing, preparing, administering and directing control of the project budget, reviewing and
approving recommendations for financial planning and control, providing relevant fiscal information to
the Finance, Operations and Grant Director and the Chief of Party, and assisting with development and
management of internal financial audits.
The Finance Manager will be responsible for:









Reviewing and analyzing monthly financial reports regarding budgets, actual and forecast;
Providing recommendations and consulting with management on the Project’s financials and
compliances;
Providing financial reporting for annual budget planning;
Engaging in the more critical and confidential aspects of financial analysis;
Keeping abreast with the latest trends in financial accounting and mentoring staff on them;
Building staff capacities and training staff on financial policies and procedures;
Maintaining good relations with donors and with staff of implementing agencies;
Developing a formal reporting system to communicate the results of audits and auditing activities
to management including the Finance, Operations and Grant Director and the Chief of Party and
to regulatory compliance agencies;
Providing leadership and technical guidance for compliance with Generally Accepted Accounting
Procedures (GAAP).
Minimum requirements for the position are:








A Bachelor's degree or its International equivalent in finance, business administration,
accounting or a related field, with a CPA Certification preferred;
At least five years’ relevant work experience, including three years in management and three
years at the corporate or organization level;
Comprehensive knowledge of the concepts, practices and procedures relating to accounting,
financial controls and financial information systems;
Experience in the comprehensive management of business support and compliance functions in
organizations funded by government, contracts and grants, foundations and commercial sources;
A good knowledge of laws and regulations that have an impact on financial analysis and
management controls;
Familiarity with Sarbanes-Oxley (SOX) and experience with automated financial reporting,
government accounting practices, Cost Accounting Standards (CAS), and Federal Acquisition
Regulations (FAR) systems;
A sound knowledge and past experience of Generally Accepted Accounting Principles (GAAP)
practices and reporting guidelines;
Experience of working in a non-governmental organization (NGO) and an international




organization;
Excellent organizational, supervisory, leadership and managerial skills;
The ability to influence, motivate, negotiate and work well with others;
The ability to provide strategic leadership and advice to the team, exchange information, and
collaborate with colleagues and peers within and outside FHI 360;
Proficiency in English and Mynmar.
Preference will be given to candidates who:


Proficient in one or more local languages;
Familiar with USAID rules, regulations and practices.
