MALAWI REVENUE AUTHORITY INVITATION TO TENDER FOR THE SUPPLY, CONFIGURATION AND IMPLEMENTATION OF PRIMARY AND DR CONVERGED INFRASTRUCTURE PROCUREMENT REFERENCE NUMBER : MRA/DATA CENTRE Consolidation/09/2014/064 1. The Malawi Revenue Authority (MRA) is an agency responsible for collecting and accounting for tax revenue on behalf of the Malawi Government. The Authority is inviting bids from eligible and tax compliant companies for supply of Data Center Converged Infrastructure solution that will be deployed in 2 sites - Primary Datacenter and Disaster Recovery Site.The Solution is expected to guarantee secure high speed, highly available primary datacenter. The setup should as well ensure automatic failover to the secondary site (DR) should the primary site have issues. Equipment supplied should be fully redundant. At the minimum the Solution should meet the following goals: • • • • • • • • Business Continuity Data Protection with Rapid Restore Storage Consolidation Elimination of Unnecessary Data Increased Energy Efficiency Improved Infrastructure Architecture Address Datacenter Scalability Challenges Reduction of Backup Window 2. The Authority is, therefore, inviting BIDS from suitably qualified Consultants with appropriate experience in implementing primary and DR converged infrastructure. 3. Bidding will be conducted in accordance with the open tendering procedures contained in the Public Procurement Act and Regulations of the Government of the Republic of Malawi and is open to all bidders from eligible source countries. 4. A complete set of bidding documents may be purchased by interested bidders upon payment of a copy of a non-refundable fee of MK5,000. The method of payment shall be Cash or Bank Certified Cheque payable to Malawi Revenue Authority. 5. Bidders are required to provide the following information to prove that they are qualified to provide the system: 6. Legal status of the bidder. This should include a copy of the Business Registration Certificate and/or Business Licence. Power of Attorney Tax Registration Certificate from operating country Location of place of business, contact address, cell and fixed line number Evidence of experience in implementing primary and DR converged infrastructure in the past 5 years and details of clients who may be contacted for further information Authority to seek financial references from potential bidders bankers Company and key staff profiles Evidence of adequacy of working capital and availability of financial resources which shall include audited financial statements for the past 3 years. Bid Security of an equivalent of USD24,000 • • • • • • • • 7. International bidders may deposit in foreign currency the equivalent of MK5,000 based on the exchange rate ruling on the payment date in MRA account and scan the deposit slip which should be emailed to mmambiya@mra.mw or fax on 01 822 302 (attention Magdalene Mambiya). MRA will then send a soft copy. It is the responsibilities of each bidder to ensure that the tender (s) submitted is/are in accordance with the “Instructions to Bidders” contained in the tender documents, as noncompliance to the instructions will lead to disqualification and rejection of the tender. 9. Sealed Bids clearly marked with the procurement reference number should be deposited in a tender box placed in the Supply Chain Management Office, Floor No. 2, Room No.232 of Msonkho House Building along the Independence Drive not later than 15:00 hours on 30th October, 2014 to the following address:- The Chairperson Internal Procurement Committee Malawi Revenue Authority Msonkho House, Private Bag 247, Blantyre. Note: International Bidders can also submit soft copies which should be addressed to mmambiya@mra.mw in addition to the hard copies. 10. Opening of bids shall commence immediately after the closing of submission of the bids at 15:00 hours on 30th October, 2014 in Conference Room 219 Second Floor of Msonkho house where interested bidders or their representatives are welcome to attend. 11. MRA does not bind itself to accept the lowest or any tender but reserves the right to exercise choice of the lowest evaluated, substantially responsive bid and can cancel the procurement proceedings at any stage.
