UNIT MANAGER: TRAINING AND DEVELOPMENT (REF: TN/1793/2014)
Remuneration package: R 863 432 p.a.
The successful candidate will be responsible for providing a comprehensive human resources
development service to Parliament’s staff.
Key performance areas include: Business Planning •Financial Management •Human Resources
Management •Develop, implement and manage training administration systems •Manage staff
•Initiate training interventions •Analyse training needs •Facilitate training interventions •Career development
•Consult with Senior Management •Conduct training evaluation •Manage budgets.
Requirements: •Degree in HR Behavioural Science or related field •5 years’ experience in a Learning
and Development environment •National Diploma: Occupationally Directed Education, Training and
Development Practices will be an added advantage.
Skills requirements: •Knowledge of Parliamentary Service policies, directives and management
systems •Knowledge of human resource systems •Exceptional interpersonal competence
•Hands-on strategic planning knowledge •Ability to develop and implement policy •Experience in
managing organisational change •Ability to set clear objectives and lead a team •Professional vision
and commitment to making a difference •Excellent written and verbal communication skills •Ability to
work under sustained pressure •Advanced computer literacy.
PARLIAMENTARY COMMUNICATION SERVICES
PRINCIPAL COMMUNICATION OFFICER (2 POSTS) (REF: LC/3452/2014)
Remuneration package: R558 217 p.a.
The successful candidate will be responsible for providing consistent and ongoing Committee
strategic communication support.
Key performance areas include: •Media management and networking •Media relations/
response •Media monitoring and analysis •Communication content and development and
dissemination •Information gathering •Content development.
Requirements: •Grade 12 •NQF level 4 and •B Degree plus 3 years’ relevant experience.
Skills requirements: •Knowledge and understanding of the administrative, executive and
legislative processes at Parliament •Internet research capability •Knowledge and understanding of
protocol management •Knowledge of the legislative framework •A demonstrated knowledge
of current affairs •Knowledge and understanding of the prevailing social-political issues
in South Africa •Knowledge and understanding of sensitivities within a political environment
•Journalism skills •Knowledge of the principles and objectives of media communication
and public information programmes •Knowledge and understanding of methods and practices
of researching, composing and editing information material •Knowledge and understanding
of the media environment.
INFORMATION AND COMMUNICATION TECHNOLOGY
BUSINESS ANALYST (2 POSTS) (REF: TN/3501/2014)
Remuneration package: R558 217 p.a. Negotiable
The successful candidate will be responsible for providing Parliament with Business Analysis
services within the ICT spectrum.
Key performance areas include: •Stakeholder Relations Management •Business Case Development
•Systems Analysis •Process and data design modelling •Systems development •Testing and
quality assurance •Change Management •Monitoring and Evaluation.
Requirements: •An Information & Communication Technology degree/diploma with at
least 5 years’ relevant experience.
Skills requirements : •Business Analysis •Business Process Modelling •Understanding of the
Software Development Life Cycle •Knowledge of Project Management principles •Financial quantification
and analysis •Unified Modelling Language •Good communication skills both written and verbal
and ability to interact with a diverse range of colleagues •Attention to detail •Problem solving ability
•Ability to successfully engage in multiple initiatives simultaneously •Ability to work independently
with users to define concepts or under direction of project managers.
ORACLE E-BUSINESS SUITE (EBS) FINANCE FUNCTIONAL SUPPORT/
APPLICATION SYSTEM ADMINISTRATOR (REF: KS/3247/2014)
Remuneration package: R558 217 p.a.
The successful candidate will be responsible for all functional support with regard to the
Oracle ERP EBS finance modules or applications implemention.
Key performance areas include: •System research and development •System business
process design/Re-engineering •System configuration/specification design •Systems testing
•Training •End-user support.
Requirements: •Grade 12 and a Degree or Diploma in Commerce or Finance or Business
Administration and relevant Oracle Certification Courses •7 years’ recent relevant experience
in Oracle EBS Finance Functional Support.
Added advantage: Knowledge and support of EBS R12 version.
Skills requirements: •Strong background and hands-on experience with Oracle ERP EBS modules
•Background knowledge of SQL/Toad software skills will be advantageous •Familiarity with most
basic system administration tools and processes •Advanced functional knowledge of the Oracle
E-Business Suite (EBS) Finance Modules and Support tools •Systems implementation skills:
requirements/process analysis, conceptual and detailed design, configuration, testing,
training, change management and user support •Computer literacy •Ability to work under pressure
•Sound interpersonal skills •Ability to work as part of a functional and technical team •The ability to
transfer knowledge •Attention to detail •Strong analytical and problem-solving skills •The ability
to exercise discretion.
Remuneration comprises of a cost-to-company package, which incorporates all the large-company
benefits. The Parliamentary Services Administration promotes and applies the principles of
