ACTION CONTRE LA FAIM (ACF) is an International Non-Governmental Organisation (I.N.G.O.) that is
charitable, impartial, non-political and non-profit, currently implementing humanitarian programs in 45
countries with head offices in Paris, New York, London, Madrid and Montreal. Dedicated to emergency, postemergency and relief assistance, ACF is specialised in the fields of Nutrition, Food Security & Livelihoods,
Water/Sanitation and Health. Since 1994, ACF-Myanmar has been providing assistance to vulnerable
populations in the Republic of the Union of Myanmar.
As an international humanitarian organization involved in emergency programs all ACF staff have to be
available at anytime in order to respond to any emergency work, should the need arise.
We are seeking:

1) GENERAL ASSIGNMENT
Help manage the base’s human resources and manage the administrative aspect
2) TASKS & RESPONSIBILITIES
Objective 1 : Follow up administratively the base’s human resources :
- Keep the database on staff updated;
- prepare payment of salaries, advances, medical reimbursement etc…
- Prepare employment contracts ;
- Prepare ACF identity cards for new employees ;
- Monitor salary advances ;
- Keep a list of end-of-contract dates for the base’s employees and submit to the Dy HR HOD;
- Sort all documents in the local employees’ individual files and check that all files are complete.
- Collect the files from all the bases and create a backup copy system in Yangon.
- Ensure that the files are complete and request missing documents to the bases when needed.
- Complete/update the data base with information from the personnel’s files from the field and give them
to the Deputy HR HOD.
Objective 2 : Manage local employees’ income tax on Salary
- Prepare and make monthly contribution payments for all bases.
- Ensure contacts with local partners, township Internal Revenue Department.
- Calculate the personal salary-tax payable by National Staff of ACF to Internal Revenue Department
(IRD)
- Prepare monthly salary statements and annual salary statements
- Submit monthly salary statements to the Township Revenue Office (TRO)
- Obtain the prescribed tax payment voucher from the TRO.
- Pay personal income tax of all Myanmar staff on monthly basis for the above period to TRO’s bank
account.
- Obtain the tax payment voucher from relevant Myanma Economic Bank (MEB).
- Review the calculation of personal income tax of those staff who resign before end of financial year.
- Review the calculation of personal income tax of each National Staff every end of financial year
- Pay additional personal income tax of staff whose tax paid is less than amount actually payable.
Objective 3 : Assist the hiring process administratively :
- Organise the recruitment process: schedule appointments, tests, replies ;
- Receive, check and classify applications for job opening;
- Update the recruitment follow up
- Launch the job vacancies (dispatch in the bases, publication in newspapers)

Collect the applications and ensure that the one for the base are sent on time for short listing;
Remind the requester about the closing date and ensure the collection of the technical test and interview
grid and classify them to create a data base.
In charge of the practical organization of the recruitment tests;
Arrange movement of relocated staff from Yangon to bases.
Greet and inform new employees of administrative issues and human resources.
Objective 4 : Participate in the creation of the yearly training plan
- Create a data base with the name/contacts/type of training centers for all the bases
- Collect the prices

Training in Human resources or administration and professional experience
