C. 60004 14th November, 2014 Permanent Secretaries and Heads of Departments are asked to invite applications from suitably qualified officers in their Ministries/Departments to fill the post of Principal Finance Officer (FMG/PA 5) in the Finance and Administration Branch, Jamaica Constabulary Force, salary range $3,395,707 – $ 4,036,429 per annum and any allowance(s) attached to the post. Job Summary To direct the financial and accounts functions of the JCF and monitor them through financial controls and procedures to facilitate proper reporting, recording and fiscal prudence. Key Responsibilities Financial/Professional Ensures that appropriate financial and accounting policies and procedures are in place in order that the Jamaica Constabulary Force’s (JCF’s) accounts and financial records are kept in accordance with the requirements of the Financial Administration and Audit Act, and its subsidiary regulations, rules and guidelines. Produces proper and timely financial reports and accounts for the JCF in order to satisfy the requirements of the Ministry of National Security and Ministry of Finance and Planning and Planning in regard to the control of expenditures and incomes in accordance with the budget. Ensures that agreed financial resources (recurrent, capital and stores) are available in a timely manner in order to ensure that officers have resources required to effectively and efficiently implement their annual policing plan. Reviews the Annual Recurrent Budget ensuring that it is in line with the Budget Call letter from the Ministry of Finance and Planning as well as the JCF’s Corporate and Operational Plans. Establishes mechanisms to ensure that expenditure is kept within the approved budget. Approves the monthly cash flow requests for submission to the Ministry of Finance and Planning by the 15th day of each month. This should take into account bills on hand as well as planned expenditure for the following month. Provides systems that enable the JCF to measure the full cost of its outputs at Corporate, Divisional Branch and Station levels to facilitate the production of cost effective Corporate Plans. Manages and directs the preparation of timely monthly financial management reports for all activities of the JCF. Develops internal payment systems for overseas suppliers of goods and services. Establishes, implements and maintains effective planning and performance measurement systems. Responds to internal and external auditor’s reports and implements recommendations. Co-ordinates the financial workflow within the Branch to ensure that output is maximized in terms of quality, volume, time and cost. Provides advice and guidance to the Commissioner of Police, Deputy Commissioners and other Senior Officers in the JCF, on financial and accounting policy. 2/… -2- Human Resource Management Ensures direct reports are aware of his/her specific area of responsibility by the provision of a job description. Monitors and evaluates the performance of direct reports and recommends and or initiates corrective action where necessary to improve performance to attain established organizational goals. Provides leadership and guidance to direct reports through effective planning, delegation, commitment mentoring and coaching. Ensures the welfare and development needs of staff in the Branch are clearly identified and addressed. Establishes and maintains a system that fosters a culture of team work, employee empowerment and commitment to the organization’s goals. Provides advice on all financial related matters to direct reports. Assists with the resolution of work related problems within the branch.
