THE APPOINTMENT OF MAIN CONTRACTOR FOR THE SEPARATION OF RESIDENTIAL AND RETAIL ELECTRICITY BILLING,
REHABILITATION OF ELECTRICITY INFRASTRUCTURE AND INSTALLATION OF HEAT PUMPS TO RESIDENTIAL COMMUNAL AREAS.

Project Scope:
Separation of residential and retail electricity billing, relocation and upgrade of
electricity supply and installation of heat pumps to supply to communal areas.
Bid Documents can be collected
from:
Friday, the 7th November 2014, during standard office hours (08:00 – 16:30), at
the Procurement Section, 1st Floor, 137 Sivewright Avenue, New Doornfontein Supply Chain Office (011 406 7300)
Bid Costs:
R500.00 (Five Hundered Rand) non-refundable fee. Payable to JOSHCO, Standard
Bank, Johannesburg, Branch Code 00 02 05, Account Number 00 019 772 6.
Bidders to provide deposit slip or EFT transcript when collecting document.
Payment reference is 0000.
Compulsory Site Inspection and
Briefing Meeting:
10:00a.m. Wednesday the 12th November 2014, at the Raschers Building, Corner
Jeppe Street and Loveday Street Johannesburg CBD. Attendance register must be
signed at the briefing meeting.
Bid Closing:
12:00pm, Monday the 24th November 2014. Bids will subsequently be opened in
public. No late bids will be accepted.
Compulsory documents to be submitted with the tender:
• Original SARS Tax Clearance Certificate,
• Valid CIDB certificate minimum 3EB,
• Up-to-date municipal account for all directors or the company,
• CIPC (Company Registration),
• Proof of attending compulsory site briefing meeting,
• Sign all MBD forms
Failure to submit any of these compulsory documents will result in disqualification.
If the submission is done as a Joint Venture; an agreement is required, all requested documents will be
required for each individual company forming the JV. In the case of a JV, an original JV Authority of Signatory
as well as a JV agreement must be submitted.
All bidders must note that documents for Sections 1 & 2 i.e. Returnable file & Proposals with BOQ must be
professionally arranged / packaged.
Bids will initially be evaluated in terms of (1) Administrative Compliance [Legislation mandatory documents] (2) functionality
and then in respect of (3) the Preferential Procurement Policy Framework Act using the 90:10 points system, where 90 points
are allocated to Price and 10 points are allocated to B-BBEE Level of Contribution.
Only bidders that score 65% and above on functionality; will be able to proceed to be evaluated in terms of the 90 (Price):10
(BBBEE) points system.

Qualified Electrician registered with the ECA and is authorised to issue COC’s with a relevant electrical
qualification and a minimum of 3 years post qualification (CV with certified copies of qualifications must
be attached, as well as proposed site organogram). 1-5 years = 10 points, 6-10 years = 20 points, 11
years and above = 30 points

Proof of at least 3 projects completed in the past 5 years, of a similar project and size (3 projects completed
= 20 points; 2 projects completed = 15 points; 1 Projects completed = 10 points)

A letter from Auditor/Accounting Officer stating average working capital (=>30% of contract value = 25
points; =>20% of the contract value = 15 points; =>10% of the contract value = 5 points)

Reference letters/testimonials for electrical installation projects completed within the past 5 years (3
positive references = 15 points; 2 positive references = 10 points and 1 positive reference = 5 points)
