CHIEF SUPPLY CHAIN MANAGEMENT OFFICER, JOB GROUP ‘M’ (1 POST) RE- ADVERTISEMENT (a) Duties and Responsibilities • • • • • • • • • • • Responsible for the management and coordination of the Supply Chain Management Services in the County. Providing support to the Chief Finance Officer, ensuring that all Supply Chain Management Processes are fully implemented effectively within time. Providing administrative guidelines on implementation and interpretation of the Public Procurement and Disposal Act 2005 and Procurement Regulations 2006. Planning and co-ordination of supplies management services including warehousing, distribution, fleet management, market survey and research, procurement plans, inventory and stock control. Enforcement of government procurement regulations, systems and procedures. Managing the procurement of goods and services for the County. Managing stores and assets of the County Government. Administering demand management processes. Monitoring and evaluating Supply Chain Management processes. Ensuring compliance with Supply Chain Management prescripts. Preparation of supplies estimates of expenditure and control of the vote book. 2 • • (b) Involvement in the tender committee duties and implementation of policy decisions Performing any other duties as may be assigned by the Chief Finance Officer. Requirements for Appointment • • • • • • • • • Be a Kenyan Citizen Have served in the position of the Supply Chain Unit of a busy Public Sector Organization for a minimum period of three (3) years or a comparable or relevant position in the Private Sector; Have a Bachelor’s Degree in any of the following:- Commerce, Business Administration, Economics, Procurement and Supplies Management, Marketing, Law or an equivalent qualification from a recognized institution; Have a diploma in Purchasing and Supplies Management from a recognized institution; Have shown exemplary leadership and management qualities and met the requirement of leadership and integrity set out in Chapter Six of the Constitution; Demonstrable knowledge and experience of working with the use of ICT equipment in processing procurement transactions; A registered member of KISM and/ or CIPS in good standing; Demonstrable knowledge and experience in procurement management; Familiarity with the Public Procurement and Disposal Act 2005 and Procurement Regulations 2006. Having a Masters Degree in a relevant field will be an added advantage. 3 2. SUPPLY CHAIN MANAGEMENT OFFICER I, (12 POSTS) (a) JOB GROUP ‘K’ Duties and Responsibilities The officer at this level will work in a department or in a Supply Chain Management unit within a Sub-County. • • • • • • • The Officer may be called upon to head a Supply Chain Management Section or unit in a Sub-County. Planning and co-ordination of supplies management services including warehousing, distribution, fleet management, market survey and research, procurement plans, inventory and stock control. Enforcement of government procurement regulations, systems and procedures. Managing the procurement of goods and services for the Sub-County. Providing administrative guidelines on implementation and interpretation of the Public Procurement and Disposal Act 2005 and Procurement Regulations 2006. Involvement in the tender committee duties and implementation of policy decisions Performing any other duties as may be assigned by the Chief Supply Chain Management Officer. (b) Requirements for Appointment • • • • Be a Kenyan Citizen Have served in the postition of Supply Chain Management Officer II or in a comparable and relevant position in the Public Service or Private Sector for a minimum period of two (2) years; Have a Diploma in Purchasing Supplies Management from a recognized institution; A Bachelor’s Degree in any of the following will be an added advantage.;- Commerce, Business Administration, Economics, Procurement and Supplies Management, Marketing or an equivalent qualification from a recognized institution Have shown exemplary leadership and management qualities and meet the requirement of leadership and integrity set out in Chapter Six of the Constitution; 5 How to apply All applicants should submit their applications together with copies of their detailed Curriculum Vitae, Academic and Professional certificates, Testimonials, National Identity Card or Passport and any other supporting documents.
