The 35th Annual Madison Open will be conducted in accordance with the rules and regulations of the U.S. Figure
Skating, as set forth in the current Rulebook as well as any pertinent updates which have been posted of the U.S.
Figure Skating web site.

ELIGIBILITY / TEST LEVEL
Skaters are allowed to enter events in either Open (IJS & 6.0) or Compete USA, but not both.
COMPETE USA (Learn To Skate USA) ELIGIBILITY
The competition is open to ALL skaters who are current eligible (ER 1.00) members of either the Learn To Skate USA
Program and/or are full members of U.S. Figure Skating. To be eligible, skaters must have submitted a membership
application or be a member in good standing. Members of other organizations are eligible to compete but must be
registered with the host Compete USA Program/club or any other Compete USA Program/club.
Test level: Competition level will be based on skill level as of closing date of entries.
•
All Snowplow Sam and Learn To Skate USA 1-6 skaters must skate at highest level passed or one level
higher and NO official U.S. Figure Skating tests may have been passed including MIF or individual dances.
•
Free skate 1-6 competition level will be based only upon highest free skate test level passed. Skaters may
skate at highest level passed OR one level higher BUT not both levels in the same event during the same
competition.
OPEN EVENTS ELIGIBILITY
This competition is open to all eligible, restricted, reinstated or a readmitted persons as defined by the Eligibility Rules,
and is a currently registered member of a U.S. Figure Skating member club, a collegiate club or an individual member
in accordance with the current Rulebook. Refer to the current rule book for non-U.S. Citizens.
Test level: Competition level is the highest test passed as of the entry deadline, in the discipline the skater is
entering.
• Entrants may skate one level above that for which they qualify, but they may not skate down in any event.
• Skaters who placed in the top four in final round of their last qualifying competition in their divisions must
move up one level, except for Novice and higher.
Age restrictions/requirements: Skaters entering Juvenile Free Skate events (either Test Track or Well Balanced
Program) must be under 14 years of age at the close of entries. Skaters entering Open Juvenile Free Skate events
(either Test Track or Well Balanced Program) must be at least 14 years of age at the close of entries.
Skaters entering Beginner – Pre-Juvenile events will be divided as closely as possible by age, should the number
of entries warrant more than one group.

Online registration is the ONLY method available for entry into Madison Open. Online registration is available via
secured credit card transaction at EntryEeze, and must be completed by midnight August 15, 2016. No paper entries
will be accepted.

REFUND POLICY
Entry fees will not be refunded after entry deadline August 15, 2016
unless no competition exists or is canceled. No Exceptions.
There will be no refunds for medical withdrawals. The online processing fees are not refundable.
FACILITIES
The competition will be held at the Madison Ice Arena, 725 Forward Drive, Madison Wisconsin 53711. Madison Ice
Arena’s main ice surface is 85’ x 200’ with slightly rounded corners. The studio rink, if utilized, is 65’ x 85’. Locker
rooms and Concessions facilities are available.
MUSIC
Competitors must provide music for all events, as appropriate.
Competition music for all events that require music must be submitted electronically via
EntryEeze by the music deadline of September 1, 2016 11:59 pm.
After you have paid for your events, the system will prompt you to upload your music for each event that requires
music. If your music is not available at that time, you can logout of your account and return later to upload your music
by going to the “competition” tab and then selecting “my music”.
Your music must meet the following criteria. If you have questions about what format you have, please contact your
coach and get a new version of your music that meets the criteria listed below.
Music Criteria:
1) File Format: MP3 (the online system will automatically check this)
2) Bit Rate: 192 kbps or higher (this will be checked by the music chairperson and they may request you upload a
corrected file)
3) Sample Rate: 44,100 kHz (this will be checked by the music chairperson and they may request you upload a
corrected file)
4) Leaders and trailers (the silence or "dead space" before and after the actual start and end of the program
music) may not exceed two (2) seconds. We prefer that there be NO leaders or trailers at all. Excessive
leaders and trailers may disrupt the playing of the music during competition.
Competitors must also bring a copy of their competition music on CD as a backup in case of technical difficulties and
must be turned in at the registration desk at the time of check-in. Only CDs (standard CD-R format only) will be
accepted. CD-RWs will NOT be accepted due to compatibility issues. CDs must be clearly marked with the
competitor’s name, event, and running time. CDs must only have one piece of music per CD. The official competition
CD turned in at the Registration Desk is reserved for use during the event.
Please keep additional copies of your music readily available rink side during competition events. Music may be picked
up at the registration desk following each event. Every reasonable care will be taken, but FSC of Madison cannot be
responsible for music left at the end of the competition. Music downloaded for the competition will be deleted after the
event is complete.

JUDGING SYSTEM
The International Judging System (IJS) will be used for the following events:
- Well Balanced Program Free Skate events (Juvenile/Open Juvenile – Senior)
- Short Program Events (Juvenile/Open Juvenile – Senior)
- Adult Free Skate events (Gold, Masters Int/Nov, Masters Jr/Sr)
All competitors skating in IJS events MUST SUBMIT THE PLANNED PROGRAM CONTENT FORM ONLINE
AT ENTRYEEZE by September 1, 2016 11:59pm. PPC’s submitted on the USFS site will not be used.
A hard-copy form for reference/planning can be found at www.usfigureskating.org in the member’s only
section. Failure to electronically submit your PPC creates extra work for the officials working your competition.
Submitting your PPC at the Registration Desk will result in a $15 fee. You will not be allowed to receive your
credential at registration until your PPC is submitted.
The 6.0 Majority Judging System will be used for:
- All Compete USA (Learn To Skate USA) events (Snowplow Sam – Freestyle 6)
- Introductory Free Skate events (Beginner, High Beginner)
- All Test Track events
- Well Balanced Program Free Skate events, (No-Test – Pre-Juvenile)
- All specialty events (Spins, Jumps, Compulsory Moves)
- Adult Free Skate events (Pre-Bronze, Bronze, Silver)
REGISTRATION DESK
The Registration Desk will be open throughout the competition weekend, beginning Friday morning. Each skater must
check in upon arrival, at least 45 minutes before each event. If you skate multiple days, (e.g. Friday and Saturday),
please check in with the registration desk both days to confirm your events. The registration table will be located in the
lobby of the Madison Ice Arena. PLEASE REGISTER PROMPTLY UPON ARRIVAL.
PRACTICE ICE
Skaters will be able to pick their own practice ice sessions online but you MUST indicate number of sessions you want on
the practice ice form or online when you register and you MUST pay for them with your entry form or when you register
online. You will receive an email with a PIN number in order to access your practice ice records and select your
sessions. Additional practice ice sales may be made available online after the schedule has been posted and those that
pre-register for sessions have had time to select their sessions.
Any remaining practice ice at Madison Ice Arena will be available for purchase during the competition at Registration and
sold on a first come, first served basis only, at a higher cost per session.
The length of each practice session is 20 minutes, with a maximum number of 15 skaters on the ice. Keeping the safety of
the skaters in mind, most sessions are designated by skating level.
No phone calls or emails will be accepted for practice ice.
PHOTOGRAPHY/VIDEOGRAPHY
Videotaping and photography services may be provided. Notification of available services will be made on
www.fscmadison.org. If you will be videotaping, please be considerate of others and do so from the top of the stands.
No flash photography is permitted in the ice arena. The use of ice arena power sources is prohibited.
SPECTATOR CONDUCT
No items of any kind are to be thrown on the ice. Violation of this rule may subject the offender to ejection from the arena.
AWARDS
All skaters in Compete USA and Introductory Level events will receive an award for participation. In all other events,
awards will be presented to the top four places in each event. Awards will also be given to the top four skaters for the
combined short and long programs in initial rounds of Championship events and the top four places in the Championship
final round. Award recipients are encouraged to participate in the awards presentation and photography.
The Dorothy Sinykin Trophy will be awarded to the winner of the Intermediate Ladies Championship in memory of
Dorothy’s commitment to the Figure Skating Club of Madison and the sport of figure skating.

OFFICIAL NOTICES
An official bulletin board will be maintained at the Registration desk. It is the responsibility of each competitor, parent,
and/or coach to check the bulletin board frequently for any schedule changes and/or additional information. Skaters
are requested to arrive 45 minutes prior to the scheduled time of their event. A tentative schedule of events will be
posted prior to the competition.
Prior to the event, schedules for skaters and coaches as well as general competition information will be available at
www.fscmadison.org. Schedules will NOT be mailed. Actual skating order is posted the day of the competition at the
event.
INFORMATION REGARDING COACHES
U.S. Figure Skating Rule MR 5.11 Coach Compliance
In order to be granted access to work within U.S. Figure Skating sanctioned activities, each coach must complete the
following requirements on an annual basis by July 1:
A. Must be a current full member of U.S. Figure Skating - either through a member club or as an individual member;
B. Must complete the coach registration process through the U.S. Figure Skating Members Only site, submit proper
payment for the annual registration fee of $30 and, if 18 years of age or older, successfully pass the background
screen.
C. Must complete the appropriate CER courses (A, B, C or D) depending on the highest level of students being
coached as of July 1. See rule MR 5.12.
D. Must submit proof of current general liability insurance with limits of $1 million per occurrence/$5 million aggregate.
For Compete USA ONLY coaches - Any person, 18 and older, instructing in a U.S. Figure Skating Compete USA Program
must have successfully passed the annual background screen and be registered as a Compete USA instructor member.
The local organizing committee/club will have a list of compliant coaches who are cleared for a credential at the
competition. Coaches will need to check in at the event registration desk and show a government issued photo I.D. to
receive a credential.
If a coach cannot provide a photo I.D. and is not on the list or cannot produce the necessary documents, he or
she will not be allowed a credential – no exceptions. We strongly urge all coaches to have their cards with them.
Non-credentialed coaches will not be permitted in the designated coaching area at rink side during events
including practice sessions. Coaching at U.S. Figure Skating events without compliance is an ethics violation which is
reported to U.S. Figure Skating and PSA.

damage sustained by any participant in this competition. This is in accordance with Rule 1600 of the official U.S. Figure
