Working with First Secretary Political, Second Secretary (Human Rights), the Consulates General, the Embassy Outreach Team, the Internal Team in China Department, Human Rights and Democracy Department in the UK, and other key UK stakeholders, the jobholder will: Lead China Network’s portfolio of projects on human rights and legal reform; Oversee financial management of project work; Maintain a strategic network of contacts on legal reform in China; Provide UK stakeholders with quality reporting focused on legal reform and the death penalty; Work with the Second Secretary (Human Rights) and C4(L) Policy Officer (Civil Society) on wider human rights policy issues and research; Work together with the C4(L) Policy Officer (Civil Society) to support a human rights and civil society public diplomacy strategy; and Line manage an A2(L) Administrative Assistant. The jobholder is required to operate with a high level of autonomy and individual responsibility. ROLES AND RESPONSIBILITIES (What will the jobholder be expected to achieve?) Successful design and management of legal and human rights projects which have impact in China and which support UK government values. Design high quality project bids to UK budget holders that gain approval and financial support. Identify and work closely with project sponsors and delivery organisations to ensure successful outcomes for the UK government. Deliver measurable outputs which have a positive impact on the direction of reform in the Chinese legal and Human Rights system. Ensure that work in sensitive areas can proceed with minimal risk to the projects or project owners. High quality reporting and analysis which informs and develops UK policy Provide timely and accurate assessment of the human rights situation in China. Deliver in-depth reporting in 4 areas of legal and human rights reform. Use contacts to develop insights into future areas of reform and align our planning for projects to maximise opportunities for UK influence. The contacts should enhance our ability to promote UK values in China and work with Chinese partners to support improved Rule of Law. Develop further Embassy contacts within the Chinese government and within the wider civil society community. Facilitate links between UK and Chinese organisations to promote UK values. Work with other project owners and sponsors (e.g., EU) to inject UK views and multiply UK influence. Identify alternative UK sources of funding and align independent projects with our objectives. Advocate UK values in meetings with senior actors in the HR and legal communities. 20 Lead on project and other bilateral visits. Identify opportunities where UK expertise can deliver change in China. Work with colleagues in the China Network and in London to plan and deliver a successful Human Rights Dialogue. Provide reporting and analysis which informs our approach to the UK/ China Bilateral Human Rights Dialogue, including individual cases, project updates and analyses of Dialogue themes. Identify opportunities for bilateral visits, providing expert insights, contact networking skills, and project delivery experience to enhance the success of visits. Shape London thinking through participation in policy discussions and outreach to academic and expert communities. 20 RESOURCES MANAGED (Staff and Expenditure) 1 x A2(L) staff Programme funds between £10k-£50k. This is likely to increase as London supplements programme funding. Deep knowledge of China’s legal system, judicial institutions, and legal academic community. Experience of delivering projects with Chinese government and NGO partners, with an emphasis on strong negotiating skills. Experience of media handling and visits planning are essential. Desirable ASIA PACIFIC Project management certification would be a plus, but not essential. Demonstrable budget management experience is a plus, but not essential. We also offer excellent development opportunities and a 22-day annual leave entitlement in pro rata. Conditioned working hours is 35 hours/ week from Monday to Friday and flexible working can be arranged upon personal needs.
