REQUEST FOR PROPOSAL:
Salem School District Network Infrastructure Upgrade

Description
The Salem School District is accepting proposals for equipment to upgrade the data local
area network (LAN) for four campuses.
Instructions
There will be a total of one contract for all equipment on this application.
Important Dates
Feb. 4, 2015 – E-Rate Form 470 Application Posted
Feb. 4, 2015 – RFP posted to www.salem.k12.mo.us
Feb. 4, 2015 – Mar. 4, 2015 – Minimum 28 day bidding window
Mar. 4, 2015 – Bids/Proposals due by 4:00 PM
Mar. 4-11, 2015 – contract will be awarded and signed
Wireless Access Points: Quantity (50)
The proposed wireless access points must meet the following minimum requirements:
1. All wireless access points are to be cloud-manageable. Comparable to
Cisco/Meraki’s cloud management system.
2. All wireless access points must have the following as minimum specs:
a. Hardware Features
i. 3 radios: 2.4 and 5 GHz, dual-band WIDS/WIPS
ii. 2-stream 802.11n, up to 600 Mbps
iii. 802.3af PoE compatible
b. Cloud Management
i. Network-wide visibility and control

Network Switches: Quantity (60)
The proposed network switches must meet the following minimum requirements:
1. All network switches are to be cloud-manageable. Comparable to
Cisco/Meraki’s cloud management system.
2. The following quantity of ports are requested:
a. (25) 5-port switches (8-port can be substituted if cost effective)
b. (15) 8-port switches
c. (10) 16-port switches (24-port can be substituted if cost effective)
d. (10) 24-port switches
3. All network switches must have the following as minimum specs:
a. 10/100/1000 speed
b. All switches must have a lifetime warranty
c. All 16-port and larger switches must be rack-mountable
Uninterruptable Power Supplies (UPS): Quantity (3)
The proposed uninterruptable power supplies must meet the following minimum
requirements:
1. 1kVA / 1000VA / 800W line interactive 1U rackmount UPS
2. 120V output, Correct brownouts and overvoltages from 83V to 147V
3. 0.8 Power Factor, Front panel status LEDs
4. Mounting brackets to support 2 post and 4 post rack installation
5. 99% line-mode efficiency, 2 switched load banks
6. USB, RS232, EPO and slot for SNMP card option
7. 120V NEMA 5-15P input, 6 NEMA 5-15R outlets
Category 6 (Cat6) network cable, bulk packaging: Quantity (10,000 feet)
The service provider must meet the following minimum requirements:
1. Include contact person’s name, address, and telephone number.
2. Provide a Service Provider Information Number (SPIN) and agree to receive a
portion of the payment from the Schools and Libraries E-Rate Funding
program if such funding is awarded.
3. Have a minimum of three years’ experience in proving equipment to schools
or similar organization.
4. Provide references of three customers of similar orders.
5. Must sign and date any bid documentation or proposals.
6. Provide line-item details of each item to facilitate in the filing of the Item 21
attachment for Form 471.
Proposals/Bids
The Salem School District reserves the right to reject any or all responses. The District
will disqualify any proposal that is determined to be incomplete or non-responsive. The
District reserves the right to negotiate with the apparent acceptable vendor(s).
Price alone will not be the determining factor. Award will be based upon those
considerations, which are in the best interest of the District and will be made to the
most responsive, responsible bidder whose proposal is judged to be the most effective
and economical for the purpose intended, according to the requirements and
specifications stated in the Request for Proposal. The District will utilize but not be

Bids/Proposals must be submitted to the Director of Technology, Salem School District,
in a sealed envelope no later than 4:00 p.m., Wednesday, March 4, 2015. Bid
envelopes must be marked “Proposal for Salem School District Network Infrastructure
Upgrade” and bear the title and address of the bidder. No responsibility will be assumed
by the District for the premature opening of a bid not properly addressed and identified.

The Service provider awarded the contract must sign and return the document to the
District by Wednesday, March 11, 2015. The contract will be contingent upon the
District being awarded E-Rate funding for the 2015-2016 year for this application.
