Salary: Salary based on experience Job Type: Full-Time Location: Los Angeles, California POSITION DESCRIPTION: Los Angeles faces a severe lack of affordable housing. This shortage contributes to high rates of rent-burdened households, overcrowding, higher risks of homelessness, and a lower quality of life. The preservation of existing rent-stabilized housing and increased production of market rate and mixed-income housing are keys to continued overall affordability. The Mayor’s Office of Economic Development works closely with the Housing and Community Investment Department (HCID), the Department of City Planning (DCP), and the Housing Authority of the City of Los Angeles (HACLA) to encourage the production, preservation, and rehabilitation of housing citywide. The Housing Policy Specialist works in the Mayor’s Office of Economic Development as part of the Planning and Housing Policy Team. The team is responsible for creating strategies to develop more sustainable and livable communities and works closely with other Mayor teams including Sustainability, Transportation, and Homelessness Policy. The Housing Policy Specialist will work on developing and reviewing affordable housing policy initiatives as well as related financing, public housing, and planning initiatives. RESPONSIBILITIES: Coordinate and leverage public and private resources to preserve and increase the supply of affordable housing. Work with partners to identify and secure sources of funding at Federal, State, and local levels. Work with HCID and stakeholders to develop implementation policies for local funds. *This is an exempt, at-will position. The individual appointed to this position will not accrue any civil service tenure, contractual employment rights, or due process rights. The incumbent may be removed, without any finding of cause, by the hiring authority. Develop policies to support development and preservation of affordable housing. Work with DCP on housing-related ordinances, master plans, and equitable development policies. Analyze and develop recommendations on crossdepartmental policies. Work with Metro to develop policies to support development of affordable housing around transit. Track and analyze housing and related legislation. Review departmental transmittals from HCID and HACLA. Research and develop related housing policy briefings. Schedule, brief and staff the Mayor and Deputy Mayor for housing-related policy meetings and events. Interact with housing stakeholders, investors, developers, community advocates, and other elected offices. Respond to and address inquiries/issues from constituents. QUALIFICATIONS AND EXPERIENCE Bachelor’s degree in related area. Master’s degree preferred. Familiarity with affordable housing policy, city planning policy, and housing investment policy. Strong writing, organizational, communication and interpersonal skills. Ability to interact and work well with others in a diverse and fast-paced team environment.
