PROJECT SUMMARY
Natural Resource Management (NRM) is a four year EU funded intervention that seeks to reduce
hunger and food insecurity by improving rangeland conditions in Puntland regions of Somalia. The
project will improve the state of natural resource management through the implementation of land
rehabilitation and restoration work on degraded rangelands, improving sustainable use of natural
resources through community based range management programs, integration of environmental
considerations into all economic planning and programming activities in the region and galvanizing
community support for environmental protection and sustainable use of resources. The intervention
will also improve the capacity of the communities to avert resource-based conflicts and to protect
their rangeland resources through implementation of local customary laws, establishment of
community based environmental courts and building the capacity of communities to prevent misuse of
natural resources at local level.
The expected results of the NRM initiative are as follows:
Result 1: Improved state of natural resources management
Result 2: Improved Community capacity for Resources management and conflict prevention
Result 3: Alternative Energy and income generating activities expanded
Result three has been designed to provide comprehensive support to both reduce the urban demand
for charcoal and also minimize the impact of on-going charcoal production – and therefore protect
forest resources in Puntland, Somalia. As per Result three of the NRM program, Adeso has carried out
a study on the Commercial Feasibility of Liquefied Petroleum Gas (LPG) as an alternative energy .The
study also provides a Business Plan that looks at the establishment of Private Public Partnership to
scale up LPG as an income generating activities. The study will serve as one of the main documents
guiding the establishment of the Joint Venture to scale up LPG. Considering the poor supply
infrastructure for LPG bottling market in Puntland, the Energy Consultant will be expected to provide
technical guidance on the implementation of scaling up LPG as an alternative energy and the
expansion of income generating activities from PPP.
METHODOLOGY
The Energy Technical Advisor or Consultant will further define the methodology (in the inception
report). The methodology will be further defined by the consultant (in the inception report) and
revised at the outset of the consultancy. The expected methodology of this assignment will include
both direct and indirect data collection, analysis, cross-referencing, implementation and formulating
workable strategies including undertaking revisions of some sectors. The consultant will finalize the
methodology that suits the scope of the assignment focusing on the initial LPG feasibility studyassessment in Puntland. The scope of the assignment (coverage of selected sites) will be further
reviewed at the inception. Literature review of existing documents and review of context e.g.
monitoring reports, existing data of such like projects will be used to come up with a workable plan
and framework for the assignment.
It is envisaged that the methodology to be employed by the consultant will include, but not be limited
to, the following:

Field visits in the implementation areas for data collection and observations;
Focus group discussions and interviews with staff and with sample beneficiaries and nonbeneficiaries;
Interviews with government agencies and other stakeholders;
Interviews with sampled project stakeholders and the government stakeholders;
Reflection and feedback sessions with Adeso management and other key informants;
Field observations for triangulation of information;
Data analysis and validation of findings;
Development of key frameworks and documentation to help with implementation.
Report writing and debriefing with HQ management teams.

It is expected that the methodology will show and include ways to support LPG implementation and
the elements in the methodology should include such ways on how to produce LPG legal framework. It
should also include gas safety raising awareness, draft procedures and operating manuals/guidelines
for environmental awareness, waste management and other alternative energy initiatives.
OBJECTIVE and SCOPE OF WORK
Adeso is seeking the services of an Energy Technical Advisor or Consultant to support the
establishment of public-private-partnership (PPP)/Joint Venture to scale-up LPG Gas as an Alternative
Energy System in Puntland that has the potential to reduce urban demand for charcoal. The Technical
Advisor or Energy Consultant will draw up LPG legislation, guidelines for gas safety raising awareness,
environmental awareness, health and safety etc.
Specifically, the consultant will be guided by the already conducted feasibility study focusing
on the current level of depletion of energy resources especially those causing irreversible
environmental disasters that threatens the very survival of the Puntland population. The
scope of the assignment includes but not limited to the following;

An analysis of the current situation including any legislation framework necessary in place to
help review or develop a specific PPP/JV and the implementation of the other aspects of
the PPP/JV Policy;
Preparation and provision of support to the contractor developing manuals and guidelines
necessary to guide the implementation of the PPP by giving directions as needed.
An assessment of the operational/Health Safety and Environment (HSE) standards being
practiced (By the concerned parties in the region) and any challenges being faced including
those HSE standards not being undertaken to help develop or prepare for the
implementation of the required standards.
An analysis of the concerned stakeholders potential in participating in raising public awareness
on the adverse impacts of increased charcoal use including the government;

Carry out an analysis to determine what kinds of messages or materials to use in conveying
environmental awareness leaflets and message boards that will be used to educate and
enhance consumer awareness and education on LPG safety.
An analysis of the percentage or proportion of timing to be undertaken in conducting
consultancy meetings with key project staff of Adeso, MoEWT, CARE, Puntland Chamber of
Commerce, and other stakeholders tied to this assignment;
Developing a framework model at the inception phase to use in developing an organizational
management structure and systems requirements.
DELIVERABLES
1. Produce a legislation/policy necessary for the establishment of the Public Private
Partnership (PPP)/Joint Venture (JV);
2. Development of a PPP/JV arrangement for the private sector to collaborate in establishing
the supply infrastructure at Bosaso, clearly specifying the obligations and benefits of each
party;
3. Determine guidelines for structuring and operating the PPP/JV including cross-sectoral
liaising;
4. Formation of PPP/JV framework with clear responsibilities, obligations of each stakeholder,
benefits including any foreseen challenges and how to mitigate them;
5. Develop an activity plan and operation model report on draft procedures, operating
manuals and budget to implement the Public Private Partnership (PPP);
6. Provide information packets for, and participate in, at least one ‘Government Stakeholders
Awareness Seminar’ and ‘Public Awareness Seminar’ after the establishment of the PPP;
7. Advice on the most efficient and cost effective way in line with API and International
standard guidelines for investing construction and installation of LPG Plant;
8. Produce guidelines for Joint Venture investments in the establishment of LPG facility
including (the storage terminal, tanker discharge facilities, bottle filling plant and bottles
for supply and distribution to the market;
9. Assess the availability of LP Gas bottling unit/s in Puntland in the regional and international
markets to meet the demand in Puntland and rest of Somalia.
CONSULTANCY PERIOD
The consultancy will be for duration of 60 days. Days required for preparation, reporting, and editing
to be included in the quote. Travel days to and from Somalia are included. All travel expenses will be
covered by Adeso whereas accommodation and meal expenses will be covered by selected Consultant.
Note that dates might change based on flight schedules to and from Somalia, and the consultant may
be required to travel over the weekend.
QUALIFICATIONS:

Professional Environmental Consultant with Qualifications of Master’s degree in
Environmental management;

Expertise of environmental management (more than 7 years) and environmental impact
assessment in different sectors including oil and Gas sector projects;

Proven experience in the energy sector (promotion of alternative cost-effective sources of
energy systems, pumping infrastructure and storage facilities, LPG marketing etc.);

Experience with LP Gas bottling unit/s infrastructure design and/or operation, regional
experience in east Africa is desirable;

Have an understanding of operating in an environment that is not very secure with a history of
conflict;
 Advanced analytical and report writing skills;

the works the consultant produces while executing this contract. All images (whether used for online
or print purposes) must however bear the Consultant’s photo credit, as specified by international
intellectual property rights. The Consultant may not use, reproduce or otherwise disseminate or
authorize others to use, reproduce or disseminate such works without prior consent from Adeso.
