Each year, hundreds of young leaders from Western Australia’s public sector gather together for a powerful 1 day development program specifically designed for emerging leaders. Offering a critical opportunity to step away from everyday demands, the Conference allows new managers time to reflect and refocus on their individual challenges and aspirations. By exploring first-hand the experiences of celebrated leaders at the forefront of their industry the Conference equips young managers with the tools to excel in the modern public sector, whilst assisting them to make peer group connections vital to career success. Surpassing the mere transmission of theories, the Conference will equip young leaders with the ability to adapt to a demanding work environment, instil the confidence to step up and provide the vision to guide other employees towards peak performance. Knowing when and how to select new leaders is critical in building depth in an organisation and achieving long term goals. Leaders that are identified and nurtured early on in their careers often display a heightened level of contentment in their role which leads to increased productivity and a stronger sense of accountability. Conference Facilitators Kirk Fisher Head of Faculty For the past 20 years, Kirk has dedicated his life and work to the study and teaching of leadership, innovation and change. Early in his career Kirk founded two successful independent secondary schools which fuelled his curiosity about what motivates people to perform and how organisations become learning organisations. Over time this interest developed into a career which has seen Kirk regularly consulting with leading organisations around Australia and abroad. In recent years, Kirk has presented a number of papers on leadership and storytelling, been a keynote presenter at conferences around the country and in 2009 organised the national ‘Future of Work’ conference. Kirk holds a Master’s degree in Education and Human Development, a Diploma of Business, Diploma of Business HR and a Bachelor of Music Performance. Following a successful 10 year career in leadership within the IT sector, Paul became a Senior Global Consultant with Royal Dutch Shell, developing and delivering leadership and organisational change programmes around the world. He holds a Graduate Diploma in Entrepreneurship and Innovation and a Graduate Diploma in Computer Science. Paul is a skilled practitioner in psychometric instruments such as MBTI, TMS and Bar-On EQi, an accredited facilitator of Accelerated Learning and has formal training in coaching and NLP. “Thank you – great mix of activity, concepts and theories.” “This has been such a useful and worthwhile program. Conference Agenda - Thursday 21 May - 2015 9:00 - 9:10 Welcome and introduction from lead facilitator 9:10 - 9:40 Session 1: Understanding diversity and the value of difference Keynote Presentation Karl J O’Callaghan APM Commissioner of Police Karl O’Callaghan joined the Western Australia Police as a 17-year-old Police Cadet in December 1973. He graduated as Dux of the Police Academy in January 1976. Since graduating he has served in both metropolitan and regional Western Australia including at Police Communications, Port Hedland, Perth Traffic Branch, Manjimup, Community Education Section and the Police Academy. In 2004 he was appointed Police Commissioner and given the special additional task of implementing the reforms of the Kennedy Royal Commission. Since that time he has overseen and implemented widespread cultural, business and process change in the Western Australia Police. He has also championed the Frontline First policing direction and has reintroduced a ‘back to basics’ reassurance style of policing. He is a recipient of the Australian Police Medal. When he is not involved in his ‘day job’ the Commissioner is a member of a local rock band called ‘The Filth’, playing guitar and singing. ‘The Filth’ raises money for various charities, one of which is Bright Blue - Police Commissioner’s Fund for Sick Kids which helps to make a difference to sick children in Australia. 9:40 - 10:30 Development Session Leadership Essentials Workshop: Understanding diversity and the value of difference The second session of the Conference explores the concept of diversity — the wider the range of perspectives you have in the team the better its ideas, and in most cases, the better the results. A critical part of a leader’s role is creating an inclusive environment, learning how to get the best out of each member of the team and turning differences into strengths How to. During this session participants will explore how to overcome the unconscious bias’s we all hold and engage diversity as a vehicle to enhance their own leadership capacity. 10:30 - 11:00 Morning Tea 11:00 - 11:30 Session 2: Leading through change Keynote Presentation Duncan MacKay General Manager Organisational Transformation, Department of Housing The Department of Housing is pursuing a new strategic direction, moving beyond public housing to deliver affordable housing and market change to support Western Australia’s long-term development. This has required a fundamental re-alignment of Housing’s organisational strategies, workforce, culture, and systems. Duncan leads the teams that are driving and/or supporting this transformation. Duncan has a strong background in organisational change. From 2009 - 2011 he was responsible for reforms in State-based consumer affairs policy at the Department of Commerce. During the 2000s, Duncan played a major role in the transformation of a public service department into the commercial statutory authority, Landgate. Before joining the Western Australian public service in 2001, Duncan was a journalist, historian and author. He holds postgraduate qualifications in political science, history and journalism. 11:30 - 12:30 Leadership Essentials Workshop: Leading through change Development In today’s fast paced environment, change is something we all have to face. As leaders it is imperative that we understand the effects of change, how to engage people in change and how to support others through the change process. Change can be anything from minor alterations to workflow systems to major organisational restructures and downsizing. Many change efforts fail because the people leading them are not equipped with the skills to manage them successfully. If handled badly change can lead to negative outcomes such as confusion and wasted effort, low morale and decreases in productivity – handled well it can lead to lasting gains and increased job satisfaction. During the session, participants are asked to consider change at both a personal and strategic level and go on to learn how to enable those around them to embrace the change process and manage challenging situations more effectively. Session 12:30 - 13:30 Lunch 13:30 - 14:00 Session 3: The art of giving feedback and managing difficult conversations Keynote Presentation Jenni Collard Executive Director of Business and Social Development, Department of Regional Develpopment Jenni Collard joined the Department of Regional Development in 2013 as the Executive Director of Business and Social Development. Before that, Jenni was Acting Chief Executive Officer for the Office of Children and Families for the Northern Territory Government. Jenni is the Chair of the ACBC Aboriginal advancement Committee. She has more than 25 years’ of experience working for a number of State Government agencies and was the Director of the Office of Aboriginal Health WA from 2011 to 2013. Together with her Business degree in Accounting, Jenni brings with her a wealth of experience in roles across indigenous affairs, human resources, government, health and education. 14:00 - 15:00 Development Session The art of giving feedback and managing difficult conversations When done in the right way, providing feedback can be the avenue to greater performance. It is inevitable that at some point as a leader or manager, you will need to initiate or engage in a difficult conversation providing feedback that may not be received so well. Many people avoid having difficult conversations because they make them feel uncomfortable. As a leader it is important that we tackle these situations head on and while they can be uncomfortable, they have the potential to be highly constructive interchanges when handled appropriately. During this final session participants will explore the dynamics involved in providing feedback when it may involve a difficult conversation, assisting their team to learn, grow and perform at their optimal level. 15:00 - 15:20 Afternoon Tea 15:20 - 15:50 Session 4: Communicating with emotional intelligence Keynote Presentation Duncan Ord Director General, Department of Culture and the Arts On 1 July 2014, Duncan Ord commenced as Director General of the Department of Culture and the Arts (DCA). He was Acting Director General of the Department of Planning and formerly Deputy Director General of the Department of Aboriginal Affairs, prior to joining DCA. Duncan was involved in establishing two of the State’s pre-eminent performing arts companies, Black Swan and Barking Gecko. He has been a member of several Australia Council Boards and Committees and is a former Dean of the School of Performing Arts (WAAPA) and General Manager of the WA Theatre Company. Duncan has also been Chairman of both Spare Parts Puppet Theatre and Skadada Youth Circus. In 2013 he was the recipient of an Order of Australia Medal, and is also a past winner of the Churchill Fellowship. 15:50 - 16:50 Development Session 16:50 - 17:00 Communicating with emotional intelligence Engaging followers and forging lasting relationships is a core leadership skill. Technical and functional skills are critical to performance and the achievement of results; however it is the capacity to engage and communicate with others and to understand oneself and those around them that enables great individual contributors to become great leaders. The third session will explore ways to enhance your communication through a deeper understanding of emotional intelligence.
