Sealed tenders are being invited for lifting of our steel scrap. Dt: 16.03.2015. TENDER NOTICE FOR DISPOSAL OF STEEL SCRAP 1. Competitive offers in sealed covers superscribed with the statement “Bids for Disposal of Steel Scrap.” are invited from interested parties for disposal on “AS IS WHERE IS” basis with the condition that before lifting the material, the bidder should cut the HSD bars into pieces of half metre by any suitable method at the site itself, in the presence of BIS officials. The arrangement of cutting and cost of cutting shall be borne by the bidder. 2. The Tender Notice containing detailed terms and conditions are also available on our website www.bis.org.in and CPP Portal www.eprocure.gov.in Interested parties can download the Tender Document and submit their offer. The terms and conditions of the tender is brought out at Annexure-B 3. The scrap material can be inspected at M/s Jerry Poly Plast, D-10 (B) SIDCO Industrial Estate, Kappalur, Madurai, 625 008 between 10:00 hrs to 16:30 hrs up to 08.04.2015 on any day (Except Saturdays, Sundays and Holidays). Any clarification, if required, may be obtained from Deputy Director (Administration & Finance ), Bureau of Indian Standards, (BIS) Southern Regional Office (SRO) Chennai, on his contact number 94454 37310. The Steel scrap are 8mm, 10mm, 12mm and 20mm dia HSD bars of length 6.00 metres (approximately). The total weight of the scrap steel is around 175.00 Metric Ton. 4. You are accordingly requested to quote your highest rates per metric ton basis for lifting the HSD Steel Bar Scrap cut in the presence of BIS Official(s). The proposal should be submitted in the Proforma enclosed at Annexure-A, C and D respectively. Filled in Annexure- A, C and D should be forwarded in sealed envelope “super scribed with the statement “Bids for Disposal of Steel Scrap”. The sealed cover should be addressed to the Deputy Director (Administration & Finance ), Bureau of Indian Standards, (BIS) Southern Regional Office (SRO), IV Cross Road, CIT Campus, Taramani Post, Chennai 600 113 and should reach on or before 15.00 hrs of 10 April 2015 The ‘Declaration Form” at Annexure-A forming part of the inquiry should be signed and submitted along with the offer in token of acceptance of terms and conditions of the Tender. The bid would be opened on the same day at 15.30 hrs.( 10 April 2015 ) The bidders may depute their personnel for the bid opening event, if they so desire. 5. The offer shall accompany an Earnest Money Deposit (EMD) of Rs. 100000.00 (Rupees One lakhs only). The EMD should be submitted in the form of Demand Draft drawn in favor of Bureau of Indian Standards payable at Chennai or through ECS. No other modes of payments is accepted. 6. BIS reserves the right to accept/reject any/all offer(s) without assigning any reason whatsoever. The sale shall be on “AS IS WHERE IS” basis with the condition that before lifting the material, the bidder should cut the HSD bars into pieces of half metre by any suitable method at the site itself, in the presence of BIS officials. The scrap materials shall be picked from the following location/area:M/s Jerry Poly Plast, D-10 (B) SIDCO Industrial Estate, Kappalur, Madurai- 625 008 3. Quotation is to be submitted in sealed cover and should be submitted within the last date and time specified in the tender document. 4. The bid value should be quoted as single lot only and no bifurcations should be made and it should be quoted in figures and words in the Price Format at Annexure-D, forming part of the Tender Inquiry. 5. Tenders shall be accompanied by the EMD of Rs.100000/- (Rupees One lakh only) in the form of Demand Draft drawn in favour of Bureau of Indian Standards payable at Chennai. Under no circumstance, amounts that are due or likely to be due from BIS will be adjusted against the EMD. No mode of payment other than the above will be accepted. EMD amount will not carry any interest. Tenders without EMD will be summarily rejected. 6. The successful Bidder shall be required to deposit within a week of awarding contract a sum of Rs.200000/-(Rs Two lakhs only) as Caution Deposit for performance/obligation arising out of the contract. Failure to deposit the Caution Deposit by the due date will lead to cancellation of the contract and forfeiture of the EMD. Caution Deposit amount will not be adjusted with the earlier deposited EMD amount. 7. The tender shall be valid for acceptance for a period of 120 days from the date of opening the bids or date of awarding the contract whichever is earlier. In case of withdrawal of tender within this period, the EMD remitted by the bidder will be forfeited. 8. The tender shall be written legibly and free from erasing and over-writing. Corrections, if any, should be duly countersigned by the authorized signatory. Rates should be written both in words and in figures. In case of difference in the rates indicated in figures and words, the rates indicated in words would be treated as valid 9. The bidders are required to indicate their PAN Number in their offer since it has been made mandatory by I.T. Department. 10. All labour, tools and equipment for cutting/removing/loading etc the scrap from the abovementioned site shall be organized by the bidder at their own cost. The personnel employed for shifting the items shall strictly obey the safety rules in-force and BIS will not be responsible for breach of any rules by the personnel of the bidder in any way whatsoever. The job shall be done without damaging the premises/ roads/ drains/ etc. in the compound. In case of any damage to the property and / or the premises, the cost of repair/replacement shall be borne by the bidder. 11. The contract shall be governed by the Indian Contract Act, 1872 and subsequent revisions/ amendments thereto. All payments due from the bidder under the contract shall be made in Indian currency. 12. The Tender Notice and connected all Annexures shall form part of the contract. 13. The scrap items to be sold can be inspected on any working day as per schedule given in the Tender Notice. 14. The successful bidder would be awarded the contract for removal/lifting the Steel Scrap and shall remit the sale amount on accepted rate of the scrap item before taking delivery of the same from BIS kept at above-mentioned address. The successful bidder shall pay the sale amount in advance in the manner prescribed below. a. The successful bidder shall lift the entire scrap material within a maximum period of 60 days from the date of award of contract. b. The successful bidder shall pay the sale amount in maximum of five installments and each installment shall not be less than (Eighteen) 18 % of the sale amount. c. The successful bidder shall be allowed to lift the quantity of scrap material equivalent to the installment amount paid. d. The successful bidder shall pay first installment within the period of 12 days (Twelve days) from the date of award of contract. The installment(s) amount shall not be adjusted with EMD amount. e. The Caution deposit shall be adjusted with the final installment of payment only. f. The successful bidder shall be required to submit (i) the schedule of payments (ii) schedule of lifting the material. g. The payment schedule and lifting of material schedule submitted by the successful bidder shall be strictly adhered. h. If the successful bidder does not lift the entire scrap materials within the stipulated period of sixty days (60 days) from the date of award of contract; the awarded contract shall be cancelled and the EMD and caution deposit amount shall be forfeited and the disposal contract shall be awarded to next highest bidder for the remaining left-out material at the site. 15. All statutory payments, like minimum wages prescribed, compensation in case of accident or loss, etc., to the workers employed by the bidder for the removal of the items shall be borne by the bidder. 16. The sale is subject to all terms and conditions prescribed in the tender document and resultant sale order. 17. Any clarification, if required, may be obtained from Deputy Director (Administration & Finance ), Bureau of Indian Standards, (BIS) Southern Regional Office (SRO) Chennai, on his contact number 94454 37310. 18. BIS reserves the right to cancel this sale at any time without assigning any reason before issue of the sale order. BIDDERS are not entitled to claim any damage or compensation in case of such cancellation. 19. The tender is issued subject to the jurisdiction of the local courts at Chennai only. All disputes arising out of the tender notice and resultant sale order shall have the jurisdiction of the competent Court at Chennai only. 20. The scrap material will be weighed in the presence of the representative of the BIS for which necessary arrangement shall be made by the bidder at their cost. 21. The rate quoted by the Bidder shall be final and no change in the same shall be allowed under any circumstances during the validity of the contract. 22. EMDs submitted by unsuccessful bidders will be refunded after release of order to successful bidder. The EMD of successful bidder will be refunded after satisfactory completion of awarded disposal work and it will not be adjusted with the bid value. 23. TCS shall be collected from the successful bidder at the prevailing rate and form ‘C’ & ‘D’ shall not be provided to this effect. 24. The bid value shall be quoted as per Metric Ton basis. However, the total amount shall be calculated on the basis of the actual weight of the scrap. In case of any difference, the same would be refunded by BIS or deducted from the EMD / Caution Deposit as the case may be. 25. Tenders submitted without fulfilling the above Term & Conditions and in contravention to the Tender Notice are liable to be rejected summarily. Annexure—C Bidder Details (Mandatory) 1.
