REQUEST FOR PROPOSALS # 15-328 Released 03/30/2015 Lease Office Space for the Workforce Solutions Board Office, Contractor Administration Office and the Workforce Center located in Lufkin, Angelina County, Texas Questions and Answers Submitted by Friday, May 1, 2015 Amended Parking Lot Requirements The statement below replaces the prior description for Parking Lot, on page 2 of RFP #15-328: Parking Lot: Must provide parking spaces for approximately 75-90 cars at any one time, with the sufficient number of handicapped accessible parking spaces and ramps required by American Disabilities Act (ADA). Parking lot should consist of a hard paved surface and must be maintained in a safe, clean condition with proper drainage to prevent accumulation of water. Parking lot must be lighted as necessary for security. Question #1: Are some of the offices able to be accessed through other offices? If not, was the square footage for hallways included in the 13,000 square foot calculation? Answer: No, we currently do not access offices through other offices. And yes, hallways were included in the 13,000 square foot calculation. Questions and Answers All proposers may submit questions until 5:00 p.m. on May 1, 2015 by emailing Darla Johnson at djohnson@detwork.org. These questions and answers will be posted and updated on the Board’s website: www.detwork.org RFP # 15-328 Page 1 of 3 Proposal Submission Requirements Submit your offer on the attached form. The form may be recreated for ease of completion, however the format must be similar and all information must be included in sequence as the original form. If available, please include a layout of the proposed space and photos along with any additional information you wish to be considered. The deadline for proposal submission is Friday, May 29, 2015 at 4:00 p.m. (CST). All responses must be received by that date, regardless of date of postmark in order to be considered as being received on time. One Original and two (2) copies of each proposal must be received. Proposals received after the indicated time and date may not be accepted or considered for award. Timely delivery of proposals to the Board office is the sole responsibility of the proposer. All documents must be legible, complete and fully assembled. All proposals must be submitted in a sealed envelope, marked on the outside “RFP #15-328 Lease Office Space”. Proposers will receive a receipt for hand-delivered proposals or acknowledgement via email for delivery by U.S. mail, or other carrier. Unless requested by the Board, no additional information will be accepted from proposers after the deadline for submission of proposals. All proposals will become the property of the Board. RFP # 15-328 Page 2 of 3 The intent of this RFP is to identify various prospective contract alternatives and obtain estimates of costs of services being solicited. The Board is under no legal requirement to execute a contract based on any proposal received. No employee, member of a Board of Directors or other governing body, or representative of a proposer who submits a proposal under this Request may have any contact outside of the formal review process with any employee of the Deep East Texas Local Workforce Development Board, Inc. or any member of the Deep East Texas Local Workforce Development, Inc., for purposes of discussing or lobbying on behalf of the proposer’s proposal. This contact includes written correspondence, telephone calls, personal meetings, or other kinds of personal contact. The Board will reject proposals of those proposers who violate this condition. The Board is the responsible authority for handling complaints or protests regarding the proposal selection process. No protest will be accepted by the State Grantor Agency (Texas Workforce Commission) until all administrative remedies at the grantee (Board) level have been exhausted. This includes but is not limited to disputes, claims, and protests of award, source evaluation or other matters of a contractual nature. Matters concerning violation of law will be referred to such authority, as may have proper jurisdiction. As a condition to the receipt of federal financial funds through this proposal, the proposer is prohibited from discriminating on the basis of race, color, religion, sex, national origin, age, disability, political affiliation or belief, citizenship or participation in programs funded with federal funds. The Board reserves the right to accept or reject any or all proposals received; to cancel this Request in part, or in its entirety; or to reissue the Request. The Board reserves the right to waive any defect in this procurement process or to make changes to this solicitation as deemed necessary.
