Addendum No. 1 RFP 95270-B Technology Marketplace Tier 1B March 20, 2015 Any addenda will be posted on OCA’s website at http://mission.sfgov.org/OCABidPublication/ under the categories “Equipment, Supplies and General Services (OCA).” CHANGE 2: Delete Section 3.1. Time and Place for Submission of Proposals in its entirety and replaced with the following: 3.1. Time and Place for Submission of Proposals Proposals must be received by 5:00 p.m., on April 30, 2015. Postmarks will not be considered in judging the timeliness of submissions. Proposals may be delivered in person or mailed to: City and County of San Francisco Office of Contract Administration 1 Dr. Carlton B. Goodlett Place City Hall, Room 430 San Francisco, CA 94102 Reference: RFP# 95270-B: Technology Marketplace Tier 1B Proposers shall submit one (1) original and seven (7) printed copies of the proposal, which should be individually bound with the pages numbered accordingly. The original document should be clearly marked as “Original” and the copies should be clearly marked as “Copy.” Proposers should include an electronic copy of their proposal on CD, DVD or flash drive media. Proposals should be clearly marked as, “Tier 1B Specialist.” Each proposal received will be screened to ensure that the information required in this RFP is included. Partial or complete omission of any of these items from a proposal may disqualify the proposal from further consideration. Proposals submitted by fax or email/electronic communication will not be accepted. Late submissions will not be considered. All costs associated with the proposal preparation will be the sole responsibility of the Proposer at no charge to the City. CHANGE 3: Section 5.1. Selection Criteria (Tier 1B Specialists) paragraph 1 and 2 are deleted in its entirety and replaced with the following: Tier 1B proposals will be evaluated by a Selection Committee. The City intends to evaluate the Tier 1B proposals generally in accordance with the criteria itemized below. CHANGE 4: the following: Delete Section 5.1.4.5 Project Problem Scenarios in its entirety and replaced with The goal of the proposer in each of the scenarios should be to demonstrate their ability to provide economical solutions to solve problems. The narratives should be simple, straightforward, and succinct. The importance of project planning, project tracking, training and overall communications are part of the evaluation focus of this section of the RFP. March 20, 2015 Scenario 1: Transfer of Knowledge (up to 50 points) The City may utilize as-needed consulting services to aid in the delivery of certain initiatives. Contractors who provide consulting services are expected to transfer their project knowledge to City employees to empower employees in contributing towards a successful project completion, thus learning to maintain the systems independent of the consultants. Provide a description of a complex project where your company designed and implemented a new system in which training was required to transition the operation and maintenance of the system to your customer’s employees. The project description should include (but is not limited to) the following items: Describe the implemented system Provide a high-level scope of work for and the size of the project Who performed the training (e.g., your company training employee, a subcontractor or partner, etc.) Trainer(s) credentials Number of trainees and their role in use or support of the system Training approach and content Duration and location of training Training outcome What, if any, is your company’s ongoing role in maintaining or supporting the project Provide customer references for the training examples Include the names of the individuals who prepare the answers to this scenario, and define their relationship to your company. (Limit 5 pages.) The Selection Committee will review your response and award points based on the thoroughness of your response, the size and type of the project described and the training approach. 5.1.4.5.2. Scenario 2: Integration of Multiple Technologies (up to 50 points) The City maintains multiple, complex, heterogeneous systems that support business operations that are common to all or unique to individual departments. The new Technology Marketplace may be the source of consulting services to implement new and maintain/enhance existing technologies. Provide an example of a large-scale project within the last three (3) years, for which you were primarily responsible, involving the implementation of a complex enterprise system with integration to other business systems where failure of the project would have impacted the organization’s operations, safety/security, revenues, and/or customer service. Acceptable examples of projects might include, but is not limited to systems for the display of flight information, ground transportation arrival and departure times, security surveillance systems, call centers and visual paging systems. Specify your company’s roles and responsibilities in the project Describe project resources with their corresponding roles and responsibilities Page 3 of 6 Addendum No. 1 RFP 95270-B Technology Marketplace Tier 1B March 20, 2015 Provide your project methodology organized as follows: Project Initiation Project Planning Project Execution – Include project duration and whether the project as delivered on time and on budget Project Closeout Provide a brief scope of work to include key project deliverables Provide customer references for the project listed Include the names of the people who prepare the answers to this scenario, and define their relationship to your company. Limit 5 pages. The Selection Committee will review your response and award points based on the thoroughness of your response, the size and type of the project described and the project approach. 5.1.4.5.3. Scenario 3: Project Management (up to 100 points) Project management is a critical component to successful project delivery for the City. Describe the largest project that your company has completed during the last three (3) years that best demonstrates your company’s commitment to world class project management practices. Provide a thorough project description that includes (but is not limited to) the following items: Provide client information for the specific project; including client and project name, address of project site, technical point of contact for client and their contact information: (include name, email address and phone number). Provide a summary of the scope of work indicating any assumptions and tasks identified as out-of-scope. Provide an organizational chart of the project (consulting team) with a resume summary for the project staff. Also indicate reporting channels of the project staff to the client organization. Explain how the project team was selected, including: previous relevant experience, project management approach and capabilities. Explain how the risks where identified upfront, what mitigation techniques were employ to proactively minimize issues as well as reactive resolutions. Describe the project management methodology employed including certification credentials of the project manager Provide a breakdown of the project financials showing estimated costs and actual costs. Indicate which tasks came in over and under budget and provide brief explanations Indicate if the entire scope delivered within budget Describe the project close-out methodology Include the names of the individuals who prepared the answers to this scenario, and Page 4 of 6 Addendum No. 1 RFP 95270-B Technology Marketplace Tier 1B March 20, 2015 define their relationship to your company. (Limit 5 pages.) The Selection Committee will review your response and award points based on the thoroughness of your response, the size and type of the project described and the project management approach. CHANGE 5: following: Delete Section 6.1 Pre-proposal Conference in its entirety and replaced with the Attendance is not mandatory, but all proposers are strongly encouraged to attend the pre-proposal conference on April 1, 2015, 2:00 p.m. to be held at 1 Dr. Carlton B. Goodlett Place, City Hall Room 305, San Francisco, CA 94102. Proposers are urged to read the entire proposal document and all addendums prior to the conference. The conference will begin on time and company representatives are urged to arrive on time. Agenda items already covered will not be repeated for the benefit of late arrivals. A sign-in sheet will be available at the meeting. All attendees should sign in to insure receipt of any notification of addenda or other information regarding this RFP.
