begin “Maple Caravan” long haul
mission across Canada
DEXTER - The 619th Transportation Company, an Army
Reserve unit out of Dexter, will
begin a long haul mission as part
of Exercise MAPLE CARAVAN
2015. During this training exercise the 619th TC will transport
Canadian Army equipment from
Canadian Forces Base Valcartier
to Canadian Forces Base Wainwright. This is the first time an
Army Reserve transportation
unit has conducted a long haul
mission across Canada.
Exercise MAPLE CARAVAN
15 will ultimately involve more
than 300 Army Reserve and National Guard Soldiers. During
the Exercise, which runs from

PINEWOOD DERBY - Sangerville’s Pack 61 Cub scouts held their 2015 Annual Pinewood Derby recently.
The scouts built 5 oz, 7 inch long pine cars from kits and raced them on the packs 30’ long gravity track.
Trophies for each Den as well as top 4 overall winners were awarded based on the averaged time of four
runs measured to 0.0001 seconds. Certificates and buttons were also awarded to the Scouts in 13 categories such as “Best Paint job” or “Most Patriotic Design.” The Judges panel this year consisted of local
Civic, Political, Religious and Academic leaders who had the hard choice of deciding the awards. Pictured

members recently heared from John Poole, owner of Rockin’ P Sporting Lodge & Cabins in Sebec. John shared his personal story at the
meeting of Kiwanis, explaining his plans to help homecoming veterans readjust to life at home by giving opportunities to enjoy the outof-doors with fishing, hunting, and birding activities.
The Poole family is in history books. John’s mother was born and
raised in the Rumford area, where John still has family. His ancestral
family member Luther Hoar is one of the original founders of the Lake
Settlement of Rangeley in 1815. John spent many of his younger years
growing up in Amity, just south of Houlton. His wife’s family is from
New Haven, Vermont. John described how he left Maine for 30 years
while in the military and then in the US Border Patrol. He brought
his family back and purchased the lodge and cabins about three years
ago.
John is licensed as a registered Maine guide and learned nearly
everything he knows about fishing from his mom. The family now
runs full-service hunting, fishing, ATVing, snowmobiling, and shooting sports, and offers a guide service and runs a restaurant. John explained he and his family are putting together plans to offer vets a
hunting retreat. It will be a chance for them to get outside and enjoy

Pine Tree Hospice’s Caring for Caregiver event
DOVER-FOXCROFT - “It’s All About You!” was held recently. This was a free event open to all personal
and professional caregivers, past and present, over 30 attendees had the opportunity to have a massage or
manicure; and to try reiki, guided meditation, B.E.S.T., acupuncture, cranio-sacral therapy and essential
oil therapy.
More than 20% of Maine households are impacted by caregiving responsibilities. This translates to one
in five Maine families coping with care for a disabled or chronically ill family member or friend. In the
United States 90% of long-term care is provided by unpaid caregivers. Many caregivers report having difficulty finding time for one’s self, managing stress, and balancing work and family responsibilities.
Pine Tree Hospice’s Caring for the Caregiver programs focus on addressing the needs of caregivers in
our community. So often, these individuals devote their time and energy to caring selflessly for another,
often sacrificing their own well-being. Caring for Caregivers events offer support, education and a little
pampering for these giving individuals.

11 new live webcams installed in Milo and Brownville
MILO/BROWNVILLE - The Three Rivers Community website has
gone live with 11 of 13 new planned webcams. So far, eight cameras
are in Milo, one is in Brownville, and two are on Schoodic Lake. In
the near future they will also be adding one near C&J’s in Milo, and
one downtown with a view of the Library and Town Hall.
The positions of the current cameras include: Trafton’s Falls, Veterans Memorial Park, Trask Insurance, Upper Main Street, Park
& Main Street, Park Street, Lower Sebec River, Upper Sebec River,
Main Road, and two on Schoodic Lake
The webcams are sponsored by Trask Insurance in Milo, and were
installed by Mike Russell of ProTech Solutions in Atkinson.

To the Editor:
At 5:00 PM on March 17th, my tenure as Milo Town Manager will come to an
end. What was done to me to bring this about should cause me to shake the dust
from my sandals, turn my back on Milo and just walk away. As a career professional
town manager, I cannot help but feel the weight of my position as I look back at this
Monday evening’s Town Meeting. Like any professional town manager, I care deeply
about the community I serve and the people who live there. So, here goes.
Two critical warrant articles were overwhelmingly defeated at Town Meeting, primarily because I was not allowed to speak to either of them, while individuals were
allowed to spend weeks attacking me and the issues with extreme misrepresentation
and hot button rhetoric that stopped a means of stabilizing the Town’s financial position, on a relatively long term basis, at an average cost much lower than any other
alternative.
Lynn Ricker’s letter to the editor on February 27th was an extreme misrepresentation of the facts. First, as Town Manager, I have ready access to the public information in the Assessor’s Records. Since 2007, Lynn Ricker’s taxes increased by 60%,
not doubled. However, if you look at why, you find out very quickly that she and her
husband renovated their home. As there was no building permit for the majority of
the work, the change in value was not picked up until 2009. If you back that value to
2007, and apply the tax rate at the time, you will find that the taxes not only did not
double, their property taxes dropped by 2.9%.
Due to the continued dis-investment in our community, and the allowance for properties to continue to deteriorate and be junked up, our property values are continuing
to drop. The result is a factored reassessment required by state mandate in 2015. The
taxes will remain very nearly the same, despite the fact that your assessed value will
drop, which means that the mil rate will sharply increase – by nearly 30%. Your property taxes are threatened by the Governor’s proposals, but our legislative delegation
has informed all of us Town Managers in Piscataquis County that he will be lucky to
get enough of a cut to affect Milo’s taxes by $100,000.00, not the $600,000 to $700,000
that the voters were led to believe.
The public works equipment needs to be purchased now at the interest rates the
Town can get this spring, not at the much higher interest rates that are just around
the corner. I will personally vouch for the need to replace each piece of equipment
that was proposed. The financing is by a commercial loan. In the State of Maine today,
a commercial loan to a governmental entity is known as a bond note. This equipment
is not proposed to be funded through the bond bank with the road work. Our equipment is falling apart and we have cut our road crew to bare minimum in the winter
season. One of our snow plow and equipment operators is also our mechanic. He is
increasingly in the garage repairing equipment instead of out keeping the roads open
in the winter and maintained in the summer. The $75,000.00 for the first year payments on the equipment loans was left in the budget, without approving the purchase
of the equipment. As written, this money will be thrown into equipment repairs for
equipment that will not deliver a fair return on the investment in the repair costs.
This makes no sense at all.
The road bond, in simple terms, is the only viable means of stabilizing the costs of
fixing the roads over the next ten to fifteen years. Interest rates, and the cost of paving, are going to spiral out of control to where local government cannot meet the cost
of providing these services. Interest rates for the bond issue will be at historic lows
that have not been seen in over fifty years. The cost of paving will be at the best prices
we will likely see again any time in the future. For two, possibly three construction
seasons, paving costs will likely stay at or below $ 100.00 a ton in Milo. This summer,
whoever wins the State paving contract for our area will be placing a portable asphalt
plant in the Gerrish pit behind the Milo Business Park. This will eliminate much of
the hauling cost in the paving price. To not do this now is to throw away a rare opportunity to save significant money.
Asphalt is one of the end products of refining crude oil. It constituted roughly fifty
percent (50%) of what was left after producing heating oil from heavy crude oil, the
vast majority of the oil refined in the United States since we began refining oil. We
have now changed over to refining almost entirely what is known as light sweet crude
oil of which only seven percent (7%) remains as asphalt. Supply and demand dictates
that there will not be enough to meet the need for continuing to pave roads in the
future, and the prices will go up substantially in coming years. There will be a huge
change in the way we surface our roads in the not too distant future. Milo cannot afford to have to do paving while this change over is taking place. By bringing our roads
up to a fifteen year repaving standard and having everything done by end of 2017, we
buy the time for the new technology to be implemented and costs to drop to the new
normal before Milo will have to do the roads again. We will avoid the high cost end
of asphalt paving and the extremely high cost of the new technology period. We are
also likely to avoid the cost of the major mistakes that will mark the first examples of
the new technologies while our country is struggling to find something that will work
and still be cost effective.
The bottom line on the road bond issue is that it clearly will save the Town of Milo
at least twice as much as it will cost to do it otherwise. It will also avoid some of the
most extreme costs that the evolving new technologies will otherwise force on local
governments who have not acted in a timely manner to deal with this.
If you see the logic in this, you need to understand that the Milo Board of Selectmen is quite demoralized by what happened at the Town Meeting. I doubt you will
see them attempt to bring this back to the voters for a second look. If you have come
to realize that you may have allowed misinformation to stampede you into voting
from fear of impacts that were simply not true, then you will need to approach the Milo
Select Board and ask them to try the bond issue one more time.
Fear of the unknown is used by people with vested and/or ideological interests to
cripple the will of the voters so as to not do what is in their own best interest to do. I
would suggest that, if you choose to do this, you will need to do this at the March 17th
Select Board Meeting as the timing to get into the Spring Bond Bank offering is barely
able to be met. Toni Reed from the Maine Municipal Bond Bank has confirmed that,
if they hear first thing on Wednesday morning March 18th that the Milo Select Board
has warned a revisiting of the bond issue for a Town Meeting as quickly as legally can
be held, the Bond Bank will hold the Town’s position in the bond issue for this Spring.
In my separation agreement with the Town of Milo, I have 100 hours of free management consultant time provided to the Town. I am prepared to help, because I do still
very much care about Milo’s future, but only if it comes from the voters, and only until
I take a new position elsewhere.
What you do with this is up to you. It is still your Town, and after March 17th, is no
longer in any sense my Town. Town Managers are simply the people who you pay to get
the job done and to tell you the inconvenient truths that do not always otherwise come
from local government. We are the people who hold that line in behalf of the public
interest in our individual communities, despite the personal prices we pay for doing so.
Thank you for allowing me to serve you as your Town Manager. Please understand
that I no longer have any dog in this fight, other than that I care about Milo and those
of you who choose to live here.

To the Editor:
This is in response to the Esteemed Governor LaPage’s proposed tax plan. First as to
sales tax of 5.5%: The Governor wants the visitors to our State to pay a higher amount
of the States bills hence lets increase the State’s sales tax to (6.5%). Sounds like a good
idea for the citizens. The funny thing is; there is no such thing as a visitor tax. They
pay for a week or two stay but when you really dig, not too deep, you find that we, who
live here all year, will be paying this increased tax all year long. Hummm, sounds like a
permanent tax increase on the citizens of Maine to me. What does it sound like to you?
As to getting rid of State Revenue Sharing; The Governor wants to do away with
revenue sharing all together and to pay for it, do away with the State income tax. Well
how does this help the person on a fixed income that does not pay State income tax and
owns a home? It does not; it forces the person to pay a higher property tax. In my home
town the revenue sharing goes against the expenditures and reduces the tax burden on
all of us, poor and better off alike. The tax commitment for 2014 here was $390,392.39.
If we take the SRS ($19,206.00) out of the equation then our tax commitment would be
$409,598.39. This is a permanent yearly increase not just a onetime deal. The property
owners will get stuck with the increased bill every year.
Now, as to tax exemptions; The States Valuation for Cambridge is $24,050,000.We
will come back to that later. The Homestead & Veteran’s exemption total for 2014 is
$1,162,940. The other 2014 exemptions, for the Cambridge Baptist Church ($135,269),
Cambridge Masonic Hall ($53,670), Cambridge Valley Grange ($59,342) and the Cambridge Historic Society ($14,089) total $262,370. The total 2014 exemption for the
Town of Cambridge property ($840,215) and the State of Maine property ($229,925) is
$1,070,140. Tree growth 2014 exemption is $789,943. These all add up to $3,285,393
dollars of tax exempt property value. This equals $64,393.70 of transferred tax revenue
that must be paid by the rest of us, the non-exempt. This transference of tax happens
every year. Is this really fair to anyone? No it is not. If some of the people on the delinquent tax list did not have to pay the transferred tax on top of their actual property
tax then maybe they could pay their taxes. The State needs to stop giving property tax
exemptions.
The Legislature and Governor still give the tree growth tax exemption to some land
owners for a tax break. I have one question. Why should I or anyone have to pay part
of the tax bill for large land owners or anyother? They own it make them pay the full
tax bill for it and give us all a real tax break! In the event that the State does not make
everyone pay their full property tax then take the exempt value ($3,285,393) off of the
total State value ($24,050,000) leaving us the taxable value at $20,764,607 and we do
all of our taxation on this amount and all of the other subsidies from the State will be
based only on the taxable value at 100%. Treat it as a TIF district. (You really don’t
want to know.) The non-taxable will be treated as if it did not exist for tax and subsidies purposes. Or the State could leave it up to the individual municipality as to allowing certain tax exemptions and accepting the additional tax burden onto themselves by
a vote of the legislative body (municipality’s citizens). The easiest answer is to do away
with all property tax exemptions.
Do you have a headache yet? It is all in the numbers. 0 sounds great until you find
out that your neighbors pick up your tab every year. Not so good for them.
Yes these numbers do not represent the low amount of exempt reimbursement from
the State, for that please follow along. Total property tax exempt is ($3,285,393), total
tax on exempt property is ($64,393.70) yes you are still responsible for this amount.
Now the State tax exemption reimbursements are, Tree growth, please excuse me
while I laugh/ cry at this one, ($4,293), the Veteran’s ($1,059), the Homestead ($10,803)
for a grand total of $16,155.That leaves the other property tax payers paying an additional $48,238.70 right!... Wrong, read on.
The Tree growth scheme (and it is just that a scheme) is the best deal. In Cambridge
we have 2960 acres the State values at $386,057 for a tax of $7,566, and the State
reimbursement is $4,293 leaving a tax transference of $3,273. Not bad, right? Wrong,
again. Sadly that is a smoke and mirror show. Here is the truth. In Cambridge we have
33 Tree growth lots that equals, 33 base lots@ $6,400 equaling $211,200 valuation and
the remaining 2927 acers x $400/acer (actual assessment) equals $1,170,800 valuation for a total of $1,382,000 valuation with a tax burden of $27,087.20. Subtract the
$4,293 reimbursement and you find that the true transferred tax from tree growth on
to other non-exempt property is $22,794.20. Again the truth is in the numbers.
Now we get to the bones of the matter, the full value of tax exempt property is

$3,877,450 with a tax of $75,998.02 minus the $16,155 reimbursement from the State and your left with
$59,843.02 of transferred taxes that we must pay. If everyone paid their true property tax burden then
we all would pay less.
Confusing; Yes. Why? You tell me and we will both know.
The real kicker is even some of the exempt property makes up for some of the transferred tax. How? You
had to ask. Augmented valuation will negate the homestead and veterans exemptions. Please don’t ask. I
can tell you how this is done but then I would have to hide for a while.
Only non-profits are truly exempt. The State dictates tree growth valuation and the Towns cannot
change it.
Our mil rate is $19.60 per $1,000 of valuation. Example $36,000 valuation is 36 x 19.6 equals $705.60
tax. Another way is $36,000 x .0196 equals $705.60 tax. In other towns the mil rate may be different.
When the Government wants to give something watch out because we all pay dearly in the end.

Right now money is considered ‘free speech’ and corporations are considered ‘persons’ for the purpose
of being allowed to spend unlimited money on elections. Supreme Court decisions dating back 100 years
have given corporations progressively more rights. The 2010 Citizens United decision made spending by
corporations on political campaigns the same as ‘free speech’ (and thus may not be restricted). Current
polls show that 80% of Americans oppose the Citizens United decision.
A Supreme Court decision can only be overturned by a Constitutional amendment, which must be written either by Congress or by a Constitutional convention made up of delegates from each state. Congress
has showna lack of will to write such an amendment, so the alternative is to attempt a Constitutional
convention. Legislation has been submittedin Augustawhich would, if passed, becomean official application from the state of Maine for a Constitutional convention to draft an amendment to the US Constitution saying that “Corporations are not people” and “Money is not speech.” This is a prime opportunity to
overturn /Citizens United/, to help reverse the trend toward more and more corporate domination of our

To the Editor:
After a month of persistent and crippling snowstorms, I do look forward to spring weather, green grass,
and flowers in bloom.
The advent of spring is also a great opportunity to turn over a new leaf on our dietary habits. In fact,
hundreds of communities welcome spring on March 20th with an observance of the Great American Meatout. Visitors are asked to go vegan, at least for the day, and to explore a healthy diet of vegetables, fresh
fruits, legumes, and grains.
This year’s 30th anniversary celebration of Meatout is particularly significant because of the massive
shift in America’s eating habits. “Meatless Monday” has been making huge advances in public schools,
universities, institutional cafeterias, and restaurants. The 2015 Dietary Guidelines Advisory Committee
is recommending reduced meat consumption. Stock market analysts are warning clients about potential
death of meat.
Almost 50% of the respondents in a special GlobalMeatNews poll said they had actively reduced their
meat consumption. Accordingly, per capita U.S. meat consumption has dropped by more than 10% since
2005.

Obituary
KEITH HARVEY HODSDON
DOVER-FOXCROFT - Keith Harvey Hodsdon, 86, died peacefully
with his family by his side on February 24, 2015 at the Mayo Regional Hospital. Keith was born in 1928 in Lynn, MA, the son of Harold
and Millie Hodsdon of Andover, Maine. A jack of all trades, Keith was
always busy on the family dairy, beef cattle, and vegetable farms, ski
areas, sporting camps or playing musical instruments. His quiet presence, gentle wisdom and fatherly guidance have impacted generations of young people who are following in his footsteps. In his words,
“Work hard, be honest, set a goal and find a way to do it. Don’t quit.
Keith was predeceased by his daughter, Allyson Hodsdon, his wife
Shirley Foote Hodsdon, his son, Joel Hodsdon, his grandson, Stephen
Bowers, his daughter-in-law, Patricia Byam, and his brother, Ray
Hodsdon of Charlottesville, Virginia. He is survived by his loving and
devoted wife, Norma Hodsdon, his children: Brenda and Bob Giles of
Morriston, FL, Jeffrey and Rachel Hodsdon of East Wilton, ME, Timothy Hodsdon and David Sanders of Denver, Colorado, Wayne and
Nanon Foote of Bangor, ME, and Gary and CJ Foote of Tamworth,
NH, twelve grandchildren, and ten great-grandchildren. He is survived by Norma’s children: Robyn and Percy McInnis of Bryant Pond,
Susan and Louis Dickson of Dresden, Tim Byam of Mahopac, NY,
Benjamin and Samantha Byam of Rumford Point, Barbara and Scott
Raymond of Parkman, and Jennifer and Robert Mains of Westbrook,
fourteen grandchildren and twelve great-grandchildren. A Graveside Service for Keith will be held at Woodlawn Cemetery in Andover,
ME on June 6, 2015 at 1:00 pm in conjunction with his brother Ray’s
service with a reception at the First Congregational Church in Andover. In lieu of flowers, donations can be made to Mahoosuc Land
Trust, P.O. Box 981, Bethel, Maine 04217.

DEXTER STUDENT PERFORMS NATIONAL ANTHEM - Rep. Ray Wallace (R Dexter) recently welcomed Sarah Vigue and her father Mark to the Maine State House, Thursday March 6. Sarah, a senior at
Dexter Regional High School, sang the National Anthem to the full Maine House of Representative at the
start of session and stayed throughout session serving as an honorary page.

he gained during his 30-year career. After retiring, he became
a consultant. John spent eight
months in Afghanistan working
as executive mentor to the Afghan border police, which is 25K
strong. He provided mentors for
their border patrol and customs
program, working on port of entry procedures, working with
generals and command staff. He
wrote a national training plan.
Afghani border police are really
soldiers, and the written plan
transitions them from being soldiers to becoming border agents
and gives them the tools they
need. He is currently preparing
to leave for Tajikistan, which has
a stable government based on a
Soviet makeup. There is in place
a stringent chain of command
that does not allow lateral communications; orders have to come
from the top down. Not very efficient. John will be teaching the
operations center management
and more effective communication operations. He views this as
a new adventure, in a part of the
world he’s never been to.

The skeleton crew will hold its second meeting at the Abbot Memorial Library in Dexter on Friday,
April 3 at noon. This meeting will give participants the opportunity to try Tai Chi/Chi Gung using Mark
Johnson’s Tai Chi for Beginners/Seniors. Johnson has studied with many Masters in China and the
United States and has been teaching Tai Chi for over 40 years.
Although many forms of exercise may aid in building bones, painless, gentle Tai Chi/Chi Gung movements have been used in conjunction with acupuncture as the foundation of medicine in China for centuries. Tai Chi/Chi Gung is popular still in China and now here in the United States. Besides helping
to build bones and heal the entire body, Tai Chi is valuable for improving balance, which is so critical for
preventing falls that can break bones. Fall prevention as people age is paramount to preserving health
and full participation in life.
The Skeleton Crew’s March meeting focused on nutrition using non-dairy calcium/mineral rich foods
for bone strengthening. A luncheon of bone soup with kale, cannellini hummus sandwiches, toasted almonds, figs, and herbal, bone-building tea was enjoyed by those in attendance.
Tai Chi is done in standing and sitting positions only. The attire is a pair of comfortable pants and
shirt. If you would like to attend the April meeting to learn about and try Tai Chi plus enjoy some bonebuilding refreshments, call Liz at 924-7292 for more information about participation.
