(LAWDA) has warned the
people against carrying out any
kind of construction within 200
metres of Dal Lake.
"The general public is asked
not to undertake any kind of
construction within 200 metres
from the lake or green belts.
Illegal
construction

undertaken be demolished by
the defaulter at his own level or
else the authority will be left
with no option but to demolish
the illegal structures so raised,"

encroachment removal drive in
the vicinity of holy Hazratbal
Shrine, situated on the western

Questioning the proprietary
claim of Kashmiri Pandits over
temples in Kashmir, a trust
headed by senior Congress
leader Karan Singh today asked
the community to abandon the
"negative and hostile attitude"
and support the various Hindu
trusts functioning in the Valley.
"It is most unfortunate that a
section of the Kashmiri Pandit
community has once again
raised the bogey of Hindu
shrines in the Valley...The
shrines located in Kashmir can
by no stretch of the imagination
be considered the property of
Kashmiri Pandits," President,
Jammu and Kashmir Dharmarth
Trust, Major General (Retd) R S
Jamwal said in a statement here.
He said after the exodus the
Kashmiri Pandit community
represented
a
minuscule
minority in the Valley and it
was the Dharmarth Trust that
fulfilled the responsibility of
managing these great shrines.
"After 1990, the Kashmiri
Pandit community virtually
disappeared from the Valley,
and it is to the credit of the
Dharmarth Trust that they
ensured that every temple under
their management remained
safe and operative during this
period," he said, adding "The
shrines are visited by lakhs of
Hindus from around the country
and abroad."

union minister of state in the
PMO, Dr Jitendra Singh had

AIIMs sanctioned for Kashmir
was actually meant for Jammu.

Singh had during his recent
meetings with the Prime
Minister and Union Finance

cash relief
NEW DELHI:
A day after New Delhi

now decided to enhance
monthly cash relief for
migrants KPs from May 1 this
year.
The move is being read to
keep KPs in 'good humour'some of whom were recently

with "homeland" protest.
With this announcement,

2500 as relief per soul from
May 1 maximum to Rs 10,000

RS passes bill on exchange of
territories with Bangladesh
NEW DELHI:
Rajya Sabha today unanimously passed a historic bill to make
operational the Land Boundary Agreement with Bangladesh that
provides for exchange of territories to settle the 41-year border
issue.
The Constitution 119th) Amendment Bill, which will allow
1974 India-Bangladesh Land Boundary agreement operational,
was passed with full support from 181 members. The bill will be

driving) and sections 337 and 338 IPC
(causing hurt by acts endangering life or
personal property of others), which prescribes
six months jail.
Besides, he was sentenced to undergo jail
for six months under sections 181 (driving
without licence) and 185 of Motor Vehicles
Act (drink driving).
Salman was found guilty under the Bombay
Prohibition Act under section 66 (a) and (b) for
which he received two months imprisonment
and fine of Rs 500. All sentences will run
concurrently.
The sessions judge rejected Salman's
contention that his driver Ashok Singh was at
the wheel at the time of accident and accepted
the prosecution's plea that the actor was drunk
while driving and also did not have a driving
licence.
"All charges have been proved against
you...What you have to say? the judge asked
Salman who was in the dock.
"I hold that you were driving the vehicle.
You were intoxicated. I also do not agree with
your plea that the person who had died had

Gharat said he did not agree with Salman's
argument that the mishap was an act of God.
"It was a serious offence and maximum
punishment should be awarded to the
accused," he said.
On the other hand, the actor's lawyer Srikant
Shivade said, "Salman's case was on a better
footing than the Alistair Pereira and Sanjeev
Nanda BMW cases in which more than 5
persons were killed. In the Alistair case, seven
people were killed and a bottle of liquor was
found in the car."
In keeping with an earlier direction of the
Bombay High Court, Salman had also
deposited Rs 19 lakh as compensation for the
victims in 2002 itself, said his lawyer. The
HC's order had come while hearing a PIL.
The lawyer further said that in 2007, the
actor had started Salman Khan Foundation and
an NGO 'Being Human' to serve the society.
He has done a lot of community service, his
lawyer said.
The lawyer appealed to the court to take a
"compassionate" view while awarding the
sentence.
In a related development, the court rejected
the plea of activist Santosh Daundkar seeking
action against the police for perjury (giving
false evidence under oath) for examining a
wrong set of doctors in the trial, thereby
delaying the process of justice.
He had also sought action against the police
for not examining a key witness - singer
Kamaal Khan, who was in the vehicle at the
time of mishap.
Dismissing Daundkar's plea as "frivolous",
the court imposed a cost of Rs 10,000 on the

condemning their termination order by State Mission
Director ICDS. Hundreds of

who have issued this unlawful and unjustified order for
termination of those who
were engaged in this Central
Sponsored Scheme and are
continuously working in
ICDS to make this nutrition

Dar condemned the State
Government particularly the
ICDS Minister who has started harassing and victimizing
the poor Anganwadi workers
and helpers by issuing termination orders with malafide

established in 1980 is running a school for Hearing
Handicapped children in an
evacuee property building at
Shahidi Chowk Jammu since
1981.
This was revealed by
Inderjeet Khajuria President
Samaj Kalyan Kendra in an
Executive Committee meeting of the Kendra to have a
monthly review on the working of the organization.
Continuing his address
Khajuria informed that
school was upgraded and recognized by the education
department to the level of
secondary school during
1995 and higher secondary
classes were added from
2012 on the directions of
Directorate of Education
recognition of which is
awaited. The school is providing totally free education
and technical training in two
trades. Besides free education uniforms and stationery
is also being provided to the
students by the school whenever available. Presently 84
boys and girl students are
studying in the school. So far
85 students of which 44 are
girls have passed 10th class
and 12 students have passed
12th class of which 8 are
girls. Four of the passed out
students of our school have
entered into government
service of which 3 are male
and one female.
Efforts are in progress to get
further employment to the
passed out students against 1
% quota for Dumb and Deaf.

Jammu Municipal Corporation (JMC) today becomes unconscious; while working in ongoing sanitation drive. As per
press release, Rakesh Kumar son of Danila was fainted due to

in the matter.
Strongly condemning the
gruesome murder the JKPCC
Chief Spokesman Ravinder
Sharma said that the inputs of
the preliminary investigations
appearing in the media indicate
a very alarming situation of the
law and order. Such incidents
totally shatter the confidence of
the people in the prevailing
conditions in the society.
In view of the motives
behind the incident and the
gruesome manner of the crime,
it requires a high level independent probe to bring the culprits to exemplary punishment,
he added.
The Pradesh Congress

Won't accept J&K converting to
Muslim State : Panun Kashmir

over what it alleged as deteriorating internal security environment for the small numbers of Hindus living in
Kashmir valley particularly
after public opposition of
Pakistan to the return of
Hindus of Kashmir to

Raina said it has no doubt that
a gearing up of the entire infrastructure of the genocidal
enterprise, the masters, perpe-
trators and collaborators, who
had embarked upon the operation of cleansing Kashmir of its
Hindu population to Islamize it
irreversibly and totally, is taking place in Kashmir.
Leaders said, "PK also
watched with shock and disbelief the meek and apologetic response of the central
government to the Pakistan's

the return of internally displaced Kashmiri Hindus."

conversion of Jammu and

Muslim state. Concepts of
townships or colonies for
Kashmir Hindus in Kashmir
valley are not only ridiculous
but also sinister because they
actually envisage pushing the
victims of genocide back into
the grasp of the perpetrators
of genocide, leaders said.

return of Hindus of Kashmir
is possible to Kashmir valley
unless a centrally administered Union Territory is
carved out to the north and
east of river Jhelum in
Kashmir Valley for rehabilitating them.
WEF concerned over spurt in crime against women

The Women Empowerment
Forum (WEF) has expressed
dismay over the spurt in the
crime against women especially rape and murder, and condemned the state government
for turning mute spectator to
deterioration in law and order
situation vis-à-vis softer sex.
Addressing a Meeting here
today, WEF president Dr
Anuradha Goswami said,
"Recent gruesome killing of
nursing student has exposed
the chinks in the system which
has no safeguards for the softer
sex. The criminals are at their
free will to kidnap, rape and
murder the women in Jammu
and Kashmir whereas, the law
enforcing agencies are least
worried about such incidents.
She said it was shocking that
there was not even a single
political party or any social
organization which has come
forward to condemned the
heinous crimes against women.
Shockingly, the State Women
Commission (SWC) also exists
only on papers and not doing
anything for mitigating the sufferings of the women folk, she
lamented. She emphasized on
the need to evolve a collective
approach to tackle such things
and also to pull up the law
enforcing agencies so that
criminals who are roaming
freely shall be brought under
check. The WEF president also
sought the intervention of
Governor N N Vohra and the
First Lady Mrs Usha Vohra to
take cognizance of the same
and ask the government about
its slackness to handle the
cases of crime against women.

Social Welfare Department
Reasi organized an awareness
camp at Porha Kotla, Reasi
today. The awareness camp
was an effort to provide
benefits of various schemes
run by department at the door
step of people and to
familiarize the public with
various social welfare
schemes being implemented
by the department.
The camp was attended by a
large number of locals

sarpanches,
panches, prominent citizens,
Asha workers, Anganwadi
workers, school teachers and
students.
During the camp the
medical team led by BMO

SRINAGAR: Two residential houses and a shop were damaged in
three separate incidents across the valley. Firstly, a fire broke out
in the joint house of Ghulam Hassan Thoker and Mohammad

of Shappora Loher, Kokernag resulting in complete damage to

Kupper alongwith their parents today protested against PHE
Department. The protestors raised slogans against the PHE for not

not
tinker
with
B'desh
border
deal
must build consensus on real estate Bill
I
t is heartening that the Government has reached out to
all parties to build consensus on the Real Estate
(Regulation and Development Bill), 2013, and may
even consider a demand by some Rajya Sabha members to
send it to a select committee. The Bill has been on the verge
of becoming a political hotspot ever since Congress vice
president Rahul Gandhi tried using it as a springboard to
reach out to the middle-class votebank. On Saturday, he
told the public that he had learnt it was not just the farmers
and the rural poor who had 'land issues' but also that the
middle classes were under pressure.
Then he went on to list the many problems faced by
prospective homeowners - these may have been a
revelation to the Congress scion but were as stale as
yesterday's newspapers to the public - and finally, surmised
that the real estate Bill, as amended by the Modi
Government, was "pro-builder" and "anti-buyer".
Remember that the problems faced by prospective
homeowners today did not emerge in this past year alone.
This sector has been a cesspool of black money and land
sharks for several years and it is the Congress that has been
at the helm for much of that time. Yet, it was only in 2013,
at the fag end of its second tenure, that the Congress-led
UPA regime brought the real estate Bill which seeks to
regulate the sector.
The voting public, of course, sees through this political
gimmick; however, the problem is that Mr Gandhi's
weekend grandstanding has seemingly prompted his party
colleagues to harden their positions on the issue. Hence,
there is now the possibility that the real estate Bill may
become yet another victim of a combative Opposition's
obstructionist ways. The onus is on the Government to
bring the Opposition on board. It must take the lead in
explaining to parliamentarians, and the public at large, why
the amendments it has made to the real estate Bill do not
weaken the law but make it more practicable.
The big bone of contention here is the escrow account
provision. The original Bill mandated that builders deposit
70 per cent of the money, that they collect from buyers, into
a separate bank account, which can only be used to meet
the construction expenses of the ongoing project. This was
to ensure that builders don't divert funds from one
incomplete project to another, leaving buyers in the lurch.
However, the Modi Government has brought down the 70
per cent requirement to 50 per cent. The Opposition claims
that this hurts the interests of the buyer. It would be correct,
only if it assumes that the cost of construction is 70 per cent
and the cost of land 30 per cent.
However, if the equation is changed - the cost of
construction dips and the cost of land rises, as may be the
case in commercial properties in prime locations - then the
funds in the escrow account will sit unused. This will
necessitate external financing and increase the price of the
project. Notably, the UPA's version did not include
commercial properties which the current Bill does. Other
problematic areas include the amendment allowing
builders to make 'minor alterations' in the sanctioned plan
without permission from two-thirds of the buyers and the
supposed weakening of the appellate body of the proposed
real estate regulator. These issues can, and should be,
resolved amicably.
Civilisational
connections
Modi's Buddhist pitch is not just

diplomatic PR
hile other empires were built by kings and
soldiers who conquered vast swathes of
territory, the Indian civilisational empire, it can
be said, has been raised by saints and seers who found a
place in our souls. Unfortunately, in the recent past, India
has failed to acknowledge, leave alone develop, those
spiritual ties of yore with its friends and neighbours. This is
partly the result of the misguided policy perspectives of
some post-Independence leaders, who confused secularism
with irreligiosity, (if not willfully undermined it through
minority appeasement), and also partly the result of the
public's own detachment from its civilisational history. It is
against this backdrop that Prime Minister Narendra Modi's
heartfelt address on Buddha Poornima, highlighting Lord
Buddha's relevance in the contemporary world, must be
viewed.
This is the first time in recent memory that Buddha
Poornima has been celebrated on such a massive scale by
the Government with a message for audiences abroad and
at home. In the first case, Mr Modi's Buddhist pitch reaches
out to our South Asian neighbours such as Sri Lanka, Nepal
and Bhutan, and our friends across Asia, from Cambodia,
Laos, Thailand and Myanmar to China, South Korea,
Japan, Vietnam, Singapore and Mongolia. It highlights
India's civilisational connect with these countries and its
undisputed position as an Asian powerhouse. Hopefully,
these efforts to underline India's soft power will bring in,
apart from more tourists, also diplomatic leverages in the
years ahead.
Those who have sought to dismiss the Buddha Poornima
speech as publicity gimmick for Mr Modi's upcoming
China trip, should keep in mind that Buddhism has been an
important leitmotif of Mr Modi's diplomacy. In Japan last
year, he prayed at the Toji and Kinkakuji Buddhist temples,
and in Sri Lanka this March, he addressed Buddhist monks
at Colombo's Mahabodhi Temple and worshipped the
Mahabodhi tree in Anuradhapura. In China, later this
month, he is expected to visit the Great Wild Goose
pagoda, dedicated to famous Buddhist pilgrim Huen Tsang.
On the domestic front, the speech marks a rare outreach to
the Buddhist community which, though tiny, is still about
eight million-strong. Moreover, after centuries of decline,
Buddhism is on the rise in the land of its birth, primarily
due to the migration of Tibetan Buddhists and the
conversion of Hindu Dalits.

agreement, the NDA is going for short-term gains and
losing the long-term perspective, says Gautam Sen.
he Union Cabinet has cleared a Constitution

amendment bill on a modified land boundary
agreement with Bangladesh, excluding the exchange
of enclaves and territories in adverse possession in the
Assam segment.
Bangladesh's Minister of State for Foreign Affairs
Mohammad Shahriar Alam is reported tohavestated to
themedia that Dhaka is not yet clear on this issue. It is clear
that political compulsions of the Bharatiya Janata Party
which dominates the National Democratic Alliance
government,inthe context of the assembly elections in
Assam next year, has driven the government to decide
against an LBA as it has been originally framed to
encompass the entire India-Bangladesh border. The BJP
does not want to be seen as compromising on surrender of
excess Indian land in Assam to Bangladesh.
Sheikh Hasina's Awami League-lead Bangladesh
government has been staving off serious political challenges
from the communal Jamaat-e-Islami and its ally, Begum
Khaleda Zia's Bangladesh National Party over the past few
years. With the Teesta River waters-sharing still to be
formally agreed upon and the BNP bandying it as a major
failure of the government, a successful LBA in its original
form would be politically convenient Hasina.
The NDA government should heed wiser counsel and
formally conclude the original LBA, actually having its
genesis in the Indira Gandhi-Mujib Rehman agreement of
1974 without any further delay. The LBA is in India's
overall interest and a parliamentary standing committee on
external affairs had unanimously recommended its early
finalization in December 2014.
The LBA will bring about more stability to IndiaBangladesh bilateral relations and strengthen the friendly
Hasina government. Above all, such an agreement will
contribute towards economic development of the enclaves,
adjacent border areas and bring about a sea change in the
lives of both Indians and Bangladeshi residents with
provision of basic minimum services to them and back-up
the law enforcement apparatus, practically non-existent at
present.
Some compensatory economic measures will be required in
Assam and West Bengal for Indian citizens of the enclaves
which will pass on to Bangladesh. The West Bengal
government has already hinted on its willingness to take on
such a burden. Adjustment for some of the Bangladeshi
citizens who prefer to stay on in the enclaves, which
eventually get assimilated in India would also be required.
The number involved would be a few thousands only and
the territorial content will not be large.
The Congress-lead Assam government of Tarun Gogoi is
already committed to the LBA. Gogoi was part of United
Progressive Alliance Prime Minister Manmohan Singh's
official delegation to Bangladesh which agreed to the draft
content of the LBA in September 2011.
It will be politically expedient for the NDA government to
push through the LBA in its present form, without truncating
it well before the Assam elections. West Bengal will also go
to its assembly polls next year. Before competing political
stances bedevil the environment, it will be prudent and in
the country's long-term interest of beneficial bilateral
relations to put the LBA in the statute book of India's
international treaties. The impact of accommodating a few
thousand Indian citizens of the Bangladeshi enclaves will
not be very high. The BJP and the NDA should be able to
manoeuvre the political situation in Assam in its favour
when its government steps in with an economic resettlement
package and adjustment of Bangladeshis who prefer stay on
and assume Indian citizenship.
Political will and foresight on the part of New Delhi will be
of the essence. From the regional geo-political perspective,
in the interest of security of India's north-east, as well as
facilitating the NDA government's 'Act East Policy', stable
and cooperative India-Bangladesh relations will be
necessary.
The Hasina government has already facilitated many of
India's infrastructural projects in the north-east by enabling
road and riverine transport from mainland India through
Bangladesh. A perceptibly better security scenario prevails
in the north-east over the past 5-6 years, owing to Dhaka`s
networked action in concert with the government of India's
security agencies in controlling militants operating against
India.
A comprehensive LBA will only reinforce bilateral relations
and earn goodwill for India in Bangladesh. The LBA will
help control illegitimate movements to and from Indian
territory in places where enclaves and territories in adverse
possession are located. The scope of using these places as
hideouts of inter-state criminals will be reduced. Border
management can consequently be upgraded.
Finally from the administrative angle implementing the
exchange process is a feasible proposition. In fact, the
directors land records and survey of West Bengal and
Bangladesh are ready since 2011 to execute the enclave
exchange process as is evident from the India-Bangladesh
joint protocol of September 2011. There should not be any
intractable problem on the Assam side in finalising the
cadastral maps pertinent to the land transfer there.

drink unprocessed water
that, apart from containing
toxic impurities, also has
traces of human and
animal waste. This needs
to change

in an unsustainable,
polluting world. Clean air,
water, flora, fauna, nontoxic vegetables, poultry,
milk and meat are all going
scarce.
Safe food is
becoming expensive and
unaffordable, not only for
the poor but also a vast
majority of the population.
In a TV show recently, one
of the world's richest men
and the co-founder of
Microsoft, Mr Bill Gates
drank processed sewage
water and underlined a
pertinent message to the
world: Sewage is bad. It
causes a lot of diseases
because people don't have
good sanitation systems.
The omniprocessor machine
that Mr Gates was
promoting converts sewage
water into drinking water. It
can also help increase the
availability of potable
water. There is no denying
that more than two billion
poor people around the
world have no other option
but to drink unprocessed
water that, apart from
having toxic impurities, has
traces of raw human and
animal waste.
The poor people are faced
with Hobson's choice: They
cannot afford to buy

processed water but by
drinking dirty water, they
can get fatal infections.
Alas! there is no easy
solution to the most
complex issue of human
survival in a rapidly
becoming unsustainable
world. If immediate
measures are not taken to
prevent the deterioration of
the environment, buying
oxygen cylinders may
become a reality.
Many people suffer from
food poisoning from toxic
vegetables and fruits and
hormone-injected meat and
fish. Heavy use of
insecticides, pesticides,
chemical
fertilisers,
unhealthy agrarian practices
and hazardous environment
are the cause of many health
issues.
Environmental
deterioration leads to
climate change and frequent
natural calamities.
A recent report by the
United Nations World Water
Development discusses how
water is inextricably linked
to economic, social and
environmental aspects of
sustainable living. Though
more than 2.3 billion people
in the world have gained
access to drinking water
between 1990 to 2010, still
about 748 million people
are deprived of potable
water.
The report further states that
the world's slum population
is expected to reach nearly
900 million by 2020. And an
annual investment of $53
billion for a five-year period
will be required for
universal provision of
access to water and
sanitation facilities. The UN
water report will be
discussed at the 69th session
of the UN General
Assembly. The discussion
will focus on finding
solutions to the increasing
competition for water
between water uses and
water users. Inter-State,
inter-regional international
water
conflicts
and
confrontations are going to
increase in the future.
The report gives valuable
insight
into
water
management and water
governance. It states that
provision of drinking water
is essential for poverty
reduction, inclusive growth,
improved health, food and
energy security, urban and
rural livelihood and better
agrarian practices. Fresh
water resources are to be
equitably governed. New
technological solutions like
the sewage water converter
can help enhance the
availability of drinking
water, but affordability of
the processed water by the
vast majority of the people
is a critical issue.
What is more important is
that the Government, in
collaboration with private
enterprises,
nonGovernment organisations,
community leaders and
villagers, work towards the
preservation
of
the
ecological systems, the flora
and the fauna. They should
de-pollute and clean the
water bodies. There should
also be an increase in the
availability of pure air,
water, food and
sustainable environment.
Water
harvesting,
wastewater re-use, water
efficient power plant
cooling systems, increasing
capacity of wind, solar and
geothermal energy are the
key determinants of a
sustainable water policy for
the future. By 2030, the
world is projected to face a
40 per cent global water
deficit when population
grows to 9.1 billion by 2050
with an urban population of
6.3 billion. Collaboration
between natural resource
managers and health,
agriculture and industry is
essential to bring an
appropriate
policy
formulation.
India has only four per cent
of the world's renewable
water resources with more
than 18 per cent of the
world's population and 2.4
per cent of the world's land
area. As the country is
affected by frequent floods
and droughts, there is a
possibility of deepening
water conflicts. Access to
water for sanitation and
hygiene and lack of sewage
treatment are serious
national problems. A
holistic
and
interdisciplinary approach to
address
water-related
problems is the need of
hour. Comprehensive water
policy and legislation for
optimum development of
inter-State rivers and river
valleys will ensure scientific
planning of land and water
resources.

West's old enemy is
China's new friend

iven its troubles in Tibet, China is officially opposed to
separatist movements. But that hasn't prevented Beijing
from cosying up to an isolated Russia, post-Crimea
The turmoil in Ukraine began in late 2013 and the situation has
remained tensed ever since. While the West has increasingly
showed its discontent with Russian intervention in Crimea,
China has maintained a well calculated distance from the crisis,
considering its stake in both Europe and Russia. China's
diplomacy is focussed on making all encompassing progress in
the 'belt and road' initiatives. In this regard, promotion of
connectivity, building corridors for overland economic
activities and pillars of maritime cooperation tops the list of its
priorities. Cordial relations with Europe thus become important
from the point of building the 'road' initiative. However, at the
same time, Russia is an important strategic partner for China. In
fact, sanctions against Russia have given China, an opportunity
to make the best deals in terms of procuring resources from
Russia. As James DJ Brown of the Temple University, Japan,
puts it: "Current US policy on the Ukraine crisis is driving
Russia into China's embrace". So, if there is one country which
has actually gained economically from the Ukraine crisis, it is
China.
However, the present situation also places China in a diplomatic
bind. A strong proponent of the absolute nature of sovereignty,
it does not support separatist movements. More significantly,
the Constitution of China underscores its policy of noninterference in the internal affairs of other states. Russia's use of
a referendum to break Crimea away from Ukraine contradicts
this fundamental tenet of Chinese foreign policy. China
obviously will not want the precedent set by the Crimean
referendum to be repeated in its own disputes, be it with Tibet,
Xinjiang or Taiwan. In general, what we see is a cautious and
neutral China which has maintained a restrained approach on
the crisis.
While Russia and China may not be best of friends, what brings
the two powers together at this time is mutual need and
prospects of gain. Sanctions have exposed the EU and Russia,
in terms of energy and technology exchange between the two.
While Russia is in search of new markets after Western

by the Speaker on the same.
The time limit could be one or

should be sent back from the
Standing Committee," he said.
Asserting that every bill is
referred to a Standing
Committee first, Kharge said
the government has violated all
parliamentary procedures with

Anti-corruption amendment bill to

Wednesday hit out at Modi
government for the punitive

NGOs, saying those who act

US Ambassador Richard

government last month had

9,000 such entities for violation

Foundation has also been put
on the 'watch list' by the
Home Ministry, which
directed that funds coming
from the international donor
should not be released by any
bank to any Indian NGO
without mandatory permission from it. The government
had also barred Greenpeace
India from receiving foreign
funds with immediate effect.
Noting that it was natural
to have areas of disagreement
between the two countries,
he said he was looking forward to some tough discussions with India on certain
issues, indicating that action
against NGOs may be one of
them.
"I also know there will be
times when we disagree, and
I look forward to those conversations, too. Yes, I look
forward to the tough discussions because my argument
is not that our two sovereign
countries must be exactly the
same," he said.
After the Ford Foundation
was put on the watch list, the
US State Department had
protested and the issue was
also reportedly raised by

the ambassador said: "I read
with some concern the recent
press reports on challenges

India."

Verma said that during his
tenure he hoped to find

On Tuesday, the government
said
the
Ford
Foundation had funded some
NGOs which are not registered under the provisions of
the Foreign Contribution
(Regulation) Act (FCRA),
2010, as well as the Sabrang
Trust which is linked to
activist Teesta Setalvad.
"There are inputs from
security agencies that some
amounts have been credited
from Ford Foundation to
some NGOs which are not
registered under the provisions of FCRA, 2010,"
Minister of State for Home
Affairs Kiren Rijiju told the
Lok Sabha.
"Hence, to keep a watch on
such recipients, the credits
from Ford Foundation have
been put under prior permission category under FCRA,
2010," he added. Last month,
the government put international donor Ford Foundation
on the watchlist for funding
organisations not registered
under the FCRA.
Verma said that in the
world of today "a great deal
of the search for the refinements that can improve our
governments is undertaken
by civil society organisations".
He said President Barack
Obama had convened members of the international community on the margins of the
UN General Assembly in
2013 to launch the Stand
with Civil Society Agenda.
The objectives were "to
improve the policy environment for civil society organisations in various countries
around the world; coordinate
diplomatic
actions
in
response to restrictions on
civil society; and to develop
innovative mechanisms for
providing civil society organisations with technical and
financial support".
Verma said the US and
India are collaborating on a
variety of healthcare issues.
He said epidemiologists
from the US and Indian
Centers for Disease Control
are working together on the
India Epidemic Intelligence
Service Programme and may
have found the source of the
disease that was killing many
children
in
Bihar's
Muzaffarpur district.
Health agencies of both
sides were also collaborating
to find a vaccine for
rotavirus.
He said after Obama's visit
and that of several top officials, the two sides are
engaging on more than 70
initiatives, "everything from
space to vaccines".
These include "launching a
civil nuclear contact group
that moved us past some of
the obstacles that had stalled
progress for years; restarting
the trade policy forum to
address intellectual property
and food security issues;

New Delhi: There is no mechanism as of now to forecast earthquakes but all aspects are monitored

Why govt not working on ways to

He added that the concerns raised by the states
have been addressed to the

issues still remain, they can
be taken up later. He said
the Bill will be put to vote
after the Finance Minister
replies.
Regarding the Bill to
operationalise the land
boundary agreement with
Bangladesh, Naidu again
assured that "it was in the
nation's interest".
"Our boundary will be
secured, fencing will be
done with Bangladesh and
there will be no further
infiltration. The road distance between India and
Bangladesh will also be
reduced and good ties will
be maintained... We decided
to accept Congress's suggestion of including Assam
in the agreement, after it
initially opposed it," he
said.
Asked to comment on
Congress's threat to stage a
walkout during the passage
of the GST Bill, Naidu said,
"I earnestly hope they will
understand the need for a
tax reform Bill and will support it."

'Goodwill Operation' employs
10 Kashmiri youth

Amid outcry created by the
new dispensation's new job
policy, the army continues to
provide employment to
Kashmiri youth under its
much-touted
'Goodwill
Operation'.
The defence spokesman said
that army provided employment to a group of ten youth.
"These youth have been provided employment under
Project Aasra-an initiative
under Sadhbhavana Project
of Chinar Corps," defence
spokesman NN Joshi said in
a statement.
"The youth," Joshi said, "are
being employed by Safe
Express, a logistics compa-
ny."
He said the youth will be
trained for three months at
Indore, where they will be
provided with "free food,
accommodation, training and
stipend of Rs 2500".
"After successful training,"
he said, "the youth would be
given employment starting
form Rs 15000/- in logistics
based companies."
It is second batch under
Aasra Project, he said, and
youth were selected by
Boniyar (Baramulla) camped

workshop on CBCS

inaugurated a Workshop on
Choice Based Credit System
(CBCS), organized by the
Central
University
of
Kashmir (CUK) in collaboration with University Grants
Commission (UGC), at the
Sher-i-Kashmir International
Conference Centre (SKICC).
The Governor who is the
Chancellor of the State
Universities, highlighted the
need and high importance of
experienced and well qualified faculties being available
for teaching the required
range of subjects to enable
the success of the CBCS
within and between the
Universities. He said that
while CBCS has been introduced in the State at the Post
Graduate levels there are still
many issues on which UGC's
support is required to make
CBCS meaningfully operational. The Governor hoped
that the discussions at the
Workshop would enable satisfactory solutions being
found for the several outstanding issues relating to the
implementation of CBCS and
Credit Framework for Skill
Development (CFSD).

Commission, for finding
time to visit Kashmir the
Governor hoped that in the
ensuing discussions during

High density root stockings to
be imported from Europe: Veeri
SRINAGAR, MAY 6
Minister for Horticulture,
Abdul Rehman Veeri has said
the government has earmarked a budgetary provision of Rs 150 crore for
development of horticulture
sector in the State. He said
high density fruit plants and
root stockings would be
imported from European
countries to boost fruit production.
This was stated by the
Minister during a meeting
with the representatives of
Kashmir
Valley
Fruit
Growers
&
Dealers
Association (KVFGDA) here
on Wednesday.

presidents of Fruit Growers
and Dealers Associations of
all districts attended the
meeting.
Veeri said the horticulture is
the mainstay of the States'
economy and government is
making all out efforts to
boost the fruit production by
initiating several innovative
measures. He said soil testing
laboratories would be setup
in each district and scrutiny
of pesticides, fungicides and
fertilizers would be ensured
so that penetration of substandard material is checked.
He said the government has
already taken several measures to curb the menace of
spurious pesticides and fertilizers in the markets.
"Enforcement wing of the
Horticulture Department has
been strengthened and vested
with more powers to control
and check the sale and purchase of spurious pesticides,
fungicides and fertilizers", he
said and warned that any
dealer found selling spurious
pesticides and fertilizers
would be dealt with stringently.
The Minister said cold storage facility would be provided in the districts adding that
steps have already been taken
to expand fruit and vegetables mandis in all districts.
He said measures for upgradation of Fruit Mandis at
Sopore, Pulwama, Pampore
and Narwal have already
been initiated while as development of several fruit and
vegetable markets including
Jabalpora are apace and
would be completed within
stipulated time.
Responding to the demands
of the Association, the
Minister said the government
has approached the Centre
for flood relief package
adding once funds are
released, the same would be
provided to the affected fruit
growers across the State.
The Minister said the issues
regarding extension of loan
recovery period besides
waiving off interest on
advances would be taken up
with concerned authorities.
For providing adequate and
timely transport facility to
fruit growers for dispatching
their fruit crop outside the
state, the necessary steps are
also being taken.
Seeking the cooperation of
fruit growers for development of horticulture sector,
the Minister said that Jammu
and Kashmir has immense
horticulture potential and to
give this sector a boost we
need to work collectively.
Kohli for streamlining traffic in Srinagar
SRINAGAR, MAY 6
Minister for Transport Abdul Gani Kohli
today directed the officers to take necessary
steps for ensuring decongestion of the
Srinagar city to facilitate smooth traffic
movement. He also directed the concerned
authorities to launch a drive against overcharging and overloading.
The Minister was addressing officers in a
meeting convened to discuss various issues of
the traffic department.
The Minister stressed upon the officers of the
National Highway Authority to speed up the
pace of work on Srinagar-Jammu highway as
the dilapidated condition of the road is causing immense inconvenience to the com-
muters. He also called for fast-tracking the
leftover work on the national highway.
The Minister also called for taking necessary
and corrective measures to check the menace
of overcharging and overloading. He said a
proper mechanism should be put in place to
check such malpractices.

Week after being set
ablaze, woman dies
Srinagar
A woman set ablaze allegedly by her husband in Khanqahe-Maula area of Srinagar died of burn injuries, hospital
sources confirmed to Greater Kashmir on Wednesday.
38-year-old Manzeela had received severe burn injuries after
her husband allegedly sprinkled kerosene oil on her and set
her on fire more than a week ago.
She was immediately evacuated to SMHS hospital in
Srinagar where doctors had said that her chances of survival
were bleak as she had suffered 90 per cent burn injuries.
Police said that Manzeela would often fight with her husband because of his drinking habits and that he wouldn't do
any work.
Mazeela, sources said, breathed her last today even as the
doctors tried their best to treat her.

LIC acquires
NMDC shares
worth over Rs

New Delhi: State-owned
iron ore miner NMDC on
Wednesday
said

Insurance Corporation of
India (LIC) has acquired
almost 8 crore of its shares
shares worth over Rs 1,116
crore in a market purchase.
In a BSE filing, NMDC
said the country's largest
insurer
has
acquired
7,98,39,172 shares or 2.013
per cent stake in the firm in a
market purchase through various brokers worth over Rs
1,116.17 crore on April 11,
2015. Post the share purchase, LIC's stake in NMDC
has risen to 10.124 per cent
from 8.111 per cent, it added.
The NMDC scrip was
trading down by 3.18 per
cent at Rs 131 on the BSE.

looking to monetise
tower assets

Reliance
Communications Ltd said on
Wednesday it had invited
proposals from investment
banks to monetise assets of
the company`s tower unit,
Reliance Infratel, within the
year ending March 2016.
The country`s number
four telecom operator, which
had a net debt burden of
close to $6 billion at the end
of 2014, has been looking to
divest assets to reduce debt
levels and focus on its core
business. An English daily
had reported earlier that the
company, controlled by billionaire Anil Ambani, was
looking to sell a majority
stake in Reliance Infratel at a
valuation of up to 250 billion
rupees ($3.94 billion).

Core infra growth loses steam,
falls to 3.5% in 2014-15
New Delhi: Crude oil,
natural gas, refinery products, fertiliser and steel have
contributed to the lower
growth of eight core infrastructure sectors in 2014-15,
Parliament was informed on
Wednesday.
Growth of the eight sectors slowed to 3.5 per cent
in 2014-15 compared with
4.2 per cent in the previous
fiscal. "Crude oil, natural
gas, refinery products, fertiliser and steel have contributed to the lower growth
in overall index during
April-March
2014-15,"

recorded a negative growth

accidents," she said. She
attributed the decline in production of steel to procedural and infrastructural bottlenecks faced by the industry.
"Production of fertiliser

materials of phosphoric
acid," she added. The
Minister said the government is taking steps to
revive production in these
industries, which include
measures relating to policy,
procedures,
improving
infrastructure and ensuring
availability of required

Agreement) negotiations.

Coal scam: Jindal, Koda, 13
others summoned as accused
New Delhi: Congress leader and
industrialist Naveen Jindal and 14 others, including former Minister of State
for Coal Dasari Narayan Rao and exJharkhand Chief Minister Madhu
Koda, were Wednesday summoned as
accused by a Special court in the
Jharkhand's Amarkonda Murgadangal
coal block allocation scam case.
Special CBI Judge Bharat Parashar
directed all the accused, including five
firms, to appear before his court on
May 22. The court summoned them for
alleged offences punishable under sections 120-B (criminal conspiracy), 420
(cheating) and 409 (criminal breach of
trust by public servant) of the IPC and
under the provisions of the Prevention
of Corruption Act.
Besides Jindal, Rao and Koda, the
other seven individual accused summoned by the court are former coal secretary H C Gupta and six others -- Gyan
Swaroop Garg, Suresh Singhal, Rajeev
Jain, Girish Kumar Suneja, R K Saraf
and K Ramakrishna Prasad.
The five firms which have been summoned as accused in the case are JSPL,
Jindal Realty Pvt Ltd, Gagan
Infraenergy Ltd, New Delhi Exim Pvt
Ltd and Soubhagya Media Ltd.
The court summoned them as
accused after taking cognizance of the
CBI charge sheet.
"I am summoning all the 15 accused
under sections 120-B, 420 and 409 of
the IPC read with 13(1)(c) and 13(1)(d)
(criminal misconduct by a public servant) of the Prevention of Corruption
Act(PCA)," the judge said.
The CBI had chargesheeted all the
accused for the offences of 120-B read
with 420 of the IPC and section 13(2)
(punishment for public servant committing criminal misconduct) read with
13(1)(d) of PCA.
While pronouncing the order, the
court said Naveen Jindal, Suneja, Saraf,
JSPL and Gagan Infraenergy Ltd were
being summoned on substantive
offence of cheating while Rao and
Gupta have been summoned for sub-
stantive offences under section 409 of
the IPC and 13(1)(c) and 13(1)(d) of
PCA.
The court said that it was summoning
Koda for substantive offence under section 13(1)(d) of PCA.
CBI had on April 29 filed the charge
sheet filed in the case relating to
alleged irregularities in allocation of
Amarkonda Murgadangal coal block in
Jharkhand's Birbhum district in 2008 to
Jindal Group firms -- Jindal Steel and
Power Ltd (JSPL) and Gagan Sponge
Iron Pvt Ltd (GSIPL).
Court had on April 30 fixed the matter for today for considering the charge
sheet. CBI has alleged in the charge
sheet that Jindal group firms had misrepresented facts to acquire the coal
block in 2008. In its FIR lodged in the
case, CBI had alleged that Jindal group
was shown favour by the Jharkhand
Government which had dropped other
firms from its recommendation for
allocation of coal block in the state in
2007. The FIR was categorical that
Ministry of Power was against the proposal for allocating Amarkonda
Murgadangal coal block to JSPL and
GSIPL.

Traders said panic offloading at algo trading platforms

average (considered a strong
support for Nifty) sparked

It had also alleged that both JSPL
and GSIPL had misrepresented facts in
its application/feed back form on the
count of their preparedness in setting
up their proposed end used plant as
well the previous allocation of coal
blocks to their group companies.
Regarding Rao, CBI had claimed
that in order to influence the decision
of the Screening Committee in favour
of JSPL and GSIPL, the then Minister
of State for Coal had written a note on
July 27, 2007 to the Coal Secretary,
who was also Chairman of the
Screening Committee. It had said that
JSPL had submitted its application for
coal block allocation in January 2007
to the Coal Ministry for securing few
blocks earmarked for power sector,
including Amarkonda Murgadangal
coal block in Jharkhand for its proposed 1000 MW captive power plant to
be set up at Patratu.
GSIPL had submitted its application
dated January 10, 2007 to the ministry
for its 1000 MW independent power
plant in Dumka district in Jharkhand,
the CBI said, adding that the allocation
letter was issued to the two firms on
January 17, 2008. Rao, a former

between 2004-06 and between 2006

Bhel commissions GVK's
hydro-power project in
Uttarakhand
New Delhi: On 6th may,
State-owned power equipment maker Bhel has commissioned GVK Group's
82.5 MW greenfield hydro
electric
project
in
Uttarakhand. Bharat Heavy
Electricals Ltd said in a regulatory filing that it has "successfully commissioned the
first unit of 82.5 MW at the
upcoming Shrinagar Hydro
Electric Project (HEP) in
Uttarakhand". "The greenfield hydro electric project
consisting of four units of
82.5 MW each is being set up
by Alaknanda Hydro Power
Corporation Ltd (GVK
Group)," said the Bhel filing
to the BSE.
The project is located on
the Alaknanda River (near
the town of Shrinagar in
Pauri Garhwal District of
Uttarakhand), a major tributary of the Ganga.
The project is designed to
utilise the waters of River
Alaknanda by way of a
diversion dam.
Bhel said power generation from Shrinagar HEP is
likely to result in reduction
of greenhouse gas emissions.
Bhel's responsibilities in
the project include design,
manufacture, supply, installation and commissioning of
4 units of 82.5 MW francis
turbines, among other works.
At present, the company is
executing hydro electric
projects of around 4,000 MW
which are under various
stages of implementation.
Other hydro power projects under execution by Bhel
in Uttarakhand include Lata
Tapovan HEP, Tapovan
Vishnugarh HEP, Vyasi HEP
and Vishnugarh Pipalkoti
HEP. "So far, more than 500
hydro generating sets of various ratings have been contracted on Bhel in India and
abroad, with a cumulative
capacity of more than 26,000
MW. Of these, equipment for
about 5,000 MW generating
capacity has been contracted
outside India," the company
added. Bhel's scrip was trading at Rs 234, down 4.39 per
cent from the previous close
on the BSE.
Lok Sabha approves GST Bill, paves way for uniform tax regime
New Delhi: The long-pending
GST bill was approved by Lok
Sabha Wednesday after a walkout
by Congress even as government
vowed to compensate states for
any revenue loss and assured that
the new uniform indirect tax rate
will be much less than 27 percent
recommended by an expert panel.
The Constitution Amendment
Bill to implement the Goods and
Services Tax (GST), originally
mooted by the UPA, was passed
by 352 votes against 37 after the
government rejected the opposition demand of referring it to
Standing Committee.
Prime Minister Narendra Modi
was not present in the House at the
time of voting.
Opposition members moved
several amendments to the bill
which were negated. Some members like Saugata Roy of
Trinamool Congress and B
Mahtab did not move some of the
amendments after assurances by
the Finance Minister.
GST, which is proposed to be
implemented from April 1, 2016,
will subsume excise, service tax,
state VAT, entry tax, octroi and
other state levies.
Replying to the debate on the
bill before Congress walked out,
Finance Minister Arun Jaitley said
the proposal to reform the indirect
taxes has been pending for the last
12 years and his predecessor P
Chidambaram had also mooted it
during UPA rule.
Rejecting the Opposition
demand for referring the Bill to the
Standing Committee, he said the
panel has already examined various provisions of the new legislation and several of its suggestions
have been incorporated.
"A bill is not a dancing instrument that it will be jumping from
Standing Committee to Standing
Committee," he said.
Commending the bill, he said
this is a "very important moment"
because the whole process of indirect taxation in India will change
once the GST is implemented.
With regard to a recommendation of an expert panel for revenue-neutral GST rate of 27 percent, Jaitley said it is "too high"
and will be "much diluted".
He said GST would ensure
seamless and uniform indirect tax
regime besides lowering inflation
and promoting growth in the long
run as he sought to allay concerns
of the states that they would be
hurt by its implementation.
Seeking to address states' concerns, the Finance Minister said
they will be compensated by the
Centre for five years.
"Our clear understanding with
the states is, in a tapering manner
the losses incurred by the states
will be fully compensated for five
years," he said.
As per the GST structure, 100
percent compensation would be
provided for first three years, 75
percent for fourth year and 50 percent for the fifth year.

Thambidurai, who is Deputy
Speaker of the House, questioned
what will happen if states lose revenue even after five years and
wanted a guarantee in the proposed Act to compensate.
To this, Jaitley said GST
Council will consider all such
issues and the Centre will under-
write the loss.
He said concerns of both manufacturing states like Maharashtra,
Tamil Nadu and Gujarat, and other
consuming states have been taken
into account and states would
stand to gain by implementation of
GST.
The new measure will also benefit mineral-producing states as
well, Jaitley said after members
from Odisha questioned about the
fate of their states.
Responding to members' concerns that 27 percent revenue-neutral tax rate for GST as proposed
by an expert panel would fuel
inflation, Jaitley said, "A 27 percent RNR will be too high...
Government or GST Council has
not decided on the rate... This figure is going to be much diluted."
The reform of the indirect taxation was initiated by the Kelkar
Committee in 2003 following
which the UPA government in
2006 proposed a GST. The Bill
had initially been brought in 2011.
Questioning opposition by
Congress to the bill, Jaitley
recalled that Chidambaram had
been pushing it earlier. To this,
Congress leader Veerappa Moily
said this was not a matter between
two Finance Ministers. Hitting
back, Jaitley said, "you may have
disowned all of your Finance
Ministers, but the country cannot".
"It is only erroneous to take GST
as a UPA-NDA issue. GST is a
Centre and state issue," he said.
Asserting that the government is
committed to cooperative federalism, Jaitley said "Federalism
means strong states but it doesn't
mean a weak Centre." He was
responding when some members
questioned why the Centre should
have a veto power in voting GST
Council even while having 1/3rd
weightage in voting.
As states demanded that the voting power of the states in the GST
Council be increased from twothird at present, he said "India is a
Union of States. What you are suggesting ... the consequence would
be so immense.. The Centre and
states will have to work together to
reach a consensus".
GST, which has been pending
since 2006, will be the biggest
indirect tax reform since 1947.
The Constitution Amendment Bill
on GST was introduced in the Lok
Sabha in December 2014.
Once GST is implemented, the
Centre and states will have concurrent power to levy tax on goods
and services.
"I do not foresee any state incurring a loss and the Constitution
Amendment Bill provides that
they would be compensated for
five years," Jaitley said.
To address the concerns of
states on account of transition to a
new indirect tax regime the Centre
has allowed states to levy 1 percent additional tax on inter-state
trade for a period of two years.
Besides, petroleum and petroleum products would not come
under the GST levy till a date recommended by the GST Council.
Once GST is implemented, the
Centre and states will have concurrent power to levy tax on goods
and services. Jaitley said once the
Centre doled out a package which
includes 5 year compensation, 1
percent additional tax and non taxation of petroleum products, the
manufacturing states came on
board. The proposed GST Council
will have Union Finance Minister
as its Chairman and comprise twothird of members from states and
one-third from the Centre. The
decision of GST Council will have
will need to be approved by a
three-fourth majority.
"Necessarily cooperative federalism would be at play.. To reach
three-fourth both Centre and states
would have to work together," he
said.
As regards a proposed Revenue
Neutral Rate (RNR) for GST at 27
percent, Jaitley said: "I straightaway concede that 27 percent
would be very high".
He said the 13th Finance
Commission had suggested 18
percent as a possible figure and
hence the rate would have to be
worked out.
RNR is the rate at which there
will be no revenue loss to the
states after GST implementation.
The RNR for GST is under consideration and a final view on this
would be taken by the GST
Council.

While Dadra and Nagar Haveli
and Hockey Rajasthan made it onesided contests against their opponents, Assam and Madhya Pradesh
faced some resistance from their
opponents before their emerged triumph.
In the first match of the day,
Assam defeated Bhopal 3-1. It was
an intense clash from the beginning
of the game where both the teams
fought to take the first lead. After a
powerful struggle, it was Assam who
struck the first goal coming from the
stick of Arjun Bhagat in the 24th
minute of the game.
In the 32nd minute, Assam bagged
their second goal, a penalty corner,
converted by Manish Sahani. After
the breather, Bhopal strived hard to
gain momentum in the game and
scored their first goal in the 54th
minute through Yasir Jafri's field
effort. Hereon, an intense battle was
witnessed by both the teams as one
team was trying to equalize but the
other team was looking at increasing
the goal margin further. The spectators viewed another goal by Assam
Hockey as they went on to win the
match 3-1.
In another Pool A match Dadra
and Nagar Haveli secured a convincing win over Goans Hockey making
it 18-0. It was the outstanding performance Kawalpreet Singh, who
contributed most of the seven goals
which helped his team win the game
with a huge margin. In the early
eighth minute Dadra and Nagar
Haveli opened the account through
Dheeraj Vats who capably converted
a penalty corner and thereafter there
was no stopping.
The second goal was scored by
Nilesh Kathoute in the 11th minute.
With more energy and aggression,
Gurbinder Singh surged ahead and
scored three field goals in the 19th,
21st and 28th minute taking the score
to 6-0. However, trailing by six
goals, Goans Hockey did not disappoint themselves and continued to
attack the opponent's D but all their
efforts went in vain. Before going
into half time Dadra and Nagar
Haveli Association added two more
goals and ended the session at 8-0.
The second half was the same story
as Dadra and Nagar Haveli continued its onslaught as they added 10
more goals and took the win 18-0
over Goans Hockey.
The third another one sided match
of the day Rajasthan outplayed
Kerala 9-0. Rajasthan ensured to be
in form from the initial moment itself
scoring their first goal in the second
minute with a penalty corner perfectly converted by Sahil Tiwari.
Without giving a chance to the opponents to retaliate, Rajasthan bagged
their second goal coming from
Parveen Singh in the seventh minute.
Goals continued to rain in from
Rajasthan with two more field goals
in the 19th and 23rd minute by
Arvind Tanwar and Urmil Kumar
Sharma respectively.
Keeping the second half of the
game aggressive, Parveen Singh
from Rajasthan once again sneaked
into the opponent's half with a field
goal in the 46th minute and created a
difficult situation for Kerala.
Keeping up with his brilliant performance, Parveen Singh once again
entered the opponent's D in full confidence in the 49th minute and
smashed a fantastic field goal.
Maintaining his goal spree,
Parveen Singh earned a penalty corner for Hockey Rajasthan in the 51st
minute of the game and was the centre of attraction by now. With a perfect co-ordination the Hockey
Rajasthan stole the show scoring
another two field goals in the 54th
and 67th minute coming from
Parveen Singh and Himanshu
Sharma respectively. With this, the
match concluded announcing a triumph for Hockey Rajasthan thrashing Kerala Hockey with a massive 90 score.
The match of the day won by
Madhya Pradesh beating Puducherry
by a convincing margin of 6-1.
Displaying good efforts in the initial
minutes itself, Madhya Pradesh started the proceedings in the 10th
minute of the game when Vijay

Pradesh bagged their second goal

Hockey Puducherry looking to

Farthest known galaxy
in universe discovered
An international team of astronomers has said they have
discovered the most distant galaxy ever measured in the
universe.
By using a powerful instrument called MOSFIRE on the
Keck I telescope at the Keck Observatory in Hawaii, the
team determined that the galaxy, EGS-zs8-1, formed more
than 13 billion years ago at a time when the universe was
only five percent of its present age.
Only a handful of galaxies currently have accurate
distances measured in this epoch of the universe and none
younger than this, according to the team led by Yale and the
University of California, Santa Cruz.
The galaxy, one of the brightest and most massive objects
in the early universe, was originally identified based on its
particular colours in images from the US Hubble and Spitzer
space telescopes.
The new measurement also enabled the astronomers to
determine that EGS-zs8-1 was forming stars very rapidly,
about 80 times faster than our galaxy today.
“While we saw the galaxy as it was 13 billion years ago,
it had already built more than 15 per cent of the mass of our
own Milky Way today,” Xinhu news agency quoted lead
author Pascal Oesch of the Yale University as saying in a
statement on Tuesday.
“But it had only 670 million years to do so. The universe
was still very young then.”
The observations see EGS-zs8-1 at a time when the
universe was undergoing very important changes: the
hydrogen between galaxies was transitioning from a neutral
to an ionised state.
“It appears that the young stars in the early galaxies like
EGS-zs8-1 were the main drivers for this transition called
reionisation,” said Rychard Bouwens of the Leiden
Observatory, co-author of the study.
The discovery, published in the US journal Astrophysical
Journal Letters, was only possible because of the relatively
new MOSFIRE instrument on the Keck I telescope, which
allows astronomers to efficiently study several galaxies at
the same time.

Dolphins have
social networks too!
Just like humans, dolphins
form highly complex and
dynamic networks of friends,
preferring to mingle with some
fellow dolphins while avoiding
others, scientists say.
Researchers
studied
interactions between bottlenose
dolphins in the Indian River
Lagoon (IRL), a 251-km long
estuary located on Florida’s east
coast.
They found that individual
dolphins exhibited human-like
preference and avoidance
behaviour - they have dolphins
they like and associate with and
ones they avoid.
In the study, scientists at
Harbour Branch Oceanographic
Institute (HBOI) at Florida
Atlantic University learned
about the association patterns as
well as movement behaviour
and habitat preferences of some
200 individual dolphins through
NASA has developed and
successfully flight tested a
battery-powered plane with 10
engines that can take off and
land like a helicopter and fly
efficiently like an aircraft.
The Greased Lightning or
GL-10 prototype successfully
transitioned from hover to
wing-borne flight during
several test flights, NASA said.
“We have a couple of options
that this concept could be good
for,” said Bill Fredericks,
aerospace engineer at NASA’s
Langley Research Centre in
Hampton, Virginia.
“It could be used for small
package delivery or vertical
take off and landing, long
endurance surveillance for
agriculture, mapping and other
applications. A scaled up
version — much larger than
what we are testing now —
would make also a great one to
four person size personal air
vehicle,” he said.
The GL-10 is currently in the
design and testing phase.
The initial thought was to
develop a 6.1 meters wingspan
aircraft powered by hybrid
diesel/electric engines, but the
team started with smaller
versions for testing, built by
rapid prototyping.
“We built 12 prototypes,
starting with simple 2.3
kilogram foam models and then
11.3 kilogram, highly modified
fibreglass hobby airplane kits
all leading up to the 24.9
kilogram, high quality, carbon
fibre GL-10 built in our model
shop by expert technicians,”
said aerospace engineer David
North.
The remotely piloted plane
has a 3.05 meters wingspan,
eight electric motors on the
wings, two electric motors on
the tail and weighs a maximum
of 28.1 kilogram at take off.
“During the flight tests we
successfully transitioned from
hover to wing-borne flight like
a conventional airplane then
back to hover again. So far we
have done this on five flights,”
said the engineer Fredericks.
“We were ecstatic. Now
we’re working on our second
goal — to demonstrate that this
concept is four times more
aerodynamically efficient in
cruise than a helicopter,” he
said.

dimensions of the habitat, the

itself, influenced the spatial and
temporal dynamics of dolphin
association patterns,” said
Elizabeth Murdoch Titcomb,
research biologist at HBOI.“For
example, communities that
occupy the narrowest stretches
of the Indian River Lagoon have
the most compact social
networks, similar to humans
who live in small towns and
have fewer people with whom
to interact,” Titcomb said.

message, it could mean
they’ve simply misspelled a
word. Often, however, it
means the words they’re
searching for are so new that
lexicographers (noun: the
people
who
compile
dictionaries) haven’t caught
on yet. The people behind
Dictionary.com say they
watch
over
those
autocorrected entries, looking
for new words or old ones that
have taken on new cultural
significance.
About four times a year, the
dictionary attempts to play
catch-up with a language that
is constantly changing. Each
update contains a few
thousand entries. Among the
latest additions: cybercrime,
brogrammer, revenge porn
and smartwatch.
“If you are a lexicographer
working for Dictionary.com,
you are constantly, as you go
about the world, looking up
[words] to see, do we have
that?” says Jane Solomon, a
senior content editor at the
site. “There is never an end to
the
work
of
the
lexicographer.”
Solomon says there are no
restrictions to the words they
will consider. “As far as we’re
concerned, Dictionary.com is
a very inclusive dictionary,”
she says. “We have slang, we
have slurs, we have the most
offensive words in English,
but also as we add those very
offensive words, we like to
make sure that we give some
context.”
The new update includes

migration of the British
cuckoo would appeal to you.
As of this year, gamblers in
the United Kingdom can place
some pounds on their favorite
bird making a speedy trip
back from Africa, where the
species spends their winter.
It's all in the animals' best
interests. Since the 1980s, the
population of the British
Common Cuckoo has
declined by a startling 65
percent, and scientists aren't
exactly sure why. To gain a
better understanding of the
birds' lifestyles, researchers
from the British Trust for
Ornithology (BTO) started
tagging and satellite-tracking
birds in 2011.
This year, with 50 birds
tagged, the researchers
partnered with William Hill,
one of the world’s most
prominent bookies, to open a
unique betting pool and draw
