INTRODUCTION
The Islamic Republic of Pakistan has applied for financing for project design
advance (PDA) from Asian Development Bank (ADB) towards the cost of preparing detailed
design, drawings and bidding documents for Jalalpur Irrigation Project (JIP) in Punjab
Province. The project will construct new canals and appurtenant structures and on-farm
irrigation and drainage system for 64,000 ha in Pind Dadan Khan and Khushab districts.
The main Jalalpur canal will offtake from right bank of River Jhelum at Rasul Barrage
and will provide non-perennial irrigation supplies improving crop production. ADB
financed project preparatory technical assistance (TA No: 8404) is already preparing feasibility
study of the project.

The proposed financing will be used for procurement of Consulting Services for
preparing detailed design, drawings and bidding documents for JIP. The Consultant will be
selected in accordance with the procedures set out in Asian Development Bank’s Guidelines on
the Use of Consultants (2013, as amended from time to time). The duration of the assignment is
18 months.

The general scope of consulting services will include but not be limited to
preparation of:

Engineering design & drawings of Jalalpur main canal and distribution system with
associated drainage system, including updating of PC-1 of the project.
Engineering design & drawings of all hydraulic structures including bridges, canal
falls, cross regulators, head regulators, aqueducts, outletsand drainage works
including gates and gearing system.
Complete bidding documents keeping in view the ADB’s Safeguard Policy Statement
(2009, as amended from time to time) and evaluation of bids for supervision
consultants.

The request for expression of interest (REOI) and terms of reference
(TOR) for consulting services can be downloaded from PMU for LBDCIP website

The project Management Unit for LBDCIP, on behalf of Irrigation
Department, Government of the Punjab, invites eligible consulting firms from ADB
member countries to express their interest in providing the required consultancy
services. For preparation of EOI, ADB’s templates must be used, which can be
downloaded
from
http//www.adb.org/sites/default/files/eoi-consulting-firms20131114.doc. Interested firms having sufficient experience and desirous of undertaking the
assignment should submit the EOI along with the following information in English language
stating background of their organization and professional experts:
 Name, address, telephone and fax numbers and e-mail address of Consultants
 Ownership and organizational structure of the Consultants
 List of three (03) similar assignments undertaken during last 10 years indicating (i)
project cost and cost of consultancy services; (ii) share of assignment in case of joint
venture; (iii) key staff time input and (iv) description of the nature and scope of work;
 List / Cv’s of key relevant staff permanently employed with the firm;
 Audited statements of accounts and annual turnover for the last three (03) years;
 Certificate of Incorporation/Registration of the firm as Legal Entity;

Registration of firm with relevant professional body;
Undertaking that firm has not been sanctioned or declared ineligible by ADB or debarred
by any Government /Semi Government Organization.
Consultants are requested to provide only that material which is specific to the proposed
services, and avoid submitting generic promotional literature.

The Consultants key staff team is assumed to comprise national experts with
estimated input of 132 person-months. Following is the client’s estimate of the consultant’s

The deadline for receipt of EOI is May 25, 2015 (Monday) by 14:00 of
Pakistan Standard time following the Quality and Cost Based Selection – (QCBS)
(90:10) procedure. The firm having the highest score after adding the technical and
financial scores will be invited to negotiate the contract.
9.
Expression of Interest may also be delivered by electronic mail at the
address given below by not later than the submission deadline. The Executing Agency
(EA) reserves the right to: (i) reject any or all EOI submissions and cancel this
recruitment process at any time and interested firms are responsible for all costs
incurred arising out of, or in relation to, this request; and (ii) amend or withdraw the
terms of reference, budget, this request for EOI, and all attachments at any time.
10.
The consulting firms may associate with other firms to enhance their
qualifications. Only firms that have been shortlisted will be subsequently invited to
submit technical and financial proposals on the prescribed “Request For Proposal”. The
