Republic of the Philippines Department of Science and Technology PHILIPPINE SCIENCE HIGH SCHOOL MAIN CAMPUS Agham Road, Diliman, Quezon City SECTION VI - SPECIFICATIONS GENERAL SPECIFICATIONS Item Material Specifications All materials and works shall conform to the provisions of the latest edition of the American Standards for Testing and Materials (ASTM), Philippine National Standards (PNS), National Building Code of the Philippines and other applicable standards both local and international. A copy of certification of product conformity to BPS, TuV and other standards shall be furnished by the contractor and submitted to the Procuring Entity’s authorized representative, if applicable. A. Technical Parameters All materials to be provided herein are described in each scope of works and shall be of original make while high quality materials are preferred. Specialty works should be done by specialty fabricators as this requires expertise on materials handling and installation in addition to the special tools and equipment needed to get the outcome of the finish specified. B. SCOPE OF WORKS 1 1.1 GENERAL REQUIREMENTS Temporary Facilities The winning contractor shall provide its own temporary office & barracks for the stocking of his materials and housing of its labourers. He shall also provide its labourers its own temporary comfort room and bathing area. It is prohibited for them to use the Campus CR facilities. 1.2 1.3 1.4 Mobilization/Demobilization Upon receipt of Notice To Proceed (NTP), the contractor shall mobilize his equipment, materials & manpower immediately within the prescribed period stated from the NTP. After the completion of the project, the contractor should inform and secure permit from the PSHS representative and show it to the PSHS guard upon exit before any demobilization materialize. Bonds, Sureties & Insurance The contractor should post all the required Bonds, Sureties & Insurance as required from the IRR of R.A. 9184. As-Built & Other Submittals The contractor upon completion of the project shall submit an As-built plan (1 original & 3 blue print copy) of the details and scope of works done and completed as per actual works. An e-copy in jpeg and autocad of the As-built plan shall likewise be submitted to the PSHS for the purpose of reproduction and other future requirements. 2. 2.1 ADMINISTRATION BUILDING: MEDICAL & DENTAL CLINIC Demolition Works - In order to carry out the project as per the specified plans, all demolition works shall be done in safe and guarded execution to prevent injuries and damage within the area. These demolition includes; concrete walls, door/jambs, sink counter, CR tiles, including water & sewer lines, electrical connections , shutting thereof, and other works that may be deemed necessary for the renovation of the clinic. Page 1 of 8 2.2 Windows: Clear Glass & Aluminum - - 2.3 General: All provisions of aluminum materials are powder coated in white finish. Glass windows are clear ¼” thk and installed with all its rubber linings and reinforced with silicone sealant including the edges on aluminum to aluminum, glass to aluminum and aluminum to concrete, interior & exterior sides, to achieve maximum water tightness. Or glass aluminium works must conform to standard practice for its fabrication and installation procedures. For Sliding & Fixed windows, use 2x4” (1¾”x 4”) powdercoated aluminium tubular as the base frame divided in to 2 sets of sliding window assembly and complete with all sliding mechanisms, locks and other accessories. For Fixed glass windows, 2’ x 11’ (more or less), use 1 x 2” powdercoated aluminium tubular as the base frame, ¼” clear glass fixed by a snap-on-base & cover aluminium. The aluminium assembly is divided into 4 frames of clear glass. For the rest of the fixed glass windows, use the same size of aluminium tubular (1x2”) & snapon-base w/ cover, and no division thereof. Revision of removed doors & jambs General: Existing doors & jambs removed from the demolition shall be salvaged for use in the revision works. These doors shall be cut open at its upper part to a size of 2x3’ or less depending on the make of the door studs assembly. Use ¼” thick clear glass restrained by a wood moulding on both sides. Use also salvaged locksets & hinges. - For main door use the same as above, but with one door (left side) shall be provided with a cover wood moulding on its opening edge to act as a buffer to the other door (right side). The right side door shall be equipped with a ceiling string bolt lock & a foot bolt lock on the floor. The left side shall be provided with a door closer. 2.4 Provision of Sink Counter with Cabinet Doors & jambs General There are 3 sink counters in this project with only 1 design & size, using 10”deep sinks for the medical & dental except for the pantry area using 6” deep sink. All are stainless steel make more or less 16x18” installed in a workmanlike manner. The counters are supported by a 3.5 layers of a quality made 4” CHB reinforced by 2 sets of vertical 10mm diameter deformed bars on chipped rugged floor applying mortar of 1:2.5 mixtures of cement & sand. Cement plaster finish shall be applied on each side. The counters shall be made of a reinforced concrete 3” thk w/ 10mm bars on 0.1m spacing both sides prior to pouring using formworks suitably supported. The same with the base using reinforced concrete 3” thk plain cement finish. - - The 3 sinks shall be provided with stainless steel gooseneck faucets tap on a water line to be provided by the contractor as included in this project. In order to conceal the underside plumbing assembly the counters shall be provided with prefabricated cabinet doors 4sets 12”x24” that will feet on the space given on the 2 x 3” kiln dry jamb. The cabinet doors shall be fitted with high quality hinges & handles. All sides and surface of the counters shall be painted as needed. (refer to painting works) The top surface of the counter shall be applied with a 60x60cm homogeneous polished tiles and also the 3” end side of it, to be installed by a skilled tile installer using tile adhesives. Plumbing works shall likewise be provided to complete the scope using PPr pipes & fittings for the water 20mm diameter with gate valve per sink counters, and PVC 2” diameter pipes & fittings for the drains to be tapped on the existing lines. Page 2 of 8 2.5 Provision of High-Performance (PUR) Flexible Flooring - Made in sheets of 2m width rolls, homogeneous/heterogeneous multipurpose flooring, surface treated with Polyurethane Reinforced (PUR) for ease of maintenance, density compacted surface for improved wear and tear, incorporates a bacteriosatic and fungistatic treatment, and is also antistatic. Supply and installation are to be provided by the Supplier as jointing of ends requires sealing equipment for a seamless joints and a smooth floor finish with its self-levelling adhesives prior to installation. This kind of flooring shall be applied to all floors of the medical & dental area as indicated in the plans. - Capping shall be applied as shown complete with adhesive & sealing materials. - Application should only commence once all other finishing works are completed or the area is ready for such application. 2.6. Provision of pavement & ramp Existing steps going thru the oval area shall be converted into ramps for use by the medical clinic for emergency purposes. Area going to the existing parking shall be prepared for concreting works, elevation levelled from the existing oval to the parking area. - - - - 2.7 Demolition of Steps, chipping works Existing pebble wash-out concrete steps shall be demolished and converted into ramps to accommodate emergency dealings from the clinic and vise versa. The chipping works shall be done sloping gradually down to the oval area in preparation for the application of the pebble wash-out finish. Provision of Pebble wash-out finish The ramp shall be applied with pebble wash-out using the same pebble sizes & color as existing,, on a mixture of 1:1 ratio. (1bag cement : 1 bag pebbles), to be done by a skilled & experienced mason. Concrete pavement Area to be overlayed with concrete shall be prepared the same way a street road is done. However, this pavement shall be reinforced with 10mm diameter bars spaced at 0.3m on center both ways. Before overlaying of concrete the area should be thoroughly prepared, level the area by excavation or backfill, apply compaction before spreading a layer of G1 or ¾ gravel sub base coarse. Other Works: a. Removal of Steel Casement Window (SCW) & Cement Finish There are 5 old & rusted SCW for removal and hauling to PSHS Storage area. The window concrete opening edges damage as a result of the removal works shall be repaired into seamless plain cement finish & painted in preparation for the installation of the glass aluminium. A mixture of 1:2 cement:sand ratio is preferred. b. Removal of existing ACU & 6” CHB cover, plaster. Existing ACU are installed either in the lower side of window wall or inserted at the window itself. The hole left out of the removed ACU at the concrete wall shall be fitted with 6” CHB and plastered inside out. Apply concrete nails to properly restrain the covering. c. Ceiling repairs As a result of the wall demolition, ceiling might be out of holding position, it should be restrained to the underslab of the 2nd floor properly to maintain horizontal uniformity of the ceiling. The open area shall be covered with ¼” plywood or hardiflex as the case maybe. d. Steel stand/bracket for the ACU The existing ACU shall be placed/inserted on the fixed portion of the glass aluminium window to be supported by a steel assembly made of 3/16” thk by 1 ½” angle bar as stand Page 3 of 8 e. f. g. h. i. j. k. and minor angle bars of 1/8” thk x1 or 1 ½ sizes to accommodate the size of the removed ACU. This assembly should be rust proofed with epoxy primer and finished with qde in black color. Reinstall ACU, electrical wires & devices, moulding, etc. Removed ACU from its former location shall be re-installed inserted in the fixed glass aluminium window and held by the steel assembly as specified above. Its corresponding electrical works shall be likewise adjusted and installed by a skilled master electrician. The contractor shall provide the necessary electrical materials needed to complete the works. Dental Chair relocation, its devices, electrical & plumbing The works includes the removal from its present location and re-install on its proposed location as indicated in the plan. Likewise all its devices including the electrical & plumbing considerations should be removed & re-installed as required in order for the equipment to be operational as if it was not removed. Repair concrete floor / wall, CR topping & finishing Due to demolition of concrete walls, left rough floor & wall surface should be plain cement plastered to even surface with the flooring and walls. Switches & outlets relocation, wires & conduits, etc. As a result of the renovation works switches & outlets may be out of location and therefore should be relocated to accommodate standards & convenience. The contractor can use whatever wires or devices salvaged from the demolition works but shall provide other materials needed to complete the works. Provision of plastic sign The contractor shall provide and install signs made of cut-out opaque white vinyl sticker on 2mm acrylic blue plastic. Or can be designed in reverse whatever the best outcome of combination the sticker and plastic would be to be approved by the Owner. Double Wall Ficemboard on metal studs Use commercial size (1.5 x 3”) standard thickness metal studs rigidly fastened to floor and/or walls fully restrained, on a 2x2’ vertical & horizontal assembly with rivets not to be moved by a slight lateral force. Either side shall be completed with a ¼”thk cement fibreboard walling fastened by rivets 1/8 x ½” uniformly at .0.10 to 0.15 spacing Painting works All materials shall meet the requirements of the Standard Specifications on painting application set forth on the Building code. All paint materials shall be delivered on the job-site in their original containers with labels and seals unbroken. Fake paints should be avoided, only original paints are required. No exterior or interior painting shall be done under conditions which may jeopardize the quality or appearance of the painting works. All surface to receive paint should be cleaned and in proper condition. All works shall be performed by experienced and skilled painters to ensure finished work of first class quality, appearance and durability. All paints and other coatings shall be mixed and applied strictly in accordance with the manufacturer’s printed instructions. When thinning is necessary, this may be done immediately prior to application in accordance with the manufacturer’s label directions, but not in excess of 1 pint of suitable thinner per gallon of paint. Kerosene shall not be used as paint thinner. Paints of different manufacturer shall not be mixed together. Use 2 coats of latex paints for concrete walls & cement fibreboard walls and 1 coat semi-gloss latex as final coating. Use 2 coats flatwall enamel & 1 qde coat for all wood surfaces. All surfaces shall be thoroughly undergone fine sanding process to even surface from the application of glazing putty.Surface to be painted include; walls & ceiling, doors & jamb, cabinet doors & jamb, inner surface of the sink counter and all other surface that requires to be painted. Page 4 of 8 3 REHABILITATION OF SHB 3.1 Replacement of SCW & Repair of Doors - a. The Contractor shall remove the old & rusted SCWs of the 4 laboratories as indicated in the plans. The concrete window opening as a result of the removal shall be re-plastered and finished with plain cement. The surface to be painted with 2 coats of flat latex and 1 coat of semi-gloss latex shall cover at least 4” of the interior & exterior wall opening and the center base surface opening. - b. The contractor shall hire a glass aluminium fabricator/supplier for the provision of the fixed & awning windows of the 4 laboratories of Science Humanities Building (SHB). The glass shall be !/4” clear snap-on-base w/ cover framed on 1 ¾” x 4” powdercoated white aluminium tubular, complete with sealant on every joint assembly, interior & exterior side, to prevent seepages and leaks. Please see details as per plan. - c. Existing steel door shall remain including its steel jamb for repair & repainting works. The painting shall include the grilles and all preparation prior to paint application must be done in a workmanlike manner. 3.2 Provision of Male & Female Comfort Rooms - a. Demolition works & hauling of Debris The demolition shall cover the front concrete walls on each side 1m x 2.2m to accommodate the installation of the PVC doors. It also includes the walls along the male & female CRs, wall at the rear side for window opening and the concrete water tank walls. All demolished materials shall be hauled to a designated place inside the PSHS compound. - b. Masonry & plastering Construction of 4”CHB shall be the new wall of the Staff Male / Staff Female CRs and for the 6” CHB shall be the divider wall between the Male & Female CRs. Standard installation of 10mm diameter reinforcement for vertical & horizontal bars tied at 0.6m intersection shall be applied, drilled partly to the concrete floor or walls as the case may be. Mortars shall be of standard mixtures for CHB installation at 1:3. And plastering thereof with a mixture of 1:2 for both sides of the wall. - c. HI-quality PVC doors & jambs, locks, hinges, etc. The Contractor shall provide & install new 0.8 x2.1m size PVC doors & jambs to the Male & Female CRs. PVC jambs shall be installed true to form for a smooth door closing & opening by a skilled mason/carpenter. The doors shall be fitted with high-quality locksets. - d. Plumbing & Fixtures Upon completion of the plumbing & tile works, the contractor shall provide standard quality water closets, urinals, lavatories & faucets complete with its corresponding accessories. All Fixtures shall be installed by a skilled master plumber under supervision by the Contractor’s Foreman or Project Engineer to ensure quality work free from scratches & cracks and other unsatisfactory workmanship. Otherwise fixtures with such damage shall be replaced at no cost to the Owner. Water lines shall be of PPR pipes & fittings as indicated in the plans. Provide gate valve at every entry point of supply (1 for Male & 1 for Female CRs). The water supply valve of the urinal shall be a standard ball valve only for easy maintenance. Sewer & drain lines shall be standard 4”diameter PVC pipe & fittings & 2” diameter pipe & fittings. All water & sewer lines assembly shall be held by 1/8” x 1 1/5” angle bar on 10mm diameter threaded bar assembly or any better hangers commercially available and other accessories to complete the works. - e. Painting works All painting works shall be applied to walls ceiling and other surface as needed. Proper painting execution shall apply as mentioned above. Page 5 of 8 - - - - - - - - - - 3.3 f. Electrical works The contractor shall provide for the lighting of the 2 CRs. He will provide the wires, conduits, devices and fluorescent lamp with 36W reflective holder complete with accessories. This work shall be done by a skilled master electrician in a workmanlike manner. .g. Glass Aluminum The contractor shall provide 2 sets of 0.85x1.5m glass aluminium window of awning type, see details. The window shall be made of 1/4” clear glass on awning assembly and framed with 1 ¾” x 4” powdercoated aluminium tubular, complete with accessories and applied with sealant on each joints & lappings & concrete edges to prevent seepages & leaks. h. Mirror on ¼” thk plywood backing & aluminum frame The contractor shall provide 2 x 3’ mirror installed at every set of lavatory complete with ¼” thk plywood backing and framed with aluminium U-bar fitting. Apply sealant if applicable. i. Phenolic cubicle w/ door, locks, accessories and stiffeners The water closet areas shall be provided with phenolic cubicles of standard size. These 8 cubicles shall be fitted with locks, handles, hinges and other accessories and stiffeners to complete the cubicle assembly. It must be rigidly assembled in a workmanlike manner. j. Phenolic urinal divider The urinals shall be provided with phenolic dividers with 0.2m top board. The top of the divider shall be installed 1.5m more or less from the ground. The top board (for putting things) is made of phenolic board held rigidly at the walls. k. Homogeneous tiles, 60 x 60cm, adhesive The Contractor shall provide non-skid 60 x 60 cm homogeneous tiles for the floors and installation thereof using tile adhesive and uniformly distributed grout to complete the work. Tile spacing shall have a maximum of 2mm to be installed by a skilled tile installer for a seamless & uniform spacing tile work in a very satisfactory workmanlike manner. l. Polished tiles, 30 x 60 cm, adhesive This tile size shall be installed on the walls using the same tiles adhesive and the same spacing as in the floor tiles. It shall only be installed by an experienced tile installer. m. Lavatory Counter, reinforcement, concrete, 60 x 60 cm tiles The contractor shall provide counters for Male & Female lavatories, 3” thick reinforced concrete with openings fit for the lavatory itself. The concrete slab shall be finished with 60 x 60 cm polished tiles and the front siding of 3” thk to a uniform & seamless finish work. n. Waterproofing works Prior to installation of floor tiles, the floor should be applied first with 2 coats of cementitious waterproofing let it dry for the day and apply the final coat of elastomeric paint the following day. The applicator must concentrate on the sides of the plumbing works to ensure water tightness and no seepages & leaks will occur. Applicators are required to strictly follow the manufacturer’s mixing procedure to meet the desired zero seepages, sealing aggregate pores, cracks & other concrete imperfections. Before any application, surface to receive waterproofing should be thoroughly cleaned of all dirt, old & peeling paints, sand papered and or steel brushed to its substrate in order to easily absorb the cementitious waterproofing in 2 coats prior to application of elastomeric paints. o. Scaffolding Rentals The contractor shall provide its own scaffolding for use in the project. p. Provision of plastic sign The contractor shall provide and install signs made of cut-out opaque white vinyl sticker on 2mm acrylic blue plastic. Or can be designed in reverse whatever the best outcome of combination the sticker and plastic would be to be approved by the Owner. Repair of Staff Male & Female CRs - a. Removal & re-install existing door for Male CR The PVC jamb of the door will not be affected by the demolition but in as much as there will be new concrete wall at the door handle side, the door itself should be installed on the other side Page 6 of 8 - - - - - - - of the jamb swinging to the right facing the new wall. The removal & re-installation must be handled properly so as not to damage the plastic jambs. b. Provision of new PVC door & jamb at the Female CR Demolition of the concrete wall will damage the plastic jamb, therefore provision of new PVC door 0.6x2.1m will be included in his (contractor) contract. He shall make use of the old lockset from the old door. The new door & jamb and its accessories shall be installed properly. c. Re- tile walls Newly plastered CHB walls shall be re-tiled using the same size & design texture as existing from floor to ceiling. If the provision of tiles has no equal tiles as existing, the contractor shall show samples for approval by the Owner thru his representative. Use tile adhesive in the installation work by a skilled tile installer. d. Glass Aluminum Window A reverse awning 0.3 x 0.9 m w/ ¼” thk clear glass on powdercoated aluminium complete with accessories, shall be installed at the new wall opening for ventilation purposes. e. Revise lavatory counter, water, drain...for Staff Male CR The removed lavatory counter from the old Staff Male CR shall be re-installed as indicated in the plans, including its water supply & drain lines & its faucet. f. Replace Ceiling Existing damaged ceiling of the Female CR shall be replaced with 3/16” cement fibreboard or hardiflex. It shall be painted using 2 coats primer & 1 coat qde to complete the work. g. Demolition of floor, wall tiles & plaster The existing male CR has a concrete elevated step at the urinal part for demolition& the tiled walls of the Male & Female CR shall likewise be demolished to restore the same wall section passing thru the proposed new student Male & Female CRs. The rough wall shall be plastered in preparation for the installation of 30 x 60 cm polished tiles. h. Removal of Female Lavatory counter & other works. Existing lavatory counter shall be removed and all its water & drain lines will be shut off. Because of the little clearance given up for the walk way more complemented by the thickness of the new CHB wall, there is no more room for it to be installed even if it is trimmed down to a 60 x 60 cm sized counter. This removed lavatory counter shall be salvaged & hauled to the storage area inside PSHS compound. C. LABOR & MANPOWER Supply of labour and manpower shall include expertise in the methodology in the required works. Rectification on faulty works as may be deemed necessary shall be done immediately prior to product orientation/training and turning over. D. ITEMS TO BE PROVIDED BY THE PSHS-MC Access to the buildings and facilities as stated in the project, limited only to the areas the project requires. Security for all delivered tools and equipment inside PSHS up to the provision of temporary storage area for the supplied materials. Provision of area for temporary barracks as may be deemed necessary. Free consumption of electricity and water as required specifically limited to only for the purpose of the completion of the project. E. 1. PROJECT DURATION The duration of the project shall be set to Ninety (90) calendar days (including Saturdays, Sundays & Holidays). But as a school with the highest standard of learning, the Contractor is requested to finish the project at the earliest possible time, so as not to cause so many disturbances to the PSHS community particularly to the learning students. Project duration may be adjusted as the need arise provided that a certification issued by the competent government agency tasked in issuing the needed documents be presented by the contractor and shall be or in accordance with the provisions as stated on R.A. 9184. Page 7 of 8 F. SAFETY PROVISIONS The Contractor shall be liable for any damages to the property of the PSHS and any injuries afflicted to any person within the perimeter of the work area caused by improper execution of the works as required in the project and/or unprecedented cause of events in the execution. The contractor shall be responsible for the safety and orderliness of the worksite and workers tasked in completing the project. The contractor shall employ safety officer to the project and that a Safety Policy/ Program specific to the project shall be submitted by the contractor to the procuring entity for review and approval as stipulated in the Department Order No. 13 of the Department of Labor and Employment. G. WARRANTY / GUARANTEE AND OTHER SERVICES Warranty/ Guarantee Period for defects in workmanship and materials installed therein shall be one (1) year for all the works as enumerated in the Bill of Quantities.
