Class Descriptions and Equipment Requirements
Advanced Hostage Rescue FTX MTOA staff This field Training Exercise (FTX) is a fast paced
review of some of the common tactics used in Hostage Rescue. We will address point of
domination V. direct to threat. We will work Shields’ into the operation as well. Shoot no
shoot drills will be worked as well into this FTX. “Simunition “ Safety gear (Head, throat groin
protection) are mandatory. Long sleeves and pants and closed toe shoes. A “Simunition”
converted weapon system and 50 rounds of non lethal training ammunition “sim rounds”. Rifle
or pistol will work. If using a “sim” rifle the training ammo needs to be rated below 400fps.
Basic Vehicle Operations Brad Anderson Waukesha County Sheriff’s Office (8hrs) Course will
cover “basic concepts” involving law enforcement armored vehicle operations. Training will
included classroom topics along with practical applications and live-fire drills. Areas to be
addressed. Overview of law enforcement armored vehicles. Ballistic ratings/capabilities.
Armored vehicle safety. Policy and liability. Public perception, proper deployment of resource.
Vehicle configuration. Vehicle accessories (internal-external). Team member/occupant
duties/responsibilities. Vehicle response, tactics and shielding. Emergency egress. Firing
platforms/positions (lethal and less-lethal). Officer/citizen rescue. VIP operations/safe haven
response. Immediate action drills. Vehicle breaching techniques. Course Requirements: Only
qualified LEOs or military that are approved to attend the MTOA Conference may be present.
Equipment Requirements: Standard tactical uniform, weapons (primary and secondary) and
equipment. Attendees must have head, ear, eye protection, body armor, gloves and footwear
that provides over the ankle support. Ammunition requirements; 100 rounds for primary
(rifle/SMG), 50 rounds secondary (pistol). Practical training will be the majority of the
instruction and will take place regardless of weather conditions.
Ballistic Sheild Think of the ballistic shield as a dynamic, portable ballistic corner, between the
law enforcement agent and the suspect. The ballistic shield has traditionally been taught to be
deployed in a slow, thorough and methodical, defensive tempo. This block of instruction WILL
NOT focus on utilizing the ballistic shield in a “defensive” manner. Rather, this block will expose
the attendee to the offensive capabilities of the ballistic shield in close quarters conflict. This
course will introduce the attendee to the unique dynamics and options associated with ballistic
shield applications during critical incidents. Attendees will also receive recommendations on
the equipment and ancillary equipment options. It is recommended that a minimum of two (2)

members per agency attend, as the curriculum stresses the operation of a two (2) man element
when deploying a ballistic shield. Duty gear, red guns pistol and rifle and Sheilds if you are able
to bring them.
Center Axis Relock CQB Pistol Class. Tom Hamm This 8 hour training block will instruct
students in handgun handling and shooting techniques for use in the extreme close quarters
range of 10 feet and closer. Alternatives to the Isosceles platform will be taught. The Center
Axis Relock System will utilized during the training. The instructor, Lt. Tom Hamm is a Center
Axis Relock Instructor, having trained under Paul Castle, the original developer of the Center
Axis Relock system. Students should bring all tactical gear including eye and ear protection and
500 rounds of handgun ammunition.
KRAV MAGA WORLDWIDE TRAINING INFORMATION:
Krav Maga is a unique self-defense system designed for use in both public safety and military
special operations contexts. The Krav Maga system provides solutions to a multiplicity of armed
and unarmed threats to law enforcement personnel and military operators. Krav Maga is a
modern, reality based method of training. The Krav Maga defensive tactics training is
characterized by a logical and progressive approach to learning that results in a highly effective,
easy to learn, natural and practical method of hand to hand combat for real life violent
encounters. Krav Maga is well integrated, meaning that similar defensive principles apply to a
variety of hostile situations. Therefore, the system can be learned in a relatively short period of
instruction. The techniques are easy to retain with minimal review and can be performed under
extreme stress. The Krav Maga System has been overwhelmingly praised by defensive tactics
instructors from federal, state and local law enforcement agencies, as well as hand to hand
combat trainers from special units of the military.
DEFENSES AGAINST HANDGUN THREATS SEMINAR (4HRS):
The Krav Maga defensive-tactics system offers practical, empty-hand methods of defending
against, disarming and dealing with an assailant who, armed with a handgun poses an imminent
threat to the life of an individual or the life of a third party. Threats are dealt with from multiple
angles; in high stress scenarios such as being pushed, punched or moved from point A to point
B; and third party hostage scenarios.

DEFENSES AGAINST EDGED WEAPON ATTACKS SEMINAR(4HRS):
The Krav Maga defensive-tactics system has developed a practical and effective way to deal
with an assailant armed with an edged weapon (knife). Street experience shows two elements
common to most knife attacks: (1) The defender does not see the knife until the attack is
concluded, and (2) most attacks involve multiple stabs in rapid succession. Krav Maga defensive
tactics against edged weapons minimizes the danger present in these elements. The system
initially deals with building the individual's ability to recognize and identify a specific threat. Law
enforcement personnel are taught to respond instinctively, without hesitation, to stop the
problem and take safe control of the situation. Course participants learn to defend against
multiple stabs from different angles and from various distances and to finish with disarm and
control techniques, when possible to do so.
Fundamental Vehicle Tactics Evergreen Mountain Rob Trivino
This eight (8) hour block gives the attending officer the foundational information needed to
understand tactics while operating in an around vehicles. The first portion of the class will cover
traffic stop concepts and strategies with scenario based training and non lethal munitions. After
the scenario based training we will cover basic shooting positions used in and around vehicles
(with both pistol and the carbine). Other subjects covered include: live fire engagements
around the vehicle, concepts on when and how to use your vehicle for cover and when to seek
alternate cover position(s). The final portion of the training will include shooting from inside
the vehicle and terminal ballistics as it relates to impacting vehicles.

Shoulder mounted weapon (5.56 or .223) with sling (if issued - not required if not
issued). Iron sights or optic of choice. Handgun with duty belt or tactical thigh rig. Extra
magazines and carry system for handgun. Ballistic vest or plate carrier (if issued).
Ballistic helmet (if issued). Ballistic eye protection and ear protection. Four (4)
magazines for the shoulder mounted weapon. Carry system for the shoulder mounted
weapon magazines. Gloves, knee pads and elbow pads. Long sleeve shirt –
recommended. Long pants – recommended. Personal medical kit. Weapons cleaning
kit and lubrication. Inclement weather gear. Water and snacks. Sharpie or marker,
notebook. Extra batteries for optics.

Haligan breaching Sean McKay Asymmetrical Combat Institute (8hrs) Details to follow. If
you have a Haligan tool please bring it. Safety glasses and gloves are the only gear you should
need.
Long Range Sniper Robert Trivino Evergreen Mountain LLC ( 8 hrs)
This eight (8) hour block gives the attending officer the foundational information needed to
understand how to attain a first round hit at extended distances. We will discuss the pros and
cons of the various means to determine the range to the target, how to adjust for elevation and
determining a proper wind call. Subjects covered include the following: scope and reticle
review, external ballistics, using the anemometer, using ballistic computers and phone
applications, holding and dialing for windage corrections, using minutes of angle (MOA) for
elevation changes, using Milradians (MILS) for elevation changes. We will also discuss the use of
Ballistic Drop Compensated reticles and turrets. Attending officers should have a good grasp of
their sniper weapons system (SWS) and sniper operations.
Class requirements: Sniper Weapons System (SWS) with Scope. Weapon Sling and Gun Case.
200 Rounds of Ammunition for SWS. Spotting Scope with Tripod and Binoculars. Ballistic
Computer and Anemometer (If Available). Sniper Data Log Book with Calculator. SWS Cleaning
Kit with Rod and Bore Guide. Eye and Ear Protection. Shooting Glove or Sock. Notebook, Pen
or Pencil. All Night Vision Equipment Available to You. Laser Range Finder (If Available). Large
Shooting Tripod (If Available). Snacks, Sunblock, Hat, Gloves, etc.. Any additional gear you
want to bring.

Field Force Grenadier Class CTS (16hrs)This is an operator course designed for hands on
training. Course is a blend of classroom as well as range exercises. Students will experience a
variety of formations, munitions, and launching platforms required to deal with civil disorder.
Assessing the nature of the crowd. Various formations for Riot/Crowd Control. Techniques for
launching from formations. Deploying munitions by hand or launching platform. Long sleeves,
long pants and red gun.
Precision Pistol for the Police Officer John Czerwinski This class will address the issues in
making the precision shot from a pistol. When is two inches important? The answer is “when
it’s important”. You don’t get to make that call. The bad guy determines it. We will review the
basics and go through the diagnostics of what causes the difference in point of aim and point of
impact. We will shoot from 3 yards to 50 yards. Equipment requirements: Duty pistol, holster
and 150 rounds of pistol ammunition. Hearing protection, Eye protection, Baseball cap, closed
toe shoes, and long pants, Notepad, pen, 10 dummy rounds matching your caliber and if you
have it a smart phone with video capability.
Rapid Deployment Pistol Operator Course Spartan Tactical Training Group John Krupa
Course description - This intense 8-hour training block takes the student beyond the realm of defensive
applications of the handgun and introduces the operator to using the handgun as an offensive weapon.
When responding to active shooter incidents, first responders will not always have long-guns available
to deploy and will take immediate action using their duty handgun to stop an assailant’s deadly actions.
This course will focus on tactical speed shooting and rapid deployment concepts during continuous
movement drills while engaging multiple threats. Student equipment requirements - Eye protection,
ear protection, baseball type cap, duty belt with holster and magazine carriers, duty pistol with at least 3
hi-capacity magazines or 5 single stack magazines and body armor. Ammunition requirement - 500
rounds of handgun ammunition.

Sage Impact Munitions Instructor Class (8hr) This course will provide instruction for the student to
be able provide training to his or her home agency in the use of the Sage Impact munitions and Sage
Control Ordnance launchers. Students will be able to perform and demonstrate the use of the Sage
Impact munitions and their various uses in a less lethal deployment situations LEO are confronted with
on a regular basis. The students will review the use of force array, and considerations for the
deployment in tactical, crowd management, and first responder scenarios. Demonstrate the use of the
single and multifunction launchers and the targeting areas on the human body. Students will be required
to pass both a written and practical skills test with an 80% or higher performance. All munitions will be
provided by Sage Control Ordnance for the course, if students have access to a Sage Launcher for the
class they are encouraged to bring that with them. Hearing and eye protection is required during the
practical class portion.
Tactical Rifle Deployment Course 8hrs Krupa Team SpartanThis 1-day firearms training
course focuses on tactical speed shooting and development of aggressive gun-handling skills
during tactical deployment of the rifle for personal protection and home defense. The concepts
of dominating the weapon, threat and all visual areas during dynamic action will be emphasized
throughout the course. Students will develop reflexive gun-handling skills that will enable them
to quickly and efficiently engage threats while performing multiple complex tasks.
This firearms training course takes the student beyond the basics of the rifle and introduces the
student to deployment techniques that are critical when deploying the rifle for personal
defense.
The following firearms training topics will be covered:




Firearms training safety review. Principals of personal defense. Rapid deployment
methodology and concepts. Mental conditioning and combat mindset. Enhanced
tactical aptitude. Review fundamentals of shooting a rifle. The natural action stance.
Loading / unloading the patrol rifle. Review use of tactical sling systems. Combat gunhandling skills. Presentation from low ready, high ready and indoor ready positions.
Moving off the line of force. Threat assessment and area scanning. Dominating the
weapon, threat and visual areas. Ammunition management and reloading techniques.
Transition to secondary weapon system. Engaging multiple threats. Shooting on the
move. Close Quarter Battle (CQB) techniques. Drugged assailant and body armor
defeating drills. Use of the flash sight picture vs. perfect sight alignment. Introduction

to tactical speed shooting concepts. Weapon retention issues. Combat qualification
course.
Student requirements: Note pad and pen, firearms training equipment, eye protection, ear
protection, baseball type cap, belt with holster and magazine carriers, duty pistol with at least 2
magazines, patrol rifle with at least 2 magazines and tactical sling.
(Body armor is optional unless it is required by your agency during firearms training)
Recommended equipment: Rain gear, sunscreen, insect repellent, hydration system and water.
Rifle equipment specifications: Red dot sights and holographic sights are allowed, however, all
rifles / carbines should have back-up iron sights (BUIS) in the event your electronic sight goes
down. The tactical sling must allow the rifle to hang freely in front of the shooter. We will not
be slinging the rifles conventionally in this class. Ammunition requirements: 500 rounds of rifle
ammunition + 50 rounds of handgun ammunition (minimum) Rifle ammunition must be new
manufacture (Federal, Remington, Winchester, etc.) Absolutely no reloaded ammunition
Tactical Medicine In Low Visibility Assignments or Austere Enviroments. Details to follow.
Equipment will be provided for training. Note pad pen and smart phone.
Team Leader SRW Inc, Randy Watt (Certicate Course 16hrs) This course covers effective
leadership principles and concepts for the leading of tactical units in harm's way. With the
intent of developing operational leaders, this course studies core leadership principles, skills
and attributes, discusses team building and the creation of effective team cultures through
selection of quality personnel and the conduct of quality training, and provides mechanisms for
quality decision making under stress during the management of tactical operations. Based on
the presenter's knowledge, training and experience in leading SWAT and U.S. Army Special
Forces units in complex and dangerous operations, this course will also provide case studies
and examples to solidify principles discussed.

Vehicle Assault Course. This 4 hour course of instruction will provide the student with a unique
technique for tactical vehicle assaults under certain circumstances. This course will teach the
student how plan and conduct vehicle assaults designed to remove one or more occupants that
are believed to be unarmed from a vehicle with minimal risk of injury to the public, the officers,
or the suspect(s). Red gun, long sleeves, long pants, and the standard kit you would wear on
this type of operation.
Warm Zone Tactics Bolender and Pulvermacher (8hrs) “Why Should our Community Develop a
Rescue Task Force?” Oak Creek Fire Department Battalion Chief Joe Pulvermacher and Oak
Creek Police Department Captain Mike Bolender will provide an overview of techniques and
training developed through Oak Creek’s active shooter experiences (2004, Comfort Suites &
Sikh Temple 2012). This presentation will outline the City of Oak Creek’s joint police and fire
preparedness and response to active shooter/ mass casualty events. Drawing from lessons
learned, a collaborative, uniform approach (with standardized terminology) will be stressed.
This presentation outlines the need for rescue task force (RTF) but also addresses the obstacles
that a community will face during implementation. An overview of basic RTF concepts along
with videos of the concepts being applied will assist attendees in gaining a better insight into
this life saving collaborative effort. As time allows hands on training may occur. No special
equipment is needed for this class.
