TOWNSHIP OF OCEAN BOARD OF EDUCATION WORK MEETING MINUTES April 21, 2015 CALL TO ORDER Mrs. Denise Parlamas, President, called the meeting to order at 7:00 p.m. in the office of the Superintendent at the District Administration Building, 163 Monmouth Road, Oakhurst, N.J. STATEMENT OF ADEQUATE NOTICE Mrs. Parlamas read the statement of notice as required by the Open Public Meetings Act, N.J.S.A. 10:4-6. ROLL CALL OF ATTENDANCE Present – Mr. Robert Acerra, Mr. Robert Angelini, Mr. Clifford Brautigan, Mr. Joseph Hadden, Mrs. Amy McGovern, Mr. Sean Moore, Mr. Michael Palutis, Mrs. Denise Parlamas, and Mrs. Sylvia Sylvia-Cioffi. Staff in attendance - Mr. Jannarone, Dr. Stefankiewicz, Marion Conrad; Asst. Supt. Curriculum/Instruction, Jodi Howlett; Board Attorney and Kelly Weldon; OTHS Principal. Enter Executive Session – 7:02 p.m. Approval: Motion offered by Mrs. Parlamas, seconded by Mrs. McGovern and carried 9-0. Move for the approval to enter Executive Session, in conformance with the Open Public Meeting Act, for the purpose of discussing: Personnel (Personnel agenda) and Student Matters (HIB Report). It is anticipated at this time that the above stated subject(s) shall be made public at such time as the need for nondisclosure no longer exists. Board of Education will be in executive session for approximately 30 minutes and will not take action upon returning to work session. Adjourn Executive Session – 7:42p.m. Approval: Motion offered by Mr. Hadden, seconded by Mr. Brautigan, and carried 9-0. Move for the approval to adjourn from Executive Session and resume public session. PRESIDENT’S REPORT: No Report SUPERINTENDENT’S REPORT: Dr. Stefankiewicz Dr. Stefankiewicz discussed the following: Professional development use/calendar and the effect on the senior prom. SCHOOL BUSINESS ADMINISTRATOR’S REPORT: Mr. Jannarone Mr. Jannarone discussed the following item(s): Loch Arbour/Interlaken – Update on their possible merger. Policy update – New employee drug testing policy. Proposed TOIS nature trail. Facility use for basketball camp at the high school. PUBLIC COMMENT: None COMMITTEE REPORTS: The Board of Education discussed committee items: CO-CURRICULAR STUDENT ACTIVITES: No Report COMMUNITY LIAISON & COMMUNICATIONS: No Report Twp of Ocean BOE Work Meeting Minutes (continued) – April 21, 2015 FINANCIAL MANAGEMENT & RESOURCE SERVICES: Mr. Moore The following item(s) were discussed: 1. Discussion: Use of Facilities Board of Education and administration discussed the use of facilities according to the attached list dated April 21, 2015. 2. Discussion: Whalepond Brook Watershed Board of Education and administration discussed the Whalepond Brook Watershed Association’s proposed nature trail behind the Township of Ocean Intermediate School. The Administration and Board of Education agreed that due to security issues, the trail on school property will not be open to the public. Students, however, will be able to use the trail. (See attached map) INSTRUCTIONAL & EDUCATION: Mr. Brautigan The following item(s) were discussed: 1. Discussion: Cancellation to Out of District Private Tuition for the 2014-2015 School Year Board of Education and Administration discussed a cancellation to out of district private tuition for the 2014-2015 school year in accordance with the attached memorandum dated April 14, 2015. 2. Discussion: Professional Development Activities – Staff Board of Education and Administration discussed the attached memorandum dated April 17, 2015 re: Staff Professional Development Activities in accordance with District Policy 6471and NJAC 6A:23B. The attendance at said activities is fiscally prudent and will promote the delivery of instruction and/or will further the efficient operation of the district. Reimbursement for travel and related expenses shall be according to the Department of the Treasury guidelines in NJOMB circular 06-02 and A-87. 3. Discussion: Suspension Report Board of Education and Administration discussed the District’s Suspension Report for the month of March 2015, copy attached. 4. Discussion: June Professional Development Day Board of Education and Administration discussed the Professional Development Day scheduled in June. NEGOTIATIONS: No Report PERSONNEL: Mrs. McGovern The following item(s) were discussed: 1. Discussion: Substitute Teachers for the 2014-2015 School Year Board of Education and Administration discussed Substitute Teachers for the 2014-2015 school year in accordance with the attached list dated April 17, 2015. 2. Discussion: Unpaid Leave of Absence Board of Education and Administration discussed the request of Jacqui LeVine-Salum, Special 2 Twp of Ocean BOE Work Meeting Minutes (continued) – April 21, 2015 Education Teacher, Intermediate School to take an unpaid leave of absence for the period of April 16, 2015 through May 1, 2015. Mrs. Levine-Salum is expected to return to the classroom on May 4, 2015. While out on an unpaid leave of absence Mrs. Levine-Salum will be responsible for paying the appropriate contribution towards her health insurance coverage. 3. Discussion: Unpaid Family Leave of Absence Board of Education and Administration discussed the request of Lee-Ann Gutierrez, Instructional Assistant, High School to take an unpaid family leave of absence beginning at the conclusion of her eligible sick leave (approximately June 18, 2015 ) and continuing through to November 13, 2015. Mrs. Gutierrez is expected to return to work on November 16, 2015. While out on an unpaid family leave of absence Mrs. Gutierrez will be responsible for paying the appropriate contribution towards her health insurance coverage. 4. Discussion: Use of Days from the Sick/Personal Leave Bank Plan Board of Education and Administration discussed the request of district employee 4418 to use 18 days from the Sick/Personal Leave Bank Plan. 5. Discussion: Contracts Not Offered for 2015-2016 Board of Education and Administration discussed not to offer contracts to the following employees for the 2015-2016 school year: Roger Brooks, Instructional Assistant, Township of Ocean Intermediate School Mark Rawding, Instructional Assistant, High School Brian Rogan, Head Custodian, Township of Ocean Intermediate School 6. Discussion: Clerical Substitute and Instructional Assistant Substitute Board of Education and Administration discussed hiring Jessica Giorgio as a Clerical Substitute and an Instructional Assistant Substitute for the 2014-2015 school year. 7. Discussion: Custodial Substitute Board of Education and Administration discussed hiring Nicholas Terranova as a Custodial Substitute for the 2014-2015 school year. 8. Discussion: Office Assistant/Federal Work Study (FWS) Program Board of Education and Administration discussed approving Maham Ayub, a student at Monmouth University, to work in the offices at the Administration Building during the period of April 22, 2015 through December 2015. This work opportunity is part of an agreement with Monmouth University’s Federal Work-Study (FWS) program where students have the opportunity to perform clerical work or act as tutors in grades K-8. Reimbursement for the office assistant position shall be made to Monmouth University via a purchase order at 30% of the $9.00 hourly or $2.70 per hour for this position. 9. Discussion: Substitute Bus Driver Board of Education and Administration discussed hiring Robin Sanderson as a Substitute Bus Driver for the 2014-2015 school year. 10. Discussion: Revised Stipends Newspaper Advisors/TOIS Board of Education and Administration discussed issuing revised stipends to Lisa Butler and 3 Twp of Ocean BOE Work Meeting Minutes (continued) – April 21, 2015 Mardi Durand, Co-Newspaper Advisors, TOIS in accordance with the attached memorandum dated April 15, 2015. 11. Discussion: Volunteer Coach Board of Education and Administration discussed using Marc Tomo as a Volunteer Baseball Coach/High School for the 2014-2015 school year. 12. Discussion: Unpaid Leave of Absence Board of Education and Administration discussed the request of Heather Fonti, Instructional Assistant (part-time), Wayside School to take an unpaid leave of absence for the period of April 16, 2015 through June 23, 2015. Mrs. Fonti will return to work on September 1, 2015. 13. Discussion: Deny Request for an Unpaid Leave of Absence Board of Education and Administration discussed denying the request of Karra Manna, Special Education Teacher, Wayside Elementary School to take an unpaid leave of absence, without the continuation of benefits, for the 2015-2016 school year, (September 1, 2015 through June 30, 2016). (Mrs. Manna was out on an unpaid leave of absence this past school year, September 1, 2014 through June 30, 2015. She was responsible for paying for her health care costs in full during this period.) PLANNING & CONSTRUCTION: Mr. Hadden The following item(s) were discussed: 1. Discussion: Bid Award – Ocean Twp. Elementary School: Art/Music Renovations Board of Education and Administration discussed the lowest responsible and responsive bid for the OTES Art/Music Renovations to Cypreco Industries of Neptune, NJ for a total of, $74,113. Bids were opened on April 16, 2015 at 1:00 p.m. in the Administration Building Auditorium. (See attached) TECHNOLOGY: No Report OLD BUSINESS: None NEW BUSINESS: None PUBLIC COMMENT: None ADJOURN MEETING: 7:58 p.m. There being no further business Mrs. Parlamas made a motion, seconded by Mrs. McGovern, that the meeting be adjourned.
