We have a proven track record of nurturing and developing world class marine pilots with the necessary skills to pilot the full range of ships including some of the world’s largest container vessels, bulk carriers, tankers and cruise ships. You should possess an STCW II/2 Master or Chief Mates certificate of competency or hold an RN equivalent qualification. Its jurisdiction covers the River Stour, the lower part of the River Orwell, Harwich Harbour and an area to seaward extending 12 nautical miles from the harbour entrance and covering 150 square miles. HHA is a Trust Port – an independent statutory body governed by an independent board of trustees charged with acting in the interests of all stakeholders. Its roles are primarily ones of ensuring the safety of navigation and protection of the environment. As the conservancy and pilotage authority HHA provides services for shipping at one of the UK’s major trade gateways which includes the commercial ports of Felixstowe, Ipswich, Harwich International, Harwich Navyard and Mistley. Boarding and landing services for the rivers Thames, Medway, Blackwater, Colne and Crouch are also provided. As a trust port HHA derives its income from conservancy and pilotage charges on commercial shipping – it receives no public funding, it does not issue, nor is required to pay a dividend on any form of equity, public or private. Any surpluses from operations are reinvested for the improvement of facilities. The Role To support the Harbour Master in facilitating the safe and efficient handling of shipping as required by the Harwich Harbour Acts and Orders 1973-2000 and all relevant sections of the Port Marine Safety Code, in particular, the post holder is responsible for the safe and efficient conduct of navigation of vessels which request the services of an authorised pilot within the jurisdiction of the Authority. Pilotage is a 24-hour operation all year round, accordingly you will be expected to work on a rostered shift pattern. To conduct the safe movement of vessels from sea, berth and anchorage in accordance with appropriate procedures. To comply with the Authority’s policies and procedures. Key Tasks: 1. To comprehensively plan the passage of each vessel to be conducted including liaison with other operational team members. 2. To discuss and agree the vessel’s passage plan with the Master using the Master/Pilot Exchange form and inform Harwich VTS of the agreed plan. 3. To maintain communication with Harwich VTS whilst conducting the act of pilotage and comply with the Authority’s operational procedures. 4. To board and land from vessels by pilot launch and from the shore as appropriate. 5. To act as the Authority’s representative on board. 6. To act as the Authority’s representative on board in the event of an emergency. 7. To complete Incident and Marine reports as appropriate and when requested by the Harbour Master. 8. To co-operate fully with any relevant investigations into marine incidents. 9. To embark and disembark from vessels at ports other than those within the Haven when required. 10. To assist with the training of new entrants and advise on their progress, ultimately to unrestricted pilot. 13. To comply with the Code of Best Practice for European Maritime Pilots. 14. Desirable Master II/2 (unlimited) Technical Knowledge Knowledge of the Port Marine Safety Code and its effective application. Knowledge of the Marine National Occupation Standards for Marine Pilots. Understanding of: Pilotage VTS Vessel berthing and mooring Ship handling characteristics Charts/Surveying Appropriate understanding of the legal and regulatory environment that Statutory and Competent Harbour Authorities are required to operate within. Skills and Knowledge Understanding of the operation of a major port facility and its organisational components Demonstrable understanding of the Pilotage service operation. Planning skills: Ability to input and adhere to set objectives. Procedural skills: Ability to adhere to national and internal procedures. Performance monitoring skills: Ability to maintain awareness of own performance.
