4410 W Streetsboro Road Richfield, Ohio 44286 MEETING HELD AT THE TOWNSHIP ADMINISTRATIVE OFFICES (The Village’s brick building behind the Village Town Hall) RICHFIELD TOWNSHIP BOARD OF TRUSTEES THURSDAY, APRIL 2, 2015 10:00 A.M. The Board of Trustees met for their Regular Meeting and the meeting was called to order by Chairperson Trustee Ms. Jankura at 10:00 a.m. The Pledge of Allegiance followed. Roll Call was taken by Township Administrator Mrs. Mindy Remec. Roll Call: Janet Jankura – Chairperson Jeff Shupe - Vice Chairperson Robert Luther Also in Attendance: Chief Keith Morgan, Richfield Police Department Lt. Bob Jones, Richfield Fire Department Mr. Jeff Gorman, West Side Leader Publications Ms. Kathy Galrin, Richfield Times Magazine Approval of Minutes: March 19, 2015 Regular Meeting: Dispensing with the reading of the minutes, there were no changes stated. MOTION by: Ms. Jankura and seconded by Mr. Luther to approve the March 19, 2015 Regular Meeting as presented. FURTHER DISCUSSION: NONE MOTION PASSED UNANIMOUSLY: Jankura (Yea), Luther (Yea), Shupe (Yea) Regular Meeting Page 2 April 2, 2015 Police: Chief Morgan distributed the monthly reports and stated that for the month of March there were 163 calls for service and 942 for the Village of Richfield. A new part-time police officer is being considered and it is anticipated that Ms. Krall will be sworn in the week of April 6, 2015. Ms. Amy Krall is a graduate of the Cuyahoga Heights Police Academy and is a season officer with the Kelly’s Island Police Department. She is a former resident of Richfield. Training is occurring for personnel for Crisis Intervention and Mental Health Crisis. Sergeant Fyfe will be coordinating with Laurie Pinney regarding the junk motor vehicles and equipment that are parked on four (4) residential properties. These zoning matters were reported to the Zoning Inspector by the concerned residents and those property owners of the “alleged” violations [per RTWP Zoning Inspector] were notified on June 24, September 26 and November 4, 2014. There have been changes to the towing laws in the State of Ohio and the Police Personnel have already attended a training seminar on the subject. Fire: Due the absence of Chief Jason Mihalek, Lt. Bob Jones was in attendance and distributed the monthly reports and stated that there were 33 Township EMS calls for service, 15 Township fire calls for service. The village had 20 EMS calls for service, 4 fire calls for service, 4 mutual aid given and 5 mutual aid received. The Fire Department cautioned residents that they need to avoid flooded areas and fast moving water. Anyone encountering a flooded basement or lower level should immediately contact the Fire Department to avoid being energized from the electrical service. Richfield has over 60 oil wells that the Fire Department is required to inspect. Those areas of inspection includes critical infrastructure such as natural gas transmission stations, hydrocarbon holding tanks and transmission lines. The Department just concluded training for safety and emergency response. In closing, it was stated that the Fire Department works very closely with Summit County Building Department and the building representatives to ensure all construction plans adhere to appropriate fire safety and codes throughout the building process. Zoning: Due to the absence of the Zoning Inspector, Ms. Pinney, Trustee Ms. Jankura stated that there was a report provided and then reported that there were two (2) zoning certificates issues in March. The YTD numbers are: three (3) residences, two (2) residential additions, one (1) swimming pool and one (1) fence for a total of sixteen (16). The Zoning Commission for March 12, 2015 was cancelled because there were no matters pending. The JEDD Board will be on the agenda at the April 9, 2015 meeting at 6:30 p.m. Trustee Ms. Jankura stated that zoning violations were being processed either with injunctions or through the legal process. Regular Meeting Page 3 April 2, 2015 The BZA Hearing regarding a telecommunications tower on Hawkins Road for April 7, 2015 was cancelled. The continuation of that hearing will be heard at the regular meeting on April 21, 2015. There will be a Zoning Commission meeting on April 9, 2015. There are no Richfield Township items on the agenda for the Summit County Planning Commission and there are no subdivisions under review. The written report stated that the status of the legal/other matters previously reported remain unchanged without any additional intervention by the Zoning Inspector. Those matters include the 3538 Medina Line Road Unsafe Order, the four (4) properties with the unlawful storage of junk vehicles and equipment. These matters are “alleged” violations. Fiscal: No report. Parks and Recreation: Trustee Mr. Luther requested a status of the budget for the park. Administrator Mrs. Remec stated that it is in progress and Park Administrator, Mr. Chris Eastwood, stated that there would not be any major projects in 2015. The 2014 drainage work due to the driveway and parking lot repair appears to be the anomaly that caused the big increase of expenses. Roads: The Service Department has vacated the brown garage and is utilizing some space at Rising Valley Park in addition to storage units in Broadview Heights. The Free Chipping Program will begin in May. Administrator Mrs. Remec stated that the ad appeared in the Richfield Magazine and the dates of the program are: Week of May 5, July 6 and October 5, 2015. Trustee Mr. Luther stated that he is continue to obtain estimates for repairs on Hawkins Road. Administration: Administrator Mrs. Remec stated that Administrative Assistant, Mrs. Bluso Rogers handled the telecommunications arrangements with Windstream at the Brown Garage. There is no service at the garage and the Village can continue with their plans to demolish the building. The Service Department direct line [330.659.6483] will “call forward” to the Township’s administration line [330.659.4700] without any additional rings for the caller. The Service Department fax line has been placed on “vacation.” Due the pending construction of the new building, telecommunications needs will be evaluated. Until the new building is ready, telephone messages will be taken by the office and relayed to the Service Department. It was determined that due to lack of internet access for Mr. Schall at the park; the work mobile phone was upgraded. Regular Meeting Page 4 April 2, 2015 Two parking spaces were rented at the storage facility in Broadview Heights and there is security at this facility. Administrator Mrs. Remec stated that a salt invoice for 500 tons of salt in the amount of $27,092.01 required action by the Trustees. MOTION by: Mr. Luther and seconded by Ms. Jankura to approve the salt invoice in the amount of $27,092.01 from the Gasoline Tax Fund. FURTHER DISCUSSION: NONE MOTION PASSED UNANIMOUSLY: Jankura (Yea), Luther (Yea), Shupe (Yea) There will be carryover of salt for the 2015/2016 snowplow season and the number of tons is unknown at this time. Effective April 1, 2015, snowplow season ends and the Service Department will resume their 7:00 to 3:30 p.m. schedule. One truck is still parked in the brown garage and it is ready for snowplowing if the need arises. Old Business: None. New Business: None. Announcements: Trustee Ms. Jankura announced that the Administrator, Administrative Assistant and herself attend the Chamber of Commerce Luncheon on April 1, 2015 and hear the State of the Village Address by Mayor Beshara. Agenda Requests and Follow-Up Actions Items: Administrator Mrs. Remec stated that there will be an update on the design-build interviews of the short listed teams. It is anticipated that the Evaluation Committee will have a recommendation for the Trustees. It was determined that a Special Meeting will be held on April 7, 2015 immediately following the NIMS training.
