Anyone searching for child care can search for
your program and look at your website. If you
do not know your username or password call
our office and we can help you access it. You
need to make certain to have your rates up to
date in order to be paid state subsidy through
DWS. We also provide training for child care
providers, administer the CAC referral website,
process CAC quality indicators and criteria, and
offer on-site help.
The Office of Child Care is located in Salt Lake
City. They oversee the 6 CAC agencies in the
state as well as Quality Environment Grants,
School Age Program Grants, Baby Step Grants,
and Child Care Subsidy.
OCC/DWS manages state subsidy payments and
can answer your questions about your EBT
account. If you receive state subsidy for child
care and do not already have a Provider Portal
with DWS, call or email them to set one up.
The Provider Portal lets you manage your state
subsidy enrolled children.

AVOID THE SUMMER SLIDE
Help Children keep their minds active this
summer and avoid the summer slide!
Something is waiting for many school age
children each summer and their parents don’t even
know it’s out there. It's called the "summer slide,"
and it describes what happens when young minds
sit idle for three months. We get wrapped up in
summer plans and forget to focus on how much educational ground our children could
lose during the three-month break from school.
Did You Know?

All young people experience learning losses when they do not engage in educational
activities during the summer. Research spanning 100 years shows that students typically
score lower on standardized tests at the end of summer vacation than they do on the same
tests at the beginning of the summer (White, 1906; Heyns, 1978; Entwisle & Alexander
1992; Cooper, 1996; Downey et al, 2004).
Experts agree that children who read and keep their minds active during the summer gain
reading skills, while those who do not often slide backward. According to the authors of a
report from the National Summer Learning Association: "A conservative estimate of lost
instructional time is approximately two months or roughly 22 percent of the school year....
It's common for teachers to spend at least a month re-teaching material that students have
forgotten over the summer. That month of re-teaching eliminates a month that could have
been spent on teaching new information and skills."

A Parent Will Not Follow Your Rules - What Do You Do?

Gina, a family child care provider, called me with a problem and asked for my
advice.
"A father in my program won't follow my rules. He refuses to notify me when his
schedule changes, so I don't know what days his child will be here. He and the mother
are divorced and he's responsible for dropping off and picking up the child three days
a week. I've talked to him many times about this, but he won't tell me, even a day or
two in advance, when his child will be in my care for that week. It could be one, two
or three days a week, but I never know in advance. My policies say that parents need
to inform me before the week begins what days their child will be in attendance for that
week."
I offered a variety of suggestions to Gina of how she might want to resolve this problem:
•

Have the mother talk to him about following your rules.
Give the father a written notice that he if he continues to ignore your rules, he will suffer a consequence:
o You will charge him an extra fee for failing to notify you in advance; or
o You will terminate care.
Gina didn't like any of these options. She didn't want to put more pressure on the mother. She didn't think charging extra
fees would change the father's behavior. She loved the child and didn't want to terminate care. So, I told her that her only
other option was to accept the fact that the father won't follow your rule and learn to live with it.
What would you do?
I've talked with many providers who are stuck in a situation where they are unhappy about something one of their parents
are doing, and they can't figure out what to do about it.
There are only three choices you have in this situation:

Accept that you can't change the parent's behavior and learn to live with it
Enforce a consequence on a parent such as an additional fee
Terminate your contract and end your care with the family
In Gina's case, she didn't want to adopt the last two choices. Therefore, I told her not to argue about this anymore with the
father. I told her to let the father ignore your rule and move on. This choice is less painful to her than the other two choices.
It is okay to let some things go and not create any more stress for yourself.
If you find yourself in a similar situation, your choice may be very different. I've seen many providers chose the second
option and threaten the parent with an extra fee. In the vast majority of situations the parent then does the right thing.
If you can't accept any of the options above to resolve a conflict with a parent, you do have one final choice. Go out of
business.
If the stress is so great that you can't accept the parent's behavior and other options aren't acceptable, it's time to move on.
Don't be unhappy and continue caring for children. It's not good for them or you.

April is Child Abuse Prevention Month
April is nationally recognized as Child Abuse Prevention Month. This month brings
awareness to the community that abuse happens here in Cache Valley and that through support
and education abuse can be prevented.
Steppin’ Up for Children
Join us for this community event—together we can prevent abuse. 327 pairs of shoes representing
each innocent child in Cache Valley who was involved in a substantiated case of child abuse will
be placed on the courthouse steps. Guest speaker—Miss Utah, Karlie Major.

Family Strengthening Community Services
Parenting Classes: For Parents, Stepparents, Daycare Providers, etc. Offered throughout
the year covering topics of healthy families, self-esteem, communication, discipline, etc.
Stepfamily Education Classes: Offered throughout the year covering topics unique to
stepfamily relationships.
Nursery: Designed to provide a safe, homelike environment for children ages 11 and
under, we provide Crisis childcare services, along with scheduled care for a weekly break.
Therapy: Provided free of charge to eligible clients, our services focus on assisting primary
and secondary victims of crime (abuse, domestic violence, sexual assault, etc.)
Ourtreach: A home visiting program offered free of charge to eligible clients, provides
parents with support and education.
Good-Touch/Bad-Touch: An abuse prevention program aimed at teaching children how to
stay safe from abuse. Taught in the schools and out of our center.

had a banner year in 2014 and is continuing the momentum
into 2015 with many exciting events and projects in the

New PFCCA Benefit Announced – PFCCA Board recently voted to reimuburse
providers the $179 Early Bird Registration Fee for those who attend the NAFCC
Conference in Minneapolis, MN in July 2015. After you attend the conference submit a
certificate of attendance and $179 will be refunded back to you by the PFCCA!
PFCCA Book Club Pick – Our most recent book club choice was Einstein Never
Used Flashcards by Roberta Michnick Golinkoff and Kathy Hirsh-Pasek. This book
discusses how our children really learn – and why they need to play more and memorize
less! Watch our monthly PFCCA member newsletter for our most recent pick!
Chapter Meetings - We continue to provide quality and fun trainings every month
at chapters throughout Utah. These trainings count as face-to-face trainings for

What is TOP Star:
TOP Star stands for Targeting
obesity in preschools and childcare settings.
The TOP Star program is a collaboration between
the Utah Department of Health, Local Health
Departments, and Care about Childcare.
The goal of TOP Star is to help
childcare providers improve their
nutrition and physical activity
environments by focusing on four
key areas: nutrition, physical activity,
screen time, and breastfeeding.
Steps to earn the TOP Star Endorsement:
Childcare providers complete a self-assessment, set goals, participate in
the TOP Star training with Care about Childcare, and conclude with a follow
up assessment. Providers will receive assistance and support from Bear River
Health Department as they move through the process in receiving the TOP Star
endorsement.
Benefits:
Career ladder credits are earned through participating in the TOP Star
training. Your facility will be recognized on the Bear River Health Department
and Utah Department of Health’s web pages. You can also work with Care about
Childcare to receive recognition on their web page.

Pre-Registration Information
Registration and pre-payment is required at least 5 business days in advance for a
training you would like to attend.
Pre-registration is essential!
If we do not have the minimum number of participants registered,
(Cache County, at least 10 & Box Elder County, at least 5)
we will have to cancel the training.

Important Reminder
Registration fee is now $16.00 per class.
Be sure to register for classes as soon as you can.
Remember: if you have to cancel your registration, as long as you do it at least 3 business days
before the first session of class, we can issue you a Training Voucher that you can use for another
training class.
If you do register for a class that is full, you have two options:
1. If you choose not to register for the class, your payment will be returned to you.
2. If you choose to register for the class, your payment will be accepted and processed and you will be
placed on the waiting list. If a spot in the class becomes available, we will contact you. If you are not
able to get into the class, then we will issue you a Training Voucher that can be redeemed for a future
training. Please note that we have to receive your paper registration form and payment before you
can be placed on the waiting list.

Please be on time for classes!
*If you aren’t able to arrive on time, then you would need to make up that session of class if you want to use the class for
Career Ladder credit.

This rule will be strictly enforced!
Please allow for weather conditions, traffic, construction and parking issues when attending training classes.
In July of 2013 we announced a change to the Career Ladder System that will require Early Childhood Professionals to have a
Demonstrated Competency by July 1, 2018. Here are a few of the frequently asked questions that we have received about this
change.
• What is a Demonstrated Competency?
• A Demonstrated Competency (D.C.) is comprised of training, assessment, and an observation. A D.C. indicates that an
Early Childhood Professional has taken at least 120 hours of training and is able to put that training into practice. These
D.C.s are recognized throughout the state of Utah, belong to the provider not the program, and are portable. Providers
who have earned a D.C. can take it with them anywhere they go in licensed care in Utah and have it count.
• Why are we now being required to get a D.C.?
• The Office of Child Care (OCC) manages the Child Care Professional Development Institute (CCPDI) where the annual
Professional Development Awards come from. OCC is monitored by The Federal Administration for Children and
Families. The Federal Office has told OCC that every dollar given to providers needs to be tied to quality, and that quality
needs to be verified. The new D.C. will fulfill those federal requirements.
• How can I get a D.C. if I am new to the Career Ladder?
• There are ten pathways that anyone can choose from in order to get a D.C. They are:

Is there a cost for a CDA?
Yes the cost is $425; however, any provider currently working in a licensed child care program is eligible for a
scholarship of $325. Visit CCPDI at http://ccpdi.usu.edu and click on the Scholarship option.
Is there assistance for me if I want to get my CDA and I am not sure how to get started or need some support?
Yes! Each of the local Care About Childcare Agencies have CDA Coaches that can give all kinds of free support. Just

What if I already have a Level 5, 6, 7 or 8 and I earned it before the change?
You may choose any of the ten pathways listed above or you may from choose two additional pathways that are available
just for you

Is there a cost for an observation?
Yes, the cost is $100; however, providers may opt to have this cost taken out of their next Professional Development
Award. Simply contact CCPDI at http://ccpdi.usu.edu and click on Scholarship Option.
What will happen if I already have a higher level and I don’t want to get a D.C.?
You will retain your Career Ladder Level, but will receive a lower amount for your Professional Development Award. If,
at any time after the deadline you choose to get a demonstrated competency, your annual professional development award
will resume to the higher amount.
