NEW S & VIEWS MHEA Sept 2 0 11 Volume 24, Issue 9 Homeschooling: Tennessee Law, Virtual Schools, and the Kitchen Table Karen Johnson, MHEA Legislative Liaison There are several ways to legally homeschool in Tennessee. (For more information and listing of exact requirements, please go to www.hslda.org/laws) In June 2011, the Jeter Memo opinion was voted into law with some clarifications and additions. Option 1: Home School Statute - Notify the public school. Parents must submit notice of intent to the local superintendent prior to each school year “for the purpose of reporting only.” The notice of intent must include the names, number, ages, and grade levels of children involved, location of the school, curriculum to be offered, proposed hours of instruction, and qualifications of the parent-teacher. Parents must maintain attendance records, which are subject to inspection by the local superintendent. Records must be submitted at the end of each school year. Instruction must be given 4 hours per day for the same number of days required by the public school. Proof of vaccinations must also be submitted. (example: School District) Option II: Home School Statute - Associate with a Church-Related School. (Faith Heritage, Gateway, HomeLife Academy) Option III: Home School Statute - Parent as Teacher in a Church-Related School. (example: Faith Heritage, Gateway, HomeLife Academy) Option IV: Alternate Statute - Operate as a Satellite Campus of a Church-Related School. Unlike Options II and III, students in a satellite campus program are not considered homeschoolers. Option V: Alternate Statute – Enroll in the Distance Learning Program of an Accredited Private School. Parents may enroll their children in an online, Category III non-public school accredited by one of the six regional accrediting associations. (example: A Beka Academy) Now that the law is clear and homeschooling is defined, let’s discuss the new Tennessee Virtual Schools using K12 curriculum. The first Tennessee Virtual School was approved summer 2011 by the state legislature. It is operated out of Union County Tennessee for grades K-8. It is a public school that sends curriculum and other supplies to the parents. The parents school at home with the provided supplies. They must be logged in to the system 6.5 hours per day (time spent online is monitored by K12’s software) and the parent must be present. Currently, Memphis City Schools, Metro Nashville Schools, Putnam County, and Bristol City school districts have asked the state board of education for permission to launch a virtual school. Deputy Supt. Irving Hamer said Memphis plans to offer its catalog of 86 online courses to any student in the region who could benefit. While Virtual School students are indeed schooling at the kitchen table, they are not considered homeschoolers for several reasons. First, they do not meet Tennessee law for homeschool registration. Registration is with a public school and more than 51% of the schooling is done by a person other than the parent. Secondly, the curriculum is chosen by the school and can’t be adapted by the parent to meet the individual student’s needs. Also, families are required to follow public school requirements on attendance and time spent daily in academics. All flexibility for routine and content that has been cherished always by students and parents has been removed. While all these items are crucial considering the Virtual School option, the final determination comes from the legal perspective put forth by the Home www.MemphisHomeschool.org School Legal Defense Association. Virtual Schools do Direct MHEA E-mail Links: not meet the qualifications of a homeschool set forth in Tennessee law. Therefore, Virtual School students MHEA@MemphisHomeschool.org (office) are registered with a public school; they are not Activities@MemphisHomeschool.org considered homeschoolers, and HSLDA will not Conference@MemphisHomeschool.org provide representation. Graduation@MemphisHomeschool.org MHEA will be following the standard set by HSLDA HonorSociety@MemphisHomeschool.org with regard to association membership. Families registered with TN Virtual Schools are not homeschoolers, Legislative@MemphisHomeschool.org therefore they will not be able to join MHEA. Families NewsNViews@MemphisHomeschool.org who decide to have some students enrolled in the TNVS President@MemphisHomeschool.org and some as traditional homeschoolers will be able to Sports@MemphisHomeschool.org join MHEA, however, the students enrolled in the Webmaster@MemphisHomeschool.org TNVS will not be permitted to participate in MHEA Yearbook@MemphisHomeschool.org activities due to sports guidelines and insurance restrictions. We are looking forward to another fantastic yearbook and it will be even better with pictures of your homeschooling family in it! Thank you for your help in making this year’s book the best yet! The contest deadline is Friday, September 30. ~ NewsNViews@MemphisHomeschool.org September 2011 Ordering 2012 Yearbooks After receiving national recognition for our 2009, 2010, and 2011 publications, the 2012 yearbook staff is gearing up to produce an even better yearbook! Don’t be left without one! You must order before January 10, 2012, to guarantee a yearbook in May. Due to the high cost of printing, we will NOT be ordering extra copies. To make it easier, you can now order your yearbook online! Simply go to http://www.walsworthyearbooks.com. Click on “Community Member,” then “Buy your book.” Then simply follow the prompts! Our school name is “Memphis Home Education Association.” You can use a credit card. All the deadlines remain the same, though, so order now and check it off your list! NEW THIS YEAR! You will be able to order yearbooks online at the picture days! If you have any problems, please email Yearbook@MemphisHomeschool.org. Please note that the price goes up after November 18 and December 30, so be sure and get the best deal by ordering before then! NOTE TO SENIORS! The yearbook is NOT included in any Senior fees, so be sure to order your yearbook early. Last year several seniors did not receive a book because they didn’t preorder, and that makes all of us sad! For seniors graduating in the MHEA ceremony: You will receive a free name stamp on your yearbook! Simply order it online WITHOUT a namestamp. Your namestamp will be ordered with your MHEA graduation registration. If you want an icon, order your namestamp and icon and your namestamp cost will be refunded at book pick-up. The Yearbook Needs You Abigail Bateman, Co-Editor in Chief “There is a time for everything, and a season for every activity under the heavens,” and for many of us the aroma of crayons, pencil shavings, and fresh packages of paper signal a season for the return to the comforting routine of our homeschool. The staff of the 2011-2012 MHEA Yearbook, The Shield, completed our award winning 2010-2011 publication and began our next publication almost simultaneously. Dreams have been realized, plans have been made, goals have been outlined, and the creativity of new staff members has been included, almost everything is in order for another amazing year. But all of our plans and ideas cannot produce your yearbook, we need you. It is you, your student, your events, your ideas, and your memories that make this publication. Our work can only provide a framework upon which your memories are displayed. Make your school year complete by celebrating it in the 2011-2012 Shield. We all know that one of the best parts of the MHEA Shield is your photos. A good class picture or that perfect snapshot is what makes your yearbook special. Don’t miss out on the fun! Photographers will be ready to capture your perfect class picture - see dates on page 2. It is going to be a year full of memories and the 2011-2012 Shield wants to capture every one of them, but we need you! Your classes, field trips, events and even vacations can be preserved in our publication. Submission ideas, possibilities and variations are endless! Additionally, by purchasing a sponsorship or business card ad, you provide our staff with the means to further showcase the people and places of homeschooling. The support we have received over the years has given us the opportunity to produce award winning publications that continue to be treasured. The 2011-2012 Shield staff is extremely grateful for that support and as we excitedly plan another award worthy yearbook, we remain aware that it is your support that provides us with this opportunity. For more information contact the Yearbook Staff at Yearbook@MemphisHomeschool.org.
