TOWN OF TOLLAND REPORT OF THE TOWN MANAGER Steven R. Werbner Town Manager May 10, 2016 Town Manager’s Office The Town of Tolland is working in conjunction with the Resident State Troopers to make our roads safe by stepping up speed enforcement and creating a new Road Safety page on our website. SLOW DOWN, BE SAFE, ENJOY YOUR RIDE That’s the motto of our new Road Safety page where you will find information on bike safety and on our speed trailer as well as watch a video on the down side to speeding. We also have some ideas on how residents can help. Refuse & Recycling Trash & Recycling Receptacles – Questions have been raised on the Town’s policy regarding additional trash or recycling receptacles. Because we went to Single Stream Recycling it allows most household waste items except for food waste to be recycled. To further encourage recycling, in 2012 we swapped the standard sizes of both the Green (refuse cart) and the Blue (recycling cart). Currently, new residents receive one Green refuse cart at the standard size of 65 gallons and one Blue recycling cart at the larger standard size of 95 gallons. Residents cannot purchase a second Green refuse cart, but those that had two Green refuse carts before the change are grandfathered. There are a limited number of Blue recycling carts that can be purchased by residents as a second recycling cart. It is important to state that for every ton of refuse that is generated, the Town pays $64.58 per ton while conversely we receive $25 per ton in revenue for generated recycling. Board of Education For a Board of Education update, please click here: http://www.tolland.k12.ct.us/cms/One.aspx?portalId=891651&pageId=21303569 Finance The Director of Finance & Records has passed the Operating and Capital Budgeting portion of the GFOA Certified Public Finance Officer exam that she took in Windsor on March 18, 2016. She has passed four tests so far with one more to go! Page 1 of 34 May 10, 2016 Page 2 of 17 The Auditors have begun their preliminary field work during the first week of May. All is going well so far. The team is pretty much the same except for one new auditor. We have been closely monitoring what has been going on at the State level regarding the budget and municipal aid. We will keep you updated as quickly as we receive the information. We recently implemented a majority of the MUNIS financial software new forms printing product. We are testing the emailing of direct deposit advices via a secure process to employees. Once the testing is complete we will roll that feature out and reduce the amount of paper that will be processed for the advices in the future. Catanese of Bolton, the author of nine young adult novels, will make a return appearance in Tolland on Thursday, May 12th at 6:30 pm to discuss his latest book, “Donny’s Inferno.” The free talk, to be held in Conference Room A of Tolland Town Hall at 21 Tolland Green, is part of the Tolland Public Library Foundation’s Eaton-Dimock-King Authors Series. Catanese describes his book as funny, thrilling and fast-paced, with a big dose of urban fantasy. A boy on the run is rescued from a burning building by a bewitching supernatural being named Angela Obscura. She takes Donny to the underworld, where he finds a transformation has taken place, but enemies are trying to restore the underworld to its old, terrible ways. The talk is free, but registration is required. To register or for more information, call the Tolland Public Library at (860) 871-3620 or register online at www.tolland.org/library. Public Safety The Department’s activity level and call volume continue to run high as April was a busy month. Director Littell participated in several meetings with members of the State Police and Trooper Dan McCarthy working towards organizing a public presentation/conversation concerning the increased drug usage we are currently facing in town. The department continues to develop our Public Eye database and held several training classes for both career and volunteer staff. PublicEye is a software product that provides collaboration, situational awareness, data fusion and many operational tools for emergency responders. The annual federally mandated DOT safety inspections of our fleet have begun. These inspections are conducted by a certified contractor independent of Town resources in order to Page 10 of 34 May 10, 2016 Page 11 of 17 deliver an impartial result. These inspections will take place over the next several months and continue until all apparatus has been inspected. The Department’s annual Hurst Tool & Equipment Inspection was conducted this month. We are pleased to report that our equipment passed without incurring any costly repairs or mandated replacement of equipment. Only minor repairs and adjustments were needed. Hurst equipment and tools commonly referred to as the “Jaws of Life”, are hydraulic rescue equipment and tools used to extricate victims from the twisted wreckage of a motor vehicle crash. The Department trialed several multi-gas detection meters from a potential new vendor. On April 26, 2016 Director Littell along with a few other members of the Department met with a representative from the Higgins Corporation to discuss our current identification badge system software program. Information was received about the necessary system upgrades and potential modernizations needed in order to bring our identification system more in line with today’s equipment and standards. Animal Control In the month of April the Animal Control Department answered 77 calls/complaints during regular & after work hours. The calls described below are a sampling of the complaints investigated & current projects/ events: • • • • • Officers continue to use the Town of Tolland Animal Control Facebook Page (which now has 2,534 “likes”) to advertise missing and found animals, animals for adoption and to keep residents informed of any on-going animal related events. Officers continue to receive calls for sick/injured wildlife. None had direct contact with residents or pets and therefore were not tested. An injured baby squirrel was found in a container in front of the office door at the dog pound. ACO Binheimer was able to bottle feed the critter until he could be taken to Safe Haven Wildlife Rehabilitation Center in Granby, CT. Officers received several calls for roaming dogs. All dogs were returned to their owners. The Department has been planning for the upcoming low-cost rabies clinic which will be held on May 14, 2016 from 10:00 am to 12:00 pm at Station 240, the Rhodes Road Page 11 of 34 May 10, 2016 Page 12 of 17 • • • • firehouse. A new sponsor was sought resulting in the vaccination fee being reduced by 50%! NECTAR or North Eastern Connecticut Animal Rescue is this year’s sponsor and will provide vaccinations at only $10 (cash) per animal. Dr. Morey of Tolland’s Fenton River Veterinary Hospital will be administering the vaccinations. Additional information can be found on our website. The Department is planning a community-wide Pet First-Aid and CPR class. This class will be held June 4, 2016 at the Tolland Fire Training Center located at 191 Merrow Road. Registration is open to anyone with an interest, however, advance registration and prepayment is required to reserve a seat. Additional info can be found on our website. Officers are continuing to conduct the annual door-to-door Unlicensed Dog survey by visiting 20% of Town residences which do not already own a licensed dog. To date, approximately 280 of the required minimum 597 residences have been visited and 19 unlicensed dogs have been discovered. This annual survey is part of a Connecticut Department of Agriculture program initiative which once completed allows the Town to keep an additional 10% of the dog licensing fees collected during the year. ACO Binheimer investigated one dog bite to a person. The dog is currently under quarantine and the victim is recovering. On April 30th, Officers’ Binheimer and LaPointe attended “Technical Large Animal Training” class held by CTSART Region 4. Thank you to Tolland Fire Department’s Captain Don Corne and Lieutenant Bernie Hoffman for conducting these classes. Fire Department The Fire Department conducted four regular training sessions and one business meeting during the month of April. Former Public Safety Officer Jason Wellings whose resignation from his Town position was effective April 1, 2016, has since resigned as Tolland Fire Department’s Deputy Chief of Professional Development. Initially it was reported that Deputy Chief Wellings would continue with his volunteer service but unfortunately he has resigned from the Department altogether. With his resignation the Department will be looking into restructuring its training program. We thank him again for his service to both the Town of Tolland and to the Tolland Fire Department and wish him all the best in his new position. On April 6, 2016, Tolland Fire Department joined the rest of the state in welcoming the UCONN Women’s Basketball team back home. A few pieces of apparatus were set up in front of Station 240 with flashing lights to help well-wishers congratulate the team as they passed through Town. Page 13 of 34 May 10, 2016 Page 14 of 17 • • • • • • • • • • • • • • • • • • • • Information sharing with insurance companies referencing fire suppression capabilities and underground water supply capabilities. Investigated fires, gas leaks, complaints and prepared reports as required. Assisted with Fire Department emergencies outside scope of normal work. Re-inspected replacement of failed fire alarm system at First Congregational Church. Significant time spent on four serious loss fire investigations. Completed remaining inspections at Ivy Woods apartments. Training for underground tank installations. Blasting permit and oversight. Inspected 14 business and assembly facilities. Follow ups will be required on most. Worked with school management to correct some fire code violations. Tolland Alert There were no activations of Tolland Alert in April. The @TollandAlert Twitter account now has 1,345 followers. Public Works After the winter, an evaluation of different areas in Town has shown that we need to change the schedule for the roads that were due to be resurfaced. Several roads such as Carol Drive, Stuart Drive, Glenn Drive and Sherry Circle have suffered severe damage and these streets need to be moved up to the top of the list for this year. We have also seen extreme deterioration on Maplewood Drive as well. These roads have areas that have completely failed and need complete restoration. We are pushing the proposed repaving of Anthony Road off for another season but will address some of the deteriorated shoulder concerns during this construction season. Cross Farms/Adam’s Adventure – Town forces have completed the drainage work at the Park and are preparing the site for paving those areas affected by the drainage work. The wooden post and beam rail is scheduled for the week of 5/2/16. Once that is in place, our Contractor will return and curb the parking lot. We will then complete the site work in anticipation of the final paving. After the paving is complete, we will have the site striped with the appropriate areas for handicap parking and regular parking stalls. Page 14 of 34 May 10, 2016 Page 15 of 17 Midland Drive has been paved with a base course and curbed. Our crews are backfilling the curbing which will then receive the final course of pavement. Sharon Drive – Resident at 56 Sharon Drive has e-mailed the DPW several times and stopped in once about on-going trespassing issues alongside their property. This parcel belongs to the Town, it is not a designated park nor does it fall under the stewardship of the Conservation Commission so there appears to be a void as to who has any responsibility. The State Troopers can’t enforce No Trespassing unless it’s posted. Planning feels that the Town Council has to authorize the posting and then the Troopers can respond to the calls about the issues. At this point, the State Troopers are notifying the resident that if any activities are taking place after dark then they are to call them directly. Recreation The Recreation Department is gearing up for its busy season. We are currently planning, hiring, and organizing for summer camp, aquatics, youth sports, youth programs and adult programming. Summer camp registration is on-going. Our adult softball leagues will be starting the week of May 8th. Games are played at Crandall’s Park Tuesdays, Thursdays and Fridays. We have eight teams this year. We are offering a few new programs this upcoming summer. One of our new classes is a disc golf camp. This camp will last for one week and participants will learn the game of disc golf and play a few rounds as well. The Pavilion at Crandall Park is open and available for rental. We had our first rental on April 30, 2016 and many other dates have been reserved. I am currently working with a small committee to plan the Annual Celebrate Tolland Event. The event is scheduled for September 17, 2016. The Cross Farms Concession Stand opened for the season on Saturday, April 30th. It was a huge success, selling out of almost our entire product for the day. We sold over 140 steamed hotdogs! The summer addition of our Town Wide Newsletter is scheduled to be mailed out the week of May 16th. The Lodge continues to be rented every weekend. Tax Office Revenue collections as of April 30, 2016 are consistent with fiscal year 2014-2015. The actual current year collections minus refunds are 98.79% of the adjusted collectible amount as compared to 98.75% last year for the same time frame. Page 15 of 34 May 10, 2016 Page 16 of 17 The Tax Office is in the process of updating address changes and bank codes on the October 1, 2015 Grand List for the July 1, 2016 tax bill mailing. Intent to Lien Notices were sent to all delinquent 2014 GL real estate accounts in April and Liens will be filed on the land records this month. After Liens are filed, Delinquent Statements will be mailed for Real Estate delinquencies. The State Marshal continues to collect on Warrants for Motor Vehicle and Personal Property tax bills. Attorney Adam Cohen continues to pursue payment on the following severely delinquent accounts; 46 Baxter Street, 44 Buff Cap Road, 298 Crystal Lake Road, 112 Anthony Road and 56 Apple Road. After the title searches are complete, the date for the tax sale can be set and is expected to be held in July. Town Clerk • The Town Clerk’s Office continues promoting customer awareness of our new ability to receive, process and return land records electronically. Documents can be processed the same day, eliminating the costs of postage, labor and express mail expenses. The customers are able to keep all original documents in their possession and payments are securely deposited in the Town’s account. Recording information is instantly transmitted back to the customers reducing the amount of calls received in our office requesting that information. In addition to being a convenience to our customers, Tolland is realizing some costs savings by offering this service. Connecticut is one of three states which do not utilize the county system for filing land records. As such, we often receive documents for the rest of the towns within Tolland County. Electronic documents can be rejected electronically without incurring postage and labor costs. During the month of April, we processed 26 electronic land record filings which represent 17% of filings for the month. • Our Office issued 97 absentee ballots for the presidential preference primary which was held on April 26, 2016 and 35 absentee ballots for the May 3, 2016 budget referendum. • The Town Clerk attended training at the Secretary of the State’s office regarding their new election management software, attended an Adobe Pro software class at MCC and earned continuing education credits attending the Connecticut Town Clerks Association Conference. • The statistical report for the month of April is attached. Whew!! Oh what a night! Our 27th Annual Variety Show was a huge success. The auditorium was packed, and what a great audience we had! Backstage was buzzing with “youthful energy” from the sound/lighting crew to all the little dancers. There was “senior energy” on fire as well, with The Notables belting it out! I do feel a sense of relief now that it’s over, especially to see what a huge success it was. I’m filled with gratitude for all the entertainers who so willingly stepped up to the plate with their talent and asked nothing in return. As this is our biggest fundraiser, the response was overwhelming. Our Stage Manager, Rebecca, is very heavily relied upon to keep things moving. Thanks to all of you who sold tickets to all your neighbors, friends and family. My thanks, Barbara Stone, for taking charge of the ticket sales and all the “behind the scenes” work you do handling that!! With Irene and Joan at your side the night of the show selling tickets, you obviously know how to “work it”. Kudos to The Notables, and Rosemary and Mark for your dedication and hard work to create such harmonies and share your love for music. I would be remiss if I didn’t thank Chris Gayson and Frank Howd for always being our competent videographers! Of course where would we be without Reverend Hannah Howe, our Master of Ceremonies. She makes the time in between acts so enjoyable sometimes we think we are spending time with an old friend. To sum things up, everyone plays a part in this, whether you work behind the scenes or show up to support your senior community and sit back to enjoy the show. My heart is full. I want to wish a very Happy Mothers Day to all the mothers out there. Also, don’t forget our town’s annual Memorial Day Parade on Sunday, May 29th at 1 pm. It’s just another opportunity to come together to celebrate those we hold in our memories, and those we still have with us. Remember we are closed on Monday, May 30th. Check the calendar for all events and activities. See you at the center! Fran Page 25 of 34 May Birthdays ... Happy Birthday!! I’m still on a high after the completely exhilarating Variety Show last Friday night. There was so very much going on backstage and I was running on high octane the entire evening. It was such a blast performing with my family as well. The audience was so receptive to all of the talent, and I do believe the auditorium was almost full! What a great job Fran did – again – kudos to her and the way she just draws people in with her love! Great job Fran! I’d like to share with you some information I came across last week. It comes from a circular that we receive here at the center periodically, called New LifeStyles – The Source for Senior Living which had an article that tells what questions you should ask when choosing community care. I’d like to share some of these with you, because if you’re anything like me, you walk out of the conversation and say “ Shoot! Why didn’t I ask that question!” So here we go… What levels of care do they offer? Do they accept Medicare or Medicaid? (I can explain the difference to you) Are there any restrictions on the type of residents they admit to their practice or facility? What is provided for in the basic daily rate? What services cost extra? Is there a volunteer program? This article recommends you visit the facility and try to observe the following: Is there adequate staff? See if the residents look clean and are in clean clothes. Observe if the staff members are kind and responsive when they talk to the residents. How is the food? Ask a resident how it tastes. Is it hot? How about the portion? Are the residents helped with eating when required? Are there any activity programs with a full-time activity director? Are these activities posted where all can see them? Is there something for the resident to do when confined to her/his room? Based on the above questions and answers, your choice of a care community should include the following: Good visible resident care Convenient location Friendly, competent staff Good food, well prepared and attractively served Clean, free of unpleasant odors Many times when there’s a need for a skilled nursing facility, decisions have to be made quickly. It may be a good idea to visit these facilities before the need for one arises. Then you’ll have a knowledge based on experience rather than hearsay. We have a number of New LifeStyles magazines available, full of helpful information. Swing by and grab one, but grab some lunch first (if its Monday or Wednesday). Happy May – Peace, Rebecca Page 27 of 34 3 FOODSHARE MOBILE FOOD PANTRY The FoodShare Mobile Food Pantry is available in Tolland on alternate Thursdays, 9-9:30 a.m. in the parking lot adjacent to the United Congregational Church of Tolland, 45 Tolland Green.
