Royal HaskoningDHV's creative professionals, over two thirds of which are university graduates, cover the full
range of environmental disciplines. Royal HaskoningDHV integrates their technical and management
perspectives to provide practical and workable solutions to environmental issues. Many of our staff have over
15 years of project experience and come from a diverse range of backgrounds. These range from earth, natural
and social sciences, engineering, planning, economics, law, organisational and management development.
Skilled technicians, laboratory staff and administrative staff provide practical support.

The Environment Team of Royal HaskoningDHV, consisting of approximately 650 staff (of which 150 are water
specialists), brings together a wide range of know-how in order to solve the great diversity of problems related
to the environment. Our expertise covers both the more traditional environmental areas such as soil, water, air,
waste, biodiversity, social and noise, but also more strategic sustainability policy and environmental planning
expertise, as well as compliance and supervision services. Our consultants have in-depth knowledge of
environmental technology, legislation, regulations, management systems, and communication best practices

Soil contamination study for a Concentrated Solar Power station in Upington,

Undertook a soil contamination study for a 120 Ha site set aside for the development of a
CSP facility. Study undertaken as a requirement by the client’s lenders as part of a larger
risk assessment being undertaken for the site. The study involved the taking of samples,
the analysis of these samples and the compilation of a report outlining the findings of both
a visual assessment of the site as well as the laboratory analysis undertaken.
Supervision of dismantling and remediation project Douala Cameroon

Management and supervision of the dismantling and remediation of a former

Phase II Site Investigation Khartoum Airport

Client: The Shell Company of the Sudan Ltd.

The works comprised design of the site investigation, drilling of groundwater monitoring
wells, sampling, in-situ and laboratory chemical analyses of groundwater and soil
samples, preparation of a hydro-geological model and reporting. A remediation strategy
was also developed.

Royal HaskoningDHV has carried out an extensive and intrusive environmental site
assessment at a former agrochemical site in Sudan. A Groundwater Risk Assessment
was carried out to investigate the behaviour and thus potential spreading of
contaminants in groundwater. The main objective of this Risk Assessment was to define
a groundwater exclusion zone, and therewith prevent any (future) potential risks to local
residents from using groundwater impacted by former site operations.
Geology, hydrogeology, climate, topography and existing groundwater data were
assessed on a regional scale and site specific scale. Information used included Blue
Nile river levels, local geology, regional groundwater levels, major groundwater
abstractions, behaviour of solvents and agrochemicals redox conditions, microbial
degradation and retardation.
Based on the available information on (impacted) groundwater, as well as the spreading
in groundwater over the last ten years, model scenarios were calibrated through
sensitivity analysis in an initial screening assessment. One scenario was selected for
this specific situation and was used for further modelling and calculation.
Various modelling sequences were executed. This eventually resulted in determination
of exclusion zones for shallow and deep aquifers.

A detailed site (soil) investigation programme for the construction of a ro-ro terminal, a
fertiliser quay and a fertiliser factory in Cotonou was designed and tender documents
were prepared. Royal HaskoningDHV assisted during tendering, and carried out
supervision of the surveys.

various projects

Marlan’s Group S.A. intended the construction of a RoRo-Jetty Terminal 50 Km east of
Cotonou in order to improve efficiency of handling second hand cars compared to the
present situation through the main Port of Cotonou. In addition, a fertiliser plant and a
car-offloading jetty outside the port of Cotonou was planned. Royal HaskoningDHV
prepared designs, soil investigations, environmental reports and feasibility assessments
for all of these intended project developments.

Environmental Risk Assessment for a proposed Coal Terminal to be situated at
Port Louis, Mauritius.

The energy department of the Government of Mauritius had commissioned a new
thermal power plant. Coal would need to be shipped in to fuel the power station. This
meant the increase in coal storage facilities was required at Port Louis. This however
posed a risk as the area proposed for coal storage was situated adjacent to a fuel and
chemical storage tank yards on site. An environmental risk assessment was
undertaken to determine the explosive risks associated with the proposed operations,
as well as additional air, noise, visual, marine, coastal, social, and legislative impacts
which may result from the proposed development.

The Akosombo Dam is a hydroelectric dam in south-eastern Ghana in the Akosombo
gorge on the Volta River. The dam provides electricity to Ghana and its neighbouring
West African countries, including Togo and Benin. The Volta River Authority (VRA) has
a request to prepare a Dam Safety Assessment and the much smaller Kpong Dam
downstream as well as an Emergency Action Plan to minimize damage and fatalities in
case of an emergency. Additional task is the preparation of an Environmental
Management Plan to manage the environmental challenges in operating the dam and
its projects.

Detailed Design HAZOP of Rabi Pumping Station

The main task of the Royal HaskoningDHV HAZOP chairman was to guide the review
process on the changes on the P&IDs, as a result of the HAZOP performed by Woodhill
Frontier in September 2008.
Objectives of the HAZOP were to check whether recommendations from the previous
HAZOP were carried out and/or implemented on the P&IDs. To identify additional points
which need attention, and to solve these if possible, and if not, to define
recommendations or actions. To discuss the impact on hazards and operability of the
changes in the design, compared with the previous HAZOP, and to implement
operational issues on the P&IDs, if considered to be necessary by Addax staff.

Risk assessment and emergency response studies

Total Gabon and Total Cameroon have awarded a contract to Royal HaskoningDHV to
perform Safety studies on all oil production installations, according to the French
Seveso II legislation and Total company rules.
The safety studies were focused on all installations, including oil and gas wells,
pipelines, offshore and onshore production installations, oil treatment facilities, tank
storage and oil tanker loading facilities.
The projects included a visit to all relevant locations, inspection of the systems in place
and selection of the accident scenarios.
For all scenarios effect and consequence calculations have been prepared, and risk
assessment. The scenarios have been prioritized on risk. A selection of the scenarios
was used as basis for the internal and external emergency plans.
The scenarios were also used to investigate the adequacy of the safety measures
installed. The project also included training to Total personnel on emergency response.
Furthermore additional heat radiation studies have been performed for the flare stacks
on all offshore production platforms under normal and emergency situations, in order to
comply with the French legislation and company rules.
Shell Gabon EMS support and Report to Society

Shell Gabon is a oil exploration and production company operating the Gamba and
Rabi fields since the early sixties. In 1999 Shell Gabon attained their ISO 14001
environmental management certification with substantial support from Royal
HaskoningDHV. From 2001 onwards Royal HaskoningDHV supports the maintenance
of the ISO 14001 system through the conduct of annual EMS / HSE audits, audit
training, training of staff, preparation of various materials for Shell Gabon staff (internal
publications), operational support (checking and closing audit follow up) and HSE
contractor management training. Annually the Report to Society publication (French English) is drafted, lay out and shipment of 1500-2000 copies. This report presents the
performance of Shell Gabon in the field of health, safety, environment and sustainable
development. The volume of each of the activities varies annually depending on the
topics and needs for support.

IFC & the local MICOA environmental requirements needed to be addressed during the
study in order to obtain environmental licenses to initiate the project.

Compensation measures were recommended to the client and an Environmental
Management Plan (EMP) was set up to allow easier implementation of those measures.

is prepared in closed cooperation with the company (and design engineer) in charge
of the project.

of an existing pipeline. The second part of the pipeline is mainly offshore but includes 3

The Government of Cross River State is currently implementing various socio-economic
policy initiatives. One of these initiatives is the promotion of the establishment of a
dedicated energy services facility in Calabar to be known as Calabar Energy City.
Royal HaskoningDHV was assigned to undertake project management services for the
Calabar Energy City Project in March 2010. Our task was to ensure that the design of
the port area and the development of the infrastructure were undertaken on time, within
budget and that all design work were done to the highest standards.
The initial ten work packages were planned to take approximately six months and to
cover a variety of fields of work and activities within different divisions. Royal
HaskoningDHV’s main tasks comprised master planning, award of contracts for
environmental impact assessment, site clearance and dredging & reclamation, M&E
planning, hardware and equipment contracts as well as the preparation of power plant
and waste water treatment plant contracts.
At a later stage, Royal HaskoningDHV’s scope of work could be extended to cover site
supervision during construction of the facility. This part of the work would then be
carried out by RH Nigeria as a subcontract to the RH UK contract.
Ghana Regional Capitals Street Lighting project

In 2005 Royal HaskoningDHV executed on behalf of Philip Lighting BV a PESP
Feasibility Study for Street Lighting in the Regional Capitals of Ghana. This study
resulted in an ORET application that was granted in 2007. The first phase of the project
comprise some 500 km of street lighting in Accra and Kumasi, scheduled to be
implemented in 2008, 2009 and 2010. Philips Lighting BV contracted Royal
HaskoningDHV for the site supervision, technical assistance and for the implementation
of the Maintenance Management System (MMS) including trainings etc.
For the MMS implementation Royal HaskoningDHV collaborates with Liandyn, a Dutch
developer and operator of similar systems in the Netherlands.
Ghana Regional Capitals Street Lighting Project - a PESP Feasibility Study

The Tlokwe Local Municipality as an area experiencing significant growth and
development pressure. Pressure factors include urban development and expansion, a
backlog in infrastructure provision, demand for housing, and urbanisation pressures.
The Provincial Spatial Development Framework identified Tlokwe as a Priority One
investment area due to the location of the Municipal Area and its positive physical
attributes. The formulation of the Environmental Management Framework for Tlokwe
was therefore necessary to ensure that development and growth is sustainable and
does not take place to the detriment of the sustainability of the natural resource base.

The Environmental Management Framework (EMF) aims to identify areas of natural

spatially represented information and related parameters, such as ecology, hydrology,
infrastructure and services, in order to pro-actively identify areas of potential conflict
between development proposals and critical or sensitive environments. Spatial and
development planning in the district can therefore draw on the EMF to steer the
utilisation and exploitation of natural resources in a sustainable manner. The EMF
also accommodates consideration of natural disasters, climate change, deforestation
and water supplies.

the urban areas, as well as extra-urban agricultural and mining extensions. An
important step to managing these issues is the recognition of the value of wetlands
and watercourses, as well as their associated aquatic ecosystems must form part of
the development planning of both the urban and rural areas of the Metsweding area.

biodiversity conservation policy strategies. Essentially, they are legal mechanisms

local and international examples the project provides an overview of the business
case in support of the application of Green Servitudes; an appraisal of the legal
mandates for such servitudes; and outlines a proposed Green Servitudes tool for
application by municipalities in Gauteng within the development approval processes.
Environmental Handbook: Requirements for High Pressure Development Areas

Northern eThekwini Urban Development Corridor Local Area Plans: Strategic
Environmental Planning Component

Development pressures around the new King Shaka International Airport and
associated Dube Tradeport are mounting, and in response the eThekwini Municipality
commissioned a study to confirm alignments of the R102 road corridor and compile
Local Area Plans for the Phoenix, Verulam and Tongaat areas. Strategic Environment
Planning input was provided for each Local Area Plan. The environmental assets
within the NUDC are highly pressurised and fragile. The green corridors associated
with the river catchments that traverse the area need to be protected, and where
possible expanded and enhanced. These corridors provide vital ecological and
recreational amenity services for the metropolitan area as a whole and specifically
within each Local Area.
Mamelodi East Local Open Space Plan

A Policy for the Integration of Environmental Planning into the Land Reform Process
was adopted in 2001 by the (then) Department of Land Affairs. Since 2001, various
Land Reform and Rural Development projects saw the light of day – with
acknowledged mixed results. In the meantime, the regulatory and policy environments
evolved to place much more emphasis on the drive for integrated rural planning and
development, and a significantly more complex regulatory system for environmental
management. The time was therefore ripe for a revisit of the original policy, based on
the lessons learnt from implementation projects from the past decade, and with an
eye to the future of rural development and land reform matters in South Africa. The
revised policy builds on the initial framework provided by the 2001 policy, with a focus
on the key values of rural development and land reform, especially the values that
relate to sustainable utilisation and management of renewable natural resources.

In the context of reporting on the management of the environment, the regular
reporting function is carried out in the form of ‘State of Environment Reports’. State of
Environment Reporting provides snapshot pictures of environmental conditions as
found at specific times, thereby informing decision makers and civil society alike on
the state of health of the environment, and on how well environmental management
has performed between sequential reports. The reports therefore provide a broad
based insight into the condition of our living environment at a national scale, and with
a view towards guiding strategic interventions. This insight is based on a synthesis of
environmental monitoring results which in turn provides for an opportunity to identify
trends, causal relationships, danger signs, success stories and the like. The value of
State of Environment Reporting therefore resides most clearly in its ability to guide
decisions for future policy based on a report on what has been happening in the past.
This also creates awareness of environmental issues on a wider and more general
level and informs broader planning and strategic decision-making.

activities. The State of the Environment report as per the national guidelines and
framework is a glossy publication that provides the current state and responses to
aspects of human settlements, biodiversity, water, air quality, waste and land issues
amongst others. Thus, the State of the Environment Report is a key instrument for
tracking Gauteng’s efforts to protect the province’s environmental assets.

Joint Venture (TBWB) who are currently constructing and renovating Health Centers
in Lesotho. These Health Center upgrades are part of MCA-Lesotho’s Health
Infrastructure Project. MCA-L’s Project specifications include the Identification, Safe
Removal and Disposal of Asbestos Containing Materials (ACM) at Health Centres in
Lesotho. TBWB has employed Specialist consultants Royal Haskoning DHV and
Approved Inspection Authorities (AIA) who are experts in asbestos management for
the identification, safe removal and handling of ACMs. The specialist input focuses on
the strategy to safely contain and dispose unearthed Asbestos Containing
Material(ACM), present in the surface bed of various derelict Clinic site, in the best
practical, environmental safe and economical manner. The recommended option for
final ACM management at the targeted sites shall be via onsite immobilisation using a
cement-ACM-aggregate mixture commonly referred to as ‘soilcreting’ to encapsulate
the co-mingled ACM debris.
