With reference to previous contacts, and your conversation today with Ms. Sigrid Surlien
and Mr. Henrik Lande, I confirm that the Authority will issue a Preliminary Assessment as
described in Section 4.2 of the Authority's notice on best practices for the conduct of
proceedings concerning Articles 53 and 54 ofthe EEA Agreement.
If Sandefjord Municipality as a response to the Preliminary Assessment proposes
commitments identical to the proposal received by the Authority on 7 September 2015, the
Authority will proceed with market testing of the proposed commitments, as described in
Section 4.4 of the Authority's notice.
