HOW TO SCREW A CITY
…then seek re-election
by Michael Phillips
Having begun Monday 8th
of June the city mayor
Merola signed a new order
requiring all bars/pubs in
the university area to open
no earlier than 5pm and to
close by 1am.
The new measures also stipulate
that local fast food outlets may not
open before 6pm and must close by
midnight.
Furthermore, the sale of alcohol
for takeaway is prohibited between
the hours of 10pm and 6am.
For those contravening these
laws there are fines ranging from
€300-500.
The new laws have been
considered for some time as a way
to counter the abuse of alcohol
which has inevitably led to many
instances of violence and general
degradation of the university area.

global with ‘job
Local Job is a new app to help ‘locals’ find
professional services and artisans nearby. It also
seeks to resolve the general problem of
knowing who to trust as a feedback service is
built in to enable customers and those offering
work to connect in the most open way possible.
In 2014 the company was founded by 5
students from the Internet Science Dept at
Unibo. They initially established their startup
under SocialCities srl as an Innovative Startup
getting the support of private donors, public and
incubators.
Co-founder Luca Cavina told us,
“SocialCities for us is not just a software
company, but the way we want to innovate in
local markets and the Italian technological
landscape.”
The young group were extremely happy to
have also won number 1 spot among 1600 other
competitors in the Startup Chile 2015
competition.
It’s now available for every smartphone
although more languages are due to be added
very soon.

Dear Readers,
welcome to Bologna Press and the only English newspaper for Bologna.

On the case of how illegal it is, Zucchini
points out that according to the national and
regional statutes, the opening and closing times
have already been established in that bars/pubs
are free within limits to decide themselves.
Therefore, by actually forcing upon them new
laws regardless of an updated national census
this is clearly contravening a publican's right to
do business.
Fighting fire with fire: Zucchini states: "We
have begun collecting signatures which we will
deliver back to the comune to show them how many people are against these drastic
proposals. Furthermore, we are going to the TAR (Tribunali Amministrativi Regionali regional justice court) to ask them to

to Merola’s law
Bologna wants to live
The mayor of Bologna
without any warning or
discussion decided an action
without any precedents: to
close down every day from
10pm the economic lifeline
to the historic university
area.
What will happen to the city
when this comes into effect:
-no ice-cream, pizza or
sandwiches after 11pm
-after cinema, no more
alcohol in a bar/pub
-more than 1000 jobs at risk
-less attractive to tourism
-increase in illegal alcohol
sales
-darker streets therefore more
dangerous
-no public bathrooms
available after 1am
-unfair competition between
those businesses inside and
outside the affected areas
Closing down the city is not
the solution to problems. A
city council incapable of
managing public order
cannot blame its citizens and
businesses.

Re-election
Campaign
The back-drop to Merola’s
crusade to clean up the city is
based on his insistence to seek a
second mandate as mayor of
Bologna, which incidentally is
being prepared to create a ‘super
city’. Once Bologna swallows up
surrounding towns councils such
as San Lazzaro, the future mayor
would have more power and
influence.
However, Merola is not
being permitted a free ride. Apart
from internal divisions in the PD,
an unexpected candidate in the
form of outgoing Bologna
University Rector Ivano Dionigi
is being touted as a potential
replacement.

For some time, the owner of Balanzone in

programme. Two years ago they laid
down new laws about how bars should set

inevitably limit access for shoppers and
prevent businesses to grow.
Looking at the issue of road works for
example, many shops have already
recorded a drop of up to 40% since the
beginning. As a consequence some have
sold up and moved on. Others are simply
trying to avoid the inevitable such as the
historic Atti alimentary shop that have
decided to close for the whole summer
period in the hope that some sort of normal
commerce returns in the autumn.
After the third road closure in only one
year, some have said enough is enough.
Francesca Conti of the antique shop on
Strada Maggiore 'To be antiques' is closing
down for good. A notice on the window
proclaims the desperate situation she finds
herself in and states:

up outside terraces then abruptly changed
them after many had already paid out
substantial sums. There has been a lack of
consistency since more laws were
introduced and changed. To this extent
owners like Massimiliano Bolelli (in
photo) feel they are being penalized for
offering students entertainment. "Bologna
is a city of 100,000 students and whether
you like it or not, they want to have fun,"
he confirmed.
"The city is
dying and for
"The city is dying”
two years I've
been trying to
raise this issue.
I'm Bolognese Doc! So I know how this
affects us all. We're losing business and
tourism since businesses are closing
down, and therefore jobs are going too.
What's more, this is actually helping drive
a black market in alcohol sales around
Piazza Verde since the young people can't
go to pubs or bars, they end up buying it
through unofficial outlets or places where
they don't give receipts." Bolelli refers to
the growing trend whereby people on
bicycle actually go around offering
students and young people the chance to
buy cheap alcohol from garages where
they keep beer in refrigerators and then
carry it around in their rucksacks for sale.
"Nobody controls these places," he
reports, "yet,

A p p a r e n t l y,
the people sell

nothing about it. Bolello further confirms
that, "The police are under order not to
interfere. This isn't my opinion but what
they've told us. So, to actually close bars
now at 1am it means there's is even more
abuse and delirium than there ever was
before. We need more (police) control in
the area against the general degradation.
The answer is not to turn the city lights
off."
“The city is closing down.”
“There’s a black market in
alcohol sales around
Piazza Verde.”
“The police have orders
not to interfere with illegal
alcohol sales.”

After 37 years
Bombocrep closes at
11pm
Unfortunately, all this has come
about as the city mayor Merola
passes a law on public order
that means all bars/pubs must
close at 1am and artisan shops
like ours must close at 11pm.
We never would have thought
that nutella crepes or donuts
could create so much disorder,
but we must comply with this
order until such moment that
it's either cancelled or changed.
We would like to point out that
in 37 years of business
Bombocrep has never sold any
type of alcoholic beverage nor
even received any type of
complaint from our neighbours,
however, the worst kind of
restrictions are being forced
upon us that we must close even
before bars/pubs.
We believe that the public
disorder is being perpetrated by others and not far from here!

ROAD(works)
TO HELL
…is paved by
Chinese stone
Piazza Ravegnana
The endless nightmare on Via Rizzoli et al, is finally
seeing a ray of light some upon it, and not just as it's
summer time. From Via Ugo Bassi along Via Rizzoli
and up until Piazza Ravegnana, the Chinese imported
stone is being laid with care although, perhaps not
with as much haste as some would like.
The works were partly
held up due to
archaeological work
when the original
antique city walls were
discovered during the
recent excavations.
Archaeologists were
called
in
to
photograph, record and
catalogue the remains.
The work continues
unabated and with
much fanfare, Merola,
the city Mayor opened a
new track of the repaved Via Rizzoli to foot traffic on
June 4th. There are two crossings, the first opposite
the Apple Store, which
are about 20m in length Merola's pyrrhic victory
while the other is on Via
Ugo Bassi.
However, after months of inconvenience, road
blockages, bus re-routing, traffic diversions Merola's
photo-op with a dozen or more road workers,
comune staff and of course media entourage the
celebratory progress is nothing short of a pyrrhic
victory.

road network in the centre of the city. The director of
engineering Fabio Monzali explained to Il Resto del
Carlino that, "The closure was timed for the end of
school in the hope to cause as minor damage as
possible to the already fragile flow of traffic around
the city."
What this translates to is more traffic diversions
and especially a greater economic toll on local
businesses since even fewer people will be able to
reach the city centre from this end.
Regarding bus route 14 and 19 these will continue
their usual diversions along Via Santo Stefano
meanwhile the navetta T1 will now stop at Piazza
Aldrovandi instead of continuing up to the Two
Towers and passing through Via Castiglione.
As a consequence some business owners
belonging to 'Vivere il Centro' have again called upon
the transport assessore Colombo to resign due to a
lack of information on the exact nature of
disruptions.

‘CINEMA UNDER THE STARS’
June 21-August 15 showing 50 nights of movies in
Piazza Maggiore. The Film Archive celebrates the
centenary of Mario Monicelli, Ingrid Bergman and
Orson Welles.
Opening on June 21 with the restored movie A
Fistful of Dollars. Final movie on August 15 with My
friends by Mario Monicelli.
Monday, June 22, In Cold Blood, the film that drew
Richard Brooks in 1967 the novel by Truman Capote.
Wednesday, June 24 another Italian face, Alberto Sordi,
star of Scopone Scientific by Luigi Comencini.
Thursday, June 25, there is the classic movie by Martin
Scorsese (Goodfellas), while Friday, June 26 anticipates
the celebrations for the 120th anniversary of the
production company Gaumont (which will be widely
celebrated in the Cinema Ritrovato) with their first
Italian production, Mozart's Don Giovanni directed by
Joseph Losey and starring Ruggero Raimondi.
From Saturday, June 27, Il Cinema Ritrovato begins
with its 300 films submitted from morning to night in 5
halls around the city.
Schedule for the 8 nights of Cinema Ritrovato:
• Saturday, June 27: the new restoration of Elevator to
the Gallows, with Jeanne Moreau and the soundtrack of
Miles Davis;
Barbara Truzzi:
‘Vibrations in the
soul’
Looking at Barbara Truzzi’s work showed me
a better part of myself. In her early works I
met Kandinsky again and then her colours and
lines also took me back to Klee so I was not a
bit surprised to find out that she was a
musician as well as painter. Her more
painterly works arose my sense of touch and
the chaotic mixing of colours and materials
reminded me of Pollock’s action painting. The
chaos here is led by an impetus that is the
expression of an untranslatable positivity,
which the observer’s well aware of.
What struck me most about her choice of
colours and their arrangement was certainly
her use of the colour blue. Blue, intimate and
introspective in its varied hues and tones, can
be used to translate a wide variety of
contrasting moods into paint depending upon
the exact tint or shade chosen. We all
remember Picasso’s emblematic blue period
during which the artist portrayed a bleak and
wretched time. On the other hand, Barbara
Truzzi’s blue is a hue that evokes the idea of
enjoying spending time with yourself and we
come across it repeatedly along our journey
from her lines and geometric shapes to her
more painterly works without it ever losing its
value of profound inner joy.
Just like
other artists,
B a r b a r a
expresses
h e r s e l f
through both
music
and
paintings, and
so I think it fit
to end these
notes on her
work with a
quotation from
Kandinsky that
couldn’t be more appropriate: "Colour is the
keyboard, the eyes are the hammer, the soul is
the piano with many strings. The artist is the
hand that plays, touching one key or another,
to cause vibrations in the soul." Laura Casu - Art Historian
