THE INSTITUTE AND THE COUNCIL
The Institute of Chartered Accountants (Ghana) was established by an Act of Parliament, Act 170, 1963.
It is the sole body charged with the regulation of the accountancy profession in Ghana. Its members are
the only members recognized under the Companies Code (Act 179) 1963, for the purpose of auditing
company accounts. It is governed by a Council of eleven (11) chartered accountants. The Council whose
term of office is two years is headed by a president and a vice president.
MAIN RESPONSIBILITIES OF THE COUNCIL
To conduct or provide for the conduct of qualifying examinations for membership of the
Institute or for registration as a registered accountant under the Act and to prescribe or approve
courses of study for such examinations;
To maintain and publish a register of chartered accountants and practising accountants;
To secure the maintenance of professional standards among persons who are members of the
Institute and to take such steps as may be necessary to acquaint such persons with the methods
and practices necessary to maintain such standards;
To supervise and regulate the engagement, training and transfer of articled clerks;
To maintain a library of books and periodicals relating to accountancy, and to encourage
publication of such books;
To encourage research in the subject of accountancy and generally to secure the well-being and
advancement of the accountancy profession; and
To specify the class of peoples who shall have the right to train articles clerks and to specify the
circumstances in which any person of that class may be deprived of that right.

Introduction
The tenure of office of the 2016-2018 Council of the Institute ends with the close of the 2016
Annual General Meeting. In accordance with Section 7(2) of the Chartered Accountants Act
170, 1963, it is mandatory to elect 7 of our members to serve on the next Council.
Information about the candidates
The profiles of fifteen (15) candidates, contesting this year’s Council election have been
provided in this brochure and listed in order of balloting. These members have offered
themselves voluntarily for election to serve on the Council.
Electoral Arrangements
1. The Process
Every member in good standing as at 13th May, 2016 will be part of the voting process.
Please note that an e-voting system has been put in place. Kindly see below for the
procedure required to obtain access to the system.
2. How the e-Voting System Works
a) An email message shall be sent from support@icagh.com to all members who are in
good standing to cast their votes.
b) It will contain a link that will give you access to the e-voting platform.
c) This email will also contain a six-digit randomly-generated token (for example, 123456).
d) Click on the link provided (that is, vote.icagh.com) to access the voting platform;
otherwise, copy the link vote.icagh.com and paste into the address bar of your web
browser.
e) Kindly note that when you launch onto the e-voting platform, it will take you through
an authentication process. This process will require that you type in your email address,
and then copy and paste the six-digit token you received in the email into the required
field.
f) Please ensure that you have been authenticated by entering your email address, and then
copy and paste the token {123456} into the required field. Otherwise, you will not be
able to access the e-voting platform.
g) When you are done, please click on <Submit Token>. This will then take you to the
next page.
h) On this page, you will view the profiles of the candidates you wish to vote for before
you cast your vote.
i) Click on <vote now>.
j) Please ensure that you select at most seven (7) candidates of your choice, by clicking on
the checkboxes against their names.
k) When you are done, kindly review your checked list before you move to the next stage.
l) Click <I have verified my choices>.

3. Collation and announcement of Electoral Results
a. The Electoral Committee, led by Mr. Joseph Frederick Odartey Blankson, a Past
President of the Institute, will lead the collation of the votes and announce the results of
the election.

ACHIEVEMENTS



Instituted an effective quality assurance and improvement system for UEW Audit in 2009
that has undergone 3 successful external assessments.
I contributed meaningfully to the review of proposals developed for the introduction of the
new ICAG students information system which has made students database management
more effective and efficient.
Chaired the Committee of Internal Auditors for universities in Ghana in 2009 and its
visibility was enhanced through networking and collaboration. We successfully carried out

four (4) major projects including the first peer review exercise for audit offices for all public
universities in 2010 to 2011.
Presented proposals and received a grant amounting to US$330,000 towards entrepreneurial
training and business development for rural communities including the liberation of Trokosi
victims in the Volta Region and some intervention for young girls at Manya Krobo in the
Eastern Region.
Advocated for and was instrumental in the development of several policy documents for a
sustained systematic growth and development of the University of Education, Winneba
which ranked third among other universities in Ghana in two consecutive periods.
In 2012, as a member on the Coalition of Domestic Election Observers (CODEO)
Procurement and Logistics Committee, I was instrumental in the evaluation process for
purchase of all logistics including an IT system used for the smooth monitoring of the 2012
general and parliamentary elections across the country.
Participated in the 2016 International Federation of Women Accountants (IFWA)
Conference held in Accra; 2008, 2012 and 2015 international conferences of the Institute of
Internal Auditors (IIA) at San Francisco, London and Canada respectively; 2010 and 2014
World Congress of Accountants (WCOA) at Malaysia and Rome; 1st PAFA Congress in
Kenya; Accountancy Bodies of West Africa (ABWA) Congresses held in Senegal and
Benin and many other capacity building programs. Attending these programs equipped me
with skills in strategy planning and development, change management, team building,
negotiation, conflict management, corporate governance, risk management & project
management.
VISION FOR ICAG
Having developed a passion for quality in all spheres of growth and development for the
Institute and leveraging on my decade-long experience in top management with academia, I
wish to:
 Reinforce a responsive, accountable and inclusive governance structure and administrative
system.
 Advance the ICAG Faculty system and pursue an improvement in the Institute’s physical
infrastructure towards academic excellence in teaching, learning and research.

From 2011 to 2014 was able to lead the Silverbird team to transform the company from a
loss-making entity to a profitable company. Also helped improve customer service
experience through targeted promotions, resulting in increased Box Office sales of over
250% result in the commencement of the Weija branch of Silverbird now called Global
Cinemas.
Also eliminated exchange losses in the books of Silverbird Ghana Limited by converted
foreign denominated accounts payables to Ghana cedi denominated accounts payables.

Was the brain behind Forestry Commission of Ghana introducing, “Accounting for the sale
of confiscated lumber and logs”, resulting in the proper accounting for the sales proceeds of
lumber and logs. Saved the Commission millions of Cedis between 2002 and 2005.

VISION FOR ICAG








Ensure that examination question setters are carefully selected and trained according to
international benchmarks.
Setters would not be allowed to either teach students or organize any form of classes for
students.
Extend ICAG School to the regional capitals. Ensure ICAG establishes offices in the regions
manned by permanent staff who will be the fulcrum for extending ICAG School to the
regions.
Increase student enrolment through strong marketing/business development team led by
head, Director, Students Services and CEO with planned visits to all tertiary institutions.
Construct an additional school block to increase student enrolment.
Create internship opportunity for ICAG School students with the help of members in
auditing firms and companies.
Create other business opportunities for ICAG to increase its revenue base, example, real
estate.
Establish a district society in Koforidua to serve members in the Eastern region. Have been
able to rally 5 members in this bid.

Encourage cooperation and collaboration between Government and the Institute to enable
the Institute provide capacity-building to Public Sector qualified accountants in order to
strengthen Public Financial Management through signing of Memoranda of Understanding
the relevant parties.
Advocate for the improvement of quality assurance services provided by licensed
accounting firms to clients through effective monitoring and supervision supported with
capacity development initiatives and training.
Ensure that members enhance their professional conduct at the workplace, have a high sense
of integrity and thus, reduce the situation where members are summoned by the Public
Accounts Committee of Parliament to be interrogated on issues related to financial
malfeasance, fraud and corruption in the Public Sector.
Advocate for collaboration between the Institute and key public anti-corruption agencies
such as Ghana Audit Service, Internal Audit Agency, etc., to help enhance accountability
and transparency in financial administration towards socio-economic development in the
country.

ACHIEVEMENTS



Provided consultancy services to the Gambia Institute of Chartered Accountants under the
sponsorship of the World Bank.
As CEO of ICAG:
o Supervised the preparation and implementation of Strategic Plans for the Institute for
the periods 2006-2010; 2009-2012 and 2011-2014;
o Collaborated with the World Bank to secure two separate grants to strengthen the
capacity of the Institute;
o Played a key role in securing a twinning partnership agreement with ICAEW;
o Established the current practice of residential marking to strengthen the integrity of
the examinations;
o Reduced the lead time for release of examination results from ninety (90) days to
thirty (30) days;
o Commissioned some members and non-members to write manuals for students;
o Established ICAG School.
o Established systems and policies to comply with Statements of Membership
Obligations of IFAC.
o Played a key role in the construction of ICAG School building and the
administration block;
o Opened the Kumasi regional office;
o Supervised the conduct of ATSWA examinations in Liberia and extended
participation in the professional programme to LICPA students.
o Secured and coordinated the hosting of the 2nd ACOA 2013 in Ghana.
At GUA:
o Advised the Board to invest in stable and viable ventures which have proven to be
the pillars of its investment portfolio.

date has become the standard format since 1986.

The first and only English-speaking member to be admitted to the French version of
Accountant-Generals worldwide, Association Int. Des Services Du Tresor and became Vice
President in my individual capacity.

Believe I have the skills and experience to influence the Institute’s strategy and can also
contribute to shape the future of the accountancy profession in Ghana. Reasons for desiring to
join Council are:

Membership Card: to encourage Council to introduce biometric membership cars for
members in good standing which will capture relevant personal details with the basis of
negotiating discounted rates for members at hotels, airlines, real estate, etc., based on the
membership strength of 5,000.
Welfare/Benevolent Fund: To encourage, socialize and support members in times of need.
Will propose that the welfare scheme should span all district societies across the country.
Tailor-made CPD Programmes: Collaborate with Members Services Department to
develop professional development programmes based on schemes of service of employers.

Has over thirteen (13) years of post-qualification working experience in providing assurance
services, SOX 404, tax compliance training and capacity-building for senior staff in the
public and private sectors.
Nii Akwei was chairman of the University of Ghana (UoG) Technical Evaluation
Committee for the implementation of IPSAS. He chaired the committee throughout the
bidding and evaluation process. He was later nominated by UoG as a member of the
Implementation Committee.
Nii Akwei was the first manager of the Quality Assurance Monitoring Unit (QAM) and lead
facilitator of several training programmes at ICAG. He was instrumental in laying the
building blocks for the transformational agenda of ICAG in the area of continuous
professional development for practitioners, the migration of the accounting practice towards
adoption of IFRS and training of practise firms on the Private Company Auditing System
(PCAS) for standardization and enhancement of the quality of audit practice in Ghana.
