The RTA is cracking down on overweight trucks because overloading a vehicle can significantly
impair the driver’s ability to brake and steer correctly and is a danger to the driver, passengers,
other road users and pedestrians.
The Bureau of Transport Economics’ (BTE) 2000 Report on Road Crash Costs in Australia is still
regarded as the most authoritative source available on the economic cost of road crashes. The
BTE crash cost estimates has been updated to 2008 showing the average cost of a fatal crash is
$2.27M (which takes into account loss of future earnings, etc.), and the average cost of a serious
injury resulting from crash is $560,000.

the Chain of Responsibility Legislation?
1. Overloaded Trucks cause excessive wear and damage to roads, bridges and pavements;

4. Overloaded vehicles are illegal - this may affect the insurance cover for the vehicle.
The penalty for overloading a vehicle may exceed $2,200 for an individual and $11,000
for a corporation, per incident.
Heavy vehicles represent 2.5 per cent of all registered vehicles in New South Wales,
but account for 8 per cent of vehicle kilometres travelled and 21 per cent of fatalities

ull-length truck weighbridges which weigh the entire truck
at one time and can also have split decks for axle weighing,

How The Freight-Weigh Above Ground Weighbridge Works
A Typical Example
1.Trucks wait for clearance to access Weighbridge ramps (either
Traffic Lights, Speakers, Large Displays optional)
2. Once the go ahead is given, the truck travels slowly
up the ramps on to the weighbride deck, stopping
when truck fully on deck

3. The bridge has been calibrated to Zero, the load cells, detects
a change in weight.
4. The Load Cell sensing or spring element is designed to
detect strain of the weight directly proportional to the
load applied.
5. The strain gauges, are usually connected in multiples of four,
called a Wheatstone bridge configuration - converting the
very small change in resistance into a usable electrical signal.

Your Weighbridge Is Only As Reliable As The Load Cell,
Which Is The Heart Of Any Weighbridge
The heart of any weighbridge is the load cell. The load cells are
highly accurate transducers, designed to sense force or weight
under a wide range of adverse conditions. They’re the most
essential part of an electronic weighing system, but also the most
vulnerable.

The sensing or spring element is designed in such a way it develops
a strain, directly proportional to the load applied.
The strain gauges, are usually connected in multiples of four, called
a Wheatstone bridge configuration. This converts the very small
change in resistance into a usable electrical signal.
Load cells may be damaged because of shock, overloading, lightning
strikes or heavy surges in current, chemical or moisture ingress,
mishandling (dropping, lifting on cable, etc.),vibration, seismic
events or internal component malfunctioning. The load cell needs to
be properly sealed against the environment

Hermetically sealed, stainless steel load cells are made
from 17-4PH stainless steel - which offers the best performance
qualities of any stainless alloy. Hermetically sealed, stainless steel
load cells are more expensive than other load cells due to the
additional costs of sealing the load cell
Hermetic sealing will ensure the integrity of your strain
gauge section of the cell in corrosive or washdown
applications. A true hermetically sealed load cell
incorporates a welded header cover over the gauge
cavity where the cable is attached. The welded header is
the key to preventing moisture penetrating the inner load
cell
Watch out for potted loadcells that are only designed for
“normal” environmental factors encountered in indoor or
protected outdoor weighing applications.
 Choosing non-hermetic cells for washdown applications
to save some dollars will result in constant replacements
due to moisture seepage. You don’t save money.

So what is electrostatic discharge? Electrostatic
Discharge (ESD) also known as static electricity,
is destroying millions of dollars’ worth of
electronic components every year.
“Static electricity refers to the build up of
electric charge on the surface of objects.
The static charges remain on an object until
they either bleed off to ground or are quickly
neutralized by a discharge.” Dhogal (1986).

When the electric charge accumulates to the
point where the volts can “jump” across an air
gap and the resulting current flow can fuse and
damage the electrical circuits.
Weighbridges are vulnerable to damage by
ESD, the consequences of which can be very
expensive to repair, not to mention the knockon effects of your weighbridge being out of
order. A weighbridge, by nature, is unlikely to
be the tallest structure in its locality and so will
rarely be directly struck by lightning. If it does
receive a direct hit, then no weighbridge in the
world could withstand or dissipate the electrical
energy that would strike it passing through its
load cells as the easiest route to earth.

Touch screen
The Bridgemaster software records weights from your weighbridge
into a database and has the ability to print invoices (dockets), lets you
reprint dockets, print reports and maintain a history of transactions on
your site.
The operator or driver can enter details of the load and weigh the
entire truck or each axle group. When the vehicle is weighed you can
automatically save a picture from a video camera (when connected to
the appropriate hardware).

Your Truck Must Not Exceed The Mass Limits
A vehicle must not be operated at a mass limit that will exceed the:
Manufacturer’s
GVM/GCM;
Manufacturer’s individual component rating (i.e., axles, springs,
tyres etc.); or the
Statutory mass limits or overall axle spacings.
It is the operator’s responsibility to make sure these limits are not
exceeded.
Don’t risk the heavy CoR fines because of overweight trucks.
Single Deck Weighbridges
It is your responsibility to not only ensure your total weight is below
the limit for your truck type but also that the axle weights are not
exceeded. You should be aware of the constraints in using a single
deck weighbridge for measuring axle weights.
It’s
very difficult to get different axle group loadings accurately
on a Single Deck Weighbridge, with a single weigh operation.


So tell me about the your relationship with AWE?
We met 10 years ago, when they were installing a weighbridge at a metal yard, next to one of our
sites. We were looking at putting in a weighbridge, so I went and made myself known and our
relationship grew from there.
We now have weighbridges in 3 states on the Eastern seaboard, Melbourne, Sydney, and
Brisbane. We operate a Freight Express Service and it’s important to have a weighbridge because
if you’re caught by the Police or RTA for sending overweight trucks on the public roads, then
you’re breached for exceeding your weight. The fines are very expensive, so we have to have an
operational weighbridges 24/7 7 days a week.
Has it always been the case?
Yes, more so in the last 5 years because the Police and the RTA won’t tolerate people overloading
their trucks and trailers.

So Ron tell me about this weighbridge you have installed, how long has this been here?
The weighbridges have been installed over the Christmas break period, it was done at this time
because that’s our down period, where we don’t have many trucks, so AWE came in during the
period and installed all of the pads so we could get them operational, as soon as possible after the
New Year period.
So why did you choose this particular weighbridge? What’s unique about it? What’s
special?
We have the difficulty with the installation here, that much of the structure and is old structure
and so we are limited by the height we have available. We had contemplated putting in a full
standardised weighbridge, but the amount of work to do than and the space we have was too
prohibitive and these pads solved our problem for us. There low in profile.
What makes them different?
Well they are different because the profile is fairly small and so we can fit them and we’re still able
to maintain our distance from our spouts and structures and the weighpads.
What has set apart AWE from other companies supplying weighbridges?
Well there are other companies around that have similar systems, but our relationship with AWE
has been over a reasonable lengthly period of time. Because we have been doing this project and
trying to get the right answers before we launched into doing the project and they have aways been
cooperative and good people to deal with, so we were always keen in the first place when we got
quotations to deal with AWE and what we got now supports our stance in that regard.

So when you told AWE what you need, what did they do
for you? How did they find the right solution?
They proposed these pads and showed us and we liked the
concept, we liked the height that was available to us, it was very
small. The pad was as high by a small extent. All was part of the
consideration in dealing with AWE.

They have been great, we have never had troubles with AWE. As
soon as we raise an issue it is quickly addressed and solved, no
problems at all.

How far does that go back?

So over those 5 years what were some of the things that
stuck out?
We liked the concept, we like the fact that the pads were only
small in height and we like the people we dealt with and I guess
you put all 3 things together and we got a good combination.

So is there anything else in the way they work or how the pads works?
Well the reason for putting the pads in is to make our loading installation secure, thats one reason,
we did have the problem before when it was manual loading we might (without weighpads, of
course) overload or underload a truck. That was an inefficiency we wanted to get out of the
system and these pads provide the accuracy to load quickly and provide the security we needed.
It also allowed us to automate the loading system properly and inline with our broader plan,
removed the inefficiency we had before.
By installing this you were saving money?
We like to think so, that’s how we justify spending the amount money on the project. The project
will pay for itself over a reasonable amount of time.
Well removing the inefficiency of underloading or overloading will certainly save us money because
we’re saving time and we don’t have to. For example, if we overloaded before we had to go back
and pump off the extra product which was on the truck and that all takes time and time is money
and there we save the money and get the justification spending the capital we have. So it is easy
to justify spending the money we did.
What if your Trucks were Overloaded?
While AWE has cost you a lot money short term they have saved you Money?
Correct, we spent a lot of money installing the pads, but the money will be repaid back in a short
period of time and we are quite happy with the benefits we will gain from these weighpads.
Any thing else you have got from AWE?
Lots of other smaller things they have done for over 5 years. It’s not as we just come along to
AWE and discovered they were good guys and we gave them a good project. We had a good
experience for sometime.
They’ve done loadcells, weighbridge at Glebe, scales on our Supertankers. Actually the Weighcells
on our supertankers enable us to make sure how much is in each tanker - Supertankers are mobile
storage vessels on road sites that enabled us to keep track of stock, lots of small things. But we
have done business with AWE over several years.
If someone were to ask you there looking for a large outlay for a weighbridge, why
would you recommend AWE?
When we first looked at this project 5 years ago we did look at other companies and we compared
in quite a reasonable way with the various attributes of the different proposals. As I said before
concepts we liked, the size of the pads we liked and the relationship we had with AWE has been
good comparing all of the factors and cost associated with the equipment. AWE wasn’t the

Certification Of Weighbridges
Generally, all weighing equipment in trade use must be tested and
stamped by a Trading Standards Officer. This must be done upon
installation or following repair, failing which the owner and operator
of the weighing equipment will be liable for prosecution. As well
as a fine plus costs and any prosecution will inevitably tarnish the
reputation of those convicted. As our weighing equipment has been
approved to the latest N.M.I standards, and because we have the
quality standard, we are approved to carry out calibrations and
certifications. This means that you do not incur the delays and
higher costs of bringing in a National Standards Officer.

& operate test weigh vehicles using Reg 13 certified test masses.
These Test trucks are manned by qualified technicans so we are

Locating a Weighbridge
A weighbridge must be located so:
A vehicle has enough room to move on and off the weighbridge
without having to turn on any platform;
Any indicating or visual summing device is protected from wind
and rain; and
Water, mud or debris does not accumulate on or under a
platform; or in the pit.
Visibility
An operator must have a clear view of each platform and the
measurement displayed on the indicator, without moving from their
normal operating position. The driver of a vehicle also needs a
clear view of the indicator.

end-to-end and axle measurements).

What Size Weighbridge Do I Need?
To determine the size of your Weighbridge you need to select a platform, long enough to weigh
the largest truck you anticipate weighing in the future. Weighbridges come in 2 widths to suit most
trucks 3.0 and 3.5 metres, and they can range in size from 6 metres to over 60 metres.
It’s much more expensive to add an extra metre to your weighbridge, 5 years down the track when
your trucks outgrow your initial weighbridge. Your weighbridge needs to fit within the area you have
allocated, allowing for a straight approach and departure from the weighbridge.
What is the largest vehicle you intend to weigh?
AWE provides of multiple of standard platform sizes to cater for most common truck types. In
addition to these sizes we also provide custom weighbridges for larger trucks such as B-Triples,
Road Trains, Mining Trucks/Dumpers.
What’s the Difference between Trade & Non Trade?
Trade: A weighbridge is used for trade when it is used, or made available for others to use, to buy
or sell goods, to determine freight or other charges based on weight, or to determine a tax.
Non trade: To check axle group weights and gross vehicle weights. This helps to stop axle
overloading and possible heavy fines.

What Capacity Can The Weighbridge Weigh?
The platform size, weighing capacity should be selected based on your current and anticipated
needs. The capacities associated with truck scales nominal capacity, is the total measurable load
that can be distributed over the scale platform. Most truck scales have nominal capacities of
20,000kg, 30,000kg 60,000kg 80,000kgs to over 300,000kgs which covers Australia’s highway,
mining, railways maximum capacity for 99% of trucks and railways. Selection of the nominal
capacity is normally not of concern since it is typically great enough to handle all but the most
extreme loads.
Where’s the best location for your weighbridge?
There’s a number of factors which determine the best location for your weighbridge.
 Will it compliment your flow of traffic, or cause a traffic bottleneck?
 Is your site Geothechnically suitable to take the weight off the weighbridge & trucks?
Do you own or rent the site? Because this will determine whether it needs to be portable or have
a fixed location.
 How much of a real estate can you allocate for the weighbridge?
An Above Ground weighbridge requires ramps at both ends of Weighbridge. Allow 5-7 metres
per ramp including the flat 1 metre section before the actual weighbridge. Aboveground Requires
large real estate and impedes clear access to hard stand area. However, an above Ground
Weighbridge is less expensive to install because it requires less civil work and foundations
What type of load cell would work best with a washdown application?
A hermetically sealed stainless steel load cell provides the best protection from water ingress
What is the difference between hermetically sealed and welded seal load cell?
A load cell that is classified as hermetically sealed has both a welded seal and additional hermetic
sealing gland entry area. Welded seal load cells are not protected in the cable entry area.
What about end to end (split) weighing?
Larger vehicles can split weigh their loads, by weighing individual axle groups on a platform smaller
than the vehicle they intend to weigh. The process can be used to capture a legal weight, provided
the concrete approaches are at a suitable length for the vehicle you intend to weigh.
What Do I Do After I have Selected My Weighbridge?
You’ve decided on a weighbridge and are ready to go, but before you sign on the dotted line, there
are a few more things to investigate. First, check with your council to make certain you can place a
weighbridge at your site. Often a DA along with the necessary fees and drawings are required for
installation of a weighbridge. And most importantly, remember to call AWE for the Right

Axle Load Measurement: A measurement, which is not
an end-to-end measurement, made to determine the mass
supported by separate axles, or groups of axles, of a vehicle.
End-to-End Measurement: Measurement of a vehicle
by weighing each axle group by driving the truck forward
successively. The total weight is the sum of the individual axle
weights
Indicating Device: Part of the measuring device from which
the direct reading of the result is obtained.
 Inspector: A trade measurement inspector.
 Licence: A licence is either a servicing licence or a public
weighbridge licence.
Licensee: A licensee is the holder of either a servicing licence
or a public weighbridge licence.
 Mass: The amount of matter of an object regardless of
location:
 Gross mass: is the mass of the vehicle including the
load.
Tare mass is the mass of the vehicle prior to being
loaded.
Net mass is the result of the subtraction of the tare

Maximum Permissible Error (MPE): Maximum difference,
positive or negative, allowed by regulation between the
