Ethical Issues in Cross Cultural Home Care. This session will provide an intensive overview of ethical issues in crosscultural care. Participants consider the philosophical ethics balanced by various aspects of culture, family dynamics, communication barriers and professional dialogue. Developing a Rural/Tribal Program olf All Inclusive Care for the Elderly The Program of All-Inclusive Care for the Elderly (PACE) is a capitated benefit authorized by the Balanced Budget Act of 1997 (BBA) that features a comprehencive service delivery system and integrated Medicare and Medicaid financing. The program is modeled on the system of acute and long term care services. The PACE model was developed to address the needs of long-term care clients, providers, and payers. For most partici pants, the comprehensive service package permits them to continue living at home while receiving services rather than be institutionalized. Capitated financing allows providers to deliver all services participants need rather than be limited to those reimbursable under the Medicare and Medicaid fee-for-service systems. Moody, PhD. Harry R. Moody is currently Director of Academic Affairs for AARP. Dr. Moody is the author of over 100 scholarly articles and book chapters, as well as a number of books including: Abundance of Life: Human Development Policies for an Aging Society (Columbia University Press, 1988); Ethics in an Aging Society (Johns Hopkins University Press, 1992); and Aging: Concepts and Controversies, a gerontology textbook now in its 3rd edition. His most recent book, The Five Stages of the Soul, was published by Doubleday Anchor Books (1997) and has been translated into seven languages worldwide. A graduate of Yale (1967) and a Ph.D. in philosophy from Columbia University (1973), Dr. Moody taught philosophy at Columbia, Hunter College, New York University, and the University of California at Santa Cruz. From 1999 to 2001 he served as National Program Director of the Robert Wood Johnson Foundation’s Faith in Action and, from 1992 to 1999, was Executive Director of the Brookdale Center at Hunter College. Before coming to Hunter, he served as Administrator of Continuing Education Programs for the Citicorp Foundation and later as Co-Director of the National Aging Policy Center of the National Council on Aging in Washington, DC. Young is currently Senior Pastor at Holy Temple Baptist Church in Oklahoma City. In December of 2005 the Governor appointed Pastor Young as a Commissioner for the Department of Human Services. Pastor Young completed a Merrill Fellowship with Harvard Divinity School, in Cambridge, Massachusetts in 1996 and is a Board Certified Chaplain with the Association of Professional Chaplains. In addition, he is a Clinical Member to the Association of Clinical Pastoral Education. Pastor Young worked with the Oklahoma Marriage Initiative in promoting the institution of marriage and strengthening the bonds of communication between husband, wife, and family. He speaks nationally encouraging clergy groups and non-profits to form coalitions to promote healthy marriages in our communities. Pastor Young is a trustee for Phillips Theological Seminary and an Adjunct Professor. He received the Community Witness Award in 2004 from the Oklahoma Conference of Churches, the Distinguished Alumni Award from Phillips Theological Seminary, Board Member of the Year-American Red Cross, and the “Golden Bull” award as the best representative of Leadership by his Leadership Oklahoma Class. Pastor Young is completed a $5 Million dollar senior Housing Project (Temple Gardens) for seniors in the community. He is married to Reverend Dr. Thelma ChambersYoung, has two children and three wonderful grandchildren. KEYNOTE: Rev.
