ello all,
As I gaze into my screen and make final arrangements for NPSC 2007 in Denver, I can’t
help but feel a bit awestruck at the size and
breadth of NESDA/ISCET’s offering this year.
And I am not just talking about the number of
service classes available. No matter what facet
of the service chain you are in, there is something waiting for you in Denver.
It doesn’t matter whether you are the
counterperson, on the bench, on the road, in
the office, or a little of all. There is guaranteed to be something that you will learn and
take back to your own organization’s benefit.
Technical seminars, management classes,
symposiums, breakout sessions, the absolutely fantastic Trade Show (the largest in our
industry), all in the breathtaking destination of
Denver, Colorado.
One of my favorite things about NPSC is the
varied and diverse nature of the people we
meet every year. Small and large servicers
alike convene in one central location to share,
learn and commiserate about the industry for
the betterment of all. That is the spirit of NPSC.
And in the spirit of sharing, one event stands
out above all others and that is the Keynote
Address. I am thrilled that Henry Chiarelli from
DBL Distributing has been kind enough to grace
us with his wit and wisdom again this year.
Anyone who attended last year’s event knows
what a charismatic and persuasive speaker
Henry is. This is one not to be missed.
The Trade Show is absolutely busting at its
seams with booth after booth of vendors and
industry partners, anxious to get to know both
you and your business. Where else can you
walk down an aisle and speak with practically
everyone you do business with? Manufacturers’
reps from no less than fourteen companies will
be on hand. Many have there entire US staff
of field reps on hand to discuss and formulate
plans that are beneficial to all involved.
It has been said many times that once you attend NPSC, you will never want to miss another. In my last report I mentioned the “NPSC
Sweepstakes,” where six lucky winners would
be chosen to receive an NPSC scholarship of
airfare, hotel and convention registration provided by our Industry Angels. An absolute slam
dunk in terms of opening one’s eyes to what
NESDA/ISCET has to offer. The six lucky winners are…Tom Caruso, Richard Fisher, Dave
Vandervinne, Arthur Sauceda, Daniel Mead
and Norman P. Domingo. So remember, if you
see one of these six winners welcome them
aboard and when you see our Industry Angel

Providers in all industries continhear and talk about background
ue to he
screens, and in fact, the topic just won’t
go away. The reason? Everyone is talking
about them.
Consumers are at the core of this topic and are
raising background screens; criminal, driving,
and registered offender checks, to a new level
of awareness. They are telling manufacturers
and retailers that not only should these compa-

nies know who they are dispatching, but that
all appropriate steps should be taken to ensure
the individual does not pose a threat to the
customer’s family, property or personal safety.
Consumers have also told their legislators,
who, in several states, have proposed bills to
increase consumer safety by expanding the
background screening from only payroll staff
to independent contractors, too. Several years
ago Texas made it a law.
In recent years, the media has captured and
repeated stories of criminal activity perpetrated by individual service workers who were
given access to consumer’s homes and already
had a violent criminal record. These stories are
repeated in the news over and over increasing
the public’s awareness.
In reality, these unfortunate service events
are extremely rare. Not only are the greatest
proportion of service providers not criminals,
most are educated, qualified professionals who
care about their work, their customers and
who do an outstanding job. But, in a time of
sensationalism, the “call gone wrong” is what
people remember.
While there is not yet an industry standard for
background screens, the trend is gaining momentum and within a short time completing
the background screen will become a standard
like insurance and licensing. Industry organizations and consumer groups are already working together to define acceptable standards
for screening individuals who have access to
consumer’s home. Major companies like Sears,
Home Depot, Lowes, GE and Federal Warranty
explicitly require background screens and more
are about to follow.
You may think, “OK, I guess I’ll complete a
screen, but what about the safety of my personal information?

Background screen applications require basic
contact information, including a social security
number. This number provides the sole ability
to track individuals with the consumer reporting agencies and various criminal databases
and to differentiate John S. Smith in Little Rock,
(convicted sex offender) from John S. Smith in
Fayetteville, (professional service provider).
The screening companies are legally responsible to protect this data and to ensure its safe
keeping. Failure to do so, even if a breach
never occurred can result in criminal prosecution and significant expense to correct any
harm that may have resulted in connection
to the breach.
Company owners are also asked to provide
data, including their social security number.
This allows the reporting agency to verify that
the entity requesting the background screens
is a legitimate company and is necessary to
protect individuals from unlawful release of
their private, personal information to just anyone.
If you are concerned about the safety of your
personal information, there are a number of
questions to ask the screening company about
how your privacy is protected.
• “Are submissions collected via a secured,
encrypted web application? Fax? Or paper
documents?” You will have to judge which
method you are most comfortable with.
• “What level of information is made available and to whom?” Information should be
limited to the individual and their employers
only. Specific detail is not required if the company has a scoring model and can provide a
pass/fail indicator thus keeping individual acts
confidential and private if past acts do not
pose a threat to the public or property.
• “Does the provider publish a Privacy Policy,
and adhere to the FCRA (Fair Credit Reporting Act) and DPPA (Federal Driver Privacy Protection Act) requirements?” Individual Background Screens are governed by both of the
federal acts and numerous state regulatory
acts similar to the FCRA and DPPA.
• “What if the information is wrong or I do
not agree?” The Fair Credit Reporting Act
(FCRA) is a government mandated process
that specifies a company’s requirements for
handling sensitive, private information. Make
sure the screening company follows FCRA
Guidelines.
While there are many reasons that background screening is becoming standard, many
companies are completing the screens proactively as a service to their customers. “My
company is completing the screens for each of
our technicians,” says Robert Hentz, owner of
ServiceOne. “We started when I put myself in
my customer’s shoes. How comfortable would
I be, not knowing if a convicted criminal or
sex offender was entering the home of my elderly mother, teenage daughter home alone,
pregnant wife, disabled friend or mentally
challenged cousin.”

National
Competition in
Kansas City, MO in Electronics Technology and
Electronics Application as a tool in providing
competition to select National Winners. Mr.
Del Whiteman, ISCET Director and Educational
Consultant will work with these two groups
as well as present “The Changing Face of
Electronics Education” at the SKILLS University
part of the gathering.
NCEE, the National Coalition for Electronics Education, an organization consisting of
educators, leaders in electronics, appliance,
industrial, and many other segments of electronics is working very hard to keep electronics
education in the curricula of schools all over
the nation. If you are interested in keeping a
pool of electronics technicians training to fill
attrition vacancies and also to fuel a growing
economy, and providing a career path that our
young people can adopt to provide a good living, then contact them at info@ncee-edu.org.

Preparing for the END! – Every few years
some group of people, most of which you
never heard of before, have declared that the
World is coming to an end on some specific
date or time. Nobody pays much attention to
them except for the novelty involved. BUT
NOW COMES ALONG Sir Isaac Newton,
yep, the one that fathered Physics no less with
his deductions concerning apples falling from
a tree…yep that Sir Isaac Newton. It seems
that in the year of 1704 he wrote a letter (currently on display at Jerusalem’s Hebrew University) that predicted the end of the World
in the year 2060. “Working from verses in the
Book of Daniel, the elaborator of the classical laws of gravity, motion and optics argued
that the world would end 1,260 years after
the foundation of the Holy Roman Empire in
western Europe in 800 AD.” as reported by
Physorg.com in their June 17, 2007 issue on
the internet.
Online Testing & Learning has moved to a
new server, and with program modifications is
enjoying a much faster reaction time than before. Many compliments have been received
concerning the increased speed and ease of
testing management.
Associate CET Examinations #1205 and
#1207 have been revised as of June 12, 2007.
If any ISCET CAs or Proctors have copies of
these examination books, please destroy them.
No examinations utilizing the exams prior to
V1.0 June 12, 2007 of both 1205 and 1207 will
processed if given after July 31, 2007.
